   CDP and Luxembourg-based ArcelorMittal, the world’s largest steelmaker, declined to comment. The Marcegaglia group made no comment. A European Commission spokeswoman declined to comment.
   
   The commission had been due to rule on the offer by Oct. 26 but it extended the deadline to Nov. 13 amid media reports that regulatory concerns might derail the deal for Ilva, Europe’s biggest steel plant by production capacity.
   
   A filing on the European Commission website earlier this month showed that ArcelorMittal had offered concessions to try to allay antitrust concerns, but no details of its proposal were made public.

   Er bestaan zorgen bij de Europese toezichthouder dat door de overname er minder concurrentie ontstaat voor bepaalde staalproducten, waardoor de prijzen mogelijk zullen stijgen. Brussel zei dat ArcelorMittal, één van de grootste staalbedrijven ter wereld, via de overname zijn marktaandeel flink zal uitbreiden, aangezien Ilva tot de grootste staalfabrieken in Europa behoort.
   
   De Europese Commissie heeft tot 23 maart 2018 om een beslissing over de overname te nemen.
   
   ArcelorMittal maakte in juni bekend Ilva over te zullen nemen in een consortium samen met Marcegaglia. ArcelorMittal heeft een belang van 85 procent in dit samenwerkingsverband.
   
   De Ilva fabriek was in handen van de Italiaanse overheid en werd voor 1,8 miljard euro verkocht. ArcelorMittal heeft echter ook toegezegd om in de komende jaren 2,4 miljard dollar te investeren, vooral om de faciliteit milieuvriendelijker te maken.
   
   Het aandeel ArcelorMittal sloot woensdag 0,7 procent lager op 25,18 euro.

   BRUSSEL (ANP/BLOOMBERG) - De Europese Commissie is een ,,diepgaand onderzoek" begonnen naar de voorgenomen overname van het Italiaanse staalbedrijf Ilva door staalproducent ArcelorMittal. De commissie heeft ,,zorgen" dat hierdoor mogelijk de concurrentie op de markt voor bepaalde platte staalproducten in gevaar komt.
   EU-commissaris Margrethe Vestager (Mededinging) stelt in een verklaring dat de van staal afhankelijke industrieën 30 miljoen mensen in Europa werk bieden. ,,Al deze ondernemingen hebben concurrerende prijzen nodig om op de wereldmarkt te kunnen concurreren. Het gaat vooral om het midden- en kleinbedrijf in verschillende sectoren, waaronder de bouw, en fabrikanten van huishoudelijke apparatuur." De commissie vreest dat door het samengaan van de ondernemingen de prijzen omhoog zullen gaan.
   
   ArcelorMittal laat in een reactie weten in gesprek te blijven met de Europese Commissie. Het concern wil nog steeds komen tot een overname van Ilva.
   
   Overname
   In juni werd bekend dat Arcelor samen met partner Marcegaglia de Italiaanse branchegenoot Ilva overneemt. Er werd overeenstemming bereikt over onder meer de koopprijs, die 1,8 miljard euro bedraagt. Ilva is eigenaar van de grootste staalfabriek van Europa in de Zuid-Italiaanse stad Tarente.
   
   Het is de bedoeling dat de fabriek eerst minimaal twee jaar geleased wordt van de Italiaanse overheid. Daarvoor zou dan 180 miljoen euro per jaar worden betaald, wat afgaat van de uiteindelijke koopsom. De commissie onderzoekt al of Italiaanse steun aan Ilva voldoet aan de EU-regels voor staatssteun.
   
   Ilva levert staal aan onder meer de auto-, machine- en scheepsindustrie. ArcelorMittal en Marcegaglia willen de productie van het bedrijf opvoeren en een nieuw onderzoekscentrum bijbouwen. Daarom zullen er komende jaren ook miljarden euro's geïnvesteerd moeten worden.

   ArcelorMittal bevestigde woensdag dat de overname wordt onderzocht. Het staalbedrijf voegde daaraan toe samen te zullen werken met Brussel. "We kijken uit naar de aanhoudende dialoog met de Commissie om tijdig goedkeuring te krijgen voor deze deal", liet ArcelorMittal weten.
   
   Het aandeel ArcelorMittal sloot woensdag 0,7 procent lager op 25,18 euro.

   Economic Times reported that ArcelorMittal has said it a consortium led by it will continue discussions with the European Commission regarding the proposed acquisition of Italian steel major, llva, in a bid to secure approval for the deal in a timely manner. The company confirmed that the European Commission has initiated a Phase II review of AM Investco Italy Srl's proposed acquisition of llva S.p.A.
   
   ArcelorMittal said it will continue to work closely with the European Commission to explain the dynamics of the steel industry, the rationale of the proposed acquisition and the benefits it will bring to industry, customers, the environment and the local economy. It said "We look forward to ongoing dialogue with the Commission to secure approval for this transaction in a timely manner.”
   
   ArcelorMittal had notified AM Investco's proposed acquisition of llva S.p.A to the European Commission on 21 September 2017, and submitted commitments on 19 October 2017. AM Investco reached a binding agreement concerning the lease and obligation to purchase llva S.p.A and its subsidiaries with the Italian Government in June 2017.

   Taranto residents protest as water runs red near Ilva steelworks

   The Local reported that Italians living near one of the biggest steelworks in Europe have appealed to the government to protect their health after a dramatic photo showed water near the plant running red. In a picture apparently taken near the Ilva steelworks in Taranto, in the south of Italy, a pool of water appears to have been turned entirely rust red. According to the Solo, a Taranto Facebook page, which shared the image, it was taken near Taranto port, where ships load and unload raw materials destined for use at Ilva.
   
   Iron oxide dust from the steelmaking process, combined with heavy rainfall, is believed to be the cause of the red waters.
   
   A delegate from the Italian metalworkers’ union FIOM, Francesco Maggio, confirmed to La Repubblica that it was pretty common to see dust and red water cover the entire area around the port.
   
   The picture prompted Genitori Tarantini “Parents of Taranto”, an activist group that accuses the Ilva plant of pollution, to write an open letter to the Italian government. They wrote in a message addressed to Prime Minister Paolo Gentiloni as well as the minister of economic development and the environment “Look at these pictures, gentlemen of the government of this Italy and be ashamed. Look at what you consider strategic production for the nation.”
   
   Residents have long complained of ill effects from the Ilva steelworks, ranging from red rain that stains buildings to toxic winds that have been blamed for an alarming rate of cancer among Taranto children. Ilva was placed under special administration in 2015 after its former owners were accused of negligence over toxic emissions. A legal case is ongoing, with prosecutors arguing that the emissions led to nearly 12,000 premature deaths over seven years.

    Government criticizes ILVA decree appeal by Puglia Region
    
    ANSA reported that sparks flew between the Italian government and local and regional authorities in Puglia on Wednesday after the latter challenged a decree modifying the environmental cleanup plan for the troubled ILVA steel plant in Taranto. Environment Minister Gian Luca Galletti expressed his surprise at the move, saying the new industrial plan for Europe's largest steelworks is strong and that the environmental plan is the best that has ever been seen.
    
    Economic Development Minister Carlo Calenda accused the local and regional authorities of schizophrenic management and said the deal on ILVA involving sale to a consortium led by ArcelorMittal and the associated environmental clean-up risked falling apart.
    
    Taranto mayor Rinaldo Melucci in reference to the ongoing health risk posed by the plant replied "Enough of stealing our children's future, blackmail doesn't frighten us.”

    Reuters reported Italy’s Puglia and Taranto regions last week lodged a court appeal against ArcelorMittal’s takeover of Ilva which, if successful, could scupper the deal and lead to the temporary shutdown of Europe’s largest steel plant. Meanwhile, EU antitrust authorities have opened a full inquiry which is likely to see ArcelorMittal’s junior bid partner, Italian steel processor Marcegaglia, exit the deal to buy Ilva.
    
    But a rally in European steel prices, which have soared by some 75 percent since the start of last year, is unlikely to be derailed by either outcome, steel industry participants told Reuters following the recent developments. Tomasso Sandrini, chief executive of steel service center S.Polo Lamiere, told Reuters “It doesn’t change anything to have Marcegaglia out of the consortium. With Marcegaglia holding just a 6 percent share in the partnership, it would have had a negligible influence on EU steel prices as it would in any case have been unable to co-ordinate its sales strategy with ArcelorMittal-Ilva.”
    
    EU antitrust authorities in November upgraded their investigation into whether the proposed purchase of Ilva by the consortium led by ArcelorMittal, the world’s biggest steelmaker, will lead to steel price hikes.
    
    A few weeks later, the Puglia and Taranto regions filed an appeal against the takeover that counter-intuitively put the EU steel sector in a win-win situation in the short term, investment bank Jefferies says.

    ANSA reported that industry minister Carlo Calenda reiterated his call for Puglia Governor Michele Emiliano to withdraw the region's legal challenge to a decree modifying the environmental cleanup plan for the troubled ILVA steel plant in Taranto.
    
    Mr Calenda said that "My invitation is the same as before - withdraw the appeal and let's open talks. You can't call for the opening of talks when you move dialogue to the courts. It is not correct". Calenda has said the challenge to the Puglia regional administrative court threatens a deal for new owners to take over ILVA and the associated environmental clean-up.”
    
    The Taranto plant, Europe's largest steelworks, is undergoing a painful restructuring to revamp it and clean it up after years in which it was linked to high local cancer rates.

    Terugvordering van 84 miljoen euro.
    
    (ABM FN-Dow Jones) De Europese Commissie heeft woensdag geoordeeld dat staalbedrijf Ilva, waarop een overnamebod ligt van ArcelorMittal, 84 miljoen euro aan illegale staatssteun door Italië moet terugbetalen.
    
    Brussel oordeelde dat Ilva in 2015 twee leningen kreeg van Italië die onder de marktprijs lagen, hetgeen in strijd is met de EU-regels. Het staalbedrijf moet nu 84 miljoen euro terugbetalen.

    ILVA Taranato risks closing in January
    
    
    ANSA reported that the largest steel plant in Europe, ILVA's factory at Taranto in Puglia, "risks closing in January" unless a Puglia government appeal against its environmental clean up and revamp plan is withdrawn, Industry Miniuster Carlo Calenda said Wednesday.
    
    Puglia Governor Michele Emiliano accused Calenda of having a "hissy fit" and said talks on the plan could go ahead without him.
    
    Commissioners are running ILVA after it was put in administration and started undergoing the economic revamp and clean-up programme after years of being linked to high cancer rates in Taranto.

    ArcelorMittal tells Ilva it wants to change buying contract

    Reuters reported that steelmaker ArcelorMittal has told commissioners running Italy’s Ilva plant that it wants changes made to the contract in which it agreed to buy the company in order to protect it from legal challenges in Italy. In the latest twist, the commissioners in charge of Ilva have written to Italy’s industry ministry saying ArcelorMittal has told them it now wants the purchase contract changed to safeguard it in case the legal challenges are successful.
    
    ArcelorMittal has asked for “modifications and additions” allowing for the deal to be suspended or dissolved if a court in southern Italy upholds the challenges, according to the commissioners’ letter, dated Dec. 21, which Reuters has seen.
    
    The letter said that “We are assessing, with our consultants, whether these requests are compatible with the rules in force, adding that in any case the commissioners will take no steps without first informing the government.”
    
    ArcelorMittal declined to comment to Reuters.
    
    EU antitrust authorities in November upgraded their own investigation into the company’s proposed takeover of Ilva, fearing it will lead to steel price hikes. European steel prices are up some 85 percent since January 1st 2016.
    
    A few weeks after the anti-trust filing, the Puglia and Taranto local authorities filed an appeal against the Italian government’s approval of ArcelorMittal’s environmental plan for Ilva. They said the plan did not do enough to safeguard the environment and public health.
    
    Ilva, based in the city of Taranto in Italy’s southern heel, is Europe’s largest steel plant. It has been dogged by charges of corruption and environmental crime for years.

    ArcelorMittal argued case for steelmaker Ilva purchase at EU hearing
    
    Reuters reported that World No 1 steelmaker ArcelorMittal sought to fend off EU antitrust concerns about its proposed EUR 1.8 billion purchase of Italian peer Ilva at a hearing on Thursday. The European Commission launched a full-scale investigation in November over worries the deal might reduce competition for several flat carbon steel products and lead to higher prices for small- and medium-sized companies in southern Europe.
    
    ArcelorMittal Chief Financial Officer Aditya Mittal headed a team of lawyers and economists at the hearing, which began on Thursday morning. Ilva Commissioner Enrico Laghi were also present. Nobody from the Italian government was present, a government source told Reuters.
    
    Commission officials at the hearing included Carles Esteva Mosso who is in charge of mergers, lawyers and economists.
    
    The EU competition enforcer had rejected an earlier offer of concessions from ArcelorMittal, saying that it was insufficient.
    
    Sources told Reuters the company subsequently struck a preliminary deal to sell its steel mill in Piombino, Italy to Italian steelmaker Arvedi in a bid to appease the Commission.
    
    The regulator is scheduled to rule on the case by April 4, a deadline which can be extended once the company offers concessions.

    Brussel verlengt onderzoek overname Ilva door ArcelorMittal
    Nieuwe deadline 25 april.
    
    (ABM FN-Dow Jones)Brussel heeft de deadline voor het onderzoek naar de voorgenomen overname van het Italiaanse staalbedrijf Ilva door ArcelorMittal uitgesteld tot 25 april. Dit maakte de Europese Commissie bekend.
    
    De Europese Commissie had aanvankelijk tot 23 maart 2018 om een beslissing over de overname te nemen, maar Brussel heeft meer tijd nodig om tot een besluit te komen.
    
    Er bestaan namelijk zorgen bij de Europese toezichthouder dat door de overname er minder concurrentie ontstaat voor bepaalde staalproducten, waardoor de prijzen mogelijk zullen stijgen. Brussel zei dat ArcelorMittal, één van de grootste staalbedrijven ter wereld, via de overname zijn marktaandeel flink zal uitbreiden, aangezien Ilva tot de grootste staalfabrieken in Europa behoort.
    
    ArcelorMittal maakte in juni bekend Ilva over te zullen nemen in een consortium samen met Marcegaglia. ArcelorMittal heeft een belang van 85 procent in dit samenwerkingsverband.
    
    Het aandeel ArcelorMittal koerste dinsdagochtend 2,1 procent hoger op 26,72 euro.
