    Tenova EAF Technology Chosen by NLMK Ural in Revda

    Techint Group company Tenova was recently awarded a contract for Tenova’s Industry 4.0 technology system Intelligent Electric Arc Furnace by NLMK Ural, the core company within NLMK Long Products Division controlled by NLMK Long, for its plant in Revda, Russia. The EAF, which will be installed on the existing EAF at the NLMK plant, is an advanced modular technology for dynamic optimization of the melting process based on real time data, advanced process models and algorithms. This breakthrough technology enhances EAF melting efficiency, reduces consumption and operative costs as well as carbon footprint.

    Tenova EAF technology has been successfully installed at 24 plant locations across seven countries, spanning over four continents.

    Jagat Janani Bags Jururi Iron Ore Block in Odisha Auction

    Odisha media reported that Jagat Janani Pvt Ltd has bagged Jururi iron ore block in Keonjhar district with an estimated reserve of 270 million tonnes by committing to pay 126.23 per cent of the average sale price to the Odisha government. 17 mining companies had bid for the iron ore block. Besides Jagat Janani Pvt Ltd and the existing lessee Kalinga Mining Corporation, Kashvi International Private Limited, Lal Trades & Agencies Pvt Ltd, Pravakara Sahoo and Sociedad De Fomento Industrial Pvt Ltd made it to the final race.

    This was the 16th of the 19 mines enlisted for auction.

    EVRAZ orders Danieli QSP-DUE plant

    EVRAZ has ordered from Danieli an innovative Danieli Universal Endless plant for the production of high value-added products for the new facility in Novokuznetsk in Kemerovo Region of Russia. The QSP-DUE plant of EVRAZ will be designed for a total capacity of 2,500,000 tpy of hot rolled coils for strip from 0.80 to 16.0 mm thick and and 950 to 1,700 mm wide. The vertical-curved thin-slab caster features a 5.5 m main radius, designed to operate with a slab thickness range from 100 mm to 123 mm, thanks to the application of dynamic soft reduction, and with a maximum casting speed of 6 m/min, depending on the steel grade.

    The tunnel furnace, supplied by Danieli Centro Combustion, will provide a fundamental buffer function that increases flexibility technology casting-to-rolling and provides the possibility of performing work-roll changing as a background task, without affecting the operation of caster and melt shop

    In addition to the QSP-DUE line, Danieli will supply a twin-station ladle furnace (310 t) and twin-tank vacuum degasser (310 t) and associated auxiliary equipment, including a fume treatment plant and water treatment plant for the whole facility.

    Danieli Automation will transfer Danieli know-how to the system, developing and supplying the complete process control from liquid steel to coils, including also on-line instrumentation, medium voltage and low voltage drives and control of auxiliary plants.

    Danieli QSP-DUE technology features an innovative and patented layout configuration, which allows in a single thin-slab casting and rolling production line all the winning features that up to now have been developed using either coil-to-coil, semi-endless or endless rolling modes in separate rolling mills, while eliminating the limiting factors of each one of them, thereby allowing the plant operator to reach all the production niches of the flat-products market by applying the process that is best suited to each steel grade and product.

    This will be the second Danieli QSP-DUE plant in the world. The order follows the start-up of the first ever DUE plant installed at Shougang Jingtang United I&S, in China, during 2019.

    Jingye to axe 10pc of British Steel Workforce

    The Telegraph reported that British Steel bidder Jingye is set to axe 400 jobs at the embattled firm's Scunthorpe plant as it closes in on a takeover. According to the Daily Telegraph, Jingye has started sending out new contracts to staff detailing updated terms and conditions but 10 per cent of the workforce will not be getting an offer. The new contracts come after an agreement was reached with unions over employee pay, terms and conditions last month seen as a big step towards completing the sale of the Scunthorpe-based steel giant.

    Jingye reached a conditional agreement with the Government to buy British Steel in November and pledged an investment package worth GBP 1.2 billion to transform the business and secure its future. But reducing the number of employees is understood to be seen as an essential part of Jingye's rescue scheme.

    NCLAT Provides Immunity to JSW Steel for BPSL Acquisition

    The National Company Law Appellate Tribunal has approved JSW Steel’s resolution plan to takeover of bankrupt Bhushan Power & Steel Ltd for INR 19,700 crore by providing it immunity from the ongoing criminal investigation against promoter of Bhushan Power. A two-member bench headed by Chairman Justice S J Mukhopadhaya said that JSW Steel will be immuned from the acts done by the former promoters of the Bhushan Power & Steel Ltd. However, it also said that prosecution against the former promoters under the money laundering act by the Enforcement Directorate can continue.

    The bench said that the EBITDA earned by BPSL during its Corporate Insolvency resolution period will be given to JSW Steel.

    It has also rejected the petitions filed by operational creditors, seeking higher claims.

    It is likely that the investigating agencies such as CBI and ED may move to the Supreme Court against the verdict, questioning the authority of NCLAT to provide immunity.

    Survey Results Signal Deep Impact of Coronavirus on Steel Mills in China

    Caixin Global reported that nearly 70% of China’s steel making capacity remained idle as factories have yet to resume production from an extended Lunar New Year holiday because of the deadly coronavirus epidemic. A survey by Mysteel of 3,768 steel companies in China found that as of Sunday only 33% resumed production. Meanwhile, more than 70% of companies recorded declines in orders as the epidemic disrupted business across the country.

    MySteel said “Steel companies are facing difficulties including logistics disruption, order declines and inadequate numbers of workers to resume normal operation. But as more factories reopen, companies will face new challenges to prevent the virus from spreading in their facilities.”

    Data from the China Iron and Steel Association showed that China’s average daily raw steel production in the first 10 days of February declined 4.11% from a month ago. Meanwhile, steel inventory rose nearly 42% to 18.5 million tonnes.

    Moody's Downgrades thyssenkrupp to B1

    Moody's Investors Service has downgraded to B1 from Ba3 the corporate family rating (CFR) and to B1-PD from Ba3-PD the probability of default rating f German steel and diversified industrial company thyssenkrupp AG. Concurrently, Moody's downgraded to B1 from Ba3 the ratings on the group's senior unsecured debt instruments, including the debt issuance programme. Moody's further affirmed the short-term ratings of tk at NP/(P)NP. The outlook on all ratings has been changed to developing from negative.

    US ITC Gives Reprive to PrimeSource Building Products from Expanded Duties on Steel Products

    The US Court of International Trade has issued a temporary order under which US customs agents cannot collect duties from a US company under President Donald Trump’s recently-announced expansion of steel and aluminum tariffs. PrimeSource Building Products had challenged Trump’s surprise expansion of existing tariffs to include derivative products such as steel nails and aluminum cables. It withdrew its request for a temporary restraining order after reaching an agreement with US government officials under which US Customs and Border Protection and other US government agencies agreed not to impose the duties for now.

    PrimeSource Building Products Inc, a US importer of various steel derivative products, filed a complaint in the US Court of International Trade on February 4, 2020, arguing that President Donald Trump’s Proclamation No 9980 is unlawful and unconstitutional. This proclamation expanded the implementation of steel and aluminum tariffs under Section 232 of the Trade Expansion Act of 1962 and directed the secretary of commerce to adjust these tariffs to also apply to certain steel and aluminum derivatives beginning on February 8, 2020. The complainant alleges that:
    The imposition of Section 232 duties on these derivative products is procedurally deficient because the Department of Commerce failed to provide reasonable notice to the public or hold public hearings and thus failed to follow statutory and regulatory procedures for a Section 232 investigation;
    The implementation of these duties occurred 638 days after the statutory time period for such an action lapsed;
    In providing “assessments,” “determinations” and “information” to the president on specific Harmonized Tariff System subheadings subject to additional Section 232 duties, the secretary of commerce violated all of the Section 232 statutory provisions;
    PrimeSource was deprived of its Fifth Amendment due process constitutional rights; and
    Section 232 is unconstitutional because it represents an unlawful delegation of legislative authority from Congress to the president.

    The case is PrimeSource Building Products Inc. v. United States et al., case number 1:20-cv-00032, in the U.S. Court of International Trade.

    AISI Update on Raw Steel Production in US in Week 07

    In the week ending on February 15, 2020, domestic raw steel production was 1,907,000 net tons while the capability utilization rate was 81.8 percent. Production was 1,917,000 net tons in the week ending February 15, 2019 while the capability utilization then was 82.4 percent. The current week production represents a 0.5 percent decrease from the same period in the previous year. Production for the week ending February 15, 2020 is up 0.4 percent from the previous week ending February 8, 2020 when production was 1,899,000 net tons and the rate of capability utilization was 81.4 percent.

    Adjusted year-to-date production through February 15, 2020 was 12,575,000 net tons, at a capability utilization rate of 82.1 percent. That is up 1.4 percent from the 12,395,000 net tons during the same period last year, when the capability utilization rate was 81.3 percent.

    Broken down by districts, here's production for the week ending February 15, 2020 in thousands of net tons: North East: 233; Great Lakes: 684; Midwest: 202; Southern: 717 and Western: 71 for a total of 1907.

    Nucor Announces Addition of Joseph D Rupp to the Board of Directors

    Nucor Corporation announced that its Board of Directors has elected Joseph D. Rupp as a director effective immediately. Mr Rupp, 69, most recently served as Chairman of the board of directors of Olin Corporation, a leading vertically integrated global manufacturer and distributor of chemical products and a leading U.S. manufacturer of ammunition, from May 2016 until his retirement in April 2017. Prior to that, Mr Rupp served as Chairman and Chief Executive Officer of Olin from May 2014 to May 2016, Chairman, President and Chief Executive Officer of Olin from June 2005 to May 2014 and President and Chief Executive Officer of Olin from January 2002 to June 2005. Prior to 2002, Mr Rupp served in various positions of increasing responsibility with Olin, which he originally joined in 1972. Mr Rupp currently serves on the boards of directors of Cass Information Systems Inc, O-I Glass Inc, Quanex Building Products Corporation and Dot Foods Inc and is on the Board of Trustees of the Missouri University of Science and Technology. Mr Rupp served as a director of Olin from 2002 to 2017.

    Mr. Rupp holds a Bachelor of Science degree in metallurgical engineering from the Missouri University of Science and Technology.

    Beihai Chengde Stainless Awards PAC to Primetals Technologies for X-HI Continuous Tandem Cold Mill

    In late October, Chinese steel producer Beihai Chengde Stainless Steel Co achieved their full reduction program on their new Power X-HI 3-stand mill on HRAPL#5, exceeding 60 % reduction on 304 grades with white coil process, 55 % on series 200 black coil process. Subsequently, Beihai Chengde awarded Primetals Technologies with the Preliminary Acceptance certificate for the TCM only six months after rolling mill start-up. The 3-stand continuous tandem cold mill was supplied to the Beihai plant in Guangxi Province. The rolling mill has a rated capacity of 600,000 tons of cold strip per year and is designed to produce 300 and 200 series steels as white and black coils. It is the first application of a Power X-HI mill for the direct processing of stainless black coils. The new mill relieves the hot rolling mill and allows additional thickness reduction. Mill has been in operation since mid-2019.

    The company is using the new cold rolling mill to produce wider strip. The continuous rolling mill handles hot-rolled, black stainless steel. It is able to achieve exit thicknesses from 0.8 to 5.5 millimeters from entry thicknesses of between 2.0 and 8.0 millimeters. The width of the strip varies between 1,000 and 1,550 millimeters. Primetals Technologies was responsible for the complete engineering, the manufacture of key-components, the overall technical coordination, as well as supervision of erection and commissioning.

    The rolling speed is 200 meters per minute. The scope of supply also included variable-speed drives with a total power of approximately 10,000 kilowatts, and the basic (level 1) and process (level 2) automation. An HMI-solution handles operator control and monitoring tasks. It also enables distributed supervision and features easy-to-use diagnostic and alarm functions.

    Beihai Chengde is active in nickel mining and the production of narrow stainless steel strip. It already operates a 5-stand Power X-HI continuous TCM with heavy laser welder supplied by Primetals Technologies, which produced the first coil at the end of 2015.

    PT Krakatau Steel Files Anti-Dumping Petition against Chinese HR Steel Imports

    Indonesia state-owned steelmaker PT Krakatau Steel has submitted an anti-dumping petition against hot-rolled coil and plates imports from China to the Indonesian Anti-Dumping Committee. PT Krakatau Steel President director Silmy Karim said that “The petition, submitted on behalf of the Indonesian Iron and Steel Industry Association, is part of an effort to control imports of the product, which can be used as a replacement for carbon steel. This is the first time local industry players have submitted an anti-dumping petition on hot-rolled coil alloys from China.”

    He said that controls were necessary as local iron and steel industry players suspected that China was dumping its product on Indonesia

    According to IISIA data “Imports of carbon-akin alloys like boron steel have disrupted the performance of local steel companies because the product is often used as a substitute for the carbon steel produced by many local players. As a result, steel imports rose to 3.2 million tonnes in 2019 from 1.4 million tonnes in 2015.”

    JFE Steel to Consolidate Keihin and Chiba Tinplate Lines

    ITER reported that Japanese tinplate producer JFE Steel will close one of its tinplate lines by March 2020. Production will be consolidated into its operations in the Fukuyama district. As part of plans to increase its competitiveness, JFE Steel will shut several plants in the Keihin and Chiba districts of Japan. This includes the tin mill at Chiba, where the company produces electrolytic tinplate. The tinplate line will close before March 2020. The rest of the tin mill lines will follow by the start of fiscal year 2022.

    However, JFE plans to continue tinplate production. The Fukuyama plant already produces the majority of JFE’s tin mill products, and the company plans to merge the Chiba line into the same plant.

    GFG Alliance Completion Acquisition of Adhunik Metaliks and Zion Steel

    GFG Alliance has completed the acquisition of Adhunik Metaliks Ltd and Zion Steel Ltd in a INR 4.25 billion (USD 60 million) cash deal. GFG Alliance will introduce its GREENSTEEL model to revive the steel plants, combining steel recycling with low carbon and renewable power sources, to create a more sustainable, competitive operation serving local markets. Adhunik is an integrated steel plant located at Chadrihariharpur near Rourkela in Odisha. The plant has both blast furnace and Electric Arc Furnace steel making capability with 0.5 million tonnes per annum capacity, and a 34MW captive power plant. Adhunik along with Zion Steel, its associated steel rolling facility, has a combined rolling capacity of 400,000 tonnes per annum. The sites produce products for the automotive, energy, engineering and oil & gas sectors.

    NEW DELHI (AFN/BLOOMBERG) - Staalbedrijf ArcelorMittal denkt erover om miljarden te investeren in de Amerikaanse staat Alabama. Dat heeft de Amerikaanse president Donald Trump gezegd na een rondetafelgesprek met Indiase zakenmensen, waaronder topman Lakshmi Mittal van het staalbedrijf dat een notering heeft aan de beurs van Amsterdam.

    Trump is momenteel op staatsbezoek in India. Hij wil de banden met het land aanhalen, mede om de afhankelijkheid van China voor de Verenigde Staten te verminderen.

    Wereldwijde staalproductie groeit in januari

    (ABM FN-Dow Jones) De mondiale staalproductie is in januari gestegen. Dit bleek dinsdag uit cijfers van brancheorganisatie World Steel Association.

    In totaal maakten de 64 staalproducerende landen in het afgelopen maand 154,4 miljoen ton staal, een stijging van 2,1 procent op jaarbasis.

    In China, wereldwijd met afstand de grootste fabrikant van staal, steeg de productie in januari met 7,2 procent tot 84,3 miljoen ton. De Zuid-Koreaanse productie daalde met 8,0 procent, de Indiase met 3,2 procent en de Japanse met 1,3 procent.

    De Verenigde Staten produceerden 2,5 procent meer staal dan een jaar eerder. In totaal ging het om 7,7 miljoen ton.

    De Turkse staalproductie groeide met 17 procent tot 3 miljoen ton, en was daarmee groter dan de Braziliaanse, die de productie zag dalen met 11,1 procent tot 2,7 miljoen ton.

    De staalproductie in Italië daalde met krap 5 procent, in Frankrijk werd de productie juist met 4,5 procent opgevoerd.

    China’s Steel Exports Stall over Coronavirus Hurdles

    According to a report in Global Times, Coronavirus has further cooled China's already chilling steel exports. Industry analysts predicted China's steel exports to slump by around 8 percent in the first quarter, as overseas orders are cancelled and cut-off logistics delay shipments. China Iron and Steel Association deputy director Mr Luo Tiejun said “Because of the epidemic, China's steel exports will see a significant decline in the first quarter, and February will see a relatively large fall in exports.”

    SteelHome Founder & Preident Mr Wu Wenzhang said that “China's steel exports could fall by 1.5 million tonnes or 8 percent in the first quarter, as the government's anti-coronavirus measures, including closing of ports and highways, made it hard for steel companies to ship products overseas.”

    Beijing Lange Steel Information Research Center research director Mr Wang Guoqing said “As far as we know, some overseas clients have canceled their steel-buying orders with Chinese companies because they worry about the possibility of the virus spreading through the delivery of the products. Also, as the prices of Chinese steel products fall continuously amid the epidemic, clients are unsatisfied with the previously settled price. Cancellation of orders is rare but the coronavirus epidemic is like a thorn that makes many overseas clients think twice before making orders.”

    China's steel exports slumped by 7.3 percent YoY to more than 64 million tonnes in 2019.

    Hubei Province to Remain Shut till March 10

    China's Hubei province has ordered all companies to stay closed until 11 March signaling that the effect of the coronavirus is unlikely to fade soon even though there is a drop in new cases. The only exceptions are companies in critical industries, such as those involved in fighting the coronavirus, as well as utilities such as oil and gas suppliers and the food industry. The extended closure means businesses in Hubei are likely to be shut for at least 45 days since the start of the lunar New Year on 24 January.

    According to a Caixin report, Baowu Group’s Qingshan based Wuhan Iron and Steel has been hit hard by the outbreak. Since the outbreak began, concerns about infections and the manufacturer’s prevention efforts have emerged. Factory workers generally commute to and from work in shuttle buses, and need to shower and change clothes together before starting work. As of February 13, Baowu Steel had reported 119 infections, two deaths, 51 suspected cases and 915 workers had been put into isolation. Wuhan Iron and Steel is a crown jewel of the Baowu Steel Empire. It employs about 18,000 full-time employees and can produce up to 14 million tons of steel products a year, including home appliance panels, electrical steel and rails etc.

    While more factories, businesses and construction sites are slowly reopening, the limited data available so far suggests manufacturing is still running at levels far below those in the same period last year.     Coronavirus to Hit South Korean Steel Mills in H1 of 2020

    Korea Times reported that POSCO, Hyundai Steel and other domestic steelmakers will not likely see any meaningful rebound in the first half of this year, as the spread of coronavirus will heavily dampen demand. Yuanta Securities analyst Yi Hyun-soo said "Initial outlook was that POSCO will show recoveries in the first half as the steel product spread will be improved and the US China trade dispute will also be soothed. However, the impact of the virus appears to be more serious than initial expectation, which will slow down the price, demand and the recovery of POSCO. Any attempts to boost production of steel-oriented products in China would provide a fresh impetus for South Korean steel manufacturers for noticeable recovery in the latter half of this year. The chance is very high that the Chinese government will implement any type of measures for the recovery of its economy in the near future, and industries using steel will be at the center of those measures. Though it is hard to expect the timeframe of the measures, there is a great chance of rebound in the steel industry.”

    Another industry official said "Clients set up their yearly production plan. If there is an output decline in the first half of a year, they ramp up production in the second half to meet the yearly target. Though it depends on the progress of the COVID-19 situation, steelmakers expect the demand will likely show a sharp recovery in the second half."

    In the wake of potential stimulus measures by the Chinese government, many expect a V-shaped earnings recovery as downstream industries in China are anticipated to come back on track.
