Interpipe Dnipro Steel Halts Production over Scrap Shortage

Interpipe Dnipro, the electric steel-smelting complex of Ukrainian steelmaker Interpipe, has suspended work due to a shortage of scrap metal. The Interpipe Steel plant has stopped operating since March 16, 2023, due to the shortage of ferrous scrap, which is the main raw material for the enterprise.

This is an unscheduled temporary stop, and the company is experiencing a serious shortage of scrap metal. According to the director of the plant, Mr. Andriy Bibik, the procurement of scrap metal has been reduced to almost zero due to hostilities, scrap processing capacities have been lost, and the industry's personnel potential has also decreased. The downtime of the metallurgical plant is expected to last a maximum of seven to eight days.

Interpipe Vtormet board chairman, Valentyn Makarenko, stated that they are working with partner suppliers of scrap to provide the plant with raw materials and prepare the charge. According to him, the situation with the provision of scrap will improve in the third decade of March, and the plant will be restarted.

Interpipe is a Ukrainian industrial company that manufactures steel pipes and railway products, and its products are supplied to more than 80 countries.

Outokumpu Krefeld: Talks about sustainability and climate protection with North Rhine-Westphalian minister Mona Neubaur

On March 20th, 2023, Ms. Mona Neubaur, Deputy Prime Minister of North Rhine-Westphalia, met with representatives from Outokumpu at their mill in Krefeld to discuss sustainability and climate protection in the steel industry. Ms. Mona Neubaur praised Outokumpu for its efforts in saving CO2 and contributing to the transformation of the industry towards sustainability. The company is committed to sustainability, and Outokumpu's Managing Director & Labor Director Mr. Henrik Lehnhardt believes that what the company does for sustainability today will determine how the world of tomorrow will look like.

Outokumpu, a stainless steel manufacturer, has already committed to ambitious CO2 reductions and is currently undergoing certification procedures for ResponsibleSteel standards at all their European production sites. Outokumpu's mill in Krefeld is also investing around €7 million in different energy efficiency projects to optimize its already efficient processes. Outokumpu aims to increase its energy efficiency by a total of 8% in 2023 and 2024, thereby reducing significantly the consumption of resources per ton of stainless steel produced. Additionally, the company is exploring the feasibility of a biocoke plant to generate regeneratively gas from waste wood.

Outokumpu's new plant in Krefeld produces high-quality stainless steel powder for additive manufacturing, which is made from completely recycled stainless steel scrap from their own mills. The plant also opens up a new customer segment for Outokumpu. Outokumpu has also launched a new product line called Circle Green, which reduces total CO2 emissions by around 90% compared to the global industry average. Customers who use Circle Green could save more than 5 metric tons of CO2 emissions per ton of stainless steel compared to the industry average of around 6.1 metric tons of CO2 emissions per ton of stainless steel. Outokumpu provides its customers with Product Carbon Footprints (PCF) for all of its products, which include information on the total emissions along the production chain (scopes 1, 2, and 3) without comprising any climate compensation (offsetting).

Materials Processing Institute Leads Major Zinc Recovery Project

UK’s Materials Processing Institute is spearheading a £250,000 initiative to develop a practical method of extracting zinc from by-products generated during the iron and steel-making processes. This project, which is part of the Innovate UK-funded PRISM program, will bring together British Steel, Tata Steel, CELSA Group, and Marcegaglia Stainless to identify a sustainable and cost-effective technique that will allow more iron to be recovered and reused in the steel-making process and more zinc to be recycled in separate UK supply chains.

Over the course of 17 months, the project will evaluate several potential solutions, including pyrometallurgy, ultra-sonic separation, and a hydrometallurgical process that oxidizes metallic zinc in ionic liquids. While it is possible to re-use a certain proportion of iron and zinc by-products produced by both steel-making methods, once the concentration of zinc reaches a certain level, the iron units become unrecoverable. This is because the low boiling point of metallic zinc causes it to volatilize and recondense, resulting in scab formations of zinc on the furnace wall. By addressing this issue, the project will pave the way for more sustainable and efficient iron and steel production in the UK.

Evraz Can’t Pay Off Eurobonds on time Owing to Sanctions

Russian steelmaker Evraz has announced that it will not be able to fully or partially repay the issue of dollar-denominated Eurobonds on time, despite having sufficient liquidity. The Eurobonds are set to mature on March 20, 2023, and had an initial issue volume of $750 million, with a coupon rate of 5.375%.

The company is currently prohibited from making payments on the Eurobonds without an appropriate license from the UK's Office of Financial Sanctions Implementation. Evraz has been under British sanctions since the end of April last year, and had previously reported in September that it would not be able to pay coupons on its two issues of Eurobonds in circulation, which were set to mature in 2023 and 2024.

Former CEO of Metinvest Kametstal Named Head of GTSOU

The Cabinet of Ukraine has approved the appointment of Mr. Dmitry Lippa, former CEO of Metinvest Group's Kametstal plant, as the new head of the country's Gas Transmission System Operator (GTSOU), says Interfax

The move comes after the former GTSOU CEO, Mr. Sergei Makogon, was dismissed on September 16, 2022, following his proposal to put the operator under the control of the Energy Ministry, create supervisory and management boards, and liquidate MGU.

This proposal was supported by the European Union, the Energy Community Secretariat, and World Bank, who had called for a reform of GTSOU's corporate governance system.

MGU was originally expected to become the operator of Ukraine's gas transmission system, but GTSOU was created and given the responsibility for managing the transmission system during the process of dividing state oil and gas company Naftogaz Ukraine by type of business. GTSOU was then transferred to MGU ownership.

Algoma University Faculty Call Out to Cut Algoma Steel Emissions

The faculty members at Algoma University have written an open letter addressed to Mr. Sheehan and Mr. Romano, the MP and MPP of Sault Ste. Marie, Ontario, urging them to take immediate action regarding the hazardous high levels of specific carcinogenic emissions by Algoma Steel Inc. The letter cites a recent report by the National Observer, which states that the steel mill has been releasing excessive amounts of benzene and particulate matter, leading to serious health and environmental concerns for the residents of the surrounding communities.

The emissions of benzene, sulfur dioxide, and particulate matter have been consistently above the legal limit for several years, which is harmful not only to the health of the people living in the vicinity of the steel mill but also to the ecosystem and the environment.

The letter stresses that the health care resources in the Algoma District may not be as accessible as desired and combined with emissions from the Algoma Steel mill and the need for more stringent regulatory enforcement presents a significant economic challenge for the city of Sault Ste. Marie.

The faculty members have urged Mr. Sheehan and Mr. Romano to take the necessary steps to enforce regulations and hold Algoma Steel accountable for its actions, and to ensure that the citizens of Ontario and Canada have the right to breathe clean air and drink clean water. The letter has been signed by several full-time faculty members from Algoma University, and the faculty members are eagerly awaiting a response from the MP and MPP regarding this critical matter.

    Shipbreaking Market Catching The High!

According to the world's leading buyer of old ships for recycling, GMS, recycling rates continue to surge for another week despite a slight reduction in supply and volatility on steel plate prices, particularly in India. While the improvement in container and dry bulk charter rates has decreased the flow of candidates for recycling in the last couple of weeks, much of the firming local demand may still go unrealized for some time.

This week, only a few owners seem to have cashed in at these higher rates, perhaps at the peak of the market, as there has only been a trickle of vessels for sale. With diminishing supply and firming demand, prices continue to impress, particularly in the Bangladeshi market. The market has essentially been starved of tonnage over the last 6-8 months due to persistent LC issues, but alternate methods of financing have been established, such as usance LCs and private financing solutions, to secure some of the recent tonnage for Chattogram buyers.

However, the ongoing preference among local recyclers (given the LC restrictions) is to acquire smaller LDT tonnage instead of the costlier large LDT vessels that may not get LC approval due to the shortage of US dollars in the country. Talks over ongoing IMF loans continue in both Pakistan and Bangladesh, and once that is finalized, we should see greater liquidity on LCs and the ability for all recyclers in these markets to secure larger LDT vessels at firmer levels.

Finally, Turkey remains healthy and steady, with no changes reported in steel, and no reports on the mysterious negotiations that were reportedly taking place over recent weeks.

    GMS demo rankings – India/Pakistan/Bangladesh – Week 11 up 20 WoW

thyssenkrupp CEO & IG Metall at odds over Steel Strategy

According to sources within the company, there is a disagreement among the supervisory board of thyssenkrupp regarding the appropriate strategy for the steel business, says Handelsblatt. While CEO Ms. Martina Merz plans to present her plans for a separation from the steel division at a special meeting on March 31, some members of the management team and the trade union IG Metall wish to retain the unit and declare it the group's new core business.

However, CVC is only willing to offer one euro for the steel division, although it would make investment commitments and assume pension liabilities worth billions. LME Takes Two Measure after Warehouse Irregularities for Nickel

London Metal Exchange has informed market participants of two important updates regarding nickel trading on the LME on 17 March 2022
    .
Firstly, the LME has recently been made aware of cargo irregularities in the physical nickel market, which could potentially impact the LME. Upon investigation, it was found that a specific facility of an LME-licensed warehouse operator had non-conformant nickel warrants. As a result, nine warrants have been invalidated and cannot be delivered against LME contracts. We assure you that the LME has robust rules and processes in place to maintain oversight over LME-warranted metal and protect the market as a whole. We will continue to work with affected holders of live and cancelled warrants and take appropriate investigative and enforcement action.

Secondly, the LME is postponing the return to Asian hours nickel trading from Monday 20 March 2023 to Monday 27 March 2023. Although we are confident that the direct impact of the invalidated warrants has been removed, we understand that participants may wish to undertake their own stock checks or take other actions over the weekend. To ensure that this does not impact trading behavior when the market opens on Monday, we prefer this to happen during London hours when liquidity is generally stronger.

LME has reminded licensed warehouse operators of the strict requirement to weigh all metal before it is placed on warrant and encourage owners of off-warrant bagged nickel to undertake their own checks of their material. LME has also noted that other metal contracts do not allow bagged delivery and are not susceptible to this type of irregularity.

Dunaferr Starts to Roll HR Again

Dunaferr, a steelmaker based in Hungary, has made significant progress in the last three months towards resuming its operations. The company's hot rolling mill, which guarantees long term operational efficiency, resumed production in mid March. This achievement was reported by Liberty Steel Group Europe and Liberty Galati.

According to Liberty Steel Group Europe & Liberty Galati President, Mr. Lajos Mészáros, the successful restart of blast furnace number 2, the steel mill, and the cold rolling mill in February, along with the stabilization of the coking blocks, marked important steps towards the long-term operation of the ironworks. With the hot rolling mill's recent restart, Dunaferr's reorganization process has achieved another milestone. The factory's production of finished products that can be sold on the market is a particularly welcome development, given the current high prices of steel products.

In January, Liberty Steel Group signed a contract manufacturing agreement with Dunaferr's liquidator, following the quasi-bankruptcy of the Dunaferr ironworks at the end of last year.
