ArcelorMittal Eisenhuttenstadt Blast Furnace to Use Natural Gas

ArcelorMittal and the natural gas supplier VNG Handel & Vertrieb will cooperate to make the production of steel products at the Eisenhuttenstadt location more sustainable by switching to natural gas in 1.7 million tonnes per year blast furnace. ArcelorMittal Eisenhuttenstadt is initially planning to reduce CO2 emissions in steel production from 2021 by converting the blast furnace by around five percent per year. In the future, natural gas will be used in the blast furnace to reduce the need for coal, which in addition to lowering CO2 emissions also contributes to lower energy costs. The refitting of the furnace should be completed by mid-2021, the costs for these investments amount to around four million euros.

As part of the Group's climate strategy, ArcelorMittal Eisenhuttenstadt intends, also together with VNG Handel & Vertrieb, to add CO2-neutral hydrogen in a later step as soon as it is available in sufficient quantities and at economic costs.

As the world's largest steel and mining company in Europe, ArcelorMittal aims to save 30 percent of CO2 emissions by 2030 and produce in a climate neutral manner by 2050.

ArcelorMittal Eisenhuttenstadt is capable of producing 2.1 million tonne of HR, 1.9 million tonnes of CR. It also produces coated products.

USW Canada Pitches for Made in Canada Steel

United Steelworkers Canada has urged the Canadian government to ensure that only Made in Canada steel is used in the country. USW Western Canada Director Mr Stephen Hunt said “Thousands of Steelworkers were laid off in 2020 not due to the COVID-19 pandemic, but due to the policies of governments across Canada. It’s time that we demand all levels of government adopt Buy Canadian policies to protect Canadian jobs.”

He said “Steel is being illegally dumped in Canada to lower its price. Governments at all levels are failing Canadian workers by allowing major public and private sector projects to import offshore steel and pre fabricated parts, all at the expense of Canadian manufacturers and workers. I find it deeply concerning that government procurement policies for major construction projects like the new Pattullo Bridge in Surrey, the Kitimat LNG project, replacement lines for SaskEnergy and the Northern Alberta TC Energy project do not prioritize the use of Canadian steel. It's disturbing to see that we have bridges, pipelines and other important infrastructure projects being built with foreign imported steel. We can and must do better and that starts with buying local.”

He urged “To have a strong economic recovery plan for 2021, governments will need to commit to investing in creating new jobs and building new infrastructure projects. When those projects are being planned and sent for procurement, let’s remember to Buy Canadian.”

The Canadian steel industry employs 23,000 people directly and another 100,000 indirectly.

COVID Hit Scrap Giant EMR Closes 2 Sites in UK & to Cut 250 Jobs

Liverpool Echo reported that global recycling giant European Metal Recycling has closed two recycling sites south coast and Bedfordshire in UK and cut 250 jobs as the company's operations were badly affected by pandemic. European Metal Recycling Managing Director Mr Ian Sheppard told BusinessLive "Like many businesses, Covid-19 has had a significant material impact. EMR are no different, at the height of the lockdown supply volumes dropped as low as 20% of what we would consider normal. This has now stabilised at around 70% of normal with some slow underlying improvement. We expect these reduced volumes to persist through 2021 in the UK and are estimating this at 80% of normal. EMR had no choice but to reduce the number of staff and subsequently cut around 20% of the workforce during 2020, a reduction of 250 people. That's as well as closing a site on the south coast and another in Bedfordshire for metal recycling activity.”

For Mr Sheppard, the problems arising from Covid were on par with the financial crisis of 2008. He said "Those were enormous challenges. We've had several major price shocks in all aspects of our business over the last 15 years.

European Metal Recycling now predicts a bumpy recovery during 2021 following the significant material impact of the pandemic. Looking further ahead and despite the challenges posed by 2020, the family firm sees all kinds of exciting opportunities for the future including playing a big role in delivering net-zero carbon for the UK.

European Metal Recycling has a history spanning 70 years, when it was founded as The Sheppard Group in Rochdale back in 1950. After various domestic international mergers, it became known as European Metal Recycling in 1994. Further acquisitions followed with sites all over the UK, Europe and the US. European Metal Recycling recycles everything from drinks cans to aircraft carriers, and is involved in all stages of the process from reclamation and processing to the haulage, freight and delivery to its international customer base. It recycles 10 million tonnes of waste per year, with products re used, recycled and recovered into more than 200 grades of new, sustainable raw materials. Mr Sheppard is the third generation to run the family business.

ArcelorMittal South Africa Restarts Vanderbijlpark BF

News24 reported that ArcelorMittal South Africa's Vanderbijlpark plant in Gauteng Province of South Africa has returned to full production, weeks ahead of a planned restart due to a pick up in steel demand, with restart of the second blast furnace on 20 December. ArcelorMittal South Africa said "The company accelerated the restart to December in response to an increase in demand for steel in South Africa and the depleted steel inventories at all stages of the steel supply chain following the Covid-19 lockdowns. Timely restart would help meet the supply of steel to the local industry in the face of the prevailing global steel shortage, with global supply lead times running into the latter part of the second quarter of 2021.”

ArcelorMittal South Africa Chief Executive Mr Kobus Verster said "With all three blast furnaces fully operational at our Newcastle and Vanderbijlpark plants, we expect that we will be more than able to meet the steel requirements in South Africa and neighbouring countries in the coming months.”

However, the producer said it was aware that the second surge in Covid-19 in infections in the country could have an adverse impact on its production ability, adding that production was going ahead under the required safety protocols.

ArcelorMittal South Africa had said in September it would resume production at its Vanderbijlpark plant in January 2021 after it cut back output due to a drop in demand following the Covid-19 lockdown.

Vanderbijlpark Works has two blast furnaces and three Basic Oxygen Furnaces. Apart from the Vanderbijlpark Works, ArcelorMittal South Africa also has operations in Vereeniging, Saldanha and Newcastle.

Minister Alleges Cartelization in Cement & Steel Industry in India

Asian News International reported that India’s Union Road Transport & Highways Minister Mr Nitin Gadkari on January 10 said there is a cartel working in the cement & steel industry, and pitched for reforms in order for faster completion of the projects. While interacting with the Builders' Association of India Western Region via video conferencing Mr Gadkari said "There is a cartel in cement & steel industry. Every steel company has its own iron ore mines & there has been no increase in labour & power costs but they are increasing rates. It is difficult for me to understand the reason behind it.”

He said "We are planning to implement infrastructure projects worth INR 111 lakh crores in next 5 years. If rates of steel & cement continue like this, it’ll be very difficult for us.”

Mr Gadkari also pitched for regulators for these sectors. He told “We are in the process of finding out the solution for that. BAI’s one of the recommendations is for a regulator for steel and cement, which is also a good suggestion. I will look into it.”

The minister added that he has discussed the issue with the Prime Minister and had a lengthy discussion on it with the Principal Secretary in the PMO as well.

Associations representing small steel using industries around Ludhiana have welcomed Mr Gadkari’s response to curb steel price surge. Sewing Machine Development Club President Mr Jagbir Singh Sokhi told Times of India “Due to huge fluctuations in the rates of steel raw material, that too without any justification, we were having sleepless nights. In case of the sewing machine industry alone, the rate of the raw material, especially pig iron, has increased by about 30% in the past five months. As the steel ministry failed to pay heed to our pleas for help, we took up the matter with the MSME ministry, that’s how minister Gadkari came into the picture. He has also assured to consider our demand for formation of a steel regulatory body to monitor and control rates in the country. We are hopeful that the step will bear fruit.”

Ludhiana Beopar Mandal President Mr Maninder Pal Guliani told Times of India “Recently, our association exposed the misdeeds of the steel cartel, which was causing unprecedented increase in rates. There are some raw materials whose rates were hiked by almost INR 17,000 per tonne during the past six months, but the steel ministry failed to act. We are thankful to MSME minister Gadkari who raised the issue. We hope this will have some impact on the markets. But if the government is really serious about this issue, then it should first scrap all import duties on steel and impose a total ban on export of steel goods and raw material.”

COVID Outbreak & Cold Hits Steel & Coal Logistics inHebei Province

South China Morning Post reported that deliveries of steel in parts of northern China have been affected by new coronavirus cases and frigid winter temperatures. SCMP report quoted Mysteel as saying that “A rise in the number of confirmed cases of the coronavirus recorded in North China’s Hebei province over the past few days is making steel producers, traders and raw materials suppliers in the province anxious, especially as local authorities have quickly imposed restrictions on trucking in parts of the province, disrupting the transport of both steel and raw materials, but the tangible impact on mill operations has been limited so far. While larger steel mills are still operating, there have already been logistical disruptions in terms of production and deliveries, because Hebei, which surrounds most of Beijing, has closed major highways leading into the provincial capital, Shijiazhuang, where some major steel factories are located.”

Other regions of China have also begun implementing measures restricting traffic from Hebei, and that includes trucks carrying coal, which is in higher demand now, as it is used in power generation and heating. The export of some coal from main production regions to Hebei has been blocked. Huatai Futures in a research note said “Affected by the outbreak, there are been traffic restrictions in many highways in Hebei, and some coal mines in other regions do not allow trucks with Hebei licence plates to load coal, so the export of some coal from main production regions to Hebei has been blocked.”

According to Cqcoal.com, Hebei’s biggest ports of Qinhuangdao, Caofeidian, Jingtang and Huanghua, which handle large quantities of iron ore and coal imports for northern China, were still operating but had to close down for business on Wednesday and Thursday due to strong winds that accompanied the cold snap.

The China Meteorological Administration last week issued its first cold weather alert of the year, warning of further temperature drops in much of the country, including parts of northeast and northern China.

With the Lunar New Year holiday just over a month away, Mainland China reported 69 cases on January 9, compared with 33 reported a day earlier. National Health Commission said 21 of the new cases were imported and most of the locally transmitted cases, 46 out of 48, were in Hebei Province, which has finished testing all 13 million people in the major cities of Shijiazhuang and Xingtai. About 87% of the positive cases live in Gaocheng District of Shijiazhuang City. The highly concentrated regional distribution of the positive cases indicates that the virus has not spread widely so far. Shijiazhuang has entered a lockdown since January 6 as authorities strive to contain the latest outbreak. Residents have been required not to leave the cities, except for emergencies. Major highways, train and bus stations were temporarily closed.

Over the course of the pandemic, mainland China has reported a total of 87,433 confirmed coronavirus cases, with 4,634 deaths.

Turkey Starts AD Probe on Imports of HR from EU & South Korea

Turkey’s Ministry of Commerce, after examining the complaint of Turkish steelmakers, has started an anti dumping probe on imports of hot rolled coil from the European Union and South Korea. It determined that the Turkish manufacturers suffered material injury or the threat of it as a result of dumped imports from the EU and South Korea. The probe came only a day after the EU imposed tariffs of 4.8-7.6% against Turkey on hot rolled coil in a bid to curb competition for EU based steel makers. The duties will be imposed on a provisional basis on January. 14 and will be valid for six months, which is expected to limit exports to the region by Turkish mills. Definitive duties are scheduled to be set by July 13.

The Turkish Steel Producers Association TCUD has previously called upon the Turkish government to impose similar counter-measures on steel imports from the EU, arguing that quotas and trade investigations had already notably reduced exports of HRC by Turkish mills to the EU, their main export market, while imports from the EU remained strong.

Turkey imported around 1.3 million tonnes of HRC from the EU in the first 10 months of 2020, relatively unchanged year on year, while HRC imports from South Korea reached 262,000 tonnes over the same period

Turkish producers include Eregli Demir ve Celik Fabrikalari TAS, Colakoglu Metalurji AS, Habas Sinai ve Tibbi Gazlar Istihsal Endustrisi AS and ToscelikProfil and Hair Industry Inc.

Bridon Bekaert Ropes to Close Pointe Claire Plant in Canada

Alongside the on going improvement programs towards higher level performance, Bekaert has determined a number of actions to address structural changes in the market environment. Some of those changes are caused by the lasting effects of the Covid-19 pandemic on economies and demand patterns, while others are a result of sector-specific competitive developments. In addressing these structural changes, the company is enhancing the effectiveness of its operating model and process efficiencies across the business, while continually evaluating the set up and usage of the footprint in view of driving sustainable value creation. As part of this global approach and of the strategy of Bridon Bekaert Ropes Group to improve its operational footprint, the company has decided to consolidate the North American ropes platform in the US and phase out the production activities in Pointe Claire in Canada by the end of May 2021. The decision to close the plant in Canada will affect 145 employees. The management regrets the personal consequences of this decision and will diligently evaluate the options to mitigate the social impact.

All North American manufacturing and servicing activities will be centralized in Wilkes-Barre in Pennsylvania in US and Oakland City in Indiana in US and be extended with capacity additions and technological capabilities. This set up has been designed to ensure long-term competitiveness by better leveraging scale, synergies, and efficiencies. In its future set up, Bekaert will continue to serve the customers of BBRG’s Canadian Wire Rope Industries plant from other manufacturing sites in the US and Europe.

Romania Opens Case against Liberty Steel Galati CEO – Report

Romanian media HotNews, citing judicial sources, reported that Liberty Steel Gala?i CEO Mr Bogdan Grecu is being prosecuted for bribery and embezzlement in the case of the former Minister of Environment Mr Costel Alexe. On January 5, Romania's Direc?ia Nationala Anticoruptie asked the General Prosecutor to notify Romanian President Mr Klaus Iohannis for approving the criminal investigation of Mr Costel Alexe, former Liberal minister of environment and current head of the Iasi County Council. President Mr Iohannis has already endorsed the request.

Directia Nationala Anticoruptie announced that former Liberal Environment Minister Mr Costel Alexe is being prosecuted for taking bribes and instigating embezzlement, along with a person with a leadership position in a steel company, in the case in which Mr Costel Alexe allegedly received a bribe 22 tonnes of steel products for the free allocation of greenhouse gas emission allowances to the plant and to the monitoring of the measures taken by plant to closure of a non compliant landfill slag dump.

According to media reports “The products, in a quantity of 22 tonnes, were received on 23 April 2020 and 07 July 2020, at the office of a company run by a relative of the Minister. The value of the products received as bribes by the former minister is approximately 103,000 lei and represents the equivalent value of steel products, labor and transport. The sheet metal products were allegedly removed from the patrimony of the steel plant from the disposal of the person in charge of the factory, the suspect in question, and their remittance was disguised in the form of fictitious sponsorship contracts.”

According to the company website, Mr Bogdan Grecu has been the Chief Executive Officer of the LIBERTY Galati - LIBERTY Skopje (Republic of North Macedonia) Group since May 2018. He has overall responsibility for the operations of the two units.

Mr Alexe was Romanian Partidul National Liberal deputy for two terms, in the 2012-2016 and 2016-2020 legislatures. He was Minister of Environment, Waters and Forests from November 4, 2019 to November 5, 2020. In the local elections of September 27, he ran and was elected president of the Iasi County Council.

ArcelorMittal Italia to Restart Some Facilities at Taranto Report

Italian media reported that ArcelorMittal Italia has announced on January 7 to local unions that its plate mill at its Taranto facilities will be restarted by mid January, while a converter and a continuous caster, along with blast furnace No 2 will be restarted by the end of the month in Taranto after being stopped last spring. As a result, daily steel production will thus rise from 10,000 tonne to 14,000 tonnes. However, media reports said that the reactions of trade unions were not positive with Unione Sindacale di Base fearing that production numbers will soon fall again. USB believes that with the restart of blast furnace No 2, blast furnace No 4 will be halted as it presents absolutely precarious structural conditions and therefore previous situation will return.

According to media reports ArcelorMittal Italia closed 2020 with an annual production of 3.3 million tonnes, it’s lowest ever.

In the meantime, temporary layoffs due to Covid-19 started on January 4 for another twelve weeks for all employees at the Taranto plant, which may affect up to a maximum of the entire workforce, or 8,132 direct employees. The company has communicated to the workers trade unions that due to the persistence of the reduction in work activity attributable to the epidemiological emergency situation from the COVID 19 virus in place at national level, it is forced, in spite of a further twelve weeks for the recourse to the CIGO with the reason for COVID 19 EMERGENCY. The suspension will affect the personnel specified by category and related units for 12 weeks, starting from 4.01.2021.

Tata Steel India Production in Apr-Dec 2020 Shrinks by 10% YoY

Tata Steel India’s crude steel production in October-December 2020 remained strong at 4.6 million tonnes, registering a 3%YoY growth. However, Tata Steel India’s crude steel production in April-December 2020 slid to 12.2 million tonnes, down by 10%YoY. Tata Steel India includes Tata Steel Standalone, Tata Steel BSL and Tata Steel Long Products without eliminating inter company transactions.

Tata Steel India saw strong sales momentum in October-December 2020 quarter, however sales volumes were constrained by lower opening inventory post very strong sales in July-September 2020 quarter. As a result, deliveries were 4.7 million tonnes in October-December 2020 quarter, lower by 8% QoQ and 4% YoY. Domestic deliveries sharply ramped up to 4.2 million tonnes which translates to an increase of 8% QoQ and 4% YoY. Exports shrank below 11% of overall deliveries. Automotive & Special Products segment deliveries grew 48% QoQ on the back of improvement in overall demand, increased share of business from existing customers and new product approvals. Branded Products & Retail segment deliveries grew by 5% QoQ with B2C brands Tata Shaktee and Tata Tiscon achieving best-ever quarterly sales. Industrial Products & Projects’ segment deliveries were marginally lower. However, Tata Steel achieved a 47% QoQ delivery volume growth in high end segments as we continued to focus on product mix enrichment by catering in sub segments such as Oil & Gas, Lifting & Excavation and PreEngineered Buildings. Gross revenue generated through Aashiyana, the online platform for Individual Home Builders, surged to INR 222 crores in October-December 2020 quarter, registering a growth of 40% QoQ and 134% YoY.

During the October-December 2020 quarter, despite planned maintenance shutdowns, Tata Steel was able to ramp up liquid steel production at Tata Steel Europe to 2.6 million tonnes up by 22% QoQ and 4% YoY. This was aimed at replenishing inventory ahead of improving market condition and seasonally better January-March 2021 quarter. While steel sales volume in October-December 2020 quarter declined by 7% QoQ and 10% YoY to 2.1 million tonnes due to lower opening inventories and COVID-19 impact at beginning of the quarter, the mix of deliveries saw further improvements in the Automotive and Engineering sectors.

Tata Steel Europe’s liquid steel production & sales in April-December 2020 declined by 9% YoY to 7.6 million tonnes & by 8% YoY to 6.4 million tonnes.

Public Consultation Ending on China’s Steel Capacity Swap Policy

China’s Ministry of Industry and Information Technology had released a draft version of the capacity swap scheme for the China’s steel industry in October 2020, listing the detailed guidelines to adhere to for the installation of all the new domestic iron and steelmaking capacities to shape the country’s steel industry in the future. Capacity swap refers to the removal of old or inefficient iron or steelmaking capacities by steelmakers and the installation of new facilities of similar capacity, a crucial measure in the central government’s strategy to rein in the country’s bloated steel industry. Beijing is also eager that benefits to the industry’s structure achieved by the removal of over 150 million tonnes per year of excessive iron and steel capacity over 2016-2018 and 140 million tonnes of substandard induction furnace capacity in 2017 are safeguarded. The ministry also hoped that reformulating the key provisions of the guide would help to slim down the industry further while promoting environmentally-friendly steel production and industry integration through mergers and acquisitions. The ministry will accept public feedback regarding its draft until January 18, 2021. Once ratified, this new guideline will replace that in force since the beginning of 2018

Significant changes have been made in this new guideline. The capacity swap ratio for areas that are susceptible to atmospheric pollution is raised to 1.5:1 from 1.25:1 in the existing guide. The ratio for other areas is also raised to 1.25:1 from 1:1. These ratios could be increased to further reduce China’s total steel capacity

The guideline also encourages Chinese mills to switch from blast furnace based steelmaking to more eco friendly steel production employing technologies such as electric arc furnace, Corex, Finex and HIsmelt based steelmaking, with equivalent swap ratio of 1:1. The equivalent swap principle also proposed for projects that use RKEF+AOD to produce stainless steel

The draft plan calls for stricter air pollution prevention in key steel-producing areas including the Beijing-Tianjin-Hebei region, the Yangtze River delta, the Pearl River delta, the Fen-Wei plain and other 2+26 regions. The other 2+26 regions and Fei-Wei plain are newly added areas to the implementation policy.
