    Published on :
    17 Jun, 2022, 6:57 am

ArcelorMittal Canada was fined a total of CAD 15 million by the Court of Quebec, at the Montréal courthouse on 10 June 2022. On 15 October 2021, ArcelorMittal Canada was found guilty of 93 charges and 623704 Canada Inc was found guilty of five charges for violating the Fisheries Act and Metal Mining Effluent Regulations. The conviction stemmed from incidents at the Mont Wright mining complex in Fermont, Quebec, from 25 May 2011 to 14 May 2013. The Government of Canada Environmental Damages Fund will receive the total fines, to support projects that have a positive impact on Canada’s natural environment.

On March 6, 2013, the ECCC Enforcement Branch opened an investigation into a November 2012 dike rupture at the Mont Wright mining complex. The investigation also covered 33 unauthorized deposits out of the normal course of events of toxic substances made in water frequented by fish between 25 May 2011 and 14 May 2013, in violation of subsection 36(3) of the Fisheries Act. The criminal investigation resulted in the filing of charges on 19 July 2017. The investigation also revealed that ArcelorMittal Canada Inc had not declared all the results of its effluent monitoring tests, as required by the MMER. The firm concealed from the authorities a number of unauthorized deposits out of the normal course of events of toxic substances. As a result, ECCC had an inaccurate and altered overview of the situation. ArcelorMittal Canada Inc. was therefore found guilty of having made false and misleading statements to ECCC officers, in violation of subsection 63(1) of the Fisheries Act.

ArcelorMittal Canada Inc and 7623704 Canada Inc were also found guilty of failing to conduct the testing required during deposits out of the normal course of events. The firms thus violated paragraph 14(1)(b) and subsection 17(1) of the MMER. In addition, ArcelorMittal Canada Inc was found guilty of failing to submit quarterly effluent monitoring reports within the prescribed timeframe, in violation of subsection 21(1) of the MMER.

As a result of this conviction, both firms will be added to the Environmental Offenders Registry, which contains information on firms that have been convicted for violations of certain federal environmental laws.

Stalprofil Quits Consortium for Pipe Supplies to Gaz-System

    Strategic Research Institute
    Published on :
    17 Jun, 2022, 7:04 am

Poland’s steel distributor Stalprofil has announced it has withdrawn from signing the contract with Gaz-System due to the occurrence of factors beyond the Contractor's control, which occurred after the date of submission of the offer. Stalprofil had secured place in a consortium was as a partner with a bid bond in the amount of PLN 250,000. As a result of the withdrawal from the conclusion of the contract, Gaz-System kept the bid bond. Stalprofil, recognizing that the reason for withdrawing from signing the contract was the occurrence of force majeure events, intends to seek a refund of the bid bond from Gaz-System.

These factors, in the opinion of the Stalprofil, are force majeure, in particular:

    1. Cancellation of tenders by subcontractors in the field of specialist works, justified by circumstances beyond the control of these entities, occurring after the date of submission of tenders,

    2. Limited possibilities of purchasing materials necessary for the execution of the order, at the scheduled dates and prices, caused mainly by the effects of the aggression of the Russian Federation against Ukraine, including the introduced economic sanctions

    3. Excessively prolonged course of the contract award procedure practically impossible, in combination with the factors indicated in point 1 and 2, execution of the contract within the time limits planned by the Ordering Party

Polish gas transmission operator Gaz-System had recently awarded a consortium of Polish steel companies Izostal as leader, Ferrum & Stalprofil as partners a contract for the supply of externally insulated and internally painted DN700 steel pipes with a total length of approximately 40 kilometers for Skoczow Komorowice Oswiecim Tworzen gas pipeline. Deliveries under the PLN 116 million (EUR 25 million) agreements will take place from 1 January 2023 to 30 June 2023.

Kolonowskie based Izostal SA is a manufacturing and trade company which has been present on both domestic and international investment assets markets since 1993 as a leading supplier of pipes for the gas industry in Poland and other countries of the Central and Eastern Europe. Izostal offers single layer epoxy coatings, three layer epoxy-copolymer-polyethylene coatings and three layer epoxy-copolymer-polypropylene coatings.

In 1890 Rhein & Co merged with Jakub Steelworks. The new enterprise was called Ferrum and operated as public limited company. In 1900 Ferrum implemented less labour intensive production technology for pipes delivering water to turbines which was based on water gas welding. After World War II Ferrum was nationalised and included in metallurgical department of national economy. In 90s the company was converted into single member State Treasury joint-stock company and a restructuring programme started. In 1996 The Polish Securities and Exchange Commission admitted Ferrum in 1996. In 2004 shareholders decided to change the name of the company Huta Ferrum SA was replaced by Ferrum SA.

Poland’s major steel distributor Stalprofil has been part of the steel industry. Today, the company is one of the major steel distributors in Poland, selling steel products to domestic and foreign markets. For its activity Stalprofil uses two warehouses in Dabrowa Górnicza and Katowice, which are one of the largest in Poland. Located in the north and south of Slasko-Dabrowska conurbation, they leverage the logistics of the Company, facilitating access to customers. Stalprofil holds 60.28% shares of Izostal, a producer of insulated steel pipes.

IIT Delhi Team Develops Earthquake Resistant Braces for Structures

    Strategic Research Institute
    Published on :
    17 Jun, 2022, 7:07 am

Researchers at IIT Delhi have developed low cost super elastic buckling-restrained braces that can give improved protection to constructions from earthquakes. These braces have several advantages, such as all-steel components, onsite fabrication and assembling process, post-earthquake inspection, and easy replacement. The earthquake resistance of civil structures is often improved by using seismic force-resisting systems or vibration control devices. Buckling-restrained braces are the special structural elements that serve both purposes. The IIT Delhi researchers have fabricated novel hybrid buckling-restrained braces having higher strength, excellent ductility, and better energy dissipation potential. Tests are being conducted on specimens with improvements and modifications at the laboratory and a patent has recently been applied for the proposed bracing system. These braces can be customized depending on the seismic demand expected on buildings or bridges located in different seismic zones of India.

These braces can also be conveniently adopted in the steel and concrete bridges to enhance their earthquake resistance. The implementation of this technique in the existing structures reduces overall retrofitting cost and minimizes the intervention and downtime. It is possible to design a structure to achieve the required performance objectives in terms of strength and serviceability utilizing the hybrid buckling-restrained braces.

Prof Dipti Ranjan Sahoo from the IIT Delhi’s Civil Engineering Department and his student Dr Ahmad Fayeq Ghowsi, who fabricated the braces, studied the seismic performance of more than ten full-scale HBRBs at the full-scale testing facility of the Heavy Structures Laboratory of the Department of Civil Engineering, IIT Delhi developed under Fund for Improvement of S&T Infrastructure programme of the Department of Science & Technology of Government of India.

Worker Union Starts Strike at ArcelorMittal Mexico

    Strategic Research Institute
    Published on :
    17 Jun, 2022, 7:11 am

Mexico’s national union of mining &metallurgical workers launched a strike on 15 June 2022 at an ArcelorMittal plant after labor representatives failed to reach agreement with the steelmaker over profit-sharing. The union said the ArcelorMittal Mexico is refusing to share 10% of profits from the 2021 fiscal year among over 3,500 direct employees of the plant in the western state of Michoacan.

ArcelorMittal Mexico said “Despite the efforts at the negotiation tables, the unionized workers of the ArcelorMittal Mexico mining plant have decided to break out in a work stoppage, a situation that the company regretted. The work between the Ministry of Labor and Social Welfare STPS, the workers affiliated with the National Union of Mining, Metallurgical and Similar Workers of the Mexican Republic did not reach an agreement. ArcelorMittal Mexico regrets this decision because, in addition to escalating the conflict, it will have an impact and serious consequences in the short, medium and long term on labor and economic stability in the Lázaro Cárdenas region, in the state of Michoacán.”

ArcelorMittal Mexico added that damages are also expected in the national production chain and in the country's economy given the importance of steel as an essential input for countless industries.

ArcelorMittal Mexico said “The conflict arises from the disagreement of the workers for the amounts that were covered on 30 May 2022 for profit sharing and that are equivalent to three months' salary. ArcelorMittal Mexico has always shown full willingness to engage in dialogue and collective bargaining, has one of the most generous and attractive collective bargaining agreements in the country, with the highest salaries and benefits in the industry, and has at all times placed safety, dignity and well-being of its workers as a top priority. It is under this philosophy that, in order to find a balanced solution that could address the concern expressed by the workers, the company undertook the task of exploring possible alternatives together with the union. It was thus that, considering the favorable and exceptional results that the company had in the 2021 financial year, it has been possible to offer at the negotiating table the granting of an additional single bonus equivalent to six months of salary with which the total payment, adding the amounts already received by the workers, would be equivalent to nine months of salary, that is, three times the legal limit. Unfortunately, the union has rejected this proposal and instead of favoring dialogue has opted for the explosion. In this regard, we reiterate our full and broad openness and willingness to continue working at the negotiating tables.”

ArcelorMittal Mexico added “It is very important that with the will of both parties we reach an agreement that allows us to recover our normality and operational continuity as soon as possible for the benefit of our source of employment, the well-being of the region and the country's economy.”

Local media reported that the workers of Brazilian steel producer Companhia Siderurgica Nacional Brazilian steel producer Companhia Siderurgica Nacional and subsidiary galvanizing plant Galvasud, after two months of negotiations, have approved CSN’s fourth proposal for annual readjustment of salaries & benefits. With a voting process by the last operational area opposed to the proposal, the workers of the Volta Redonda steel plant in the state of Rio de Janeiro have approved by 4,077 YES against 2,387 NO CSN’s fourth proposal, paving the way for 12% & 10% increase of salaries, depending on the level of each salary, plus other benefits.

CSN workers went on strike on 31 March 2022 demanding higher salaries & bonuses at three units, is continuing. The strike had begun at the Casa de Pedra mine, located in the city of Congonhas, in the interior of Minas Gerais in Brazil. The movement was joined by workers at the Pires mine, which is in the neighboring town Ouro Preto. The workers halted activities at the company's Presidente Vargas mill & Itaguai Port in Volta Redonta city in the state of Rio de Janeiro. Agreement was not reached on 21 April 2022 & strike continued. CSN submitted a proposal to union representatives in a new attempt to end the current strike at the company. The proposal, submitted during a meeting on 22 April was put up to vote by workers on 27 April

Casa de Pedra mine is the oldest iron ore mine in operation in Brazil and currently has a production capacity of 30 million tonnes per year. Port of Itaguaí is a major iron ore export hub and at the Presidente Vargas Steelworks in Volta Redonda is the largest steel mill in Latin America

The cry of the workers hearkens back to historical struggles of the working class in Latin America and particularly the struggles against the military dictatorship in Brazil, initiated with a US-backed coup in 1964 and officially ended in 1985 as a result of a semi-insurrectionary uprising by the working class. In 1988, CSN workers put the newborn democratic regime to the test by staging a massive sit-down strike and were brutally repressed by the Army. Three workers were killed, and hundreds were wounded in what became known as the Volta Redonda massacre.

SHS to Shut First BF by 2030 but Warns on CBAM in Current Form

    Strategic Research Institute
    Published on :
    17 Jun, 2022, 7:35 am

Handelsblatt reported that Saarland Germany based steel maker SHS wants to convert its production to climate-neutral steel with an extensive investment program. SHS CEO Mr Karl-Ulrich Köhler told Handelsblatt “In order to achieve our CO2 targets, we will have to invest 2.8 billion euros in the first phase. With the first boost, SHS wants to reduce CO2 emissions by 65% by 2030. In the second phase, the emission of greenhouse gas is to be reduced by a total of 80%. This goal is planned for 2045. We will define concrete measures for the remaining CO2 emissions by 2045. In the course of the conversion, Dillinger Hütte and Saarstahl will fundamentally rebuild their plants. We are leaving the old metallurgy 100%. SHS will therefore switch off the first blast furnace in the first phase by 2030 and the remaining second in the next phase. The steel will ultimately be the same, but CO2-neutral.”

Mr Köhler however warned of new requirements for the industry, such as the abolition of free CO2 certificates for the steel industry. He said “This would cost billions. Our earnings situation does not allow this & we cannot manage this at the same time as the large investments for the transformation. It is our firm goal to make steel fit for the future. We will therefore convert our sites to the production of green steel, i.e. CO2-neutral steel. This transformation is the greatest challenge in our history. In doing so, you are following the course of the EU Commission, which has set this course. We have committed ourselves to the stated goals and want to protect our environment. For this we have to renew ourselves. But you also have to see that plans are being developed in Brussels that we will hardly be able to fulfill.

While answering to “EU wants to limit the free allocation of CO2 certificates & what would the consequences be?’ He said “If this is implemented in the proposed form, then the steel industry as a whole will have to spend several billion euros more in this decade. Our earnings situation doesn't allow for that, we can't do that at the same time as the major investments for the transformation. We hope that Germany and other EU countries will intervene so that we can continue on the course we have taken. But if the money is taken from us because we have to buy additional CO2 certificates on a large scale, then we won't make it.”

Under the umbrella of SHS, Saarstahl and Dillinger Hütte produce around 5 million tonnes of steel annually.

La Gazzetta el Mezzogiorno reported that 150 million euros to be used for Acciaierie d’Italia Taranto plant decarbonization are not yet available because there is no implementing decree from the ministries. This was specified by the extraordinary commissioners of Ilva in extraordinary administration Mr Antonio Lupo, Mr Francesco Ardito & Mr Alessandro Danovi in a hearing in the parliamentary commission of inquiry on illegal activities connected to the waste cycle and on environmental offenses.

The commissioners specified that the funds for the reclamation derive from a transaction entered into by Ilva with the Riva family made in May 2017 for the sum of EUR 1.157 billion, which passed into the assets of Ilva with the constitution of assets allocated through a bond loan. The transfer of funds was completed in December 2018. The individual spending budgets, it was specified, for the interventions and areas of competence were indicated by the Comfort Letter of the EU Commission of 4 May 2016, in agreement with the Italian government, which was the basis for the execution of the public tender made with the previous governments and which gave rise to the stipulation of the contract for the rental of the plants with Acciaierie d'Italia.

US Steel, Nucor & SDI Expect Record Earnings in Apr-Jun Quarter

    Strategic Research Institute
    Published on :
    17 Jun, 2022, 7:42 am

Three major US’s steel makers US Steel, Nucor & SDI have increased their guidance for April-June quarter of 2022, to highest ever record levels.

United States Steel said that April-June quarer of 2022 adjusted EBITDA is expected to be approximately USD 1.6 billion, a new all-time best second quarter performance, & adjusted net earnings per diluted share is expected to be in the range of USD 3.83-3.88. US Steel’s President & Chief Executive Officer Mr David B Burritt said “We expect to continue delivering record performance in the second quarter, with each business segment meaningfully contributing to profitability. Our broad end market exposure keeps our business resilient with demand across a diverse customer base, including the resurging energy market. Our focus on strategic end markets and the continued realization of significantly increased fixed price contracts is again expected to generate another quarter of record performance.”

Nucor Corporation expects second quarter earnings to be in the range of USD 8.75- 8.85 per diluted share, which would surpass the previous quarterly earnings record of USD 7.97 per diluted share set in October-December quarter of 2021. Nucor said “End use market demand remains strong for steel and steel products, and we remain confident that 2022 will be another year of very strong earnings and cash flow for Nucor. Second quarter earnings will be driven by increased profitability in the steel products segment, which continues to benefit from robust demand in nonresidential construction markets. In addition, the steel mills segment earnings are expected to strengthen due primarily to increased profitability at our bar, sheet and plate mills. Similarly, Nucor's raw materials segment is expected to generate increased profits in the second quarter due to relatively higher selling prices for raw materials.”

Steel Dynamics has provided record second quarter 2022 earnings guidance in the range of USD 6.33-6.37 per diluted share. SDI said Second quarter 2022 profitability from the company’s steel operations is expected to be historically strong, but lower than first quarter 2022 results, due to lower earnings from the company’s flat roll steel operations, as lower average flat roll steel pricing is expected to more than offset increased flat roll steel shipments. Demand for the company’s long product steel products is also strong supporting increased average realized pricing and expected record shipments for the company’s Engineered Bar Products, Roanoke Bar, and Structural and Rail steel divisions. Despite softening hot roll coil steel pricing, broad steel demand remained solid during the second quarter, led by the automotive, construction, and industrial sectors, with energy continuing to improve. Second quarter 2022 earnings from the company’s metals recycling operations are expected to be significantly higher than sequential first quarter results, based on strong demand supporting increased shipments and higher pricing. Second quarter 2022 earnings from the company’s steel fabrication operations are expected to be meaningfully higher than record first quarter results, based on record shipments and significantly higher selling values more than offsetting marginally higher steel input costs. The non-residential construction sector remains strong as evidenced by robust order activity, resulting in a continuing historically strong order backlog, with record forward-pricing for the company’s steel fabrication platform. The company anticipates this momentum to continue into 2023 based on these dynamics.”

UK Steel Claims Steel Safeguards are WTO Compliant

    Strategic Research Institute
    Published on :
    17 Jun, 2022, 7:55 am

Argus reported that after it emerged that UK’s Prime Minister Mr Boris Johnson's ethics adviser Lord Geidt resigned after being asked for advice on a crucial industry, UK’s steel maker lobby UK Steel’s Director General Mr Gareth Stace said “It is essential that the safeguard is maintained in its entirety. Failure to do so would risk surges in steel imports resulting in significant damage to UK producers, placing jobs, production and investment at risk.”

The EU reconfirmed its own steel safeguard until June 2024 and UK Steel said a WTO ruling found the measures to be compliant. Legal sources suggest the EU could terminate its safeguard upon its expiry next year. The UK started its own safeguard after its exit from the EU. Many representatives of exporters claimed the measure was not WTO-compliant as there was no separate review to see whether the UK should have its own safeguard post-Brexit.

In reply to Lord Geidt's resignation letter, Mr Johnson said "You say that you were put in an impossible position regarding my seeking your advice on potential future decisions related to the Trade Remedies Authority. My intention was to seek your advice on the national interest in protecting a crucial industry, which is protected in other European countries and would suffer material harm if we do not continue to apply such tariffs.”

Trade Remedies Authority said the case that Johnson's letter appeared to refer to was its steel safeguard review. In March this year, the government actually called in the TRA's review of the steel safeguard, meaning secretary of state for international trade Ms Anne-Marie Trevelyan took responsibility for the review and its outcome. In its initial review, the TRA decided to revoke safeguards on nine products out of 19 in June last year, to the ire of local mills and trade unions. It then reviewed its decision in September following market feedback, before the government took responsibility. When Trevelyan called in the review, she advised the TRA to conduct analysis of products at an aggregate level, splitting the products into flats, longs and tubes. Surprisingly, stainless did not get a different category, even though it has totally different production processes to carbon steel and no price linkage either. The TRA provided a report of its findings to the government on 1 June and the government has until the end of this month to decide on the safeguard. The TRA has not made any recommendations to the secretary of state.

That is how we came up with this completely novel method of extraction that we soon realized would be beneficial for life on earth as well.”

Israel Space Agency at the Ministry of Innovation, Science & Technology Director Mr Uri Oron said “It's fascinating to me that while Helios was focused on creating technologies to further sustainable Moon missions and habitation, literally taking its moonshot, they stumbled across this brand-new process to benefit life on earth. This is a great example of the close connection between space technology and its impact on our lives here on Earth.”

Current methods of steel production emit large quantities of CO2 through the reduction of iron ore with carbon. For every tonne of steel, approximately 2 tonnes of CO2 are emitted, making the industry responsible for 8% of humanity's carbon footprint. Additionally, the US steel industry relies on natural gas and coal coke and breeze for fuel, accounting for roughly 6% of total energy consumed by manufacturing.

Helios original goal is to produce oxygen to sustain recurring missions to the moon by producing it on site. Their proprietary technology extracts oxygen from lunar regolith, the mixture of powdery dust and broken rock on the surface of the moon. Helios scientists discovered that the technology created for the reactor built to extract oxygen and iron from regolith could also be used to extract 99% pure iron from iron ore, using an entirely novel chemical process. The method requires 50% less energy than what is currently used in the industry, while operating at temperatures so low that a household oven will suffice to initiate the process. In addition to the energy cost reduction, the process also eliminates 100% of the direct CO2 emissions. Using renewable energy to heat the system will make the whole process carbon free. Unlike other green steel technologies, Helios does not require steelmakers to dramatically alter their existing processes. The company is designing a module that can be integrated into Direct Reduction of Iron furnaces. This approach will reduce cost and facilitate faster adoption.

Metinvest Can Track Stolen Steel by Russian Invaders in Mariupol

    20 Jun, 2022, 6:32 am

Interfax Ukraine reported that steelmaker Metinvest can track steel products stolen from the metallurgical enterprises of Mariupol by numbers and grades of steel and photographic records of wagons. Azovstal CEO Mr Enver Tskitishvili said in an interview with Delo.ua “The Russian military is filming and posting on the net how they load the rolls of our plant. In general, this is theft and the company monitors the sale of such products. Now we understand what the Russian world is. This is to steal: to steal our future, to steal products from the enterprise, even the toilet bowls are rolled in. In 2014, we had a base on the shore of the Sea of Azov, where employees of the Azovstal plant lived in the summer. When this base got into the temporarily occupied territory, the occupiers took the toilet bowls, even the spoons.”

Mr Tskitishvili said “At the same time, stolen goods can be tracked. We know the number of the roll, the steel grade, the wagons, we have photo fixation of the wagons. We can track where each sheet will pop up. They have the logic of a thief, if I stole a thing for a hundred hryvnias, then I'll sell it for a hryvnia. Suddenly someone will buy. But due to the sanctions that were imposed against the Russians, people who could buy stolen goods before, understand that there may be persecution.”

According to him, at the time of the invasion, there were about 50,000 tonnes of finished products of Azovstal in the port, as well as about 40,000 tonnes more in the warehouse in the plate shop, for a total amount of about USD 50-60 million.
