    Kamerleden wonden zich vanmiddag tijdens een debat in de Tweede Kamer op over een verhaal van onderzoeksplatform Follow The Money over farmaceut Roche. Dat bedrijf levert de meeste apparatuur in Nederland die nodig is om coronatests uit te voeren. Het bedrijf kan op dit moment niet voldoende leveren in de hele wereld, maar weigert tegelijkertijd het recept vrij te geven voor een vloeistof die nodig is voor de tests, aldus FTM.

    Na de controverse over het tekort aan maskers lijkt ook een ander front, rond het gebrek aan screeningstests deze keer, aan kracht te winnen. Toelichting.

    Na lange tijd te zijn uitgesteld, heeft Frankrijk zojuist een massale screening van de bevolking aangekondigd in overeenstemming met de nieuwe aanbevelingen van de Wereldgezondheidsorganisatie (WHO). Maar waarom werd dit preventieve beleid niet eerder toegepast? Kan Frankrijk nog inhalen? Is er een tekort aan tests in Frankrijk?

    Het decreet van 7 maart staat laboratoria voor medische biologie toe om screeningstests uit te voeren voor Covid-19, maar biologen worden geconfronteerd met een onoverkomelijke moeilijkheid: het gebrek aan producten om deze tests uit te voeren, waardoor de capaciteit de facto wordt beperkt screening en management van patiënten op poliklinische en ziekenhuisbasis.

    Om de situatie beter te begrijpen, interviewde Capital Valéry Perinet, CEO van Société Atothis, een van de zes Franse bedrijven die gemachtigd zijn om testkits te distribueren naar Covid-19. Atothis, gevestigd in Saint-Jean-de-Vedas in Hérault, is partner van de Frans-Engelse groep Novacyt, een wereldspecialist in kanker en infectieziekten, en fabrikant van de eerste snelle screeningstest voor het Covid-19-coronavirus.

    Welke screeningsoplossing biedt u aan?
    We hebben een sneltest laten uitvoeren door onze partner Novacyt, die zeer betrouwbaar is. Deze test minimaliseert het risico op vals-negatieven of vals-positieven omdat het is ontworpen op basis van de Covid-19-stam die tijdens de Chinese crisis in Wuhan is gedetecteerd. De specificiteit in vergelijking met andere bestaande tests is dat het is ontworpen om alleen de virale stam van Covid-19 te detecteren.     Kamer eist snel actie voor meer tests: desnoods dwanglicentie Roche

    Testen, testen, testen. De regering moet zorgen voor voldoende testkits om zorgpersoneel en burgers te kunnen testen op het coronavirus. In het uiterste geval moet het kabinet er niet voor terugdeinzen patenten op testmaterialen te doorbreken, vindt onder meer coalitiepartner CDA.

    Het tekort aan coronatests waar Nederland mee kampt komt vooral doordat de meeste labs afhankelijk zijn van de Zwitserse farmagigant Roche, dat pakweg 80 procent van de Nederlandse markt in handen heeft. Het farmaconcern kan onvoldoende produceren om aan de wereldwijde vraag te voldoen.

    Daarom moeten Nederlandse labs zelf testmateriaal gaan produceren. Die kar gaat oud-ceo Feike Sijbesma van DSM trekken, schreef zorgminister Hugo de Jonge donderdag aan de Tweede Kamer. De voormalige topman van het biochemieconcern is benoemd tot speciaal gezant coronacrisis en gaat samenwerken met de door het ministerie ingestelde Taskforce Diagnostiek.

    Die eigen productie vergt echter wel de receptuur van Roche voor verscheidene vloeistoffen. Als Roche daar niet zelf mee over de brug komt, dan moet de producent ertoe worden gedwongen, vindt een meerderheid van de Tweede Kamer. 'Overweegt de minister het inzetten van een dwanglicentie', wilde CDA-fractievoorzitter Pieter Heerma weten.

    Breekijzer
    Zo'n dwanglicentie maakt het mogelijk dat bijvoorbeeld ziekenhuizen medicijnen of preparaten na kunnen maken waarop een farmaceutisch bedrijf nog exclusieve eigendomsrechten over heeft.

    Als er ooit een tijd was dat de belangen van de markt op de tweede plaats moeten komen, dan is deze coronacrisis dat wel, drong PvdA-leider Lodewijk Asscher aan. Dat sentiment werd door vrijwel de hele Kamer gedeeld, al waarschuwde VVD-Kamerlid Hayke Veldman tegen de inzet van al te zware geschut dat misschien averechts zou kunnen werken.

    Alle fracties schaarden zich achter een CDA-motie waarin Heerma zijn eigen minister opriep 'op korte termijn' te zorgen voor voldoende testmateriaal en daarbij 'verdergaande juridische maatregelen richting de private sector' niet uit te sluiten.

    Dat doet De Jonge ook niet, zei hij. Maar de zorgminister wil eerst de weg van de diplomatie bewandelen. Daarin kan Sijbesma met zijn contacten in de farmawereld als breekijzer fungeren. 'Wij hebben niet voor niets een speciaal gezant gevraagd om de Nederlandse productie op te schalen,' aldus De Jonge, die wees op Sijbesma's 'goede ingang' bij Roche.

    Het kabinet is momenteel met Roche in gesprek, maar doet daar verder geen mededelingen over. 'We moeten hopen en rekenen dat het met een telefoontje lukt,' aldus De Jonge. Zo niet, dan legt hij het juridisch instrumentarium klaar.

    Mondkapjes
    Niet alleen zijn er niet genoeg testkits, ook het aanhoudende tekort aan beschermingsmaterialen en apparatuur baart de Kamerleden zorgen. 'Mijn buurvrouw werkt in een verpleeghuis bij ons. Handschoenen, dat was wat ze kreeg als beschermingsmateriaal en wat alcohol om te ontsmetten,' vertelde SP-fractievoorzitter Lilian Marijnissen, die zei te wonen in 'het epicentrum van de corona-uitbraak', Oss. Hoe denkt het kabinet huisartsen en verpleegkundigen te kunnen helpen aan mondkapjes, wilde D66-leider Rob Jetten weten.

    De aanvoer van mondkapjes, handgel en andere beschermingsmiddelen begint nu op gang te komen, suste De Jonge. De tijdelijke minister voor medische zorg Martin van Rijn heeft een speciaal consortium opgericht die de middelen centraal gaat inkopen en verdelen. 'Alles aan leads wordt nagegaan,' verzekerde De Jonge.

    Ook de beddencapaciteit op de intensive care-afdelingen is voorlopig op orde, wist De Jonge aan het einde van het debat te melden. Per 1 april beschikken ziekenhuizen over 1600 IC-bedden. Een verdere opschaling is afhankelijk van hoe snel de duizenden bestelde beademingsapparaten worden geleverd.

Novacyt's strategy , from the onset of the virus, has been to focus on Covid-19 in order to produce a test that takes considerably less time than conventional PCR tests. Ours is thus able to provide results in 60-90 minutes against more than two hours for others.

    How many tests can you perform with your screening kit? What stocks do you have?
    We can do 96 screening tests per kit. Today we have just under 20,000 tests in stock, or nearly 200 kits. We are already struggling to meet current demand, but we hope to have in stock within 2 to 3 weeks that come nearly 50,000 additional tests. The problem is that today our partner Novacyt is completely overwhelmed with requests from around the world…

    What is the production capacity of your Novacyt partner?
    Last week, Novacyt was able to produce 4,000 kits per week (nearly 384,000 tests), but they have just signed on Wednesday March 25 a new agreement with an industrial partner which should allow them to increase their production capacity in the days to come. According to the information we have, Novacyt aims to eventually produce around 2 million Covid-19 tests per month. For now however, everyone is experiencing the shortage. And Novacytalso has problems with the supply of raw materials to manufacture its tests. Today, all countries are facing shortage problems ... In France, we could have done it a little more in advance, which would have enabled us to be able to respond to the emergency.

    How long have you had these rapid tests?
    We have had these tests since February 5. We have taken steps, including one with the Institut Pasteur, to verify the performance of our product, and we have also placed an order with biotech Novacyt in order to hold stocks at the start of the crisis. But our stocks were not very important since we did not know the roadmap of the government team…

    What were the obstacles in France for the distribution of your kits?
    The analysis laboratories cannot start to do tests overnight, official authorizations are required, individual protections, specific technical training are required. And then laboratory automats (machines used to carry out tests) which are “closed” systems can be unlocked for tests other than those provided by the machine manufacturer. But for that too, it takes time, as well as the goodwill of biologists ... All of this made us waste a lot of time!

    Now, are we able to perform this mass screening?
    Technically yes, if the laboratories are operational and the global tension on test supplies subsides a little. Currently, we do have replenishment problems and requests from teaching hospitals and laboratories which today cannot be honored for a fortnight (compared to 24 to 48 hours in normal times). In addition, the requests from Novacyt are enormous since other countries have also embarked on a policy of massive screenings, putting strong pressure on orders! Now we are all at the wall, waiting for the products to arrive…

    What has been France's screening strategy since the start of this health crisis?
    We do not know the ins and outs of the government's strategy. They had to rely on the WHO, the scientific committee and on all the advice of health professionals, but we can see that in the other countries, the authorities, notably in South Korea, had the watchword from the outset, mass screening of the population, which undoubtedly made it possible to avoid mass contamination, as Italy or even France is experiencing at the moment ... We realize in fact that the countries which have adopted a mass screening is doing better. In France, we have a health system that takes all the guarantees and all the precautions, which is certainly a good thing, but when we are living in a crisis situation like today's, we should be able to be less procedural for'

    So there is a real risk of not being able to receive what to do these tests due to the high demand from other countries?
    Indeed. FDA validation in the United States of Novacyt's rapid testlast Friday, as well as in the Philippines, ignited the world and since then, requests have exploded everywhere ...     ik vrees dat de algemene opleving die we gehad hebben de laatste 3 dagen niet houdbaar is ,corona is onderschat in die mate dat de lockdown in alle landen veel langer dan 3 weken zal duren
    De globale economie zal overal gemiddeld 2 tot 3 maanden volledig stil liggen ,er zullen veel bedrijven omvallen of enorme steun krijgen .Banken en kredietverstrekkers komen in zwaar weer terecht en zo kan ik nog verder gaan
    Het enige zekere momenteel is dat het corona virus spijtig genoeg ingeburgerd is en een immens zware tol eist , iedere regering begint te beseffen dat ze moeten testen,testen en nogmaals testen om toch de ziekte te kunnen inperken en onze hospitalen niet te overstelpen om toestanden als Italie en Spanje te proberen vermijden
    dus wat Novacyt betreft zie ik de omzetten dito aanvragen enorm toenemen de komende maanden ,ik ben geen Nederlander maar weet wel wat cruyff altijd vertelde
