    New Caledonia approves extra nickel ore exports to China

    The government of New Caledonia has approved requests from three mining companies to export as much as 2 million tonnes of low purity nickel ore annually to China as part of efforts to help the industry to recover from a prolonged slump in prices.

    The decision, dated December 27 and posted on the government's website, marks the second time this year that the French-controlled Pacific territory has authorised nickel ore shipments to China, having approved 700,000 tonnes in April.

    The export permits were granted to Eramet's Societe Le Nickel, Groupe Ballande's Societe des Mines de Tontouta and Societe Mai Kouaoua Mines specifically aiming to compensate for the loss of demand from Australia's Queensland Nickel, which went into administration at the start of this year.

    Queensland Nickel had been one of a handful of customers approved for nickel ore shipments from New Caledonia, which accounts a quarter of the world's nickel reserves and has been reluctant to sell directly to consuming countries, preferring to process the mineral locally to boost its revenue.

    China, meanwhile, is demanding new sources of nickel ore to feed its vast stainless steel industry after the Philippines, the world's biggest ore exporter, halted production at some mines because of environmental violations.

    SLN will be allowed to ship 650,000 tonnes of nickel ore a year to China over three years, SMT has permission for 950,000 tonnes over two years and MKM is authorised to export 350,000 tonnes a year for two years.

    MKM's permit also allows for a variation of 10 percent from the headline volume, meaning it could export up to 385,000 tonnes a year, the government said.

    It said that SMT and MKM's volumes will be exported to Chinese customers via commodities trading group Glencore.

    However, the New Caledonian authorities require that the approved exports do not supply Chinese producers of so-called nickel pig iron, a low-purity product seen as competing with ferronickel refined in New Caledonia.

    Ja, dit is meer bedoeld als achtergrond informatie, en nickel natuurlijk.

    Maar het gros van deze draad berichten zijn juist bedoeld als sector nieuws items. Bedankt voor de waardering natuurlijk.

    Indian stainless steel industry urges government for level playing field

    Business Today reported that India stainless steel industry has been bogged down by an unprecedented surge in imports in last three years especially from China. To remain globally competitive Indian industry needs a level playing field. The industry recorded highest ever imports of 532,033MT in 2015-16. Out of this, 276,456 MT came from China accounting for more than 50% of the import basket.

    Domestic industry is at a disadvantage due to lower duty rates on finished goods (at 7.5% against 10% in China) and high duty rates on key raw material like Ferro Nickel, Nickel, Ferro Moly etc (2.5% - 5% against Nil duty in China).

    Stainless Steel industry urges the Government to increase the Basic Customs Duty (BCD) on stainless steel flat products from the current level of 7.5% to 12.5% and bring it at par with other steel products (on which there has been a duty increase of 2.5% twice each in 2015). Stainless steel was excluded from the Minimum Import Price as well which was notified in Feb 2016 to help domestic producers.

    Therefore, there is an urgent need to rationalise duty rates on stainless steel products as well as on key raw materials.

    Outotec sees stainless opportunity after Outokumpu dispute settlement

    Outotec sees a new business opportunity opening up in the stainless steel industry thanks to the settlement of a patent dispute with compatriot Outokumpu, the Finnish technology provider says.

    The patent dispute, which commenced in 2013, concerned the rights to inventions relating to ferroalloys technology. The settlement follows an award issued by the Arbitral Tribunal in August 2015 confirming that the rights of ownership and use ferroalloys technology inventions belong to both Outotec and Outokumpu jointly.

    The firms have now withdrawn all claims against each other. Outotec receives the exclusive right to sell and license the said ferroalloys technology inventions against a license fee mutually agreed by the companies. Outokumpu retains the right to use the innovations in its own business.

    "As a result of the settlement of this patent dispute, Outotec will be able to commercialize new ferrochrome-nickel technology, which opens up new business opportunities particularly in the stainless steel industry,” Outotec chief technology officer Kari Knuutila says in a note seen by Kallanish.

    Outotec’s last meaningful steel-related contracts were in 2015 for the supply of an iron ore beneficiation plant to Iran’s Khorasan Steel, and a pelletising plant to Bafgh Mineral Complex Iron & Steel Industry Co. Last year it also bagged an order to deliver a ferrochrome plant to Mintal in Baotou, China.

    Tsingshan orders 2mt of Philippine nickel ore

    Guangdong Century Tsingshan Nickel Industry, a division of the world’s largest stainless steel producer Tsingshan Holdings, has signed a deal to take 2 million tonnes of nickel ore in 2017 from Platinum Group Metals Corp. The latter is part of Philippine nickel giant Global Ferronickel Holdings.

    Tsingshan is increasingly using nickel pig iron (NPI) from its Indonesian smelting investments, which began to be brought on stream in 2016. It still requires some NPI supply from its domestic smelters, however, which now mainly use ore from the Philippines, Kallanish notes.

    Global Ferronickel, meanwhile, is also hoping to secure Chinese investment and has signed an agreement with southern China’s Baiyin Nonferrous Group to invest in expanding a mine in the Philippines and, maybe eventually, building a stainless steelworks there also.

    Nickel prices under pressure as new export rules from Indonesia likely

    Nickel prices are under pressure and the market is in a bit of a hiatus, awaiting the Indonesian government’s new mining rules to be released later this week.

    Back in 2014, Indonesia announced a ban on ore shipments in effort to encourage miners to build smelters to process ore locally, however, after protests the government granted concessions to concentrate producers. These concessions are scheduled to run out with the ban on the export of mineral concentrates to kick in Jan. 12. But, Energy and Mineral Resources Minister Ignasius Jonan told reporters that rules are being drafted that will allow concentrate shipments beyond the Jan. 12 deadline in certain cases. The new mining rules will cover other details including contracts and permits, exports, taxes, and divestment obligations

    Traders have been closely watching the situation given Indonesia is a major producer of nickel and the nickel supply chain has been greatly impacted after the Philippines embarked on a major mining inspection program in 2016 and suspended some miners from producing nickel. More suspensions are possible. The Philippines overtook Indonesia in 2014 to become the world’s top nickel ore exporter.

    If Indonesia allows more nickel exports, new supplies could pressure prices, but overall the commodity will remain supported from the Philippine mine shutdowns and solid demand from China. There is some expectation that the Philippines will allow some restarts this year, and that could be a major pressure on prices. Analysts at BMI Research are currently calling for modest increases in nickel prices this year. They see prices averaging $10,500 a ton in 2017.
