    STUK inspection of Hanhikivi-1 Supplier Conducted Remotely

    Scheduled inspection of RAOS Project, the Supplier of the Hanhikivi-1 NPP, was done by Finnish regulator STUK in Skype-conference mode. Due to the quarantine and travel restriction measures in Finland and Russia, during three days of April 20–22 STUK inspection of Hanhikivi-1 Supplier was conducted remotely. More than thirty RAOS Project specialists from engineering, configuration, requirements management, quality management, licensing and project management departments were directly involved in the inspection. STUK’s experts positively assessed the task management functionality on the corporate portal, noted the progress in the development of interface management and documentation management processes, and mentioned well managed technical arrangements for remote inspection. During the inspection, three out of the existing five requirements were closed. RAOS Project will continue working on the two regulatory requirements remaining open.

    Based on three-day discussions, STUK opened a new requirement related to project management system. STUK stressed the need to address actively project management issues related to the next phase of the project – the construction phase. STUK wants to assess project management organization throughout the full life cycle of the NPP construction, including 6-month transition period, construction and installation phase and NPP start-up works.

    The next STUK inspection of RAOS Project is tentatively scheduled for Q4 of 2020.

    RAOS Project Oy, a subsidiary of REIN JSC, part of Rosatom State Corporation, is the general supplier of Hanhikivi-1 NPP, according to the EPC contract signed in December 2013 with Fennovoima Oy, the customer, owner and operator of the future NPP. Under the EPC contract, the Russian party shall supply a licensed, functional and operational NPP on a turnkey basis. The Hanhikivi-1 project includes the construction of a single-unit NPP featuring a modern Russian-designed VVER-1200 Generation III+ reactor with a capacity of 1200 MW. Hanhikivi-1 NPP construction will be carried out on the Hanhikivi Peninsula in the Finnish region of Northern Ostrobothnia. To date, the project is at the stage of licensing and preparatory works at the NPP construction site.

    OPG Awards Nuclear Engineering Agreements to SNC-Lavalin

    Ontario Power Generation has awarded two additional five-year vendor-of-record agreements for engineering services to Candu Energy, a wholly owned subsidiary of SNC-Lavalin that specializes in nuclear reactor products and services. Aligning with SNC’s strategy to move further toward engineering services, the agreements for OPG’s Darlington, Pickering and Western Waste Management Facility sites address design support for nuclear plant modifications and balance of plant engineering. The scope of work will include software engineering and categorization, cybersecurity services, human factors engineering, computer system engineering and project management support.

    “While the niche engineering agreement covers another round of services we’ve previously carried out, the nuclear engineering services represent a growth opportunity for us,” says Sandy Taylor, president of SNC’s nuclear division. “We look forward to using our knowhow to support future OPG engineering projects.”

    Contaminated Exhaust Stack at Fukushima Nuclear Plant Dismantled

    Work to dismantle the upper half of an exhaust stack at the crippled Fukushima No 1 nuclear power plant finished on April 29, the first time a structure highly contaminated by radiation was dismantled at the plant. On the morning of April 29, workers spent an hour to lower sliced parts of the stack to the ground from a height of about 60 meters. With its upper half removed, the chimney now stands 59 meters high. During the dismantling project, which started in August, workers remotely operated cutting equipment hoisted by a huge crane to reduce their exposure to radiation. They carried out the operation at a remote control room set up in a large remodeled bus on a hill about 200 meters from the site.

    They faced many problems during the project. Rotary blades attached to the equipment wore out faster than expected, and telecommunications between the equipment and the control room frequently disconnected. The work had to be suspended every time a problem occurred. As a result, it took a month to slice the uppermost part of the stack, which is about 2 meters high and weighs around 4 tons. That work was initially planned to be completed in a day.

    The chimney, which is 120 meters tall and about 3 meters in diameter, was used for the No 1 and No 2 reactors of the plant, operated by Tokyo Electric Power Co. When the nuclear disaster occurred at the plant in March 2011, vapor containing highly radioactive substances was released through the stack. But it raised concerns that the unstable chimney could collapse.

    Chornobyl Nuclear Disaster 34 Years Ago

    Thirty-four years ago, Chornobyl’s Nuclear Reactor No 4 exploded in the early morning hours of April 26 1986 releasing 400 times more radioactive material than the atomic bomb in Hiroshima, the explosion remains the worst nuclear disaster in history.

    Located just 64 miles north of Ukraine’s capital Kyiv the explosion that occurred at the Chornobyl Nuclear Power Plant subjected the Ukrainian nation to catastrophic loss and devastation.

    Only when radiation levels set off a nuclear power plant in Sweden two days later, did the Soviet authorities issue an acknowledgment of the disaster. By then, the majority of people in the nearby town of Prypiat had already suffered nuclear poisoning. Moscow continued to deny and conceal the explosion’s magnitude in an effort to uphold the totalitarian regime’s Iron Curtain. Thousands of innocent Ukrainians, including young children, were forced to go about their days, completely unaware of the nuclear contamination that was urgently poisoning their bodies.

    The Ukrainian Congress Committee of America said “To this day, the detrimental consequences of Moscow’s incompetence are still evident. On April 4, 2020, a forest fire caused radiation levels to spike to nearly 17 times above the normal levels, reminding the Ukrainian people that the memory of this catastrophe is still fresh. Adverse economic, ecological and health effects stemming from this disaster are expected to plague Ukraine for many years to come.”

    Nuclear Fuel Has Been Delivered for Initial Loading to Power Unit 1 of Belarusian NPP

    The first batch of low-enriched uranium nuclear fuel has been delivered to the construction site of Belarusian NPP. The Russian-made fuel assemblies are currently being prepared for unloading and inspection. Rosatom Group’s of ASE EC JSC vice president Vitaliy Polyanin said “The initial delivery of fresh nuclear fuel is a landmark event in the construction of any nuclear plant and is of particular importance to Belarus, as it marks the first event of its kind in the republic. I sincerely congratulate our Belarusian colleagues for this joint achievement. In fact, this is the moment when the countdown to the physical launch actually starts. We, alongside Belarusian NPP operator, Belarus’ Ministry of Emergency Situations and Gosatomnadzor have done a tremendous amount of work to ensure the necessary conditions for fuel delivery, have putting pertinent facilities, systems, and equipment, including the unit’s emergency and physical protection installations, into operation to guarantee the delivery and safe storage of fresh nuclear fuel.”

    The two-unit Belarusian NPP, with a total power capacity of 2,400 MW, is equipped with state-of-the-art, Russian-designed VVER-1200 reactors. This is the country’s first NPP; it is being built in the Belarusian town of Ostrovets and is based on a Russian 3+ generation design that fully complies with international standards and the safety recommendations of the IAEA.

    Core Barrel of Reactor Pressure Vessel for Rooppur NPP Produced at Atommash

    Core barrel of the reactor pressure vessel for Rooppur Nuclear Power Plant in Bangladesh has been produced at the Volgodonsk branch of AEM-technology, which is a part of machine building subdivision of ROSATOM’s Atomenergomash. Core barrel is one of the three main elements of the RPV internals. Core barrel vessel consists of six shells and elliptic bottom. The product height is about 11 meters; weight is 63 tons. In the upper part of the core barrel, there are 238 holes with diameter of 196 mm and two holes with diameter 300mm. The holes are arranged in a specific order that represents six rows along the perimeter of the shell and intended for the coolant exit. There are 1344 holes with different diameters on the bottom of the product: 40mm and 60mm, and there are also 163 holes with diameter of 226mm. They are intended for supports installation and protect the fuel assemblies from being injected with small mechanical particles.

    The next important stage will be the installation of the grid and support elements. After the grid and support elements are installed, the test assembly of core barrel with the baffle and protective tube unit will be carried out.

    Westinghouse Installs 3D-Printed Fuel Component inside Commercial Nuclear Reactor

    Westinghouse Electric Company announced that a 3D-printed thimble plugging device was successfully installed in Exelon’s Byron Unit 1 nuclear plant during their spring refueling outage. It is a first-of-a-kind installation for the nuclear industry. Westinghouse’s chief technology officer Ken Canavan said “Westinghouse continues to lead the way with development of the most advanced technologies to help the world meet growing electricity demand with safe, clean and reliable energy. Our additive manufacturing program offers customers enhanced component designs that help increase performance and reduce costs, as well as provide access to components that may not be available using traditional manufacturing methods.”

    Additive manufacturing, also known as 3D printing, is an innovative technique that simplifies the manufacturing process by going directly from 3D model to an actual part. Additive manufacturing reduces cost, improves quality and design flexibility, and eliminates conventional manufacturing limitations. Powder bed fusion is an additive manufacturing technique that uses either a laser or electron beam to melt and fuse material powder together, layer by layer.

    The laser or electron beam is aimed automatically at points in space (cross-sections) defined by a 3D model, fusing the material together to create a solid structure. After each cross-section is scanned the powder bed is lowered by one layer thickness, a new layer of powder material is applied on top, and the process is repeated until the part is completed.

    Hot wire laser welding utilizes a beam of coherent laser light that adds heat via conduction to achieve melting at the fusion point. The result is a superior level of welding precision and significantly higher production rates not achievable with conventional arc-based welding. This welding technology is being developed as a direct replacement for arc welding in fabrication, production and repair applications.

    In cold spray deposition, the powder particles of the coating material are propelled at supersonic velocities onto the surface of the substrate. This allows intimate contact between the exposed metal surfaces under high local pressure, permitting bonding to occur and thick layers of deposited material to be built up rapidly. In contrast to traditional thermal spray methods, cold spray produces coatings with low porosity and oxygen content, helping to limit potential thermal degradation and oxidation.

    Sizewell C Submits Planning Application

    The application to build Sizewell C, a new nuclear power station in Suffolk, has been submitted to the Planning Inspectorate. If approved, Sizewell C will supply around 6 million homes with always-on, low carbon electricity made in the UK. It will support the expansion of renewables and improve the UK’s national resilience by reducing the need for energy imports. The DCO application was deferred for 2 months in recognition of the extraordinary circumstances created by the Coronavirus. Extra measures will be put in place to make it easier for local communities to scrutinise the proposals once they are published. These include extending the pre-examination period to allow more time for interested parties to register with the Planning Inspectorate.

    The new power station will provide a huge stimulus to the UK economy following the Coronavirus pandemic. Around 25,000 employment opportunities and 1,000 apprenticeships will be created during construction.

    In the East of England, Sizewell C will boost training and employment opportunities for young people and create long-term, well-paid jobs. Once operational, it will employ 900 people in high-skilled positions based in Suffolk.

    Up to 70% of the construction value will be spent with firms across the UK, including in the East of England, Wales, and in the North.

    Sizewell C will be a near replica of Hinkley Point C in Somerset which is delivering huge economic benefits to the South West and boosting the UK’s industrial capacity. Using the same design means Sizewell C will benefit from significantly reduced construction costs and lower risk. Innovative financing has the potential to reduce costs even further.

    The application for a Development Consent Order follows four rounds of public consultation which began in 2012. More than 10,000 residents and organisations in Suffolk have contributed their views and helped to shape the final proposals.

    Russia Confirms Interest in Czech Dukovany Nuclear Power Project

    Russian state nuclear corporation Rosatom on 20 May confirmed to Tass to it retains is interest in the project to expand the Dukovany nuclear power plant in the Czech Republic. Rosatom official said “We have repeatedly stated that in the case of a tender for the expansion of Czech nuclear power plants, we will be happy to provide our best offer and create healthy market competition in the framework of this promising project with maximum localisation and in partnership with Czech companies. In February this year, at the invitation of CEZ, representatives Rosatom state corporations, along with other potential suppliers, took part in consultations, during which information was provided on Rosatom projects and business models.”

    The statement followed a report on 17 May in the Prague-based online publication Denikn, which said the Czech government had approved a secret document on 27 April, which would see Russian and Chinese companies excluded from bidding or the Dukovany project.

    In March, Czech power company CEZ submitted an application to the State Office for Nuclear Safety for permission to construct a new nuclear plant at the Dukovany site.

    Six companies have expressed interest in building new nuclear units in the Czech Republic - China General Nuclear, EDF, Korea Hydro & Nuclear Power, Rosatom, Westinghouse, and the Atmea consortium of Mitsubishi Heavy Industries and EDF.

    A supplier should be selected by 2022 and a construction permit issued by 2029 for operation in 2036.

    Bilfinger Bags Contract from Hinkley Point C

    Bilfinger has won a contract from Hinkley Point C for the execution design, supplier management, fabrication and installation of piping systems for the construction of the new nuclear power plant in Southwest England. Worth approximately EUR 68 million, the contract is to be completed by 2025.

    The balance-of-plant package comprises piping systems that support the operation of the power station and consist partly of steel and partly of glass-reinforced epoxy.

    Bilfinger has comprehensive expertise in the fabrication and installation of GRE pipework, a technologically challenging field. Its strong track record in nuclear new-build projects and longstanding working relationship with EDF were key factors for Bilfinger in securing the contract.

    Bilfinger was already recognized as a strategic supplier to EDF's Hinkley Point C project in 2018 and has since received contracts worth €20 million for design preparation and planning work, together with solid waste treatment. EDF also recently reaffirmed its intention to award the nuclear steam supply system contract to Bilfinger. The award is expected later in 2020.

    Installation Support Truss of Unit 2 at Rooppur NPP Completed

    On June 11 support truss was installed in the design position in the reactor building of Unit 2 Rooppur Nuclear Power Plant in Bangladesh. The support truss is one of the most important elements of the equipment of the reactor pit and it is designed to reliably fasten the reactor vessel and protect it from weight and seismic loads. The truss is a welded metal structure, consisting of radial beams, which are poured with special concrete. The support truss is designed for thermal and radiation exposure over the entire lifetime of 60 years.

    After completion of the installation of the support truss, the reactor pit will be concreted to the level of +16,500 meters and the thrust truss, which is designed to fasten the reactor vessel at the upper level, will be installed.

    ROSATOM Starts Equipment Installation at Pilot Energy Complex within Proryv Project

    ROSATOM starts installation of equipment at the fuel fabrication/re-fabrication unit of the Pilot Demonstration Energy Complex, which is under construction at the site of Siberian Chemical Plant, an enterprise of TVEL Fuel Company of ROSATOM in Tomsk region in West Siberia in Russia. The Pilot Demonstration Energy Complex is under way within the strategic Proryv. It will include three linked facilities, making up a closed nuclear fuel cycle at one site: the fuel fabrication/re-fabrication unit, the 300 MW nuclear power plant with the fast neutron BREST-OD-300 reactor, and the unit for spent fuel reprocessing.

    The first shop-floor prepared for equipment installation is the decontamination section of the fuel rods production line. Currently, there are over 40 items of equipment with total weight about 110 tons at the FRU site.

    Due to the unique technical solutions, installation of the main technological equipment is pre-worked out in digital mode (4D modeling), in order to minimize any possible mismatches and optimize the sequence of works.
    The installation of equipment at the FRU will last for about a year and a half. The site of the future 300 MW NPP, powered by the BREST-OD-300 reactor, is currently being prepared for the start of construction works.

    Bilfinger Wins Hinkley Point C Nuclear Power Station Contract

    Bilfinger has won two new contracts worth GBP 50 million to deliver the design, procurement, supplier management, fabrication and construction of high quality pipework and specialist equipment for the new Hinkley Point C nuclear power station. Beginning immediately, the work will be delivered through Bilfinger’s Technologies and Engineering & Maintenance Europe segment with UK bases in Bristol and Warrington whilst some of the manufacturing of specialist pipework will take place at an upgraded factory in the North East.

    Warrington-based Bilfinger UK is one of more than 380 Hinkley Point C suppliers based in the North-West, Yorkshire and Humberside. With the support of Tier 1 contractors like Bilfinger, EDF and CGN are leading the UK's nuclear renaissance with the construction of a new nuclear power station at Hinkley Point C. This will provide low carbon electricity to meet 7% of UK demand. The project remains on schedule and eleven months after completing the foundations on reactor Unit 1, Hinkley Point C completed the same milestone on its second identical reactor, Unit 2 on 1 June 2020.

    In February 2020, Bilfinger was awarded contract for Hinkley Point C’s Balance of Plant package, which comprises piping systems that support the operation of the power station. Bilfinger was already recognized as a strategic supplier to EDF’s Hinkley Point C project in 2018 and had initially received contracts for design preparation and planning work together with the solid waste treatment. All contracts combined bring the total turnover of Bilfinger in the Hinkley Point C project to over GBP 450 million.

    ROSATOM Starts Tests of Third Generation VVER-440 Nuclear Fuel

    ROSATOM machinery division Atomenergomash enterprise OKB Gidropress has started life tests of a mock-up of the third-generation nuclear fuel RK3+ for VVER-440 reactors. The work is carried out within the contract between TVEL Fuel Company of ROSATOM and Czech power company CEZ as, which includes design and introduction of this fuel modification at Dukovany NPP in the Czech Republic.The difference between RK3+ and the previous fuel generations for VVER-440 is the improved structure, which enabled to advance mechanical and thermal-hydraulic performance of the fuel. «Introduction of RK3+ will make it possible to operate all four power units at increased thermal capacity and also to extend the fuel cycle at Dukovany NPP, which will improve economic efficiency of the power plant operation», said Alexander Ugryumov, Vice President for Research and Development at TVEL JSC.

    The life tests started after successful completion of hydraulic tests (hydraulic filling) of the mock-up with the aim to determine RK3+ hydraulic resistance. Life tests are carried out on a full-scale research hot run-in test bench V-440 and will last for full 1500 hours.

    The aim of tests is to study mechanical stability of RK3+ components under thermal-hydraulic and dynamic conditions, which are close as possible to full-scale operation.

    Dukovany NPP with 2040 MWe of installed capacity has four power units powered by VVER-440 reactors which were commissioned one by one in 1985-1987. The plant generates about 13 billion kWh of electricity annually covering approximately 20% of power consumption in the Czech Republic.

    ROSATOM signed MoU with Framatome SAS and GE Steam Power on the Belene NPP in Bulgaria

    ROSATOM signed Memoranda of Understanding with Framatome SAS and GE Steam Power in the framework of the strategic investor selection procedure for the Belene Nuclear Power Plant in Bulgaria. In accordance with the agreements, the companies will work together to participate in the tender for the construction of Belene NPP. As part of the agreement, if ROSATOM becomes a strategic investor of the project through a competitive process, General Electric will be considered as the partner of an Arabelle based turbine-generator set and Turbine Hall Equipment and Framatome SAS as the key partner of Instrumentation and Control Systems for the Bulgarian NPP.

    Earlier, ROSATOM, Framatome SAS, and General Electric were included in the shortlist of five applicants for the Belene NPP, along with the China National Nuclear Corporation and the Korea Hydro & Nuclear Power Corporation.

    ROSATOM has already successfully collaborated with Framatome SAS and General Electric on international projects, including the Paks-2 NPP in Hungary and the Hanhikivi-1 NPP in Finland. The cooperation with General Electric is carried out within the framework of the Akkuyu NPP project in Turkey and the El-Dabaa NPP project in Egypt: a joint venture between GE and ROSATOM is a supplier of equipment for the turbine island.

    Flushing of systems with the open reactor has commenced at Belarus NPP Unit 2

    The experts have started flushing of active and passive safety systems with the open reactor at Unit 2 of Belarus NPP, where ROSATOM Engineering Division is the general designer and general contractor. This is one of the most important, strictly regulated process operations, in the course of which the equipment installed and pipelines of safety systems and normal operation systems, connected with the reactor plant primary circuit, are flushed with chemically demineralized water with a purpose of cleaning from mechanical impurities and operability of process safety systems and normal operation systems pump sets, involved in the process, is checked.

    Belarus NPP with two VVER-1200 reactors having a total capacity of 2400 MW is being constructed in Ostrovets in Belarus. To construct the first NPP in Belarus, it has been decided to rely on the Russian 3+ generation design that is fully compliant with the international standards and IAEA safety recommendations.

    ROSATOM Ships Equipment for Power Units No 3 & 4 of Kudankulam NPP

    The vessel with the equipment for power units No 3 and No 4 of Kudankulam NPP left the port of Saint-Petersburg and made its way towards the Republic of India. This is the 17th shipload during the project implementation and the first one after the restrictive measures related to prevention further spread of COVID-19. Such significant equipment as air locks of the passive heat removal system for power unit No. 3, condensate demineralizer filters for power units No. 3 and 4, core catcher sacrificial materials, control and protection system drives, transfer cask, surge tanks outside the containment, blow down deaerator for power unit No. 4 was shipped to the NPP construction site. The 17th shipload also included filters, pipelines, valves, stationary penetrations and pumps.

    Total volume of equipment amounts to over 4200 cubic meters. The scheduled arrival of the shipload at the construction site of Kudankulam is expected to be in the second decade of July 2020.

    Russia to Construct 4 NPP Units in Leningrad & Smolensk Regions

    Preparations are now underway in Russia to build four new power units in the Leningrad and Smolensk Regions. The corresponding decision was signed by Alexey Likhachev, Rosatom State Atomic Corporation Director General. The Russian nuclear power industry has approached this stage with newly developed types of NPPs – the VVER-1200 and VVER-TOI. These projects are being successfully implemented in Russia, and VVER-1200 is also implemented abroad. They were designed according to the latest achievements and developments that meet all current international safety requirements.

    These facilities are included in Russia’s General scheme of electricity facility placement until 2035, approved by the Russian Government. JSC Rosenergoatom, part of Rosatom State Corporation, will be both the developer and technical coordinator of the investment projects.

    The first stage of Leningrad NPP-2 construction serves as a reference project for the new units of the Leningrad NPP. The VVER-TOI project similar to the one that is under construction at Kursk NPP-2 will be implemented in Smolensk.

    The new power units will replace the units with RBMK-1000 reactors, whose service life will end in the next decade. According to preliminary estimates, their construction will create up to 15 thousand new jobs, provide regular tax revenues to regional and local budgets,” said Andrei Petrov, Director General of JSC Rosenergoatom.

    Floating NPP Starts Deliverng Heat to City Heating Network in Pevek

    Heat from the floating nuclear power plant of ROSATOM's energy division JSC Concern Rosenergoatom was supplied to the 5th microdistrict of Pevek in Chukotka in Russia. With the connection of the 5th microdistrict of Pevek 5, this part of the city is transferred to closed system of urban water supply. Traditionally, water supply in Pevek was carried out according to the open scheme, when the hot water to the apartments comes directly from the heating network. A distinctive disadvantage of such a system is that in case of a heat cut-off, hot water is also disconnected. The connection of the rest of the city districts to the FNPP will be carried out in stages, as soon as the city heating networks are ready. As a result, in the near future the FNPP will be able to fully replace the Chaun CHPP.

    The FNPP was fully commissioned on May 22, 2020 and officially became the 11th nuclear power plant in Russia and the northernmost one in the world. As of today, it has generated over 57 million kWh of electricity since its connection to the grid. The FNPP’s electric capacity is 70 MW, thermal capacity is up to 50 Gcal/h.

    Second Tier of Internal Containment Installed at Power Unit 1 of Akkuyu NPP in Turkey

    The installation of the second tier of the reactor building's internal containment has been completed at the Power Unit 1 of Akkuyu NPP. Internal containment is one of the critical components of power unit's safety systems, which prevent release of radioactive materials to the environment. After the installation work performed by using Liebherr LR 13000 crane the height of the reactor building increased in by 12-meters, from the level of +4.95 meters to +16.95 meters. The total weight of the installed structure is 411 tons and its diameter exceeds 20 meters. The internal containment will comprise three tiers and dome. Once the installation of the internal containment is completed, it will undergo to pressurized leakage test.

    In addition to the reactor building's internal containment, the construction project for the innovative Russian power units equipped with Generation III+ VVER-1200 reactors includes external containment. It is required to protect the reactor, steam generators and other equipment from extreme external hazards.

    The double containment of the reactor building is a feature of the innovative power units of Russian design based on Gen III+ VVER-1200 reactors, a backbone of the Akkuyu NPP Project. Such sealed containment structure is highly reliable and is a new step towards the improvement of safety of nuclear power plants. The Russian-designed power units equipped with VVER-1200 reactors are being constructed not only in Turkey, but also in other countries including Belarus, China, Egypt, etc.
