    China to unveil new plans major to cut steel mill pollution

    South China Morning Post reported that according to a draft plan issued by the government to clean up its smoke-stack industries, roughly half of China’s steelmaking capacity would have to comply with tough new emissions targets by 2020. Ministry of Ecology and Environment documents outlines that the plan would require 480 million tonnes of annual capacity in the world’s top steel producer to meet ultra-low emissions standards by 2020. The emissions target would rise to 900 million tonnes by 2025.”

    The draft set a 2020 deadline for mills around the capital Beijing, the northern port city of Tianjin and Hebei province, the country’s top steelmaking region, to meet the new standards. However, the Hebei cities of Tangshan and Handan, where hundreds of steel plants are located, may apply for an extension until 2022.

    It said these cities faced a heavy task to complete ultra-low emission upgrading. The new targets will require steel mills to install more filtering and dust extraction equipment and use a higher grade of raw materials to curb emissions of sulphur dioxide, nitrogen oxides and other particulate matter.

    Mills that completed the upgrading will receive preferential treatment on electricity rates and taxes, and face lower capacity restrictions during the winter

    The draft plan is the latest move against major polluters in Beijing’s anti-smog campaign, which aims to cut emissions of damaging PM2.5 air particles so small they can pass through humans’ lungs and affect other organs.

    Chinese firm CCECC and Nigeria sign USD 6 billion rail project agreement

    Xinhua reported that Nigeria recently signed an agreement of USD 6.68 billion with China Civil Engineering Construction Corporation (CCECC) for a major segment of rail line linking the economic capital Lagos with Kano, northern Nigeria's commercial hub.

    A statement by Nigeria's transport ministry said that "The signing of the Ibadan-Kaduna segment contract agreement today (Tuesday) concludes all outstanding segments of the Lagos-Kano rail line."

    Chinese operated mine in Namibia becomes big employer

    Xinhua Net reported that Ms Kerryb Puuahee, 31, is proud of breaking new ground in the male dominated mine industry by becoming a female heavy equipment operator at a Namibian mine. The young mother is a 330-ton haul truck operator at Husab Uranium Mine, one of China's biggest single investments in Africa. Her job entails loading ore from the pit onto the processing workshop.

    Ms Puuahee said that "Driving this beautiful thing here is a lovely experience, which you know is something we never imagined one could do here." She said that she joined the mining industry mainly because it presents more opportunities and allows one to grow quickly. Driven by this belief, she moved inland from the coastal town of Swakopmund to Arandis, which is near Husab mine, and joined the legion of job seekers when Husab mine began construction in 2013.

    Ms Puuahee said that "Now Swakop Uranium provides employment for a lot of people, so I think it's also a life changer for many people, especially the youth."

    The Husab mine is one of the biggest uranium mines in the world. Permanent employees at the mine were numbered at 1,620 by the end of 2017, in addition to 176 temporary employees and 522 contractors.

    Husab became the largest employer in the country's mining industry in 2017, according to the Chamber of Mines CEO Veston Malango.

    Mr Cai Yusheng, CEO of Swakop Uranium, said more than 5,000 workers were at the construction site at peak time.

    The mine's construction and operation have been credited for alleviating the employment pressure in the southern African nation, where unemployment rate reached 34 percent in 2016.

    Among the praises it received was that from Namibian President Mr Hage Geingob. Mr Geingob said this when visiting the mine in March 2016 that "You have impressed me with your huge investment. This is indeed a good investment. Taming the mountains and civilizing the desert. Namibia is proud to have you as our partner!"

    BMW to test self-driving car in China

    AFP reported that Shanghai has granted BMW a licence for self-driving car testing, setting up the German luxury brand to become the first foreign automaker to test autonomous vehicles on the road in China. As global car giants race for an advantage in the world's largest car market, the Shanghai Commission of Economy and Information Technology awarded the two licences for BMW's 7 Series sedans, the regulator said.

    The commission said that since the city started issuing the testing permits in March, local state-owned automaker SAIC and Chinese electric vehicle startup NIO have logged more than 6,000 kilometres (3,728 miles) of driving without incidents.

    But the licences do not give automakers access to all of Shanghai's chaotic streets. Instead they have a 5.6-kilometre stretch of road to drive up and down, according to state news agency Xinhua.

    The autonomous car market is ramping up in China as local upstarts, technology behemoths and foreign automakers go head-to-head to produce what many expect to be the future of transportation.

    China zal meer uit Amerika importeren
    Beijing wil zich niet committeren aan concreet getal.

    (ABM FN-Dow Jones) China zal voortaan meer importeren uit de Verenigde Staten. Dit was de uitkomst dit weekend van twee dagen van gesprekken tussen de twee landen in Washington, zo bleek uit een gezamenlijke verklaring.

    Hoewel China dus bereid is meer te importeren, ging het niet akkoord met de wens van de VS om het handelsoverschot met 200 miljard dollar terug te brengen. Momenteel exporteert China 375 miljard dollar meer naar de VS dan het importeert.

    China beloofde meer te zullen importeren, vooral landbouwproducten en energie, maar wilde geen concreet getal noemen.

    Wel zei China dat beide landen het eens zijn dat het niet tot een handelsoorlog moet komen en dat het elkaar opleggen van tarieven niet zinvol is, aldus het Chinese staatspersbureau Xinhua.

    China's $8 trillion construction programme 'riskiest environmental project in history'

    Independent reported that China’s USD 8 trillion plan to create a new Silk Road with sea and land links across Asia is the “riskiest environmental project in history”, a global expert on major infrastructure projects has said. The Belt and Road initiative is already underway. It aims to boost trade and economic growth across a vast area of the globe through the building of massive new transport infrastructure and energy projects.

    But Professor William Laurance of James Cook University in Australia has warned it could be the riskiest environmental venture ever undertaken.

    He wrote in the Nature Sustainability journal “China has enormous ambitions, but with that comes enormous responsibilities.” If all goes to plan, the Belt and Road initiative will ultimately span at least 64 nations across Asia, Africa, Europe and the Pacific region.

    By 2050 the project could involve 7,000 infrastructure projects seeing USD 8 trillion in investment, Prof Laurance and his team of researchers wrote.

    Last year, a report by the Fitch credit rating agency said USD 900bn worth of projects were planned or already underway.

    The initiative is made up of two main components: the Silk Road Economic Belt, and the 21st Century Maritime Silk Road.

    The belt is to be an overland corridor linking China to the Middle East, central Asia and continuing on to Europe. Oil pipelines, bridges, tunnels and rail and road links will be built to sustain it.

    The road will be made up of sea links between China, east Africa and countries around the Mediterranean.

    The Worldwide Fund for Nature (WWF) has warned that the planned corridors overlap with the range of 265 threatened species including saiga antelopes, tigers and giant pandas.

    They have also identified that routes overlap with 1,739 designated important bird areas or key biodiversity areas as well as 46 biodiversity hotspots.

    Professor Laurance said that “China claims its Belt and Road will be a blueprint for responsible development, but that’s going to require it to fundamentally change the way it does business internationally. Too many Chinese firms and financiers operating overseas are poorly controlled by their government – in large part because they are so profitable.”

    He added: “In the last two decades I’ve seen countless examples of aggressive and even predatory exploitation by Chinese firms, especially in developing nations with weak environmental controls.”

    Bahamas and China sign housing MoU

    CMC reported that the Bahamas has signed a MoU with China to establish a framework for mutually beneficial cooperation in the area of modular construction. The agreement was signed here between Bahamaren Limited managing director Latrae Rahming and Michael B Wei, the international manager of China Construction Modular Housing Company Limited.

    Rahming said that the MOU will allow for a comprehensive range and participation of industry stakeholders from both countries and is a significant step to address the problem of providing adequate, secure, and affordable housing in the Bahamas.

    Rahming said that “The Memorandum of Understanding underscores the importance of a new tailored approach to providing adequate and affordable housing for all Bahamians. We emphasised the need for reducing the housing gaps through a solution that is fuelled by its cost-effective methods and reduce project timelines.”

    The MOU will facilitate the collaboration of best practices for the offsite construction of adequate housing that is resistant to climate change, improves energy efficiencies of building through solar energy, and decrease the greenhouse gas emissions.

    It aims to assist the signatories' individual efforts to introduce an alternative form of construction that guarantees a transformative improvement all-encompassing the asset lifecycle in time, cost, quality and health and safety.

    New home prices in Chinese cities remain stable - Report

    Caixing reported that the average prices of new and existing homes in four first-tier cities continued to fall in April from a year ago, according to data released Wednesday by China's National Bureau of Statistics. New home prices grew 6.1% from a year ago in Dandong, a Chinese city on the China-North Korea border, where real estate prices rose as tensions on Korean Peninsula thawed.

    New home prices grew 14.9% in Sanya and 7.2% in Haikou, both in Hainan province, which has been tapped by the central government to develop a free trade port by 2035.

    In April, seven out of 70 major cities saw new home prices drop from March. By contrast, 10 out of 70 major cities saw new home prices edge down from the same period a year ago. In March, the number was nine.

    China's Hebei province to remove some solar subsidies next year

    Reuters reported that China's northern Hebei province will phase out subsidies paid to some newly-built solar power plants from January next year, an official from the local pricing bureau told Reuters on Thursday, part of a state move to cut government support for the industry.

    China is in the process of reducing direct subsidy support to the solar sector, which has already slashed construction and production costs by an average of 90 percent between 2007 and 2017, according to government figures. The new policy in Hebei will initially apply to solar power plants built as part of a national scheme to create earning opportunities for poverty-stricken regions.

    Hebei will continue to pay an additional 0.2 yuan (USD 0.03) per kilowatt hour (kWh) to qualified solar power facilities that are connected to the grid before the end of this year, with the subsidy set to last three years. New plants that come into operation after Jan. 1, 2019 will not be subsidised, it said.

    China's total solar power capacity reached 130 gigawatts by the end of last year, up 68 percent from 2016 and accounted for 32.4 percent of the global total. A rapid capacity surge in recent years has put the government under financial pressure and caused a long backlog in subsidy payments.

    Though subsidies are being phased out, the Chinese government has promised to "ease the burden" on renewable energy producers by strengthening guaranteed purchasing agreements with local grids and reducing land costs.

    Chinese satelliet met Nederlandse antenne onderweg naar donkere kant maan

    China heeft afgelopen nacht een communicatiesatelliet met de naam Queqiao gelanceerd, die een verbinding tot stand moet brengen tussen een sonde op de donkere kant van de maan en de aarde. De bijbehorende antenne is van Nederlandse makelij.

    China is met de lancering het eerste land dat een sonde heeft op de onbekende kant van de maan en die plek uitgebreid gaat onderzoeken. De radioantenne op de sonde is ontwikkeld en gebouwd door een team van wetenschappers en ingenieurs van het Radboud Radio Lab van de Nijmeegse Radboud Universiteit, ASTRON, het Nederlands instituut voor radioastronomie in Dwingeloo en het Delftse bedrijf ISIS. Deze gaat de zwakke radiosignalen uit het zeer vroege heelal detecteren.

    Het is het eerste Nederlandse wetenschappelijke instrument ooit dat meereist op een Chinese ruimtemissie. Bijzonder aan de Nederlandse radioantenne is dat hij laagfrequente radiogolven gaat opvangen met een groot frequentiebereik. ,,In het verleden kon dat niet en werd een ontvanger met een smalle frequentieband gebruikt, om zo elektromagnetische storing van de satelliet zelf te vermijden", legt Albert-Jan Boonstra van ASTRON uit. ,,Het is ons nu gelukt om en de elektromagnetische storing te vermijden en een breedbandontvanger te maken."

    Het bestuderen van de radiogolven aan de achterkant van de maan heeft als voordeel dat daar een deel van de radiostraling uit het heelal die niet door de dampkring heen komt toch kan worden gedetecteerd. Hoofdonderzoeker Heino Falcke van de Radboud Universiteit en ASTRON: ,,Hier op aarde kunnen we bijna alle radiostraling uit het heelal ontvangen, maar het deel onder de 10 tot 30 MHz wordt geblokkeerd door de dampkring. Juist in die frequenties zit informatie over het vroege heelal: de periode direct na de oerknal, waarin de eerste sterren en sterrenstelsels werden gevormd."

    De satelliet zweeft in een baan op een gemiddelde afstand van 455.000 kilometer van de aarde. Het project past in de ambitie van China om in 2030 een toonaangevende ruimtevaartmacht op de wereld te zijn. Volgend jaar begint China met de bouw van een bemand ruimtestation.

    China reduceert importtarief op auto's

    PEKING (AFN) - China verlaagt per 1 juli het importtarief voor personenauto's van 25 naar 15 procent. Ook wordt het tarief van de invoer van auto-onderdelen verlaagd naar 6 procent, zo werd gemeld op de website van het Chinese ministerie van Financiën.

    De verlaging op de invoerrechten volgt kort op het akkoord tussen China en de Verenigde Staten om handelsspanningen tussen de economische grootmachten weg te nemen. Vooral makers van luxere auto's zullen profiteren van lagere tarieven. Veel van de luxere modellen van bijvoorbeeld Lexus en BMW worden in mindere mate of helemaal niet in China geproduceerd.

    Automakers roepen overigens al langer om vrijere toegang tot de Chinese markt. Peking kondigde onlangs nieuwe regels aan die automakers op termijn de mogelijkheid geeft meer dan 50 procent van lokale ondernemingen te bezitten.

    1,2 miljoen auto's

    Vorig jaar werden door China 1,2 miljoen auto's geïmporteerd. Dat kwam neer op ruim 4 procent van de totale autoverkopen in het land. Van de 51 miljard dollar die met invoer van auto's was gemoeid kwam 13,5 miljard dollar binnen vanuit de VS. Daar zaten ook auto's bij van niet-Amerikaanse producenten als BMW die wel in de VS worden gemaakt. De top drie van ingevoerde automerken bestond vorig jaar uit BMW, Mercedes-Benz en Lexus.

    De verlaging van de invoertarieven kan worden gezien als een nieuwe geste van de Chinezen in de richting van de Amerikanen. Eerder kondigden Chinese autoriteiten aan een onderzoek te staken naar het vermeend dumpen van het veevoer-ingrediënt sorghum door de Amerikanen.

    China's Jinchuan Int'l to double African copper, cobalt output

    Reuters reported that China’s Jinchuan Group International Resources plans to double its African copper and cobalt production in the next two to three years. Its chief executive officer said that the company currently produces around 50,000 tonnes of copper and 5,000 tonnes of cobalt a year, Gao Tianpeng said at the LME Asia Week conference in Hong Kong.

    Mr Tianpeng said that “In the next to two three years we will double our capacity.”

    Miners are boosting copper and cobalt production to meet demand from an expected boom in electric vehicles.

    Jinchuan’s mining unit, Metorex Group, is headquartered in South Africa and controls the Ruashi Mine in the Democratic Republic of Congo that produces copper and cobalt and in Zambia, the Chibuluma South copper mine.

    Metorex produced 42,512 tonnes of copper last year, steady from the year before, and 4,638 tonnes of cobalt, up from 3,391 tonnes in 2016.

    China to expand ban on coal shipments from ports by trucks

    Caixing Global reported that China will ban coal shipments by trucks from ports in the eastern coastal province of Shandong and the Yangtze River Delta by September in a bid to control air pollution. According to the Ministry of Ecology and Environment, it will expand the ban to all mineral shipments from major ports in eastern China by the end of next year.

    Coal shipments from ports will be shifted to rail from heavy polluting, mostly diesel trucks, according to the ministry. Ports in China’s Bohai rim, including the Tianjin port, stopped coal shipments by trucks last year.

    EU starts anti dumping probe on HR steel sheet piles from China

    The European Commission has opened an investigation into hot-rolled steel sheet piles imported from China to determine whether they are being dumped in Europe. The investigation was launched following a complaint by EU steelmaker group Eurofer and could bring fresh measures against Chinese steel. The Journal said the complaint was lodged on behalf of three manufacturers making this product in the EU, including ArcelorMittal subsidiaries in Luxembourg and Poland and Vitkovice Steel of the Czech Republic. The complaint says exports from China have increased significantly at prices that are artificially low.

    The product subject to this investigation is hot-rolled steel sheet piles defined as sheet piling of iron or steel, whether or not drilled, punched or made from assembled elements, composed of hot rolled corrugated sheets with interlocks that can form an impervious continuous wall. Cold-formed steel sheet piles are excluded.

    The product allegedly being dumped is the product under investigation, originating in the country concerned, currently falling within CN code ex 7301 10 00 (TARIC code 7301 10 00 10).

    The investigation of dumping and injury will cover the period from 1 April 2017 to 31 March 2018. The examination of trends relevant for the assessment of injury will cover the period from 1 January 2015 to the end of the investigation period.

    South Korea to impose antidumping duties on Chinese steel wireproducts

    Yonap News reported that South Korea’s trade watchdog plans to propose to the government the introduction of antidumping duties on Chinese steel wire products. The Korea Trade Commission held a meeting on Thursday and decided to recommend to the Strategy and Finance Ministry that it levy eight-point-six percent duties on galvanized low carbon steel wire imports from China over the next five years, judging the Chinese imports injured the domestic industry.

    The size of the local market for galvanized low carbon steel wire is around KWR 100 billion and Chinese imports account for around 70 percent of it.

    The commission also decided to propose the ministry extend antidumping duties for five more years on ethanolamine imported from the U.S. Malaysia, Thailand and Japan, ranging from 12-point-64 percent to 21-point-79 percent.

    The ministry will review the commission’s proposals and make final decisions within 12 months.

    Hong Kong substandard steel scandal will not threaten safety of Shau Kei Wan housing project

    Housing Society chief executive Wong Kit-loong’s comments came a day after it was revealed that a subcontractor helping redevelop Ming Wah Dai Ha residential estate in Shau Kei Wan had used steel bars weighing a total of 7.5 tonnes before completion of strength tests. Preliminary results had shown some bars from the batch of 20 tonnes did not meet safety standards. The society said it had discovered the shortcoming through its quality control system when independent engineers conducted regular checks on construction work at the site. The project’s main contractor, Chun Wo Building Construction, removed the substandard material and discarded the whole 20-tonne batch, despite not all the bars having been found lacking.

    Mr Wong said he believed one subcontractor, Leung Kai Engineering Company, had wanted to speed up construction to meet deadlines, and so decided to use the bars prematurely. He said that “But we believe [the incident] will not affect the structural safety of the building or progress of the project, because the concreting procedure has not started.”

    He added that the episode reflected that the society’s quality control and monitoring system was effective.

    He added that “We have a very tight monitoring system. That’s how we found out about this not-so-satisfactory situation.”

    Mr Wong added that the society had told the main contractor to submit a report on the incident, and penalties would me meted out based on that report.

    Potential punishments could include deducting points from the contractor in an internal scoring system, banning the firm from bidding for work for a set period, or even removing the company from the society’s list of contractors.

    Veteran surveyor Vincent Ho Kui-yip said the steel bars in question had not been used for the main support system of the building, so would not have significantly affected structural safety.

    However, their use might have affected the building’s lifespan, Ho said, so it was right that they had been replaced.

    Tony Tse Wai-chuen, the lawmaker who represents the architectural and surveying sector in Hong Kong’s legislature, said the main contractor had a responsibility to check the quality of all construction work, and the society should find out whether there were any problems with the firm’s monitoring system.

    He said construction materials which have not passed safety tests should not be stored on construction sites, to prevent them being used in error.

    The first stage of the Ming Wah Dai Ha redevelopment project is expected to be completed by the end of next year. The entire project, which will eventually provide 4,000 flats, will be finished by 2031.

    China ontkent plan om Vivat te verkopen
    Autoriteiten zouden verkeerd zijn geïnterpreteerd.

    (ABM FN-Dow Jones) Anbang Insurance Group heeft vooralsnog geen plannen om zijn buitenlandse acquisities, waaronder de Nederlandse verzekeraar Vivat, te verkopen. Dat hebben de Chinese autoriteiten die de leiding hebben overgenomen bij de Chinese verzekeringsgroep verklaard.

    Een werkgroep die het interim-bestuur vormt nam de leiding over na het ontslag van voorzitter Wu Xiaohui, die werd veroordeeld tot achttien jaar gevangenschap voor corruptie.

    De werkgroep houdt alle onderdelen van Anbang tegen het licht en werkt in dat proces samen met externe adviseurs, maar dat zou in mediaberichten verkeerd zijn geinterpreteerd.

    The Financial Times schreef zondag dat Chinese toezichthouders de zakenbanken CICC en UBS in de arm zouden hebben genomen om het conglomeraat op te doeken.

    Weliswaar kijkt Anbang voortdurend naar marktomstandigheden en verbeterings- en ontwikkelingsmogelijkheden, maar er zijn geen plannen om onderdelen te verkopen, stelde de werkgroep. Er worden nieuwe strategische aandeelhouders gezocht en dat verloopt goed, meldde het bedrijf.

    Anbang kocht de afgelopen jaren behalve de genationaliseerde verzekeraar Vivat, ook een bank in België en diverse prestigieuze vastgoedobjecten, waaronder het Waldorf Astoria Hotel in New York.

    Het Chinese bedrijf wil met Vivat - het voormalige Reaal - een leidende positie op de Nederlandse verzekeringsmarkt veroveren en nodigde vorig jaar Nederlandse tussenpersonen en verzekeringsmakelaars uit in China om zijn aanpak en ambities toe te lichten.

    Chinese fabriek AkzoNobel begint productie

    AMSTERDAM (AFN) - Een nieuwe fabriek van AkzoNobel in China is begonnen met de productie van poedercoatings. Het gaat volgens de verfreus om een van de grootste productiefaciliteiten in zijn soort.

    De fabriek is gevestigd in de Oost-Chinese stad Changzhou, wat volgens AkzoNobel de samenwerking met zijn technologisch centrum in het relatief nabijgelegen Shanghai vergemakkelijkt. De faciliteit produceert coatings die voornamelijk zijn bestemd voor de auto-industrie, de bouwsector en andere industrieën. AkzoNobel investeerde circa 40 miljoen euro in de nieuwe fabriek.

    (ABM FN-Dow Jones) De groei van de Chinese industrie is toegenomen terwijl de activiteit in de dienstensector in mei stabiel is gebleven. Dit bleek donderdag uit officiële cijfers van het Chinese nationale statistiekbureau.

    De inkoopmanagersindex voor de industrie steeg van 51,4 in april naar 51,9 in mei. Dit is het hoogste niveau van de afgelopen acht maanden.

    Tevens werd bekend dat de Chinese dienstensector in mei stabiel bleef. De inkoopmanagersindex steeg van 54,8 in april naar 54,9 in mei.

    Een indexstand van meer dan 50 geeft aan dat er sprake is van groei, terwijl een cijfer beneden de 50 wijst op krimp.

    Inkoopmanagersindex in mei 51,1.

    (ABM FN-Dow Jones) De bedrijvigheid in de Chinese industrie is in mei in een zelfde tempo gegroeid als een maand eerder. Dit bleek vrijdag uit cijfers van Markit Economics en Caixin.

    De inkoopmanagersindex eindigde in mei op 51,1. Ook in april stond er een stand van 51,1 op de borden.

    "De PMI stond op 51,1 in mei, dezelfde als de stand in april, waaruit blijkt dat groei intact bleef. De output en de nieuwe orders stegen beiden, terwijl de werkgelegenheidsindex daalde", aldus econoom Zhengsheng Zhong van CEBM in een toelichting.

    Een indexstand groter dan 50 wijst op groei van de industrie, terwijl minder dan 50 krimp betekent.
