    EC Opens CVD Probe on CR Stainless Steel from India & Indonesia

    The European Commission announced on 17 February 2021 that it will initiate a countervailing duty investigation against certain stainless steel cold rolled flat product imports from India and Indonesia. The investigation will cover the period between July 1, 2019 and June 30, 2020. The European Commission has received a complaint on 4 January 2021 from European Steel Association, on behalf of the Union industry of stainless steel cold-rolled flat products alleging that imports of stainless steel cold-rolled flat products originating in India and Indonesia are being subsidised and are thereby causing injury to the Union industry. The alleged subsidies practices consist of direct transfer of funds & potential direct transfers of funds or liabilities, government revenue forgone or not collected and government provision of goods or services for less than adequate remuneration.

    The investigation shall, whenever possible, be concluded within 12 months and in any event no later than 13 months from the date of the publication of this Notice. All interested parties wishing to submit information on the product scope must do so within 10 days of the date of publication of this Notice.

    The product subject to this investigation is flat-rolled products of stainless steel, not further worked than cold-rolled currently classified under CN codes 7219 31 00, 7219 32 10, 7219 32 90, 7219 33 10, 7219 33 90, 7219 34 10, 7219 34 90, 7219 35 10, 7219 35 90, 7219 90 20, 7219 90 80, 7220 20 21, 7220 20 29, 7220 20 41, 7220 20 49, 7220 20 81, 7220 20 89, 7220 90 20 and 7220 90 80.

    India - The complaint referred, for example, to various grants, provision of loans and credit lines provided by State owned banks and other financial institutions at preferential terms, and provision of export credits by State-owned banks and other financial institutions, including of export promotion schemes using grants and preferential financing; income tax reductions and exemptions, duty exemption and/or remission schemes, import tariff rebates and VAT rebates; and government provision of land and inputs for less than adequate remuneration: government support via Governmental procurement policies: subsidies schemes for export oriented units, government support available via the economic zones and at various sub-federal levels

    Indonesia - The complaint referred, for example, to various grants, provision of loans and provided by State-owned banks and other financial institutions at preferential terms, and provision of export credits by State-owned banks and other financial institutions; income tax reductions and exemptions, import duty and/or VAT rebates and/or exemptions; duty exemption and/or remission schemes; government provision of land and inputs for less than adequate remuneration. The complaint further alleges that the producers of the product under investigation also benefit from subsidies in the context of the cooperation between the Governments of Indonesia and of the People's Republic of China to support investments in a special economic zone, that is the Indonesia Morowali Industrial Park, in addition to the subsidies granted directly by the Government of Indonesia.

    Thyssenkrupp Ends Acquisition Talks with Liberty Steel

    Thyssenkrupp has ended talks on a possible acquisition of thyssenkrupp Steel Europe by Liberty Steel. A sale of the steel business to Liberty Steel will therefore not take place. Thyssenkrupp CFO Dr Klaus Keysberg said “We opened the door for negotiations, but in the end our ideas about the corporate value and the structure of the transaction were far apart. We have therefore decided to end the talks. We regret this step because we perceived Liberty Steel as a serious partner in the process. Now it is important for us to ensure the future viability of our steel business on our own. We are working flat out on this, as we have always underlined in the past few weeks and months."

    Thyssenkrupp will now continue to drive forward a sustainable position for steel on its own. To this end, the Steel Board is working on a consistent further development of the Steel Strategy 20-30 in order to address the consequences of the corona pandemic and to make steel sustainably profitable and thus future proof.

    Liberty Steel had submitted an updated, non-binding offer to thyssenkrupp to acquire thyssenkrupp Steel Europe. The company had carefully examined this offer. There was a close exchange between thyssenkrupp and Liberty Steel on a number of complex topics. As a result, however, no common solution could be found for key requirements addressed by thyssenkrupp.

    CAG Finds Negligence in Safety for 14 Deaths at SAIL BSP in 2018

    Financial Express reported that India’s Comptroller and Auditor General of India has pulled up Steel Authority of India Limited for laxity in ensuring safety measures which led to the blast at the company’s Bhilai Steel Plant in 2018, in which 14 people had lost their lives. CAG has audited all records relating to safety policy and environment management of SAIL for the period 2014-19. The report was done to assess the compliance to stipulated Acts, Rules & Regulations and Standard Operating Practices and other social responsibilities related to environmental and pollution control, safety standards and application of the best industrial practices were followed. CAG report said “It was noted that the SAIL Safety Organisation did not develop any plan or frame timeline to implement its recommendations. Rupture in pipelines in pump houses at BSP led to fall in water pressure and Blast Furnace Gas spread into Pump House causing the death of six persons. Laxity in taking safety measures and unsafe practice of doing De-Blanking jobs of CO Gas Line on charged pipelines caused an accident at BSP where 14 people died.”

    On October 9, 2018, an explosion occurred at around 10:30 AM in a gas pipeline connected to the coke oven section of the plant in Bhilai town.

    AM/NS Calvert Breaks Ground for EAF Project in Alabama

    Alabama reported that ground has been broken for a massive expansion project that will add an electric arc furnace to the AM/NS Calvert steel mill north of Mobile in Alabama in USA. A small gathering of internal leadership had held a ground breaking on February 2 for the project, which it valued at USD 775 million, significant escalation from the USD 500 million figure previously offered by the company. The new facility will come online in H1 2023

    A company spokesperson said that news of the ground breaking had been delayed until the company released its quarterly earnings report.

    ArcelorMittal had announced its intention to build an Electric Arc Furnace steel making facility at AM/NS Calvert in August 2020. Once completed, the planned facility will be capable of producing 1.5 million ton of steel slabs for the Hot Strip Mill. These capabilities, geographic location in combination with the new EAF will position the facility well for meeting automotive and energy market demand well into the future.

    AM/NS Calvert, one of the world’s most advanced steel finishing facilities, was originally built for USD 4 billion by ThyssenKrupp. The facility was acquired by ArcelorMittal and Nippon Steel Corp as 50:50 joint ventures in 2014. The partners have reported investing more than USD 200 million in development since then.

    Jindal Stainless to Double Odisha Plant Capacity

    Business Standard reported that post the merger of Jindal Stainless (Hisar) Limited with Jindal Stainless Limited, the company has chalked out a CAPEX plan to cash on the strong demand visibility in the domestic market. Jindal Stainless Managing Director Mr Abhyuday Jindal told Business Standard “We have a CAPEX plan of INR 2,000-3,000 crore for the next 2-3 year as we look to double the capacity at our Odisha plant. The entire CAPEX will be funded via internal accruals.”

    Mr Jindal added “For the last few years, we focused on improving our supply chain. It was becoming difficult to play on cost in the last few years due to cheap imports hitting the market, so we had to focus on logistics, last mile delivery and other supply chain parts. But now it is the right time to look at capacity expansion since demand is up.”

    Currently, Jindal Stainless' Odisha plant has a capacity of 1.1 million tonne, while its Hisar plant is a 0.8 million tonne. The company’s Odisha plant caters to volume-oriented sectors such as infrastructure, railway and auto, while its Hisar plant is mainly into niche stainless steel products.

    NUCE University Courses for Structural Steel Engineers in Vietnam

    National University of Civil Engineering Hanoi will soon begin offering a course on steel structures based on content from an endowed lecture series organized by JFE Steel. NUCE will now offer content from the lecture series in an official course to be launched in the current fiscal year. The course will be taught by young lecturers who were trained under the endowed-lecture series. Around 150 students are expected to sign up each year. In addition to basic steel structure technologies, the course will include topics not previously covered in detail at the university, such as steelmaking technology and advanced welding technology. HCMUT is also developing a course as part of its official curricula, which it expects to make available once relevant approvals are received. By facilitating the development of steel-structure engineers and advancing the adoption of steel-structure technology in Vietnam, these initiatives are expected to fuel wider use of steel structures for infrastructure development and associated growth in steel demand.

    The lecture series, which received Japanese government-connected financial assistance to support the dispatch of experts from Japan, was organized by JFE Steel between fiscal 2016 and 2019. To help develop steel-structure engineers and thereby contribute to infrastructure development in Vietnam, JFE Steel organized the four year series of endowed lectures at NUCE and at Ho Chi Minh City University of Technology. The endowment was provided by the Association for Overseas Technical Cooperation and Sustainable Partnerships, a private technical-cooperation organization that operates under the jurisdiction of Japan's Ministry of Economy, Trade and Industry.

    JFE Steel launched joint research with NUCE and HCMUT in fiscal 2012, aiming to expand local awareness of the advantages of steel structures, including fast construction times, excellent design qualities and earthquake resistance. A major hurdle in popularizing the use of steel structures in Vietnam has been a shortage of local engineers with the advanced technical skills for planning, designing, manufacturing, constructing and managing steel structures. When the two universities consulted JFE Steel on this issue, JFE Steel obtained the AOTS’s agreement to endow a series of lectures to correct the problem, beginning with lectures at NUCE and HCMUT from February 2017.

    Thereafter, JFE Steel conducted at least 30 lectures for around 30 students and instructors at both universities every year, totalling about 300 participants over the four years. The company also provided information on Japanese ODA projects taking place in Vietnam and organized practical exercises involving design and component technologies used in steel structures. In addition, students were taken on tours of J-Spiral Steel Pipe and Agrimeco & JFE Steel Products, local affiliates of JFE Steel. Upon completion of the lectures, instructors from both universities were invited to Japan for training in how to support future lectures.

    Severstal Steel Pipes for Sakhalin-Khabarovsk-Vladivostok System

    Russian steel maker PJSC Severstal has shipped large diameter pipes with unique properties to expand the Sakhalin-Khabarovsk-Vladivostok gas transmission system. LDP with a diameter of 1220 mm and a wall thickness of 36 mm made of steel of strength category X60 were produced at Severstal Russian Steel division’s Izhora Pipe Plant. The strip for the production of LDP was produced at Mill-5000 of the sheet rolling shop located at the same production site with the ITZ.

    The production technology provided high plasticity and cold resistance of the supplied pipes without compromising their strength characteristics. This will make it possible to use LDP in the sections of the linear part of the Sakhalin - Khabarovsk - Vladivostok gas pipeline, which pass in zones with difficult seismic conditions.

    The Sakhalin - Khabarovsk - Vladivostok Gas Transmission System is the first interregional gas transmission system in the East of Russia. It is designed to deliver gas produced on the Sakhalin shelf to consumers in the Khabarovsk and Primorsk Territories. The GTS route passes through areas with difficult seismotectonic conditions and, in addition to the Nevelskoy Strait, crosses more than 400 water barriers related to the Amur and Ussuri river basins. The length of the route is over 1800 km.

    Explosion Reported in SAIL BSP SMS-2 Converter Shop

    Nai Dunia reported that a blast occurred at 5:35 AM on 16 February 2021 in the Converter No-1 of Steel Melting Shop No-2 of Bhilai Steel Plant of Steel Authority of India Limited. The report said “The vehicles parked nearby were filled with dust. Nothing was visible to anyone for a while. The sound of the blast was so loud that it was heard till Sector 4 of the township. This made the residents here nervous for a while. As soon as the incident was known, the top officers of BSP reached the spot. At the same time, there is no report of any employee casualties in it.”

    The report said “It is being told that after cleaning the converter of the plant, the remaining water in it was being brought down. This process involves rotating it down to 300 degrees. Meanwhile, water fell on top of the bad metal that fell down. There was a huge explosion here as soon as the water fell. The incident said that it had not caused any damage.”

    It was built in 1983 under the four million tonne expansion project.

    Erdemir Investment Activities in 2020

    Turkish steel maker Erdemir while releasing performance for 2020 announced that Hot Rolling Mill Quality and Sustainability Investments Project has been put into use and performance tests are on going. New Slab Grinding Machine Project has been commissioned, performance tests have been completed. Steel Production Facilities Level 1-2 Modernization Investment Project has been also completed. Equipment manufacturing, site installation works are on going in the 2 Blast Furnace Renovation Project. Equipment shipments and field studies continue in the No 6 Steam Boiler Project. Main equipment shipments and civil works continue in the New Wide Inspection and Recoiling Line Project. Equipment manufacturing continues for the Steel Shop BOF Convertors Modernization Project and Surface Inspection Systems Project. Equipment supply and site activities continue for the Various Fire Detection and Extinguishing Systems Project. In the R&D Simulation Center Project, the hot rolling simulator is in the commissioning phase. Site works are on going in Additional Investments Energy Distribution Systems Project, Raw Material Stocking and Blending Yard Modernization Project and Environmental Investments Projects. Procurement activities continue for the 4 Coke Oven Battery Project, New Sinter Plant Project, Steel Shop Secondary Dust Collection System Capacity Improvement Project, 1 Slab Furnace Modernization Project, 60MW Turbo Generator Project, No.6 Turbo Blower Project and Slitting Line Transfer and building warehouse to ERSEM Project. Structural Improvement of Erdemir Port Docks Project was initiated with the Board Approval.

    At Isdemir Plants, the Slab Casting Mold Level Control System Modernization Project has been commissioned and performance tests have been completed. Procurement, manufacturing and field activities continue within the scope of the New Coke Gas Gasometer and Steel Mill A-B Hall Extension and Crane Projects. Engineering, purchasing processes, equipment supply, manufacturing and site works continue in the 1 New Blast Furnace, Vacuum Degassing Plant and Modernization of the 3 Coke Oven Battery Projects.

    Stelco Holdings Reports 2020 Results

    Canadian steel maker Stelco Holdings Inc has announced financial results for 2020. Revenue for 2020 decreased by 18% from CAD 1.8 billion in 2019 primarily due to a 17% decrease in steel shipping volumes and 3% lower average steel selling prices.

    Completion of Strategic Capital Projects

    On October 13, 2020, Stelco Holdings announced that its wholly-owned subsidiary, Stelco, successfully completed the blast furnace upgrade and reline project at its Lake Erie Works Facility. It is expected that the upgrades to blast furnace will result in improved quality, increased hot metal production of up to 300,000 net tons per annum, and a reduction of up to CAD 30 per net ton in costs to produce our steel coils.

    Metinvest Announces Financial Results for 2020

    Ukrainian steel group Metinvest has released its audited IFRS consolidated financial statements for the 12 months ended 31 December 2020. Metinvest CEO Mr Yuriy Ryzhenkov said “Last year, the COVID-19 pandemic brought much of the global economy to a standstill. I am proud to report that Metinvest again proved able to navigate profound market challenges. After ensuring the safety of our people, the next task in our COVID-19 response was to maintain uninterrupted production across our assets. We ultimately delivered strong operational results, reflecting the positive effect of investments implemented in recent years. We achieved higher margins and carried out key investment projects.”

    2020 Operational Highlights

    Due to the pandemic, Metinvest Trametal and Ferriera Valsider in Italy shut down production operations from March 25 to April 12 and April 30, respectively.

    Metinvest completed numerous CAPEX projects, including the upgrade of Central GOK’s beneficiation plant. This project unlocked production of iron ore concentrate with 70.5% Fe content and pellets with 67.5% Fe content used in direct reduced iron (DRI) technology.

    The Group has extended its raw material production base by increasing stakes in assets that then became subsidiaries. Dnipro Coke is a Ukrainian producer of coke and chemicals, while Zaporizhia Refractories is a Ukrainian producer of refractory products and materials.

    Hoa Phat Exports 12 KT Galvanized Steel to US

    Vietnamese steel maker Hoa Phat exported about 10,000 tonnes of galvanized steel sheet to Europe for partners from Belgium and Spain in January 2021. Hoa Phat exported a shipment of more than 12,000 tonnes mainly of cold galvanized steel products exported to the Americas in February 2021. Hoa Phat galvanized steel sheet products are manufactured on technology equipment lines imported from Europe, meeting JIS, ASTM, EN, AS standards.

    Hoa Phat is the only Vietnamese galvanized steel producer that can source hot-rolled steel produced at Hoa Phat Dung Quat Steel Complex in Quang Ngai. This is a great advantage, helping Hoa Phat promote market domination with competitive prices, control quality from input to output and increase the proportion of exports; especially meeting the criteria of the product's origin requirements in major markets around the world.

    Hoa Phat's export activities started boosting from August 2020. Since then, Ton Hoa Phat has continuously received many orders from trading partners for galvanized sheet export to many major markets around the world. From 2021, Ton Hoa Phat sets an annual production target of 300,000-400,000 tonnes, of which the export ratio will be maintained at 30-40%.

    Chelyabinsk Pipe Rolling Plant Pilots Kaspersky Anti Drone System

    ChTPZ Group’s Chelyabinsk Pipe Rolling Plant has carried out pilot tests of the Kaspersky anti drones systems. The pilot launch, the purpose of which was to test the hardware and software complex in critical infrastructure and to develop possible scenarios for protection against drone attacks, took place over the territory of the flagship Vysota 239 large-diameter pipe production shop. Thanks to neural networks and a classification module implemented in the Kaspersky Antidrone software and hardware complex, the drones were immediately detected when they tried to cross the protected perimeter and were forcibly sent to the take-off point. The newest version of the Kaspersky Antidrone system with an integrated radio frequency detection module from Rohde & Schwarz participated in the pilot test.

    Such a complex allows detecting unmanned aerial vehicles at a distance of up to 4,000 meters, determining its model, localizing the pilot's location and transmitting data to the interface. The system can work autonomously and start detecting from the moment the drone is turned on. When a drone tries to cross the protective perimeter, no harm is done to the device: the radio signal neutralization module blocks the drone's communication with the control panel and forces it to return to the starting point or make a soft landing at the point where communication with the operator is lost.

    In 2020 Mr Evgeny Kaspersky, a Russian programmer, one of the world's leading experts in the field of information security, co-founder and head of Kaspersky Lab, together with his team visited the Vysota 239 workshop and the ETERNO plant. In particular, thanks to this visit, the company decided to test the new Kaspersky Antidrone complex at the Chelyabinsk Pipe-Rolling Plant.

    The ChTPZ Group pays special attention to ensuring the safety of production and its industrial facilities. Based on the results of successful testing, we can talk about the efficiency of using this system, and in the future we are considering the possibility of using the Kaspersky Antidrone complex at the enterprises of the ChTPZ Group.

    Metalloinvest Strategy for Qualitative Changes till 2023

    Russian mining and metallurgy company Metalloinvest has presented a Strategy for Quality Changes till 2032. The basic principles laid down in the Strategy are Quality, Environment, Partnership and Development. Strategic priorities of the Company: increasing sales margins, increasing operational and managerial efficiency, sustainable development. Safe and comfortable working conditions remain Metalloinvest's key production priorities. 2021 has been declared the year of Industrial Safety. Measures will be implemented to improve the culture of safe production, transport and gas safety programs.

    The implementation of the Strategy for Qualitative Changes is planned in two stages:

    Until 2026 - Optimization of the commodity balance. The goal is to increase margins and ensure sustainable sales in highly profitable markets by achieving compliance of production capabilities with the maximum market requirements. It is planned to bring the quality of iron ore raw materials to the level of the best world standards, increase the production of pellets, hot briquetted and direct reduced iron and expand our presence in niche markets for steel products.

    Until 2032 - The goal is to strengthen the leading position in the production of high quality iron ore, metallized and steel products using green technologies. Large-scale research work is to be carried out to find optimal solutions for the use of hydrogen in mining and metallurgical production; production of HBI / DRI from concentrate, bypassing the stage of pellet production; realizing the possibility of strategic alliances with producers of green high-quality HBI / DRI steel.

    The strategy assumes an increase in investments in the development of the production of high-quality products. In 2021-2023 Metalloinvest plans to significantly increase CAPEX compared to the 2019-2020 level, which amounted to about USD 450 million. In 2021, CAPEX is projected at over USD 560 million, with development projects accounting for 70% of CAPEX.

    EUROFER Sees 7% Recovery in EU Mechanical Engineering in 2021

    The European Steel Association EUROFER’s newly released Economic & Steel Market Outlook 2021-2022 said that “Output in mechanical engineering had been falling since the second quarter of 2019, in connection with the continued downturn in manufacturing. In line with expectations, production activity in the EU mechanical engineering sector registered record slump of 20.3% YoY in the second quarter of 2020, which was equally affected by the industrial lockdown in response to the Covid-19 outbreak as the lack of new orders took its toll on production activity. Further to the removal of lockdown measures and the restart in industrial production, output in the EU mechanical engineering industry in the third quarter of 2020 rebounded significantly quarter-on-quarter but still fell 9% YoY, as a continuation of the existing negative trend and reflecting low activity levels. In addition, the second wave of the pandemic has resulted in continued uncertainty and hampered the industrial recovery as well as the global manufacturing cycle.”

    Mechanical engineering forecast 2021-2022 - The pandemic has taken a heavy toll on the sector, with an unprecedented output loss at least until the end of the second quarter2021. Due to the relatively strong reliance of the mechanical engineering sector in the EU on export markets and the investment climate, prospects for the post-pandemic scenario are far from bright, at least as long as the international economic recovery will remain fragile and exposed to risks. The combined effect of persistently low business confidence, trade friction, weakened demand in key domestic markets in the EU, policy uncertainty and the likely weakness of the manufacturing sector in general may continue to put the brake on investment decisions even after the end of the pandemic. Amid such levels of uncertainty, companies in most downstream sectors will likely refrain from investment in new machinery and equipment and will instead favour maintenance, debottlenecking and the upgrading of existing machinery. Business conditions are expected to improve only from the second quarter of 2021 as the manufacturing sector in the EU begins to recover from the huge disruptions linked to the COVID-19 pandemic with the global supply chain functioning normally. On the other hand, in the post-pandemic scenario, easy credit conditions and financial support from policymakers should remain supportive. Mechanical engineering output is expected to fall by 11.5%, in line with our previous forecast in 2020, that is for the second consecutive year, further to 0.5% in 2019, and to rebound later by 7% in 2021 and 4.5% in 2022.

    Mr Gadkari Seeks Alternatives to Steel & Cement for Road Projects

    Moneycontrol reported that Union Minister for Road Transport and Highways Mr Nitin Gadkari on February 21 called upon the Indian Road Congress to find alternatives to cement and steel in road construction. The minister told a convention organised by the IRC in New Delhi “The prices of both cement and steel are being raised artificially by a sophisticated cartel. Time had come to punish the cartels who were driving up the prices. We need to take some innovative actions to stop them from doing this. I suggest you take steps to reduce the use of cement and steel in road construction. The contractors, government agencies and the poor are being adversely affected due to the exorbitant rise in steel and cement prices.”

    Mr Gadkari also claimed that he was recently presented with a plan to use synthetic fibre for road, bridge construction and for repair works by Reliance Industries. He said “It was conveyed to Reliance that a rate contract would be inked before approving their proposed material for use in road construction and repair works. I told them it’s not good that they will increase the price after we give approval.”

    US Steel CEO Mr Burritt Bullish on Infrastructure Investing in US

    US Steel CEO Mr David Burritt joined Yahoo Finance on the highlights of the possible infrastructure bill and the risk of illegal steel entering the United States. He said “US Steel is mined, melted, and made in the USA. So whether it's water, whether it's roads and bridges, whether its cyber security, these are the kinds of things that this country needs, in fact, needed years ago. And I'm glad to see that we're building back better. So whether its water, roads, bridges, or cyber, we think this is a great time for us to have an infrastructure bill that will benefit so many people, great jobs, and certainly put the United States back where it should be with roads and bridges and infrastructure that our population expects and frankly deserves.”

    Mr Burritt said “I think infrastructure bill is good for everybody in the steel industry in the United States. Now, for US Steel, the infrastructure bill, we look at that as, in terms of construction that would be about 15% of our business. And so in terms of what does that mean to us, I mean, I think it means more to the population than anybody else. So frankly, it's less about US Steel, it's less about the steel industry, and it's more about the population and creating some great jobs for people for the- the customers that we serve, our customer's customers, whether it be yellow products, the Caterpillars, the Deeres of the world that make the progress possible or it's the roads and bridges that need to be repaired and contain our steel.”

    Mr Burritt added “And yes, we can supply the steel here from the United States. I know US Steel, we've had a V-shaped recovery with the auto industry, and we're trying to keep up with that. But everything was turned off so dramatically in the second quarter of last year trying to ramp up and understand what the demands are. But I have to say, I've gone from, you know, even back in the second quarter of last year cautiously optimistic to optimistic to, dare I say, bullish to bullish, and now I'm sensing there's going to be a super cycle here with lots of cash liquidity from the Fed.”

    European Commission Not Imposing Provisional Duties on Turkish HRC

    European Commission’s Directorate General for Trade announced that on protection against subsidised imports from countries not members of the European Union and with regard to the anti-subsidy investigation concerning imports of certain hot-rolled flat products of iron, non-alloy or other alloy steel originating in Turkey, the Commission informs interested parties that it intends not to impose provisional measures. The investigation will be continued.

    The European Commission has received a complaint on 30 April 2020 from Eurofer alleging that imports of certain hot rolled flat products of iron, non-alloy or other alloy steel originating in Turkey are being subsidised and are thereby causing injury to the Union industry. European Commission initiated of an anti-subsidy proceeding concerning imports of certain hot-rolled flat products of iron, non-alloy or other alloy steel originating in Turkey in June 2020.

    The product subject to this investigation is certain flat-rolled products of iron, non-alloy steel or other alloy steel, whether or not in coils including cut-to-length' and ‘narrow strip' products, not further worked than hot-rolled, not clad, plated or coated

    The following products are not covered by this investigation

    Products of stainless steel and grain-oriented silicon electrical steel

    Products of tool steel and high-speed steel

    Products, not in coils, without patterns in relief, of a thickness of 4.75 mm or more but not exceeding 10 mm and of a width of 2 050 mm or more

    The product allegedly being subsidised is the product under investigation, originating in Turkey are falling under CN codes 7208 10 00, 7208 25 00, 7208 26 00, 7208 27 00, 7208 36 00, 7208 37 00, 7208 38 00, 7208 39 00, 7208 4000, 7208 52 10, 7208 52 99, 7208 53 10, 7208 53 90, 7208 54 00, 7211 13 00, 7211 1400, 7211 1900, 7225 3090, 7226 91 91 and 7226 91 99.

    Indonesia Imposes AD Duties on CR Steel from Vietnam

    VnExpress reported that the Indonesian Anti-dumping Committee has concluded on February 17 that Vietnam is dumping cold rolled steel following a 16 month long investigation. Indonesia will apply anti-dumping duties of 3.01-49.2% on imports from Vietnam. But some major exporters are set to get away with low duties. Hoa Sen Group will pay 5.34% and Ton Dong A Corporation will pay 3.01%.

    The Trade Remedies Authority of Vietnam said it has been informed by the committee that Vietnamese and Chinese cold rolled steel are being imported into Indonesia at a price lower than in those countries, hurting domestic companies. Immediately Trade Remedies Authority of Vietnam sent a letter objecting to some unreasonable aspects of the preliminary conclusion.

    In August 2019, the Indonesian committee announced it was opening the anti-dumping investigation. In July last year, it made a preliminary conclusion that the item under investigation was indeed being dumped.

    US DOC Finds Higher Liabilityfor Stainless SteelFlanges from India

    The US Department of Commerce has issued preliminary determinations indicating a significant increase in the antidumping and countervailing duties applicable to Indian imports of stainless steel flanges, a move that will ensure fair competition for US manufacturers and their workers. Commerce is expected to publish the preliminary determinations in the Federal Register. The duties cover forged unfinished, semi-finished, and finished stainless-steel flanges from India. Should the agency finalize these determinations, as expected, there will be a retroactive assessment of duties on imports of Indian stainless steel flanges that entered the United States between January 23, 2018 and September 30, 2019. Notably, imports of stainless steel flanges during that period would be subject to a retroactive assessment of approximately 140% of the value of imported products, plus interest. This rate is driven by the Commerce Department's finding that Chandan Steel Limited failed to cooperate to the best of its ability with the review.

    In October of 2018, Commerce published antidumping and countervailing duty orders regarding Indian stainless steel flanges. This preliminary determination relates to the first periodic administrative review to revise the antidumping and countervailing duty rates to reflect Indian exporters' current commercial practices. The recent announcement pertains to a review of the pricing and subsidy practices of India's largest exporters of stainless steel flanges during 2018 and 2019.
