    In a significant development, the US Department of Commerce (DOC) has unveiled the preliminary results of its administrative review on the antidumping duty (AD) order pertaining to large diameter (LD) welded pipe imports from Turkey and Canada. This review covered the period from May 1, 2021, to April 30, 2022, and examined the sales practices of Turkish and Canadian steel producers.

    During the review period, it was determined that Turkish and Canadian steel producers did not sell the specified products at less than normal value. Furthermore, it was found that four Turkish companies made no shipments of the product during the review period. As a result, the DOC has calculated weighted-average dumping margins of zero for both countries.

    While these preliminary results provide a positive outcome for Turkish and Canadian steel producers, it is important to note that the final result of the review is yet to be announced. The DOC is expected to release the final result within 120 days of the publication of the preliminary results.

    Effective from June 6, the preliminary antidumping duty for the country will be applicable. This decision marks a significant milestone in the ongoing efforts to ensure fair trade practices and protect domestic industries.

    The American Iron and Steel Institute (AISI) has published the May Steel Import Monitoring and Analysis (SIMA) data, revealing a notable increase in steel import permit applications. According to the report, permit applications for May reached 2,395,000 net tons (NT), representing a 3.6% growth compared to April's recorded permit tons of 2,311,000. Additionally, import permit tonnage for finished steel in May was 1,875,000, reflecting a 3.0% decrease from April's final imports total of 1,933,000.

    When considering the first five months of 2023, encompassing May SIMA permits and April final imports, total and finished steel imports experienced a decline of 12.0% and 15.7%, respectively, compared to the same period in 2022. The estimated finished steel import market share for May stood at 21%, while the year-to-date (YTD) share reached 22%.

    Among the steel products, several witnessed significant increases in import permit applications compared to April's final imports. Cut lengths plates saw a surge of 70%, followed by cold rolled sheets (54%), sheet and strip hot dipped galvanized (36%), structural pipe and tubing (28%), and hot rolled bars (28%). Year-to-date (YTD) comparisons against the same period in 2022 also revealed remarkable growth for standard rails (73%), oil country goods (46%), electrical sheet and strip (43%), line pipe (19%), and cut length plates (16%).

    Regarding the countries involved in steel imports, Canada emerged as the largest supplier in May, with permit applications totaling 627,000 NT, indicating a 6% increase from April's final figures. Brazil witnessed a substantial surge of 46%, reaching 311,000 NT, while Mexico experienced a decrease of 20%, with permit applications amounting to 281,000 NT. South Korea and Japan recorded permit applications of 171,000 NT (up 2%) and 112,000 NT (down 13%), respectively. In the first five months of 2023, Canada, Mexico, and Brazil remained the primary suppliers, with varying levels of import volumes.

    It's important to note that the import permits data represents tonnages requested in applications and may not precisely reflect actual import volumes. Preliminary estimates of actual import volumes for the month will be available later in June.

    According to Indian sources, officials from India have expressed a willingness to withdraw retaliatory tariffs on certain agricultural goods, such as almonds and walnuts, as part of a potential deal. However, a U.S. source familiar with the talks stated that the U.S. team quickly dismissed India's request for an exemption on Section 232 tariffs, emphasizing that it is not under serious consideration at this time.

    Despite expectations of reaching an agreement during Prime Minister Modi's visit, the U.S. negotiators have shown limited flexibility, according to an Indian government source. However, India remains open to discussing other trade measures proposed by U.S. officials.

    The Indian trade ministry did not respond to a request for comment, and both the Office of the U.S. Trade Representative and the U.S. Department of Commerce, which administers the Section 232 tariffs, declined to comment on the matter.

    In 2018, former U.S. President Donald Trump imposed a 25% tariff on all steel imports and a 10% tariff on aluminium using Section 232 provisions. In response, India imposed tariffs on 28 U.S. products, including almonds, apples, and walnuts.

    While India seeks an exemption, several steel industry leaders in the U.S. expressed support for maintaining the tariffs during a recent Congressional Steel Caucus hearing. He stated, "The goal is definitely to be among the top two or three stainless steel manufacturers in the world."     JFE Steel, a prominent Japanese steelmaker, has partnered with Exxon Mobil in a groundbreaking collaboration to develop high-pressure hydrogen pipeline technology. The aim is to shape industry standards and address the anticipated increase in demand for hydrogen in the United States. High-pressure pipelines have the capacity to transport significant quantities of hydrogen over long distances, and the JFE-Exxon pipeline is expected to withstand pressures of up to 20 megapascals, a feat that has not been achieved before.

    The joint project between JFE Steel and Exxon Mobil is set to begin this autumn at JFE's research facility in Chiba, Japan. The focus will be on collecting data on material strength by installing an electric resistance welded steel pipe with 2-centimeter walls and a diameter of 41 cm in a testing apparatus. The objective is to develop durable materials that can withstand the brittleness caused by hydrogen and operate under high-pressure conditions. Once the technology is developed, Exxon will seek certification under U.S. industrial standards.

    Currently, the lack of established standards and testing methods has hindered the progress of product development in this field. JFE Steel aims to determine the optimal diameter and thickness for high-pressure pipelines, potentially enabling commercialization within a year or two. The research and development expenses for the project in fiscal year 2023 will be approximately 25 million yen, with support from the nonprofit organization Nippon Foundation based in Tokyo.

Access to clean water and renewable electricity positions India well to generate green hydrogen, a clean and sustainable energy source. As part of its commitment to environmental responsibility, Jindal Stainless has become the first stainless steel company in India to install a green hydrogen plant.

    The company has set ambitious goals to achieve net-zero emissions by 2050. In the near term, they aim to reduce emissions by at least 50% from the baseline year of 2021-2022 by implementing various initiatives. These include energy substitution, feed mix optimization, energy efficiency, renewable energy adoption, carbon capture, and carbon offsets. To facilitate this transition, Jindal Stainless plans to increase its use of renewable energy and gradually phase out thermal power generation.

    Jindal Stainless has partnered with ReNew Power to establish a 100 MW hybrid renewable energy project. Additionally, the company has initiated similar projects in Jajpur, Odisha, and Hisar, Haryana, with the goal of increasing the use of renewable energy and reducing reliance on thermal power. Furthermore, Jindal Stainless plans to replace fossil fuels with biofuels at its Jajpur facility and gradually transition to a green grid as renewable energy technologies mature.

    The switch to green hydrogen is a significant step for Jindal Stainless. The company has already commenced a pilot-scale green hydrogen project at its Hisar manufacturing facility, which is expected to be operational by August 2023. This pilot project will help reduce carbon emissions by approximately 2,700 tonnes per year. Jindal Stainless intends to replicate this project at its Jajpur facility with a capacity of 700 Nm3/hr. Green hydrogen will be utilized in the bright annealing process for stainless steel production, replacing conventional hydrogen.

Traditional steel production methods, such as the blast furnace route, contribute significantly to global greenhouse gas emissions due to their high carbon intensity.

    The first price, MB-STE-0904, assesses the domestic, flat-rolled steel differential to the HRC index, ex-works in northern Europe, with a minimum quantity of 10 tonnes and a weekly publication frequency. This price reflects steel produced with maximum emissions of 1 tonne CO2 per tonne of steel across scope 1, 2, and 3.

    The second price, MB-STE-0905, is the daily inferred Green Steel base price, calculated by adding the weekly Green Steel differential to the daily Northern Europe HRC index. This price captures the differential between traditional flat-rolled steel prices and the prices for steel with low emissions of a maximum of 1 tonne CO2 per tonne of steel. Both prices consider all production methods and raw materials, including scrap-based production and steel made using hydrogen-reduced iron.

    The newly launched green steel benchmarks aim to assess the price differential between traditional flat steel and low-carbon emission steel, providing transparency for the industry. These prices address the growing demand for sustainable steel, which is driven by various factors, including the European Union's emissions trading system (ETS) and the automotive industry's increasing interest in environmentally friendly materials.

    Saudi mills conclude Middle East billet export deals

    Amid a lack of demand in their domestic market, Saudi merchant billet producers have concluded billet deals this week in Bahrain, United Arab Emirates and Jordan for a combined tonnage of nearly 40,000 tonnes.

    Induction furnace-route 130mm 3/4sp billet prices in Saudi Arabia are pegging at around SAR 1,775-1,837/tonne ($473-490) ex-works, depending on mill location, production capacity and financial condition. Somehow, small-capacity induction furnace mills are offering lower quotes than large-capacity mills. Billet producers in Riyadh and Jeddah have access to lower-tagged scrap versus Dammam-based mills, which shapes their billet sales price, Kallanish notes.

    The Dammam-based induction furnace-route major inked four contracts for 130mm 3sp (low-carbon) billet for prompt shipment each at $490-493/t ex-works. These were with two UAE-based re-rollers for a combined 30,000t, a Bahraini re-roller for 3,000t and a Jordanian buyer for 2,000t.

    On the other hand, a small merchant billet producer in Dammam received an order from an Emirati re-roller for 2,000t of 130mm 3sp modified billet at SAR 1,775/t ($473) ex-works. In comparison, the Riyadh-based mill agreed to ship 3,000t of 130mm 3sp (low-carbon) billet at SAR 1,800/t ($480) ex-works to a re-roller in Bahrain.

    Early this week, HMS 80:20 grade scrap prices increased SAR 50/t ($13.3) to SAR 1,250-1,300/t in Jeddah and Riyadh, and to SAR 1,350-1,400/t in Dammam. All are on a delivered basis.

    The SAR 50/t hike is expected to be proportionately reflected in billet tags next week.

    All prices exclude 15% VAT.
