   Duitsland overweegt een verbod op het uitschakelen van energiecentrales
   
   De Duitse regering overweegt energiecentrales te verbieden om te sluiten. Deze opmerkelijke maatregel moet voorkomen dat de oosterburen komende winter te weinig stroom hebben.
   
   Elektriciteitscentrales die op gas en kolen worden gestookt zijn er veelal onrendabel, door de snelle opmars van zonnepanelen en windmolens. Door deze trend zouden komende winter meer oude energiecentrales uitgeschakeld worden dan verwacht, vreest de regering.
   
   Exploitanten zijn mogelijk niet vrijwillig bereid om verliesgevende centrales open te houden, vreest het Duitse ministerie van Economische Zaken. De exploitanten hopen op een financiële vergoeding van de overheid.
   
   De vele zonne- en windenergie in Duitsland heeft de stroomprijs enorm doen dalen. De panelen en windmolens zorgen nu voor circa 45 procent van de elektriciteit bij de oosterburen. Vrijdag bereikte de ecologische stroomproductie zelfs een nieuw record van 31.500 megawatt, aldus het Internationale Wirtschaftsforum Regenerative Energien (IWR) in Münster. Daardoor is er steeds minder vraag naar elektriciteit uit fossiele centrales. In de winter zijn de centrales echter juist nodig, omdat er dan minder zonne-energie is.

   Greenpeace eist stilleggen Borssele
   
   DEN HAAG (ANP) - Greenpeace eist dat minister Maxime Verhagen (Economische Zaken) kerncentrale Borssele onmiddellijk stillegt voor onderzoek. Gebeurt dat niet, dan stapt de milieuorganisatie naar de Raad van State, zo heeft ze woensdag laten weten.
   
   Aanleiding is een rapport van de Europese Commissie dat donderdag verschijnt, maar al is uitgelekt. Volgens deze stresstest voldoen de Europese kerncentrales niet aan de normen. Ook in Borssele zouden forse investeringen nodig zijn om de centrale bestendig te maken tegen aardbevingen en andere rampen.
   
   Dinsdag drong GroenLinks naar aanleiding van het onderzoek uit Brussel al aan op het stilleggen van Borssele. Maar volgens het departement van Verhagen bevat dit rapport geen nieuws en is Borssele veilig.

   China set to approve a new nuclear plant to reduce reliance on oil and coal
   
   China said that it is ready to approve new nuclear power plants as part of ambitious plans to reduce reliance on oil and coal, ending a moratorium imposed after Japan's Fukushima disaster in March 2011.
   
   The government said that it hopes to generate 30% of China's power from solar, wind and other renewable sources as well as from nuclear energy by the end of 2015. That's up from an earlier target of 15% from renewable plus 5% from nuclear by 2020.
   
   The communist government is aggressively promoting wind, solar, hydro and other alternative energy sources to reduce pollution from coal plants and curb surging reliance on imported oil, which it sees as a national security risk.
   
   The cabinet passed plans on nuclear power safety and development that said construction of nuclear power plants would resume steadily. Only a small number of plants will be built, and only in coastal areas, according to a cabinet announcement about the plans. The plants will meet the most stringent safety standards.
   
   No date was given for resuming construction of nuclear plants. Despite widespread public concern over possible radiation contamination from the Fukushima disaster and calls for improved safety precautions and emergency preparedness, China remains committed to building up nuclear power to help reduce emissions from coal-fired plants and curb its reliance on costly oil imports.
   
   China suspended approvals of new nuclear plants in March 2011 after a tsunami triggered by a massive earthquake crippled the Fukushima plant's cooling and backup power systems, causing partial meltdowns in the worst nuclear disaster since the 1986 Chernobyl catastrophe.
   
   China's leaders ordered safety checks for existing nuclear facilities, a review of projects under construction and improved safety standards.
   
   According to a government report on its energy policy, "The inspection results show that nuclear security is guaranteed in China. China implements the principle of safety first in the whole process of nuclear power station planning."
   
   The report said China currently has 15 nuclear reactors that provide about 12.5 gigawatts of generating capacity, and another 26 reactors are under construction that will add 30 gigawatts. It added that nuclear power accounts for only 1.8% of power in China, it said.
   
   The government report also said that China is now 90% energy self sufficient, but acknowledged high demand will continue to put a strain on resources. It also warned of grave challenges to its energy security in its growing dependence on imported petroleum. Imports accounted for a third of total petroleum consumption in the early 2000s and have jumped to nearly 60% now. China will also encourage private companies to participate in exploration and development of energy resources.

   Hackers loeren steeds vaker naar kerncentrales
   
   Hackers storten zich steeds vaker op industriële computersystemen, waarmee onder meer kerncentrales, waterbedrijven en rioolinstallaties worden aangestuurd. Daarvoor waarschuwt ICS-CERT, de beveiligingsdienst van industriële systemen, meldt Webwereld.
   
   Dergelijke industriële computersystemen zitten vol kwetsbaarheden ('bugs en backdoors'). De beveiliging is vaak zo lek als een mandje en is relatief makkelijk te kraken, stelt Webwereld.
   
   Er wordt al een tijd lang gewerkt aan een veiliger besturingssysteem, maar wanneer dat uitkomt is nog onduidelijk.

   40 years ago, India used Canadian technology to build its first nuclear bomb. This week, Canada and India have inked the first nuclear trade agreement since, which will allow Canada to ship uranium and various other nuclear supplies to India.
   
   The Canadian uranium will be used to fuel India's nuclear reactors, which supply the country’s swelling energy needs.

   TOKIO (AFN) - De aandelen van het Japanse energiebedrijf TEPCO zijn een dag na de verkiezingen omhoog geschoten. Beleggers staan maandag in de rij voor het bedrijf, dat drie grote kerncentrales runt waaronder die in Fukushima waar in 2011 een kernramp plaatsvond.
   
   Na opening schoot de koers van TEPCO met 33 procent omhoog. Ook andere energiebedrijven noteerden een flinke koerswinst. Beleggers lijken te reageren op de verkiezingsnederlaag van de Democratische Partij van Japan, die na de ramp in Fukushima besloot dat Japan op termijn vrij van kerncentrales moet worden.
   
   De conservatieve Liberaal Democratische Partij die de verkiezingen zondag won, noemde het eerder onrealistisch en onverantwoordelijk om helemaal te stoppen met kernenergie. Verder staat de partij bekend als 'vriendelijk voor het bedrijfsleven’.

   China building nuke plant with fourth-generation features
   
   Xinhua reported that China has broken ground on a CNY 3 billion (USD 476 million) nuclear power project that will be the first in the world to put a reactor with fourth-generation features into commercial use.
   
   A Chinese energy company said that it also marks China's latest move to speed up nuclear power development, which came to a halt after the Fukushima nuclear crisis in Japan in 2011.
   
   Construction of the project at Shidao Bay in the coastal city of Rongcheng, East China's Shandong province, began last month, Xinhua learned from Huaneng Shandong Shidao Bay Nuclear Power Co Ltd, the builder and operator of the plant.
   
   The HSNPC said in a statement that with a designed capacity of 200 megawatts and "the characteristics of fourth-generation nuclear energy systems," the high temperature gas-cooled reactor will start generating power by the end of 2017.
   
   Independently developed by China's Tsinghua University, the reactor has the features of "inherent safety" and "passive nuclear safety" in line with the fourth-generation concept, meaning it can shut down safely in the event of an emergency without causing a reactor core meltdown or massive leakage of radioactive material, according to the statement.
   
   The reactor can have an outlet temperature of 750 degrees Celsius, compared with 1,000 degrees Celsius that can be reached by the very-high-temperature gas-cooled reactor, an internationally-accepted fourth-generation reactor concept.
   
   It can also raise electricity generation efficiency to around 40 percent from the current 30% level of second and third generation reactors, said the statement.
   
   If it is commercially successful, the reactor's technology and equipment can be exported to other countries in the future, said an HSNPC public relations officer who declined to be named.
   
   The official told Xinhua that "That will be a great boost to China's nuclear industry, as a very high percentage of the equipment is produced domestically instead of being imported.”
   
   The project is part of the HSNPC's broader plan to build a 6.6 gigawatt nuclear power plant that will require approximately CNY 100 billion in investment over 20 years. If completed, it would be China's largest nuclear power plant.
   
   The rest of the plan includes four 1.25-GW AP1000 pressurized water reactors and a 1.4-GW CAP1400 pressurized water reactor.
   
   The plan has not yet been approved by regulators.

   Fukushima krijgt grootste windmolenpark ter wereld
   
   Om minder afhankelijk te zijn van nucleaire energie plant Japan de bouw van het grootste windmolenpark op zee ter wereld. Het complex zal ironisch genoeg vlakbij de beruchte kerncentrale van Fukushima worden aangelegd.
   
   Japan wil tegen 2020 in totaal 143 windturbines voor de kust van Fukushima plaatsen. De molens komen op zo'n 16 kilometer in zee te staan. Het enorme park moet een capaciteit hebben van 1 gigawatt. Daarmee wordt het groter dan de London Array, momenteel het grootste park in aanbouw.
   
   Opvallend is dat de enorme turbines niet in de bodem geplaatst zullen worden, maar op een drijvende constructie die met ankers op zijn plaats wordt gehouden. Dat is niet alleen goedkoper, maar beschermt de turbines ook beter tegen aardbevingen en tsunami's. Als het park op volle kracht draait, zal de stroom verdeeld worden via de hoogspanningsleidingen van de vernielde kerncentrale.
   
   Hernieuwbare energiebronnen
   De plannen krijgen kritiek van vissers, die hard getroffen zijn door de kernramp. Maar de projectleiders zijn ervan overtuigd dat het windmolenpark juist een stimulans kan zijn voor de visserij in de regio, omdat het vissen zou aantrekken.
   
   De provincie Fukushima wil tegen 2040 energie-onafhankelijk worden. Daarvoor wil het alleen gebruikmaken van hernieuwbare energiebronnen, onder meer met een grote zonnecentrale in de stad Minamisoma. Volgens CLSA Asia-Pacific, een van de grootste financiële dienstverleners in Azië, kan het land over drie jaar al een capaciteit opbouwen van 7,6 gigawatt.
   
   Hernieuwbare energiebronnen zijn in Japan aan een sterke opmars bezig sinds de verwoestende aardbeving en tsunami in 2011 en de kernramp die daarop volgde. Japan sloot toen alle 54 kernreactoren in het land. Sindsdien zijn er nog maar enkele opnieuw opgestart, vaak met grote tegenstand van de publieke opinie.

    TOKIO (AFN/RTR) - Tepco, de eigenaar van de door een tsunami verwoeste kerncentrale in Fukushima, heeft groen licht gekregen voor een nieuw steunpakket van de Japanse overheid. Dat maakte het bedrijf maandag bekend. De uitbater ontvangt 697 miljard yen (ruim 5,5 miljard euro), waarmee het totaal aan steunmaatregelen steeg tot 3,24 biljoen yen.
    
    De aanvraag voor het extra bedrag was nodig omdat een wijziging in de regels voor schadevergoedingen ervoor zorgde dat Tepco meer geld uit moest keren aan de getroffenen van de ramp. In totaal zouden zo'n 160.000 mensen ernstige hinder van de nucleaire ramp hebben ondervonden. In november gaf Tepco al aan dat het schoonmaken van het met radioactieve straling besmette gebied rond de 10 biljoen yen zou komen te liggen. Een aardbeving in maart 2011 en de daarop volgende tsunami zorgden voor de grootste kernramp sinds de 'meltdown' van de kernreactor in Tsjernobyl in 1986.
    
    In de eerste drie kwartalen van het gebroken boekjaar bleek dat de energieleverancier een verlies van 2,22 miljard yen heeft geleden. Het bedrijf verdrievoudigde de verwachting voor het hele fiscale jaar naar een verlies van 120 miljard yen.

    Russia floating nuke plant joint project with China
    
    RIA Novosti cited Rusatom Overseas, part of Russia’s civilian nuclear power corporation as saying that China has proposed that Russia join forces with it to build and operate floating nuclear power plants.
    
    Mr Dzhomart Aliyev CEO of Rusatom Overseas said that “It was proposed that a JV should be established with investments from both sides and subsequently operate it.”
    
    Mr Aliyev said that “The JV is the idea that the Chinese side proposed to us. From the viewpoint of business, this is a good idea,” adding that the proposal had been put forward on Monday.

    Turkey to unveil USD 22 billion nuclear plant details
    
    Arabian Business reported that Turkey's energy minister said that Ankara will announce by the weekend which country will construct its second nuclear power station, a project expected to cost around USD 22 billion.
    
    Turkey, likely to overtake Britain as Europe's third biggest electricity consumer within 10 years, plans to build several nuclear plants over the next decade to reduce its dependence on imported oil and gas.
    
    Mr Taner Yildiz said reporters on Monday April 29th that "We are about to finalize the agreement for construction of the second power plant. China and Japan are the front runners.”
    
    Turkey is expected to choose a Japanese consortium of Mitsubishi Heavy Industries Ltd and Itochu Corp, with France's GDF Suez, to build the plant which is seen having a capacity of around 4,500 to 5,000 megawatts according to Turkish government sources.
    
    Turkish media reported in March that the deal will be signed by Turkish and Japanese officials in early May to construct 4 pressurized water nuclear reactors with a combined capacity of about 4.5 gigawatts at Sinop on the Black Sea. Construction is to start in 2017.
    
    Turkey signed a deal with Russia's Rosatom in 2010 to build its first nuclear power station. Rosatom will start construction in mid 2015 and it expects electricity production to start in 2019, its deputy general manager said that in February.
    
    Mr Yildiz said that the announcement on who will be chosen is due this weekend while a source close to the matter said the agreement will be signed during Japanese Prime Minister Mr Shinzo Abe's visit to Turkey over the weekend to meet his counterpart Tayyip Erdogan.
    
    Turkish energy sources said that the consortium had proposed installing Areva's Atmea reactors. These are 1,100 megawatt pressurized water reactors developed by Mitsubishi Heavy Industries and Areva in their Atmea JV.

    Als je bedenkt dat maar 6% van de energie voorziening door kerncentrales gemaakt wordt
    Kerncentrales zijn zogenaamd gemaakt, neem de UK, om energie voor het volk te maken, maar eigenlijk zijn ze allemaal gemaakt om mee te doen aan de wapenwedloop
    
    Er zijn nu ruim 400 kerncentrales in de wereld, en het is tijd om Duitslands voorbeeld te volgen en ze allemaal stil te leggen
    Zodoende over 50 jaar, als ze een beetje afgekoeld zijn het hele foute zaakje op te ruimen
    
    Deze hele branche kost te veel, voor belastingbetalers, voor de wereld door ongelukken, en het leverd niet genoeg om dat te compenseren
    
    400 fukushimas, meestal aan de kust klaar om mis te gaan
    40% van ons drinkwater is al eens als koelwater voor een kerncentrale gebruikt, stel je eens voor, lekker glaasje water
    
    1 kilo plutonium, als het goed over de wereld verspreid is, is genog om ons allemaal uit te roeien
    
    Stop deze onzinnige wapenwedloop

    Rosatom wants to build nuclear plants in Brazil - Mr Komarov
    
    Mr Kirill Komarov for international business and development in Rio de Janeiro said that Russian nuclear power corporation Rosatom is ready to build nuclear power plants in Brazil and finance nuclear power projects there.
    
    Mr Kirill Komarov deputy CEO for international business and development, at a seminar on Rosatom’s global expertise in the development and application of nuclear technologies, said that “If the Brazilian government shows interest, Rosatom is ready to discuss projects for building and operating Russia-designed nuclear power plants and also act as an investor.”
    
    Brazilian firm Eletrobras plans to build four to eight nuclear power plants in the country by 2030.
    
    Mr Komarov at the event, attended by representatives of Brazil’s mining and energy, and science and technology ministries, said that “If Brazil decides to support private investors, we are available. But this is a decision of the Brazilian government.”
    
    Currently, Rosatom is implementing projects for the construction of 28 nuclear power plants, 19 of which are abroad, with ongoing projects in India, China, Belarus, Turkey and Vietnam. Rosatom’s order book is about USD 70 billion over a 10 year period.

    Fitch Ratings nuclear operators face significant challenges
    
    According to Fitch Ratings, the decision to shutter the 2,150 MW San Onofre Nuclear Generating Station by Southern California Edison Company underscores the significant challenges confronting both regulated and unregulated nuclear operators.
    
    SCE, Edison International's primary operating utility subsidiary, announced plans to retire SONGS on June 7th.
    
    With regional markets generally characterized by relatively healthy reserve margins and low natural gas and power prices, recovery of significantly higher fixed costs associated with an aging US nuclear fleet becomes more challenging in regulated, hybrid, and merchant markets.
    
    SCE's investment in SONGS should be largely recoverable in rates, although it is uncertain what return, if any, state regulators will grant on investment since the SONGS units were idled in January 2012. We believe precedent in the state for a reasonable regulatory outcome exists and that retirement of SONGS should be manageable within the current rating category.
    
    The USD 450 million to USD 650 million pre-tax charge to be taken by SCE in the Q2 2013 and regulatory overhang are a source of concern for the utility's creditworthiness. While we believe past treatment of the Humboldt Bay 3 and SONGS unit 1 nuclear plant retirements implies a reasonable regulatory outcome for SONGS units 2 and 3, adverse developments cannot be ruled out.
    
    Fitch said that the decision to retire SONGS follows Duke Energy's recent decision to retire the Crystal River 3 nuclear unit. In 2012, Dominion announced the planned retirement of the Kewuanee Nuclear facility and some industry participants have backed off planned nuclear plant uprates.
