    MMK & Kamaz to Expand Steel Supplies Pact to Cut Imports

    After coordination council held a meeting at Magnitogorsk Iron & Steel Works at which managers and professional from their technical and commercial divisions reviewed the results of cooperation in 2022 and mapped out plans for the future with focus on import substitution, Russia’s leading truck maker Kamaz plans to produce more than 50,000 trucks in 2023 compared to over 44,000 in 2022 and has agreed on steel supplies from MMK, reported Interfax

    “Before, Kamaz often used foreign-made steels. Now their import into Russia is closed and we are actively working on replacing them. In the past year we have mastered three new grades of steel and now we're mastering one more that surpasses not only foreign but also Russian analogs by many indicators” said MMK's Head of Sales to the auto industry Mr. Nikita Avdonin

    MMK shipped 628,800 tonnes of steel products to the auto industry in 2022, including over 100,000 tonnes to Kamaz. MMK has about a 57% share of flat steel shipments to the truck maker. MMK steel supplies encompass longer on steel and metal for truck cabs.

    Baowu & Danieli Discuss Green Transformation of Steel Industry

    Chinese steel giant Baowu management held talks with the visiting Danieli CEO Mr Giacomo Mareschi Danieli and his entourage on 22 February and exchanged views on the green and low-carbon transformation of the steel industry and cooperation in overseas projects.

    Mr Danieli pointed out that in recent years, Danieli has continuously increased investment in the Chinese market, built local factories, and the local management team has become very mature; meanwhile, the headquarter in Italy has also given strong support in R&D and innovation.

    At present, Danieli has achieved good results in green and low-carbon technologies such as hydrogen-based shaft furnaces, digital electric furnaces, and thin slab continuous casting and rolling as well as it has also been actively deploying international projects and hoped that the two parties could have further cooperation, said Mr Danieli

    Baowu said that it looked forward to cooperating with Danieli in green and low-carbon technologies. At the same time, according to the development trend of the global economy, Baowu would step up the pace of internationalization, and accelerate the industrial layout in countries and regions along the Belt and Road. Baowu hopes to actively cooperate with Danieli to complement their advantages and achieve an all-win situation.

    MMK Trading House Increases Sales & Plans Regional Expansion

    Russian steelmaker Magnitogorsk Iron & Steel Works MMK Trading House’s Director Mr. Grigory Shchurov shared the company’s results for 2022 and plans for 2023 at the 16th All-Russian Conference “Regional Steel Trading in Russia”. Despite the difficulties caused by the economic sanctions against Russia and the reduced demand and lower prices for steel products, MMK Trading House succeeded in adapting to the new market conditions, increasing its sales by 3.2% and its market share from 9.6% to 11% in 2022, said Mr. Shchurov

    Among growth factors, Mr. Shchurov mentioned the geographic expansion of operations, the improvement of services and the increase in sales on the company’s electronic trading platform. In 2022, MMK Trading House opened three new separate divisions in Orenburg, Kurgan and Astrakhan, as well as four retail warehouses in Magnitogorsk, Ufa, Sibay and Moscow. The company has plans to open 14 more new warehouses.

    MMK’s corporate marketplace almost doubled its sales in 2022, from 16,800 tonnes to 30,500 tonnes. The number of registered customers exceeded 5,000. The next stage in the development of the marketing platform involves integration with other online stores, the development of a mobile application, an option for customers to take out a loan or a bank guarantee, as well as new payment methods including quick payment system, QR codes, etc. In addition to its own marketplace, the company started selling hardware products on the OZON marketplace.

    The company’s goals for 2023 include, according to Mr. Shchurov, the opening of new retail and warehouse facilities which will increase sales this year by 10% compared to 2022, and by 35% by 2025 compared to 2023.     Seamless pipes solution leader Vallourec has announced the successful completion of tests qualifying the fracture toughness resistance of a selection of steel grades in the presence of pure H2 gas. Since then, Vallourec has expanded its range of validated materials for hydrogen service, solidifying its expertise and product portfolio to assist customers in high-pressure transport and storage of H2

    Vallourec succeeded in testing higher strength steels that, for certain applications, enable thinner walls, lighter solutions, and reduced resource consumption to its customers. With the growing number of low-carbon hydrogen production and use projects, ensuring the compatibility of assets for hydrogen storage and transportation is paramount. Vallourec has investigated the fracture toughness resistance and corrosion fatigue behavior of a selection of seamless pipes for OCTG, pipeline, and pressure vessels in pressurized H2 service.

    Validation tests included fracture toughness evaluations conducted using fatigue pre-cracked bolt-load specimens exposed to 100 bar hydrogen gas during 1,000 hours at room temperature. All materials presented hydrogen stress intensity factor thresholds KIH largely above 55 MPa.m1/2, compliant with the ASME B31.12 option B requirement that defines materials requirements for hydrogen service.

    In addition, corrosion fatigue tests were performed on compact tensile specimens prior to pre-cracking. Fatigue crack growth rate measurements were determined from 0.01 to 30 Hz and load ratios at 0.1 or 0.9 for covering applications susceptible to present very different internal pressure variations during service life.

    The first selection of standard and Vallourec proprietary grades tested in the presence of pure H2 gas back in 2022 included:

    - Grade X65 for line pipes including the qualification of girth welds done by Serimax

    - Grade VM55W (55 ksi proprietary grade) for weldable OCTG pipes

    - Grade K55 for seamless OCTG pipes

    - Grade VM80S (80 ksi proprietary grade/L80) for seamless OCTG pipes

    - Grade 34CrMo4 for pressure vessels

    Vallourec has now added the following grades to its validated material portfolio:

    Grade X80 for line pipes

    - Grade VM80W (80 ksi proprietary grade) for weldable OCTG pipes

    - Grade VM95SS (95 ksi proprietary grade) for seamless OCTG pipes

    - Grade VM110SS (110 ksi proprietary grade) for seamless OCTG pipes

    Mexico Imposes AD Duty on Coated Steel from Vietnam

    Despite the resignation of Mr. Tsushima, Kobe Steel continues to meet the necessary requirements for the number of directors who are part of the Audit and Supervisory Committee as mandated by the relevant laws and regulations and the Articles of Incorporation. Moreover, the company complies with the Corporate Governance Code, which stipulates that at least one-third of all board members should be independent outside directors.

    Global leader in steel wire solutions Bekaert will sell Steel Wire Solutions businesses in Chile & Peru to current partners for $350M. Expected to close in 2023, subject to regulatory approvals & closing conditions, Bekaert would receive net proceeds of $136M.

    The sale agreement between Bekaert and its current partners includes the production and distribution facilities of the Steel Wire Solutions businesses in Chile and Peru. These facilities are responsible for the manufacturing, selling, and distribution of steel wire products, primarily used for construction, agricultural fencing, mining, and industrial applications.

    Bekaert plans to sell its shares in Chilean entities Industrias Chilenas de Alambre-Inchalam SA in Talcahuano, Chile and Prodalam SA in Santiago, Chile, as well as their subsidiaries in Chile and Peru. The company currently holds a 52% stake in the Chilean entities and a 38% stake in the Peruvian entities.

    Bekaert’s wholly owned Bridon-Bekaert ropes entities in Chile and Peru are not part of the transaction.

    Italian Senate Approves Support for Acciaierie d'Italia.

    The Italian Senate has approved a decree for urgent measures for strategic national interest plants, according to ANSA. The decree, passed on 5 January, allows for the transfer of EUR 680 million to the new Taranto plant Acciaierie d'Italia as a bridging loan to cover debts and avoid legal action, as well as support for other strategic companies. The provision will now go to the Chamber for final approval and must be converted into law by 6 March.

    The decree also establishes a "shield" to prevent interim sanctions from the judiciary that could affect the continuity of activities at enterprises of national strategic interest. However, the "shield" will only be activated once "organizational shortcomings" are addressed. The approval is expected to restore conditions for the development of Italy's metallurgy industry, which has a significant impact on other small industries in the country's north.

    Acciaierie d'Italia is a joint venture between state agency Invitalia and ArcelorMittal Italia (formerly Ilva).

    Recall that at the beginning of the year, the Italian Ministry of Finance officially authorized the payment of a grant in the amount of €680 million to the Acciaierie d'Italia. The company, in turn, confirmed its forecast for plans to produce at least 4 million tons of steel at the Taranto steel plant in 2023.     Decarbonization of thyssenkrupp Steel's Duisburg Plant by SMS

    German steel giant thyssenkrupp Steel has ordered a hydrogen-powered direct reduction plant with a capacity of 2.5 million metric tons of directly reduced iron, two innovative melters, and auxiliary units from North Rhine-Westphalia based SMS for their Duisburg location in Germany. The cost of the engineering, delivery, and construction of the plant is over 1.8 billion euros. The plant is expected to start up at the end of 2026 and would lead to an annual reduction of over 3.5 million metric tons of CO2.

    After the approval for an earlier start to work by the German government, thyssenkrupp Steel will begin with the detailed planning and preparatory work for the construction of the direct reduction plant. One of the initial tasks on the list is to prepare the construction site within the premises of thyssenkrupp Steel. The preliminary tasks can be started immediately, under the scope for an earlier start to work that has been approved. The overall project remains subject to European Union approval under state aid provisions, as well as the final funding decision. Both are expected in the coming months. The state of North Rhine-Westphalia and the German government have already signaled substantial financial support for the project.

    The innovative concept ensures consistently high product quality. This is because it is seamlessly integrated into the existing iron and steel plant, thereby allowing all subsequent process steps from the steel mill onward to be maintained. As a result, the existing plant structure can be used efficiently. Customers will continue to receive the complete, high-quality product portfolio with the premium quality they are accustomed to.

    The tkH2Steel transformation concept marks the beginning of a shift towards more environmentally friendly steel production methods, replacing the highly CO2-intensive blast furnace process. This move is made possible by the introduction of hydrogen-based direct reduction plants, which have the potential to reduce CO2 emissions by up to 20 million metric tons annually at the Duisburg location alone. thyssenkrupp Steel is committed to avoiding 6 million metric tons of CO2 emissions by 2030, representing more than 30 percent of its current emissions. The ultimate goal is to achieve carbon-neutral production by 2045 at the latest.

    Steel Chisel Used in Europe 2900 Years Ago, Research Finds

    It was previously assumed that steel production did not become widespread in Europe until the Roman Empire, and that it was not possible to produce high-quality steel in the Early Iron Age or Final Bronze Age. However, the recent study led by Dr. Ralph Araque Gonzalez and his team at the University of Freiburg has challenged this assumption and provided evidence that steel tools were already in use in Europe around 2900 years ago.

    Using geochemical analyses, the researchers were able to prove that stone stelae on the Iberian Peninsula that date back to the Final Bronze Age feature complex engravings that could only have been done using tempered steel. This was backed up by metallographic analyses of an iron chisel from the same period and region (Rocha do Vigio, Portugal, ca. 900 BCE) that showed the necessary carbon content to be proper steel. The result was also confirmed experimentally by undertaking trials with chisels made of various materials: only the chisel made of tempered steel was suitably capable of engraving the stone.

    The archaeological record of Late Bronze Age Iberia is fragmentary in many parts of the Iberian Peninsula, with sparse remains of settlement and few detectable burials. However, there are traces of metal hoarding and mining activities. In this context, the western Iberian stelae with their depictions of anthropomorphic figures, animals, and selected objects are of unique importance for investigating this era. The stelae provide a glimpse into the material culture and artistic traditions of the people who lived during this time.

    Analysis of an iron chisel found in Rocha do Vigio showed that Iberian stonemasons from the Final Bronze Age had the necessary tools. The researchers discovered that it consisted of heterogeneous yet astonishingly carbon-rich steel. To confirm their findings, the researchers also carried out an experiment involving a professional stonemason, a blacksmith and a bronze caster, and attempted to work the rock that the pillars were made of using chisels of different materials. The stonemason could not work the stone with either the stone or the bronze chisels, or even using an iron chisel with an untempered point.

    The study by an international and interdisciplinary team headed by Freiburg archaeologist Dr. Ralph Araque Gonzalez from the Faculty of Humanities has proven that steel tools were already in use in Europe around 2900 years ago. The study “Stone-Working & the Earliest Steel in Iberia: Scientific Analyses & Experimental Replications of Final Bronze Age Stelae & Tools” has been published in the Journal of Archaeological Science. The study was funded by the German Research Foundation.

    BHP Trials Renewable HVO Fuel at Yandi Iron Ore Operations

    BHP is trialling the use of Hydrotreated Vegetable Oil to help power mining equipment at its Yandi iron ore operations in Western Australia. Supplied through collaboration with bp, the renewable diesel made from HVO will be used in haul trucks and other mining equipment over an initial three-month trial period.

    BHP Western Australia Iron Ore Asset President Mr Brandon Craig said “About 40%of BHP’s operational greenhouse gas emissions come from using diesel fuel and this is a core focus of our decarbonisation strategy. Ultimately, our aim is to have fully electric trucking fleets at our sites, but alternative fuels like HVO may help us reduce our emissions in the meantime while the electrification transition takes place.”

    Saudi merchant billet producers receive numerous export enquiries

    The Saudi Arabian billet market is observing a slight improvement, thanks to demand from United Arab Emirates, Jordan and Bahrain, and slightly increased rebar prices in the domestic market.

    However, merchant billet producers were waiting until the end of Wednesday for the benchmark mill's scrap buying price announcement, which will give direction to the billet market; however, this did not come. Buyers, therefore, did not receive quotes to their billet enquiries, Kallanish notes.

    This week in the kingdom, induction furnace-route 130mm 3/4sp billet transacted at SAR 2,090-2,125/tonne ($557-566) ex-works across the country. A re-roller in UAE booked a 5,000-tonne cargo of 130mm 3sp grade billet at $577/t ex-works, meaning $595/t delivered UAE, for prompt shipment.

    In Dammam, HMS 80:20 grade scrap was available at the beginning of the week at SAR 1,620/t but sellers have stopped sales until new prices surface.

    Tier-three mills are prepared to increase their rebar prices by SAR 50/t after the benchmark mill removed its project discount of SAR 100/t offered on rebar prices for quantities above certain quota limits. Next week, local induction furnace billet prices are expected to improve SAR 25-40/t on-week to SAR 2,115-2,150/t ex-works, if scrap prices remain unchanged.

    At present, billet prices in Saudi Arabia are the most competitive in the Gulf Cooperation Council. They compare with electric arc furnace-route billet from Bahrain at $593-594/t ex-works, induction furnace-route billet from UAE at $595-602/t ex-works, and EAF-route billet from Oman at $600-615/t ex-works. Even Iranian billet offers in UAE are heard at $600-605/t delivered to buyer’s yard.

    Saudi merchant billet and rebar producers are heard eyeing sales in Jordan, Bahrain, Kuwait and UAE export markets at very competitive prices.

    Chinese Steel Demand Starts Recovering

    China Federation of Logistics and Purchasing China Steel Logistics Committee Purchasing Managers Index for the Chinese steel sector was at 50.1 in February 2023, up 3.5 from 46.6 in January. In February, the production index for the Chinese steel sector stood at 51.1, up 0.9 MoM, the new order index stood at 48.9, up 5.0 MoM, signaling that demand from downstream users continued to improve, though it was still below 50.0. Moreover, in February, the index of raw material purchase prices stood at 64.7, lower 1.9 MoM, while above 60 percent for the second consecutive months, indicating that raw material prices have been at relatively high levels. At the same time, in February, the index of inventories of finished steel stood at 56.0, 3.2 points higher than in January, continuing to move up for the sixth consecutive months. As the weather gets warmer, conditions at construction sites will get better, which will exert a positive impact on the demand for finished steel. Steelmakers will be more willing to produce, while the two government sessions to be held in Beijing in March will restrict production of steel, which will bolster steel prices to some extent. Furthermore, raw material prices will move at relatively high levels amid good expectations towards the rising output of steel, which will provide solid support for steel prices. It is thought that steel prices in the Chinese domestic market will move up slightly

    France Sizes One More Villa of MMK’s Mr Rashnikov

    The French justice system has obtained the first criminal seizure of € 23M luxurious mansion in Saint-Jean-Cap-Ferrat in southeastern France suspected of belonging to Russian oligarch Mr. Viktor Rashnikov in October 2022 at the request of the magistrates of the National Jurisdiction in Charge of the Fight Against Organized Crime of the Paris prosecutor's office, reports Lemonde

    Three properties officially linked to Mr. Rashnikov had already been administratively frozen on the French Riviera and in Paris since he was placed under sanctions on 15 March 2022. However, this villa in Saint-Jean-Cap Ferrat had passed under the radar, since it was not declared to the tax authorities as being his property and belonged to a Swiss company, itself owned by a Panamanian structure.

    France's financial intelligence unit TRACFIN was notified of the sale of the villa, which occurred shortly after the Russian invasion of Ukraine. The service attached to the French ministry of finance realized that, behind the complex financial arrangements, the villa belonged to a Russian citizen suspected of being Mr. Rashnikov's front man and that the new owner was also Russian. TRACFIN immediately blocked the money from the sale at the notary's office € 17M after the deduction for duties and taxes before taking the matter to court.

    The villa and the proceeds of the sale are now in the hands of the Ministry of Justice's Agency for the Management and Recovery of Seized and Confiscated Assets. In case of conviction by a court, they could be permanently confiscated by the government.

    Born in 1948, Mr. Viktor Filippovich Rashnikov is the majority owner of Magnitogorsk Iron & Steel Works. In 1974, Mr. Rashnikov earned a bachelor's degree in metal forming process at the Magnitogorsk Institute of Mining & Metallurgy. Mr Rashnikov first began his career with the Magnitogorsk Iron & Steel Works in the company's repair shop as a fitter in 1967. Since then, up through 1991, Mr. Rashnikov advanced through a number of management positions at MMK, including that of Head of Production and Products Supply. In 1991, he was made Chief Engineer and First Deputy General Director for the firm. In 1997, Viktor Rashnikov succeeded in rising to the role of General Director at MMK, before finally becoming in 2005 its chairman of the board. He was sanctioned by the EU and UK in March 2022.     Mr. Kevin Dempsey, President & CEO of the American Iron & Steel Institute, lauding members of the Congressional Steel Caucus who sent a letter to US President Joe Biden in support of preserving tariffs on imports of foreign steel, expressed pleasure that so many members of US Congress have championed the American steel industry and workers by supporting the preservation of the existing steel tariffs.

    We appreciate that the members of the Steel Caucus continue to recognize that the new investments American steelmakers are making, and our global leadership in clean steel production, would be at risk if the existing Section 232 program does not remain in place, stressed Mr. Dempsey.

    A bipartisan group of 37 members of US Congress, led by Steel Caucus Chairman and Vice-Chairman, Reps. Rick Crawford (R-AR) and Frank J. Mrvan (D-IN), respectively, have sent a compelling letter to President Biden emphasizing the national security implications of unfairly traded imports and global steel overcapacity have had on US industry and that the steel tariffs have significantly reduced foreign steel imports.

    Boycott Forces Pakistani Steel Mills to Cut Rebar Prices by 20%

    The 20 days boycott of purchasing steel products by the Association of Builders & Developers of Pakistan has brought positive results as steel manufacturers have brought down the price of rebars to PKR 271,000 ($ 960) from PKR 345,000 ($1220) per tonne, reports media in Pakistan. According to Association of Builders & Developers, Pakistan’s steel manufacturers had formed a cartel to get maximum profit by increasing prices, despite the low prices of raw materials in the international market.

    Association of Builders & Developers has also demanded of the government to abolish regulatory duty and additional regulatory duty to support the construction industry and the economy of Pakistan.

    The construction industry employs up to 25 million people, and to save their livelihoods and strengthen the economy the government should reduce the regulatory duty and additional regulatory duty on steel, as well as taxes on other materials, demanded Association of Builders & Developers.

    Befesa Opens Steel Dust Recycling Factory in Changge in China

    Befesa, an industry leader in steel dust recycling and aluminium salt slags recycling steel dust recycling factory, has recently been put a plant in operation in Changge City in central China's Henan Province, reports Xinhua.

    After the project is put into operation, 110,000 metric tons of steelmaking dust can be recovered every year, from which 40,000 metric tons of zinc oxide can be extracted, with an annual output value of about $ 58M.

    The Changge factory, set up with a total investment of $ 50M, is the 23rd factory owned by Befesa.

    Philippines Pampanga Town Bans Induction Furnaces

    An ordinance legislating the modernization of smelting metal scraps, including a ban on induction furnaces, for the manufacture of rebars, was passed the San Simon government’s Pampanga Provincial Board’s Committee on Environment & Disaster Resilience in Philippines, reports The Inquirer. The ordinance seeks to minimize pollution to protect the health and environment of the people.

    The committee found no legal issues since the Department of Environment & Natural Resources representatives confirmed there was no existing policy against IF and that nothing prohibits local governments from banning IF.

    The Board of Investments in 2019 rejected the application of Philippine Sanjia Steel to put up an PHP 800M steel plant due to DENR’s policy against IF with defective or substandard air pollution control technology

    According to the minutes of earlier municipal hearing, Melters Steel, Real Steel & Wan Chiong Steel reported using IF in smelting scrap metals. The two others, Altima Empire Steel & SKK Steel, use electric arc furnaces. The five companies produce an average of 3,000 metric tons of steel bars daily.

    UK Imposes AD Duty on HPF Rebar Imports from China

    The British Government has agreed with UK’s Trade Remedies Authority’s recommendation to extend anti-dumping measures on imports of High Fatigue Performance Steel Concrete Reinforcement Bars from China. The anti-dumping measures will be maintained at their current levels for 5 years from 30 July 2021.

    Following publication of the TRA’s interim findings in this case, it considered additional submissions from case parties and import data which had become available since the publication of the Statement of Essential Facts. These indicated that falling levels of imports of HFP Rebar from Russia and Belarus were being compensated for by rising imports from other countries. In addition, the TRA expected demand from the UK construction industry to grow less rapidly than previously expected. Taking this additional data into account, the TRA recommended to the Secretary of State to extend the measures on HFP Rebar imports.

    HFP Rebar, also known as reinforcement steel and reinforcing steel, is typically used in the construction industry to reinforce concrete and masonry structures to strengthen and hold the concrete in tension. The predominant use of HFP Rebar is in construction, which employs an estimated 1.4-2.2M employees and is worth over £ 108B to the UK economy.
