   EU Court Rules against Vítkovice Steel in Free Emission Right Case

   Court of Justice of the European Union in Luxembourg ruled that steel processor Vítkovice Steel is not entitled to free emission rights. According to the judgment, Vítkovice Steel did not produce liquid steel itself and therefore no claims for relief from environmental taxes.
   
   Seven years ago, the steel processor from ArcelorMittal Ostrava took over liquid steel for further processing. The Czech authorities then only allocated the corresponding emission rights to ArcelorMittal Ostrava. Vítkovice Steel purchased pig iron from ArcelorMittal Ostrava as an intermediate product, from which they continued to produce steel. Therefore, in the period from 2013 to 2020, Vítkovice steelworks received only half of the allowances to which they were entitled. Vítkovice Steel went to court. Vítkovice Steel wanted to claim free emission rights worth 16 million euros for the production of liquid steel.

   Steel pipes maker Jindal SAW has entered into an agreement with US based Hunting Energy Services to form a joint venture company in India with 51% shareholding to be held by Jindal SAW and remaining 49% to be held by Hunting, with the object to set up a world class, state of the art precision machine shop, termed Centre of Excellence, to thread premium connections in India for Oil Country Tubular Goods including accessories for markets across the globe.
   
   With this JV, Hunting will provide its patented premium connection technology, which will be to thread premium connection on seamless casing and tubing, used mainly in deep drilling activities in the oil and gas sector and become first in line to have such manufacturing facility in India. This JV would open the doors of premium connection for OCTG from India to various parts of the world and would act as an import substitution for players in Oil and Gas drilling activities thereby making our Country self-reliant in this segment.
   
   Jindal SAW is a manufacturer and supplier of steel pipe products, fittings and accessories with manufacturing facilities in India, US, Europe and the UAE.

   Spanish tubular solutions provider TUBACEX has sold Tubos Mecánicos to the Galician metallurgical group Hierros Añón for 25 million euros; final additional adjustments to be included. Tubos Mecánicos is a distributor of carbon steel bars and tubes purchased from third parties for industrial sectors with a long tradition in the national market, with six warehouses in Barcelona, Zaragoza, Alava, Galicia, Madrid and Valencia. It began its activity in 1973 and has always been linked to the Tubacex Group, despite the fact that in recent years there were no synergies with the Group's businesses.
   
   Hierros Añón is a Galician family business specialized in the manufacture and distribution of steel products mainly in the Spanish market. Including the six warehouses of Tubos Mecánicos, the Group has 33 distribution centers in Spain as well as 8 factories in Spain and France. With this acquisition Hierros Añón employees more than 850 people. This acquisition strengthens the leadership of Hierros Añón in the distribution of steel products in the national market.
   
   With this operation TUBACEX with its headquarters in the Basque Country has disinvested in a non-strategic asset to reinforce its balance sheet and address its future growth in line with the energy transition. TUBACEX's new strategic plan, which will be presented in the first quarter of the year, is focused on supplying innovative solutions that support the decarbonization process of its clients, or the entry into developing markets. To do this, it contemplates investments in strategic assets that boost its positioning, as well as divestments in those businesses that do not support its new growth cycle.
   
   TUBACEX is a multinational group with its headquarters in Alava and a global leader in the manufacture of stainless steel and high-alloyed tubular products. It also offers a wide range of services from the design of tailored solutions to installation and maintenance operations.    Liberty Czestochowa to Modernize Plate Mill to Increase Output

   Poland-based Liberty Czestochowa will modernize its plate mill in spring next year to increase its monthly production of heavy plates, according to media reports. Liberty Czestochowa plans to increase the supply of steel plates to 85,000 tonnes per month by the end of next year. The new target is part of the strategy "55-65-85",55,000 tonnes in April 2022, gradually increase to 65,000 tonnes and then to 85,000 tonnes. Liberty Steel Group’s new CEO of Greensteel EMEA Mr Toker Ozcan made this announcement during his first visit to the steelworks in Czestochowa for the first time.
   
   The size of the investment has not been disclosed yet, though it is said that the investment will include the modernization of cutting lines and the improvement of logistics.
   
   The increase in deliveries is to be achieved primarily thanks to the planned overhauls of the plate mill, which will include the modernization of both cutting lines next year, and also thanks to the improvement of logistics and sheet loading. Recruiting and training new production workers will also be part of the new strategy to secure the plant's long-term future.
   
   Liberty Czestochowa, which from May 28, 2021, became the owner of Huta Czestochowa, one of the largest industrial plants in the region, has an important position among the producers of heavy plate in the central-eastern part of the old continent.

   Steel Authority of India Limited’s Rourkela Steel Plant and Software Technology Parks of India’s Centre of Entrepreneurship on Emerging Technologies in Bhubaneswar for Industry 4.0 COE Em Tek and promotion of Innovation & Startup activities at STPI-Bhubaneswar. The primary objective of the MOU is to forge strong and meaningful alliance between STPI & SAIL-RSP to support the upcoming STPI Centre of Entrepreneurship on Emerging Technologies in Bhubaneswar and Rourkela known as EmTek which is being established with funding support from Ministry of Electronics & IT, Government of India MeitY and Electronics & IT Department, Government of Odisha. This MOU is envisaged to provide catalytic improvements in the Digitalization drive and implementation of Industry 4.0 Standards at RSP.
   
   The MoU envisages a strong co-operation in mentoring, access to infrastructure and facilities, networking and funding. Both STPI & SAIL RSP will encourage smooth exchange of information and knowledge and work out a plan of action to leverage mutual strengths, viz. rich experience of STPI in technology implementation and SAIL-RSP with strong industry perspective strengthened by excellence in industrial production, research & manufacturing, R&D and so on. The state of the art facilities to come up in Bhubaneswar, with a satellite centre at BPUT Rourkela, as one of the leading Centers of Entrepreneurship of STPI would be the focal point of all initiatives by both the organizations under this MoU.

   Ternium Brazil to Increase Use of Scrap in Steelmaking to 80%

   According to a media report by Estadao, Ternium Brazil will invest BRL 100 million (USD 17.5 million) to increase the use of scrap for steelmaking. The project foresees the expansion of the existing scrap yard in Santa Cruz, with the construction of a shed and the installation of overhead cranes to optimize the process of separating and using the material. Works are expected to finish in 2023. Ternium Brazil expects to increase the use of scrap in steelmaking by 80%. The use of scrap incorporates metallic iron into the industrial process, replacing part of the consumption of ore. The process would become more efficient and allow for the reduction of CO2 emissions.
   
   The investment is part of the company's plan to spend over BRL 700 million by 2030 to increase its operational processes, while also reducing its environmental impact.
   
   Ternium Brazil owns a mill in Santa Cruz, Rio de Janeiro state. It was formerly known as Companhia Siderurgica do Atlantica, before Ternium bought it from ThyssenKrupp.

   SMS Selects Nextchem for Decarbonization of Steel Plant in Russia

   Milan Italy based Maire Tecnimont SpA announced that its subsidiary, NextChem, has been awarded an EP Lump Sum subcontract by Paul Wurth, a company of the SMS group, to implement two Catalytic Partial Oxidation reactor units. These will be installed at an existing integrated steel production plant in the Russian Federation. NextChem will be a technology partner in order to implement natural gas-fed syngas generation for a blast furnace by substituting coke with a syngas production of 140,000 cubic meter per hour via its proprietary CPO technology.
   
   The project's scope of work includes the supply of proprietary technology, Basic Design and Detailed Engineering, proprietary equipment and catalyst. This will facilitate efficient natural gas conversion to hot syngas. NextChem will be also responsible for the supervision over the conduct of tests and the start-up of the CPO reactor units. The project's completion is expected within 16 months from the signing date.
   
   SMS group selected NextChem because of its knowledge and expertise as a technology provider and its leadership in syngas production from natural gas. The proprietary CPO technology to be deployed by Nextchem enables the production of synthesis gas from natural gas and other gaseous hydrocarbons with enriched air and air-blown reactors.

   Nippon Steel Sues Mitsui for Electrical Steel Patent Infringement

   According to reports in Japanese media, Nippon Steel has filed a lawsuit against Mitsui & Co for infringing on patents that cover nonoriented electrical steel sheet. The suit was filed on December 10 in the Tokyo District Court. Nippon Steel says Mitsui has been involved in deals between Toyota and Baoshan.
   
   In October, Nippon Steel had filed a lawsuit against Toyota and Baoshan Iron & Steel, a subsidiary of China's state-run China Baowu Steel Group for the same reason. Nippon Steel said that Baoshan supplies Toyota with products that violate Nippon Steel's patents, such as those covering the composition of steel materials, and uses them in its electric cars sold in Japan. The steelmaker is seeking compensation of 20 billion yen from each company and a court injunction to stop Toyota from producing electric vehicles using the Baoshan product.
   
   The nonoriented electrical steel sheet is highly functional steel. A motor can be rotated with less power by adjusting the composition and thickness of the steel.

   Hoa Phat Orders Two More Blast Furnaces from Danieli Corus

   Vietnam’s emerging steel maker Hoa Phat Dung Quat Steel has relied again on Danieli Corus for the design and supply of two blast furnaces for the Dung Quat steel complex II. This new plant will add 5.6 million tonne per year of liquid steel to Hoa Phat’s annual production capacity, with 5 million tonne per year currently being produced at the Dung Quat steel complex I that was recently completed.
   
   The two, 2500 cubic meters working volume blast furnaces will form the heart of the new integrated steel plant, each with a nominal annual hot metal production rate of 2.5-2.8 million tonnes. Both furnaces will be equipped with the Danieli Corus high-conductivity cooling and lining design based on copper-plate coolers and graphite refractories designated the indestructible bosh by some steel producers for its unparalleled campaign length capability.
   
   In addition to the blast furnaces, level 2 process automation systems, pulverized-coal injection systems and part of the hot-blast systems are included in the present contract’s scope.
   
   This contract follows 2017 order for four 1080 cubic meter working volume blast furnaces, all of which are now in operation. The stable and uninterrupted ironmaking operations with these furnaces, as well as the very effective project execution experienced by both parties have been at the basis for selecting Danieli Corus as the key technology provider for this second phase.

    4 Steel Makers Submit Financial Bids for NINL Privatisation

    Department of Investment and Public Asset Management has received financial bids for sale of December 23 was the date to bid for Neelachal Ispat Nigam Limited L. As per a PTI report, Tata Steel, JSW Steel, JSPL and MEIL have participated in the bidding process of NINL and submitted their bids to DIPAM with their offer price and DIPAM will evaluate the offers and is expected to announce the results by January end. Department of Investment and Public Asset Management’s Secretary Mr Tuhin Kanta Pandey tweeted "Financial bids received for strategic disinvestment of Neelachal Ispat Nigam Limited. Process now moves to concluding stage.”
    
    The Department of Investment and Public Asset Management had invited preliminary bids for strategic sale of NINL in January 2021. The last date for bid submission was 29 March 2021. Following that, multiple expressions of interest from bidders were received. Steel majors Tata Steel, JSW Steel, JSPL and infrastructure company MEIL had submitted bids for NINL in Jul 2021
    
    Neelachal Ispat Nigam Limited was incorporated in 1982 to set-up an Integrated Steel Plant to undertake manufacturing and sale of steel products. NINL's manufacturing unit is located at Kalinganagar Industrial Complex, Duburi in Odisha. The Company has built its manufacturing facility in two phases. In Phase I, the Company had set up the blast furnace of 1.1 million tonne per annum to produce pig iron which was commissioned in 2002. Subsequently, other supporting facilities like Sinter plant, Coke oven plant, Power plant were commissioned. The Company thereafter set up a Steel Melting Shop with installed capacity of 897,000 tonnes per annum for producing billets as Phase II capacity expansion plan along with Continuous Casting Shop, Ladle Furnace, Billet Caster and other auxiliary facilities which were commissioned during FY 2014. NINL has also been allotted a captive iron ore mine in Odisha having an estimated mineable reserve of around 90.91 million tonne. The major shareholders of NINL include MMTC 49.78%, NMDC 10.10%, MECON 0.68%, BHEL 0.68%, IPICOL 12.00% and OMC 20.47%.

    Recovery Continues in Crude Steel Output Japan in November

    According to the data released by the Japan Iron and Steel Federation, Japanese crude steel production in November 2021 was 8.04 million tonnes down by 2.2% MoM but up 10.7% YoY. In the January-November 2021, Japan's crude steel production came to 88.39 million tonnes, rising by 16.8% YoY.
    
    Hot rolled section – 462,600 tonnes, up 10.9% YoY
    
    Bar – 747,800 tonnes, up 0.8% YoY
    
    Wire rod – 122,200 tonnes, down 3.9% YoY
    
    Heavy plate – 770,500 tonnes, up 17.9% YoY
    
    Hot rolled wide strip - 3,298,200 tonnes, up 7.9% YoY
    
    Cold rolled wide strip - 1,395,400 tonnes, up 7.3% YoY
    
    Galvanized sheet - 792,800 tonnes, up 6.6% YoY

    Japan’s Ministry of Economy, Trade and Industry said that Japan's crude steel output is expected to rise by 1.9% YoY in the January-March 2022 quarter to 24.15 million tonnes, helped by a recovery in autos sector & manufacturing including shipbuilding and machinery. This would mark the fourth straight quarterly increase and bring annual output for the financial year to March 31 to 97.07 million tonnes, up 17% from a year earlier when the COVID-19 pandemic pushed production to the lowest in about 50 years. METI's Metal Industries Division Director Mr Daisuke Matsuno said “Our forecast is based on an assumption automakers will boost output to recover a loss from the recent months. But there is a downside risk if car output does not rise according to their plans. That is because of mixed reasons, including slow automobile production and reduced steel output capacity.”

    Russian River Register Certifies Mechel BMK Steel Ropes

    Mechel Group’s Beloretsk Metallurgical Plant has confirmed its status as a manufacturer of steel ropes for the construction and equipment of river vessels. The certificate of recognition was issued to the enterprise by the Russian River Register. This allows BMK to produce galvanized ropes of different coating groups in accordance with 18 GOSTs. Zinc coating protects products from corrosion in aggressive environments, which increases their service life. Such ropes are used in the equipment of river vessels: on mooring and towing and lifting devices. In 2021, BMK supplied about 74 tons of these ropes to shipbuilding enterprises.
    
    The issuance of the certificate was preceded by an audit. The expert of the River Register visited the rope shop, went through the entire technological chain of manufacturing products, was present at the testing of the mechanical properties of ropes and their zinc coating at the BMK test site. In addition, he assessed the condition of the equipment, the level of professional training and qualifications of personnel, the quality management system of the enterprise. The representative of the Register noted the effectiveness of using special computer programs developed by the specialists of the information technology department of the BMK to systematize the data when testing the ropes.
    
    The River Register is a member of the International Association of Technical Supervision and Classification Bodies and ensures the technical safety of navigation of ships. BMK has been cooperating with this supervisory authority for about 10 years.

    Conares Commits to Weekend Switch from January

    Leading UAE’s rebar maker Conares announced that it will change its working week in line with the government’s new initiative. The company announced the move to a Saturday and Sunday weekend for its nearly 800 employees across its four manufacturing plants in Dubai. Conares said it will give a special prayer break for its workforce on Fridays, with the new regime to start on January 1.     OMK Chelyabinsk Plant Complies with Gazprom Quality Standards

    The Chelyabinsk plant of the United Metallurgical Company OMK has confirmed the compliance of the quality management system for modular equipment with the requirements of STO Gazprom 9001-2018 until 2024. The certificate applies to design, production, commissioning and maintenance of modular equipment.
    
    The high appraisal of the quality management system based on the results of the recertification audit confirmed that the OMK Trubodetal plant is focused on customer requests and is ready to produce high-quality products for oil and gas facilities.     Surya Roshni & Man Industries Secure Pipe Orders

    Surya Roshni has won an order of INR 124.35 crore from IHB for the supply of API 5L Grade 3LPE coated pipes for LPG pipeline project from Kandla to Gorakhpur. IHB is a joint venture of Indian Oil, Hindustan Petroleum and Bharat Petroleum Corporation. The deal is expected to be completed within a period of 8 months.
    
    Man Industries (India) has received new orders worth INR 225 crore resulting in the new orders tally reaching approximately INR 900 crore in the current year. With these new orders the unexecuted order book as on date stands at approximately INR 1700 crore to be executed in six to seven months.

    Malaysia Imposes AD Duty on Stranded Steel Wire from China

    Malaysian government has decided to impose definitive anti-dumping duties on the import of stranded steel wires for prestressed concrete from China to address unfair trade practices. Malaysia’s International Trade & Industry ministry said the wires from China were being imported into Malaysia at a price lower than the selling price there, thus affecting domestic producers of the same product. The ministry said it had completed a detailed investigation on the issue in accordance with the Countervailing and Anti-Dumping Duties Act 1993 and Countervailing and Anti-Dumping Duties Regulation 1994. Miti said it will impose 9.47% anti-dumping duties on Silvery Dragon Prestressed Materials Co Ltd Tianjin, 2.09% on Tianjin Dalu Steel Strand For Prestressed Co Ltd and 21.72% on other producers or exporters.
    
    The investigation followed a petition filed by Southern PC Steel Sdn Bhd on behalf of the domestic producers in Malaysia.

    Mr Radek Strouhal Promoted as CEO of Vítkovice Steel

    The current Chief Financial Officer and Member of the Board of Directors Mr Radek Strouhal, will become the new CEO and Chairman of the Board of Directors of the Ostrava Metallurgical Company Vítkovice Steel as of January 1. He will replace Mr Dmitry Shchuk, whose term ends.
    
    Mr Strouhal has been a member of the Board of Directors since January 2019.
    
    Vítkovice Steel is a traditional European producer of rolled steel products, exporting 70 percent of its production. The company is the largest producer of steel sheets in the Czech Republic and the only producer of sheet piles, which are mainly used in the foundation of buildings and strengthening the banks of waterways. The company has almost 900 employees.

    Morocco Imposes Safeguard Measures on Cold Rolled & Coated Steel

    Morocco’s Ministry of Industry and Trade has made the final ruling of the second sunset review of safeguard measures on imports of cold-rolled sheets and clad or coated sheets. The imports exceeding quotas of 36,000 tons will be subject to a safeguard measure, valid for three years. The safeguard duty rate is 13.75% from January 1, 2022 to December 31, 2022, 12.5% from January 1, 2023 to December 31, 2023, and 11.25% from January 1, 2024 to December 31, 2024.
    
    These safeguard measures are not applicable to imports from Hong Kong, Macau and Taiwan.

    Nepalese Steel Makers Switch to Sponge Iron Import

    Kathmandu Post reported that many Nepali steel makers have switched to importing sponge iron after the government removed customs duty as it is cheaper to import sponge iron and make billets than importing them. Insiders say that after Nepal starts producing iron billets, imports from India will be completely stopped. According to the Department of Customs, Nepal imported 1.17 million tonnes of iron billets worth NPR 71.4 billion in the last fiscal year 2020-21. The country produced around 400,000 tonnes of iron rods using iron billets and scrap iron. It does not import TMT rods from India.
    
    Nepal government introduced a replacement bill on September 10 waiving customs duty on the import of sponge iron to produce iron billets in the country to encourage the establishment of factories that consume a lot of electricity following an increase in power generation. The government charges 5 percent duty on the import of iron billets. The government used to levy a 5 percent customs duty on the import of sponge iron.
    
    The plants that have started producing iron billets are Pashupati Iron & Steel at Biratnagar, Swastik Steel at Biratnagar, Jagdamba Steels at Birgunj, Sarvottam Steel at Birgunj, Laxmi Steel at Nawalparasi, Narayani Steel at Birgunj, Ambe Steel at Rupandehi, High Tech Steel at Rupandehi and Ashok Steel at Bara. These factories have the capacity to produce 1.48 million tonnes of billets annually.
