    Environment Ministry Team Probing CO Gas Leak at SAIL RSP

    Express News Service reported that six months after four contract workers were killed in a gas leak incident at Steel Authority of India Limited’s Rourkela Steel Plant, a five expert committee of the Ministry of Environment and Forest, led by Kolkata based Central Pollution Control Board Regional Director of Mr MK Biswas visited Rourkela Steel Plant to probe the mishap and inspected various facilities at the plant. RSP sources informed that the team is mandated to review different systems including safety mechanism, fire and gas control mechanism and environmental management aspects. Accordingly, it will submit a report to the MoEF regarding further scope for improvement.

    On January 6 this year, four contractual workers were engaged in maintenance job at Site A of the Coal Chemical department when the CO gas trapped in the pipeline rushed out while they were opening the flange bolts, leading to their asphyxiation.

    The National Green Tribunal Delhi had taken sou moto cognisance of the incident and sought a report from the RSP. In its hearing on February 11, the NGT had instructed the MoEF to form an expert committee to find out lapses, if any, leading to the mishap and suggest corrective measures.

    Ecolant Secures First Financing from Russian Banks

    Russian Green Steel entrant Ecolant recently announced the receipt of the first tranche in the amount of EUR 33 million for the implementation of Russia's first green metallurgy project in the Nizhny Novgorod region. The funds were provided by a syndicate of Russian commercial banks - Sberbank and Otkritie Bank (40% each), as well as VEB.RF (20% of the amount). The total cost of the project, which is being implemented using the Project Financing Factory mechanism, exceeds 140 billion rubles.

    The project includes the construction of a full-cycle electrometallurgical complex using modern environmentally friendly technologies and the necessary infrastructure in the monotown of Vyksa. The future complex will produce steel, round billets and high quality slabs using the direct reduction method using iron ore pellets and natural gas. The technology used will make it possible to reduce carbon dioxide emissions by three times in comparison with the classical blast-furnace steelmaking technology.

    Ecolant is a metallurgical complex without coke-chemical and blast-furnace converters. The steel will be produced from iron ore and natural gas using the Direct Reduced Iron method. The project is a single ore-steel production chain consisting of DRI, an electrometallurgical furnace and a secondary processing complex with a capacity of 1.8 million tonnes of steel per year and two continuous casting machines. Production is expected to start in 2025. The main part of the products will be used for the production of wide sheets for large-diameter pipes for trunk pipelines and for the construction of ships, the production of seamless pipes for oil production and the production of railway wheels on the largest line in Europe at the Vyksa plant of the United Metallurgical Company.

    MPCB Orders Closure of Shilpa Steel & Power in Nagpur

    Nyooz reported the Maharashtra Pollution Control Board has issued closure notice to Shilpa Steel and Power Ltd for discharging hazardous liquid waste material into Wena River in Butibori. MPCB issued the closure direction under Section 33A of Water (Prevention and Control of Pollution) Act 1974 and Section 31A of Air (Prevention and Control of Pollution) Act 1981 for polluting the water body.

    Acting swiftly on the direction both authorities have disconnected the water and electricity supply of the company. Thereafter MPCB officials conducted a joint inspection in which a police officer stated that the two tankers were coming from Shilpa Steel and Power Ltd MIDC Butibori on June 25.

    Steel Dynamics Selects Polytec for Robotic Manipulator for Caster

    US steel maker Steel Dynamics Inc’s Structural and Rail Division has selected leader in smart robotics to the steel industry Polytec as supplier for their first fully optional robotic manipulator. The steel plant located in Columbia City in Indiana will install a smart robotic cell that will automatically manage continuous casting operations on the # 2 casting machine, providing a 3D computer vision system for nozzle position identification and ladle shroud application, oxygen lance for nozzle cleaning, temperature measurement, sampling, hydris measurement tools and powder distribution on the tundish.

    SDI said "Improving operator's safety, enhancing product quality and increasing productivity to be more competitive on the global steel market are our goals. We trust in Polytec's expertise on this project to help achieve these goals."

    SeAH Acquires Total Stake in UK Based Monopile Maker SEAH Wind

    South Korea's Seah Steel Holdings in a regulatory filing said that it has raised its stake in SeAH Wind, a new overseas subsidiary based in Britain, to 100% through the purchase of shares worth KWR 50.1 billion (USD 44 million). The subsidiary will control a monopile production plant to be built in a coastal area northeast of London in Able Marine Energy Park on the Humber under a deal in November 2020 with the British government.

    According to separate news in ReNew.Biz, UK government is providing financial support to new offshore wind manufacturing investments that have been announced by SeAH Wind and Smulders Projects UK. SeAH Wind is to receive grant funding towards a new monopile foundation factory at the Able Marine Energy Park on the Humber. SeAH Wind has committed to invest a total of GBP 260 million over the next three years. Smulders Projects UK will receive funding towards a GBP 70 million investments in new equipment and infrastructure to enable the manufacture of offshore wind turbine transition pieces at its existing site in Wallsend in Newcastle. Government backing will come from the GBP 160 million Offshore Wind Manufacturing Investment Support scheme, which will support the private investment by both companies.

    The plant will supply monopiles for Britain’s state-led offshore wind power project. With commercial production set for the first quarter of 2023, SeAH aims to produce more than 100 monopiles per year, which accounts for about half of Britain's annual demand. Start of manufacturing operations is anticipated to begin in 2023, reaching some 240,000 tonnes in order to respond to the sharp increase in global demand of monopiles.

    Support structures for fixed offshore wind turbines include monopiles and jacket foundations. A monopile is a simple structure consisting of a steel pipe driven into the seabed, providing a fixed foundation for an offshore wind turbine. Fixed offshore wind farms are generally installed in shallow waters while floating wind turbines are located in deep waters where traditional bottom fixed installations are not suitable.

    It is reported that JSW Steel group combined crude steel production was at 5.07 million tonnes for Q1 of 2021-22 registering a growth of 16% QoQ and 65% YoY, including the production at jointly controlled entities Bhushan Power & Steel Ltd and JSW Ispat Special Products Ltd.

    Canada Starts Review on HR Steel from Brazil, China, Ukraine,India

    The Canadian International Trade Tribunal has initiated an expiry review of its order made on August 12, 2016, in Expiry Review No RR-2015-002, to determine if the expiry of the order is likely to lead to continued or resumed dumping of flat hot-rolled carbon and alloy steel sheet and strip, originating in or exported from Brazil, the People’s Republic of China and Ukraine and subsidizing of such products originating in or exported from India, and is likely to result in injury. No later than December 6, 2021, the Canada Border Services Agency will determine if there is a likelihood of resumed or continued dumping or subsidizing. In the event of positive determinations, the Tribunal will determine, on May 13, 2022, whether the continued or resumed dumping or subsidizing is likely to result in injury.

    Hot-rolled carbon and alloy steel sheet and strip, including secondary or non-prime material, in various widths from 0.75 in (19 mm) and wider

    POSCO Expects Highest Ever Profit in April-June Quarter

    South Korean steel giant POSCO has estimated that its operating profit for the April-June 2021 quarter would be KWR 2.2 trillion (USD 1.9 billion), its highest ever quarterly earnings. Revenue totalled at KWR 18.2 trillion won, up 13.4% QoQ and 32.8% YoY. POSCO said “The strong preliminary earnings guideline comes amid surging demand for steel from automakers, shipbuilders and construction firms in accordance with the gradual global economic recovery from the COVID-19 pandemic following increased vaccinations.”

    The company plans to release the details of its second quarter earnings later this month and specify its business plans for the rest of the year during a scheduled conference call to investors, July 22.

    RINL Vizag Workers Hit the Streets of Vizag

    Express News Service reported that Visakha Ukku agitation 2.0 got a fillip on Saturday with the Visakhapatnam Steel Plant workers taking out a huge two-wheeler rally from VSP to Saraswati Park in protest against the Centre’s move to privatise the plant. The roads through which the rally passed reverberated with slogans of ‘save steel plant’ by workers led by Visakha Ukku Parirakshana Porata Committee. The leaders who participated in the rally denounced the BJP government’s latest move to expedite the strategic sale of RINL, the corporate entity of VSP. They demanded resignation of MLAs and MPs from the State to press for revocation of the privatisation move. The two-wheeler rally joined another rally taken out from Saraswati Park to Gandhi statue near GVMC office where a mahasabha was organised to mark 100 days of the relay hunger strike being organised by all-party workers unions and Praja Sanghala JAC. Dance troupes of Praja Natya Mandali and CITU workers holding umbrellas with slogans of ‘save Vizag steel plant’ were the centre of attraction.

    CITU state general secretary and former MLA Md Gafoor and AITUC state secretary Obulesu said the Centre was responsible for the losses suffered by the steel plant. They said “Had captive mines been sanctioned, the plant would have earned profits. The BJP government will face consequences if it further expedites the privatisation process, they warned.”

    Incidentally, the Andhra Pradesh unit of BJP is also opposing the attempts to privatise Visakhapatnam Steel Plant. BJP President of Andhra Pradesh Mr Somu Veerraju said that they are against tenders called as part of the privatisation.

    EU Plan for Carbon Border Tariffs Unsettles Korean Steel Industry

    Korea Times reported that the European Union's Carbon Border Adjustment Measure is expected to take a toll on South Korean steel makers. The report quoted a steel industry official as saying that "The EU carbon border adjustment tax will affect all local industries that emit greenhouse gases. In particular, the steel industry will be impacted the hardest. There needs to be a national strategy and the industry and government need to cooperate to minimize any negative effects from the measures.”

    The report added that South Korean government scrambling to brainstorm countermeasures before the new measure takes effect in 2023. South Korea’s Ministry of Trade, Industry and Energy has initiated a study of carbon border tariffs' impacts on the local steel industry while coming up with strategies to enhance local competitiveness. The ministry said "The carbon border adjustment measures will establish new trade barriers, which will have a drastic effect on our overall industry, as the country is heavily reliant on exports. If we do not prepare in advance, our competitiveness in steel exports will experience a significant decline due to its nature as a high emitter of carbon."

    The measure is aimed at increasing tariffs on imported goods based on the level of carbon content, in an effort to slash carbon emissions and reduce their impact on climate change. The measure will mark the world's first tax on carbon contained in traded goods. It will be applied heavily to the production of steel, which emits large amounts of greenhouse gases relative to other industries. The carbon border tax will be applied to steel products that emit more carbon emissions than those made in EU member states. The EU plans to unveil the draft bill on July 14, while applying the tax in phases starting in 2023 to products that have high carbon emissions, including steel, aluminium and cement.

    The Korean government has unveiled a vision of achieving carbon neutrality by 2050 and seeks to establish an action plan to better fulfil that goal. Through hydrogen-based steelmaking, the country's leading steelmaker plans to cut carbon emissions by 20 percent by 2030 and 50 percent by 2040. However, many experts remain sceptical about the country's goal of achieving carbon neutrality by 2050. A source said "Local companies have been announcing measures to become carbon neutral first without having the means to do so, in order to please the government. However, it will be nearly impossible to fulfil the carbon neutrality goal within the stated period. Not only the companies, but also the government and lawmakers need to be on board with this goal. They need to be working together in passing new laws to aid companies' efforts, so that they have a chance to meet the 2050 goal.”

    Supreme Court Stays NGT Order on Gas Leak in SAIL RSP Plant

    The Supreme Court has stayed a National Green Tribunal order directing payment of compensation to the families or heirs of those who died in a toxic gas leak in Rourkela Steel Plant. A bench of Justices DY Chandrachud and M R Shah issued notices to the Central Pollution Control Board, Odisha State Pollution Control Board, Department of Factories and Boilers of Odisha and others. The bench said "Issue notice. In the meanwhile, stay of the operation of the judgment and final order dated February 11, 2021 of the National Green Tribunal, Principal Bench, New Delhi. The dependants of the workers, who died on 6 January 2021 shall continue in employment till further orders.”

    The apex court was hearing an appeal filed by Rourkela Steel plant against an NGT order which took cognisance of a media report about gas leak in the plant and directed payment of compensation to the families or heirs of people who died in the gas leakage.

    The NGT had directed the constitution of an expert committee comprising the Ministry of Environment, Central Pollution Control Board and the Odisha Pollution Control Board to look into the matter of suspected toxic gas leak in Rourkela Steel Plant on January 6. The bench headed by NGT Chairperson Justice Adarsh Kumar Goel in an order passed on February 11 had said that the committee may co-opt two other industrial safety experts.

    SEAISI Update on Upcoming Steel Projects in ASEAN

    The South East Asia Iron and Steel Institute in a recent brief has updated the status of under implementation steel projects in ASEAN. It said “Despite the COVID-19 pandemic turmoil, ASEAN region is expected to remain the focal point for steel project investments. The region is one of the fastest growing regions in the world with more emerging markets coming up. Economic developments in the region are expected to drive demand and there are still opportunities to cover demand and supply gaps for steel products. Government policies and incentives will continue to attract potential investment into the steel sector. Furthermore, the region’s less strict environment policy has somehow allowed flow of steel projects from China and from the rest of the world.”

    Steelmaking capacities development

    1. Vietnam - Construction for Hoa Phat Dung Quat 2 is expected to start in early 2022. The project is an integrated mill project with a capacity of 5.6 million tonnes of Hot Rolled Coils. The plant is located in the province of Quang Ngai, south of Da Nang city

    2. Malaysia - Eastern Steel has plans to expand to 5 million tonnes in the future, from the current 0.7 million tonnes. Alliance Steel is exploring the possibility of expanding to 10 million tonnes from the existing 3.5 million tonnes today. WenAn Steel’s 10 million tonne steel mill project in Bintulu, East Malaysia is undergoing site preparation. The project is expected to be ready by 2024. Oriental Shield, previously known as Megasteel, is expected to start up in Q3 2021 and they are exploring the possibility of backward integrating into blast furnace operations in the future.

    3. Indonesia - Dexin Steel, located in the Morowali Industrial Park, has set sights on reaching 20 million tonnes steel capacity in the future. The current capacity is 3.5 million tonnes, with an ongoing expansion to reach 6 million tonnes in 2022.

    SAIL RSP Reports Best Ever Performance in Apr-Jun’2021 Quarter

    Steel Authority of India Limited’s Rourkela: Rourkela Steel Plant has registered its best-ever production during April- June Quarter of Financial Year 2021-22. During the quarter, RSP produced 975,751 tonnes of hot metal, 901,829 tonnes of crude steel, and 840146 tonnes of saleable steel to achieve the feat. The earlier best performance of the Steel Plant in all these areas were achieved in the year 2019.

    Besides, the Plate Mill rolled out 134,505 tonnes of plates to clock its best ever April-June performance thereby improving upon its previous best Q1 performance achieved in 2014. The Sinter Plants performing exceedingly well-produced 1625,232 tonnes of Sinter to record their best-ever Q1 performance. The earlier best of 1,561,460 tonnes of sinter production was recorded in 2018. It is noteworthy that the record performance also helped RSP surpass 100 Million Tonnes of Hot Metal recently.

    By dispatching 842,587 tonnes of saleable steel, RSP clocked its best-ever Q1 despatch, thereby improving upon its earlier best performance of 785048 tonnes achieved in 2018. The New Plate Mill dispatched 228,414 tonnes of plates to register its best April-June dispatch. The earlier best for NPM was 222,423 tonnes achieved in Q1 of 2019. Similarly, Hot Strip Mill-I with a dispatch of 295,711 tonnes of HR Coils for sale clocked its best-ever April-June dispatch performance.

    The ERW Pipe Plant also despatched 7,638 tonnes of Pipes in Q1 to register its best 1st quarter performance with a growth of 25.7% over the corresponding period last year.

    CEM Launches Industrial Deep Decarbonisation Initiative

    A coalition of governments and organizations, led by the United Kingdom and India, launched the new Clean Energy Ministerial’s Industrial Deep Decarbonisation Initiative in June beginning. Coordinated by the United Nations Industrial Development Organization, this ground-breaking effort aims to create market demand for low carbon industrial materials, especially more sustainable steel and cement. Through this initiative, UNIDO will work with governments worldwide to agree on a global 2050 vision for the decarbonisation of the steel and cement industries with ambitious targets informed by collective stakeholder inputs

    In addition to the UK and India, other members of the coalition include Germany, Canada and the United Arab Emirates, with more countries expected to join soon. The initiative also brings together a strong group of related programmes and organizations including the Mission Possible Platform, the Leadership Group for the Industry Transition, the International Renewable Energy Agency and the World Bank to tackle one of the next frontiers in the race against climate change.

    To date steel and cement, which each represent around 7-8 per cent of energy related emissions globally, have remained out of reach in the pursuit to mitigate carbon emissions. The need for continuous, high-temperature heat to produce these construction products requires large amounts of energy, a lot of which is still dependent on fossil fuels.

    While there is still a way to go before clearly defined low-carbon steel and cement is available in the market at scale, green public procurement commitments are essential in signalling that demand exists. For example, public procurement accounts for 46 per cent of cement consumption in the United States of America, making it a colossal purchasing power in creating a market for lower emission materials. The same can be said for nations in the European Union and for many emerging industrial economies.

    Within the next three years, the IDDI expects to have encouraged a minimum of 10 national governments, and a number of municipalities, to make public procurement commitments for low-carbon steel and cement. The first of a series of government commitments for the procurement of low-carbon steel and cement are expected to be announced at the upcoming global climate talks, hosted by the UK in Glasgow later this year.

    Air Liquide to Build Low Carbon ASU at Jiangsu Shagang Plant

    Air Liquide and Jiangsu Shagang Group have signed a new long-term agreement for the supply of industrial gases in Zhangjiagang City in Jiangsu Province if China. Air Liquide will invest around 100 million euros towards the construction of a world-scale Air Separation Unit on the site, where it already operates two other ASUs. Designed to use low carbon energy, this state of the art plant will allow to significantly reduce CO2 emissions over time. This new ASU will also be a new source of krypton and xenon to address the growing demand of the Electronics industry, as well as other air gases for our industrial merchant activity in China. Under a 20 year-long contract, Air Liquide will build, own and operate a new state-of-the-art ASU with a daily capacity of 3,800 tonnes of oxygen. It is the largest single ASU for the steel industry in the world, as well as Air Liquide’s largest ASU in China. When the new unit starts up at the end of 2023, it will bring the total installed oxygen capacity to over 8,000 tonnes per day on the site.

    The new ASU is equipped with the proprietary solution AliveTM, an innovation that allows for the storage of up to 60 MW of energy per day, enabling flexibility in the grid and contributing to a higher reliability of gas supply. Replacing old assets installed on the customer site, and using an incremental proportion of low-carbon energy, this new ASU will contribute to a lower carbon footprint for this flagship site, in line with Air Liquide’s journey towards carbon neutrality.

    This ASU will be a key source of krypton and xenon for Air Liquide, addressing the growing demand of the Electronics industry. The Zhangjiagang site will also become Air Liquide’s largest liquid oxygen and nitrogen source in China, with its Ultra Purity Oxygen capacity positioning it strategically to support small-and-medium sized customers of liquid and packaged gases, including local hospitals requiring high-purity medical gases, in East China.

    Air Liquide in China operates nearly 120 plants and employs close to 5,000 employees.

    Russula Upgrades Bar Mill Automation & Drives

    Leading technology supplier Russula has upgraded the automation and drives of a bar mill that produces rebar, structural steel and SBQ grades. Customer’s name was not mentioned. The objective of the upgrade was to replace legacy equipment with first line control software, hardware and drives. All the electrical and automation equipment from the roller table of the reheat furnace exit to the cooling bed was upgraded. ABB AC450 rolling mill controllers and ABB PEC for the divide shear were replaced with Rockwell 1756 ControlLogix controllers. New ABB DCS880 drives replaced the DCS600 drives for the rolling mill stands and two of the shears. Existing AC drives and MCCs were refurbished. Russula supplied the following electrical equipment and services:

    The Factory Acceptance Test occurred in the Russula workshop in A Coruña, Spain in 2020. The Russula startup team consisted of a fusion of automation and rolling mill technology experts. Cold and hot commissioning took place as scheduled.

    Nordic Iron Ore & Epiroc Sign MoU for Blötberget Mine

    Nordic Iron Ore AB and Epiroc Sweden have signed a letter of intent regarding cooperation to develop the mining project in Blötberget. Nordic Iron Ore's CEO Lennart Eliasson said “It is very positive that we have formalized the collaboration with such a reputable company as Epiroc. For us, it is very valuable to have a close collaboration when we design the mine in Blötberget, which will be a modern mine deploying the latest technologies, where high productivity and safety and long-term sustainability are very important factors.”

    Nordic Iron Ore AB is a mining development company that aims to resume and develop iron ore production at Ludvika Mines in Blötberget and Håksberg and to develop the intermediate Väsman iron field. The Company has all the necessary permits in place for the mine in Blötberget and will be able to produce iron ore of extremely high quality from significant mineral resources.

    Vale Restarts CN6 Ship Loader at Ponta da Madeira Terminal

    Brazilian miner and iron ore producer Vale said that it is commissioning its CN6 ship loader, located at its Ponta da Madeira terminal in Sao Luis in Maranhao state, following a five-month maintenance period. The maintenance was due to a fire earlier this year, which hit the CN6 ship loader structure. At the time, Vale denied claims by analysts that the halt at the CN6 ship loader would affect iron ore supplies. Vale said on Friday it replaced 60 percent of the components of CN6 ship loader. It added the maintenance works didn't impact (Vale's) monthly iron ore shipments.

    Despite the halt at the CN6 ship loader, Vale continued iron ore loading activity at its CN7 ship loader, which wasn't affected by the fire. The Ponta da Madeira terminal has an iron ore exporting capacity of 230 million tonnes per year, three piers, five berthing docks and eight ship loaders.

    Fortescue Future Industries Delivers on Green Targets

    Australian iron ore giant Fortescue Metals Group Ltd’s 100% renewable green energy and industry initiative Fortescue Future Industries announced that it has reached its 30 June 2021 targets for initial decarbonisation projects, announced on 15 March 2021. FFI CEO Ms Julie Shuttleworth AM said “Fortescue is delighted by these results. We have been mulling over hydrogen for more than a decade, becoming confident that hydrogen could be stored and transported as a zero-carbon fuel several years ago. We set out to test the hypothesis that there was sufficient 100 per cent renewable green energy, hydrogen, ammonia and industrial manufacturing potential, for products such as green cement, green fertilizer, green iron and steel, to fully satisfy the world's needs. To do so, Fortescue Chairman, Dr Andrew Forrest AO led two significant overseas expeditions alongside 50 area experts, spending more time on the road than at home in the last 12 months. As a result, the Company has confirmed that hypothesis. To demonstrate this within Fortescue, we set ambitious decarbonisation targets for our own heavy industry. These are being driven by FFI’s Green Team, who are aiming to eliminate carbon emissions from our own operations. This work commenced in earnest only several months ago and the results have been immense. FFI's Green Team has established a major facility at Hazelmere in Perth, where we have been managing and trialing technology on hydrogen, ammonia and battery power for trains, ship engines, haul trucks and drill rigs for technology demonstration. Our dedicated specialist teams have worked relentlessly to bring our own heavy industry decarbonisation into reality.”

    In summary, FFI’s specialist teams have made ground-breaking progress including:

    1. Successful combustion of ammonia in a locomotive fuel, with a pathway to achieve completely renewable green fuel

    2. Completion of design and construction of a combustion testing device for large marine (ship) engines, with pilot test work underway and a pathway to achieve completely renewable green shipping fuel

    3. Finalised design of a next generation ore carrier (ship) that will consume renewable green ammonia, with the Classification Society giving in principle design approval

    4. Testing of battery cells to be used on Fortescue haul trucks

    5. Design and construction of a hydrogen powered haul truck for technology demonstration complete, with systems testing underway

    6. Design and construction of a hydrogen powered drill rig for technology demonstration complete, with systems testing underway

    7. Successful production of high purity (>97%) green iron from Fortescue ores at low temperature in a continuous flow process

    8. Successful initial trialling to use waste from the green iron process noted above, with other easily sourced materials, to make green cement.
