   We were warned about Vladimir Putin – about his intentions, his nature, his mindset – and, because it was profitable for us, we ignored those warnings and welcomed his friends and their money. It is too late for us to erase our responsibility for helping Putin build his system. But we can still dismantle it and stop it coming back.
   
   Russia is a mafia state, and its elite exists to enrich itself. Democracy is an existential threat to that theft, which is why Putin has crushed it at home and seeks to undermine it abroad. For decades, London has been the most important place not only for Russia’s criminal elite to launder its money, but also for it to stash its wealth. We have been the Kremlin’s bankers, and provided its elite with the financial skills it lacks. Its kleptocracy could not exist without our assistance. The best time to do something about this was 30 years ago – but the second best time is right now.
   
   We journalists have long been writing about this, but it is not simply overheated rhetoric from overexcited hacks. Parliament’s intelligence and security committee wrote two years ago that our investigative agencies are underfunded, our economy is awash with dirty money, and oligarchs have bought influence at the very top of our society.
   
   The committee heard evidence from senior law enforcement and security officials. It laid out detailed, careful suggestions for what Britain should do to limit the damage Putin has already done to our society. Instead of learning from the report and implementing its proposals, Boris Johnson delayed its publication until after the general election and then, when further delay became impossible, dismissed those who took its sober analysis seriously as “Islingtonian remainers” seeking to delegitimise Brexit.
   
   That is the crucial context for Johnson’s ludicrous claim this week to the House of Commons that no government could “conceivably be doing more to root out corrupt Russian money”. That is not only demonstrably untrue, it is an inversion of reality. On leaving the European Union, we were told that we could launch our own independent sanctions regime – and this week we saw the fruit of it: a response markedly weaker than those of Brussels and Washington.
   
   The Liberal Democrat MP Layla Moran, speaking with parliamentary privilege on Tuesday, listed the names of 35 alleged key Putin “enablers” whom the Russian opposition politician Alexei Navalny has asked to be sanctioned. Blocking the assets of everyone on that list and their close relatives would be a truly significant response from Johnson to the gravity of the situation. But it would still only be a start.
   
   Relying solely on sanctions now is like stamping on a car’s accelerator when you’ve failed for years to maintain the engine, pump up the tyres or fill up the tank, yet still expect it to hit 95mph. Other announcements in the last couple of days have amounted to nothing more than painting on go-faster stripes. Tackling the UK’s role in enabling Putin’s kleptocracy, and containing the threat his allies pose to democracy here and elsewhere, will require far more than just banning golden visas or Kremlin TV stations.

   For a start, we need to know who owns our country. Some 87,000 properties in England and Wales are owned via offshore companies – which prevents us seeing who their true owners are or if they were bought with criminal money. Companies House makes no checks on registrations, which is why UK shell structures have featured in most Russian money-laundering scandals. Imposing transparency on the ownership of dirty money in this way would strike at the heart of the London money-laundering machine. Governments have promised to do this “when parliamentary time allows” for years, yet the time has never been found, and instead they’ve listened to concerns from the City that such regulations would harm its competitiveness.
   
   Above all, we need to fund our enforcement agencies as generously as oligarchs fund their lawyers: you can’t fight grand corruption on the cheap. Even good policies of recent years, such as the “unexplained wealth orders” of 2017, which were designed to tackle criminally owned assets hidden behind clever shell structures, have largely failed because investigators lack the funds to use them. We must spend what it takes to drive kleptocratic cash out of the country.

   De Verenigde Staten zullen honderden miljarden dollars aan tegoeden van Russische banken in de VS bevriezen vanwege de Russische invasie in Oekraïne, maakte president Joe Biden donderdagavond bekend. Ook zal het voor Russische bedrijven en inwoners moeilijker worden om zaken te doen in buitenlandse valuta, zoals de dollar en de Japanse yen.
   
   "Deze agressie kunnen we niet onbeantwoord laten", zegt Biden. De sancties zijn volgens de president afgesproken met andere westerse landen en zijn bedoeld om Rusland als land te verzwakken. Vooral de (rijke) elite zal worden geraakt, aldus Biden. Persoonlijke sancties tegen president Vladimir Poetin liggen ook op tafel, maar worden nu nog niet ingevoerd.
   
   Rusland zal ook nog niet worden uitgesloten van het SWIFT-bankensysteem. Volgens Biden treffen de sancties die donderdagavond zijn aangekondigd de Russische economie harder dan een eventuele SWIFT-blokkade.
   
   Biden noemt Poetin "de agressor in de oorlog" en spreekt van een "grove schending" van het internationale recht. "Poetin koos voor deze oorlog, nu zal hij ook de gevolgen dragen", aldus Biden. Poetin zou veel grotere ambities hebben dan alleen Oekraïne en de "Sovjet-Unie willen herstellen", vervolgde hij.
   
   De Amerikaanse president is niet van plan om te spreken met zijn Russische evenknie. Volgens hem is er sprake van een complete verstoring van de Amerikaans-Russische relatie. Eerder deze week lag de diplomatieke weg nog wel open.
   
   Komende weken zwaar voor Oekraïners
   
   De komende tijd zal volgens Biden zwaar worden voor de inwoners van Oekraïne, maar hij belooft van Poetin "de paria van de wereld" te maken vanwege zijn inval in het land. Hij spreekt van een "gevaarlijk moment" voor Europa.
   
   De president belooft dat de VS meer zal doen om Oekraïne te helpen, maar benadrukte dat hij niet van plan is om mankrachten naar het land te sturen. Wel zal de Amerikaanse aanwezigheid in Europese NAVO-landen worden versterkt. Zo zullen er zevenduizend troepen naar Duitsland gaan.

   Mikhail Khodorkovsky, the exiled Russian businessman and Putin opponent, has said he believes the Russian President is “capable of anything”, even, he said potentially “pressing the red button” to launch a nuclear war, the Guardian’s Kate Connolly reports.
   
   He said if he was not stopped Putin could set his sights on threatening other countries, citing the corridor between Lithuania and the Russian province Kaliningrad as a likely next target. The most important contribution the west could make to help bring the Russian invasion of Ukraine to an end was to show unity against Putin’s aggression and provide training, weaponry and voluntary fighters to Ukraine.
   
   Media on the ground in Ukraine and Russia also had a vital role to play. But he said he feared that a weak leadership in the west made Putin “feel safe” and would be exploited by him. If more was not done to help Ukraine he would feel emboldened to go further, he said.
   
   Speaking from the London office of his pro-democracy NGO, The Dossier Centre, on Friday via Zoom with European journalists, Khodorkovsky, who spent ten years in a Russian prison on fraud and embezzlement charges that were widely believed to have been politically motivated, said sanctions against Russia were important “from an ethical viewpoint” but otherwise largely tokenistic. Whilst they might have an impact in the medium term, they would take around three years to properly kick in and Putin would have “taken all of that into account” before launching his attack, he said.
   
   The world was such a global village an oligarch could easily offset the effect of many of the sanctions, he said.
   
   They can do their shopping in Dubai rather than in Milan. They can get supplies of microprocessors from China instead of from the United States and so on.
   
   Asked if there was evidence that Putin was suffering from an illness, or was simply playing on the “crazy man strategy”, Khodorkovsky responded:
   
   “He has found himself in an information bubble which forms a very distorted picture of the world in his eyes.... what does that mean for the rest of us? It means he’s very dangerous. Does it mean that he’s capable of pressing the red button? The nuclear button? I hope that he hasn’t gone that far yet in his understanding of the world, but one could never be confident about this.”
   
   Khodorkovsky said that it was time for Britain to decide whether it should continue to tolerate the extent to which Russian influence and investment in Britain, in everything from business and banking to sport and the arts, played an integral part in British life.

    Dacht even vanmiddag, dat er een deal gesloten kon worden met de huidige regering Oekraine maar Poetin zegt in een toespraak, ik sluit geen deal met een bende drugsverslaafden en neo-nazi s die het gehele Oekrainse volk in gijzeling nemen. Zelensky zegt na een korte toespraak, mogelijk was dit de laatste keer dat jullie mij zien. Hangt er maar van af of Kiev wordt ingenomen of niet.

    Instead, the full force of the state propaganda machine has been mobilised to portray Moscow’s invasion as a defensive campaign to “liberate” Ukraine, focusing much of its coverage on the alleged protection of the Donbas, supposedly under attack by Kyiv.
    
    “Our situation is very concerning. The enemy is attacking our positions, entering civilian houses,” said Leonid Pasechnik, the leader of the self-proclaimed republic in Luhansk, to the Rossiya-24 channel.

    The Russian state news mostly follows Vladimir Putin’s narrative on the war, which he laid out in his address to the nation early on Thursday morning when he announced a limited “special military operation” to “demilitarise” Ukraine and protect citizens in the Donbas from what he claimed was a Ukrainian “genocide”.
    
    Throughout Friday morning, a Russian assault on the Ukrainian capital was often simply denied.
    
    “Kyiv, as a city where civilians live, hasn’t been bombed by anyone. There hasn’t been any terror there or instructions to cause such terror,” said the Channel One pundit Artyom Sheinin on Friday, contradicting the myriad of reports that have shown the opposite.
    
    As it becomes harder for state media to ignore the full-scale invasion into Ukrainian territory, some channels have started to frame Russian soldiers as eagerly anticipated liberators.
    
    “The people in the city Kharkiv only have one issue with the Russian army: ‘What took you so long?’” said Olga Skabeyeva, one of the country’s most prominent state television hosts.
    
    Coverage of the invasion contrasts steeply with that of other Russian military campaigns. During Russia’s 2015 military intervention in Syria, viewers were often treated to flashy videos of fighter jets destroying their targets. The avoidance of such videos this time serves as a sign that Russian authorities are aware of the country’s deep unease with the conflict.
    
    Television remains the biggest news source for Russians despite becoming less trusted over the past decade, past polling has found, and 62% of the population say they get their news from television. But polls also show that most people under 40 prefer to get their news online and from social media.
    
    Despite a state crackdown on Russian media, readers can still choose from several independent outlets that have been reporting critically on the country’s involvement in the war, including the popular online platform Meduza and the television channel Dozhd – both recently branded as “foreign agents”.
    
    Those who can read English are still able to access foreign press, and there are also many popular independent Telegram channels run by journalists turned bloggers.

    17:15 | Het Russische leger is gedwongen een nieuwe marsroute richting de Oekraïense hoofdstad Kiev in te slaan. Op de geplande route stuiten zij op verzet van de Oekraïense strijdkrachten. Voor het offensief in Oekraïne heeft Moskou een derde ingezet van de troepenmacht die rond Oekraïne in Rusland zelf en in Belarus was verzameld, is de inschatting.
    
    Het westelijke gedeelte van het uitgestrekte Oekraïne blijft nog grotendeels verschoond van de strijd. De Russen richten vooral hun vizier op militaire doelen. Er zou nog geen dorp of stad zijn ingenomen, wel zijn her en der woongebieden getroffen door raketaanvallen, aldus de Amerikanen.
