    Arcelor levert staal voor haven Shetlands

    LUXEMBURG (AFN) - ArcelorMittal heeft 3200 ton hoogwaardig staal geleverd voor de ontwikkeling van een nieuwe kade bij de haven van Lerwick op de Shetland-eilanden. Dat liet 's werelds grootste staalconcern maandag weten.

    De Holmsqarth Quay moet meer diepte in de haven en extra ruimte bieden voor vissers en schepen voor de olie-industrie. Het staal is afkomstig van een fabriek in Luxemburg.

    Construction of steel and petrochemical projects in the port city of Chabahar in Iran

    Iran daily reported that construction of two major industrial plants, a petrochemical complex and a steel plant, began on the coastal region in southeast Iran on last Thursday. The major projects got underway d in a ceremony attended by Defense Minister Brigadier General Hossein Dehqan and Minister of Industries, Mines and Trade Mohammad Reza Nematzadeh,

    The industrial units are located in the port city of Chabahar, in the southeastern province of Sistan-Baluchestan, which has an extensive coastline with the Sea of Oman.

    The steel plant is to have an annual output capacity of 3.2 million tons of sponge iron, iron pellets, steel wires and hot roll steel.

    The other project involves a complex of 20 projects for producing petrochemical products such as methanol, ammonia urea, ethylene and propylene.

    Pasabandar, also known as the coasts of Makran, is located in Iran's southeastern region on the Oman Sea.

    Oari based steel mill owner ordered to defuse bombs in scrap in Malaysia

    The Malaysian Star last week reported that the owner of a steel mill in Prai where 300 live bombs were reportedly found among its scrap metal has been ordered to defuse the explosives. Penang police chief Comm Datuk Wira Abdul Rahim Hanafi said the mill had until Sunday to do so.

    Speaking to reporters after the swearing-in of volunteer reserves at the Penang police headquarters, he, however, did not reveal the number of live bombs that were found but said that they weighed four tonnes.

    Comm Abdul Rahim said the defusing of the bombs would be carried out by professionals hired by the mill owner, adding that the entire process would be supervised by police.

    He also urged the owners of scrap metal companies to report to police should they come across suspicious or dangerous items.

    It was earlier reported that hundreds of bombs, including 300 live bombs, had been found among scrap metal delivered to the mill. A deliveryman had said that the mill often got its supply of scrap metal from foreign countries by ship and that many old and disused bombs were found among the supplies.

    Saalzgitter recently announced that after eleven and a half years of service, Blast Furnace B at Salzgitter Flachstahl GmbH has ended its second campaign life and will be relined and thoroughly modernized starting at the end of August 2015. Blast Furnace B was constructed in 1993 and has produced 21 million metric tons of pig iron since its last relining in 2004.

    Austria interested to invest in Iranian steel and transport projects

    Tehran Times last week reported that Austria is interested to invest in some key fields of industry in Iran, such as transport and steel industries. Iranian Finance and Economic Affairs Minister Mr Ali Tayyebnia saidthis on the sidelines of a meeting with Austrian Economy Minister Reinhold Mitterlehner in Tehran on last Tuesday

    Mr Tayyebnia put the current volume of trade between Iran and Austria at approximately USD 300 million, adding that in talks with his Austrian counterpart, they looked into ways to raise the bilateral trade to USD 1 billion. The Iranian minister further stated that there have been positive political ties between the two countries, not to dismiss Austria’s record of industrial cooperation with Iran.

    He added “Already we have proposed plans to the Austrian side, some of which have been accepted after being studied by them”, Tayyebnia continued to say. Our colleagues are negotiating with Austrian teams to see how they can put the plans into operation and some agreements have been achieved.”

    The Austrian economy minister, for his part, said that Iran and Austria bilateral relationships are at a formally optimal level.

    Wtrf.com on weekend reported that ArcelorMittal in Weirton, WV has walked away from negotiations with the United Steel Workers Union.

    Union Representatives say ArcelorMittal is making unfair demands when it comes to things such as pay, sickness and accident benefits, and transfer rights.

    ArcelorMittal Weirton is a premier tin plate operation located on the northern panhandle of West Virginia along the Ohio River in the city of Weirton.

    Union asks court to halt US Steel plans to move production out of Canada

    The Globe and Mail last week reported that the union representing workers at United States Steel Canada Inc will ask the Ontario Superior Court to block a plan by the company’s parent company to shift production of some its highest value added steel out of Canada.

    The plan to shift production of automotive steel from mills in Hamilton and Nanticoke, Ont, to US mills has infuriated the United Steelworkers, which represents about 1,500 workers at the two mills and is fighting to maintain jobs and save pensions at the Canadian unit.

    Union’s lawyer Ken Rosenberg said in a letter Thursday to Justice Herman Wilton-Siegel, the Ontario Superior Court judge who is overseeing the restructuring of the Canadian unit said “The USW believes this ‘move’ by USS is designed by USS to have a devastating impact on the revenue earnings and cash flow of Hamilton Works and Lake Erie Works at a critical and vulnerable time.”

    He said “The urgency of this matter supersedes all others before this court regarding USSC.”

    Mr Rosenberg said that the union will be seeking “injunctive relief” to halt the US Steel move.

    The actions by the company and countermoves by the union escalate a battle that has been building as US Steel Canada approaches the end of its first year of restructuring under the Companies’ Creditors Arrangement Act.

    Chinese crude steel production in August dips by 3.5% YoY

    As per the latest numbers from China's National Bureau of Statistics, China's crude steel production reached 66.94 million tonnes in August 2015 down by 3.5% YoY. The cumulative output of crude steel in eight months was 543.02 million tonnes down by 2% YoY

    Apparent consumption of crude steel came to 57.71 million tonnes in August 2015, down 7.8 percent compared to the corresponding period a year earlier; that of steel products aggregated 85.78 million tonnes, down 2.2 percent.

    Daido Steel facing police probe on steel slag management practices

    Bloomberg reported that Japanese specialty steel maker Daido Steel Co said its headquarters in Nagoya was searched by police investigating a possible breach of waste management laws.

    Daido, which supplies the auto and electronics industries, said police in Gunma prefecture, northwest of Tokyo, lodged a criminal complaint against the company related to its management of steel slag, a byproduct of steel making.

    Police have searched Daido’s Gunma plant and another facility owned by a unit in the central prefecture of Aichi, the company said in a statement to the Tokyo Stock Exchange.

    Daido is cooperating with the investigation, the statement said. Shares closed down 6 percent at 408 yen, their lowest level since December.

    Hyundai Steel bets big on ultra high tensile strength auto grade steel

    Nikkei reported that specialty automotive steel and nonferrous metals are at the heart Hyundai Steel's recently unveiled strategy for doubling sales within 10 years. The company is stepping up its ultra-high tensile strength steel and nonferrous metals businesses.

    The South Korean steelmaker is gearing up to mass-produce its recently developed 1,500 megapascal high tensile strength steel for use in automobile bodies, while in nonferrous metals, it aims to bolster its zinc and aluminum businesses. Having merged with group company Hyundai Hysco, a cold-rolled steel maker, in July, Hyundai Steel aims to double consolidated sales from their current level to 31 trillion won (about $26.3 billion) by 2025.

    The new program calls for consolidated sales to surge 55% from the 2014 level to 26 trillion won by 2020, with specialty steel products accounting for 1.5 trillion won. The company also aims to generate sales of 2.5 trillion won from expanded overseas manufacturing operations, 1 trillion won from its business of producing lighter automobile bodies, and 1.5 trillion won from new products and expanded market share.

    Steel products for automotive use will play an especially large role. The company's specialty steel division has 60 components under development, including engine crankshafts, gears and shafts for transmissions and constant-velocity joints for chassis. Of these, 14 items are ready for manufacture. The company aims to start trial production late this year and commercial production in February 2016.

    Abroad, Hyundai intends to raising production in countries such as China and Mexico to better supply Hyundai Motor and Kia Motors, its group companies. It also aims to increase its output and sales of cold-rolled steel sheet.

    The company already produces 1,000-megapascal high tensile strength steel, which allows for lighter automobile bodies. Hyundai Motor requested the steelmaker to turn out a 1,500-megapascal variety to improve safety in the case of collisions and further reduce vehicle weight.

    Al Jazeera Steel CEO Mr Bhaskar Dutta apologises and resigns

    Times of Oman reported that apologising for a controversial statement made to a magazine, Mr Bhaskar Dutta, CEO, Al Jazeera Steel Products has submitted his resignation for which he is awaiting acceptance.

    Sending out a personal apology to all Omani nationals, Mr Dutta said, “I would like to express my regret and deep sorrow to all workers in Sultanate of Oman, the private sector, Al Jazeera Steel Board and Al Jazeera Steel workers for the recent statement which unintentionally hurt the sentiments of the workers serving in the industry. I am confident that all workers in the Sultanate of Oman will accept this apology. I have submitted my resignation to the board of directors and I am awaiting their acceptance.”
    Mr Dutta urged “colleagues in other companies to put their trust in the Omani workers, and spare no efforts to develop them or else this will affect negatively the development process in private sector”.

    He expressed his gratitude to all Omanis and expatriates who supported him over the last seven years to be able to work in Oman and support the growth of Al Jazeera Steel. Mr Dutta said, “I appreciate the help from my Omani neighbours and expatriates. I once again would like to go on record that I had not wanted the statement to hurt the feelings of local and I am extremely sorry for the same. I wish this wonderful country and the locals to prosper and grow on their own merit and the Omanisation should be a great success for the future.

    SAIL plans to raise capacity to 50 million tonnes by 2025-26

    The Hindu reported that Steel Authority of India Limited is planning to scale up production of hot metal to 50 million tonnes by 2025-26. This will place the company amongst the top global steel producers in the world. The capacities of crude steel and saleable steel have been planned at 48 million tonnes and 46 million tonnes respectively. The hot metal capacity is expected to reach a level of 23.5 million tonnes by the end of 2015-16.

    In a letter to shareholders, Mr Rakesh Singh, Secretary, Ministry of Steel and Chairman and MD (Additional Charge), SAIL said, the company had recorded its highest ever hot metal production of 15.413 million tonnes in 2014-15 registering a growth of 6.9 per cent over the previous financial year. Production of crude steel, at 13,909 million tonnes, showed an improvement of 2.5 per cent

    Mr Rakesh Singh said “With regard to raw materials, the existing requirement of iron ore was being met from captive mines in full. Also the capacities of iron mines were being expanded and new iron ore mines were being developed for ensuring regular supplies of iron ore post ongoing modernisation and expansion programme.”

    The company has stated in its annual report for 2014-15 that it would develop a strong presence in value added products arena and the increase in capacities of mines would take care of higher iron ore needs in line with increased production.

    Update on Ms Ginahart’s Roy Hill iron ore mega project in Australia

    Business Review reported that the long awaited Roy Hill project in the Pilbara region of Western Australia is finally coming to fruition. Representing the next era in iron ore mining, the $10 billion project is expected to unlock a treasure trove of iron ore, 55 million tons per year, through an integrated mine, rail and port operation, while providing significant economic and social benefits in the process. The Roy Hill operation is scheduled to load its first shipment of iron ore for export later this year.

    The goal for Roy Hill is to develop a vertically integrated pit-to-port business strategy utilizing a mine, rail and port system to efficiently mine, transport and export iron ore.

    Roy Hill’s independently owned and operated railway is a 344km standard gauge, single line, heavy haul railway built to transport 55 million tons of iron ore from the Roy Hill Mine to the dedicated Port stockyard facility, in the Boodarie Industrial Estate south of Port Hedland.

    Roy Hill CEO Mr Barry Fitzgerald said “Five ore trains per day will operate from the Roy Hill Mine, each consisting of two diesel electric locomotives hauling 232 ore cars with a total payload of 31,132 tons of ore. Due to the undulating nature of the terrain to the north of the mine, for the first 30 kilometres of the journey to Port Hedland, each train will initially be assisted by rear located, manned banker locomotives.”

    The train system will include a wide array of state-of-the-art technology, including a communications-based automatic train protection system that will provide improved safety for all track related activities and increased operational efficiencies. He said “The adoption of this full vehicle tracking communication based technology is the first of its kind to be used in Australia and will set new benchmarks for iron ore railways in the Pilbara.”

    After transportation via rail, Roy Hill will then export shipments through its world-class iron ore port facility at Port Hedland. The facility is capable of receiving, stockpiling, screening and exporting 55 million tons of iron ore, including the capacity to store more than 2.3 million tons.

    Safeguard duty to likely raise steel prices by 7-8% - BofA-ML

    The Directorate General (DG) of Safeguards has recommended a 20% safeguard duty on import of hot-rolled flat products of non-alloy and other alloy steel in coils of a width of 600mm or more'' for 200 days. The duty has come on the back of; around a 20% decline in hot rolled coil (HRC) domestic prices; increased steel imports from China, Russia, and Ukraine as well as from free-trade-agreement (FTA) countries and significant profitability and market-share declines at Indian steel producers.

    Safeguard duty to provide temporary relief to steelmakers - India Ratings

    Economic Times reported that India Ratings and Research said the proposed 20% safeguard duty by the Indian government on imported steel to be a welcome relief for the domestic steel sector, which is struggling due to cheap imports from China and countries with which India has free trade agreements.

    With the proposed safeguard duty the rating agency expects that the landed price of hot rolled coil steel imported from China would become more expensive than domestic steel prices by INR 2000 per tonne, a stark comparison to the present situation, wherein imported hot rolled coil steel is cheaper by Rs. 2000 per tonne to domestic prices.
    It said “This will also provide headroom to domestic steel producers to increase their prices and volumes, provided Chinese players do not reduce their prices further. Capacity utilization could also improve as dependence on import reduces.”

    The rating agency also expects higher capacity utilisation would result in better fixed cost absorption and increase the earnings before interest, tax, depreciation, amortisation per tonne for integrated steel producers.

    However, safeguard duty would benefit only in the short-term as it is likely to be applicable for only 200 days

    Gerdau Steel India eyes double sales

    Mydigitalfc.com reported that with a rise in demand for special steel in the country, Gerdau Steel India, a special steel maker for automobile sector and fully owned subsidiary of $ Brazil’s multinational steel maker Gerdau is targeting to increase its sale nearly double than last year

    Mr Sridhar Krishnamoorthy, managing director at Gerdau Steel India told Financial Chronicle “The market is looping up in the country. The demand for our steel is rising from across the auto sector, and we will be able to sell 2 lakh tonne this calendar year.”

    The company had sold 1.05 tonnes of special steel last calendar year

    Gerdau, which entered India through a joint venture with SJK Steel in 2006, bought it over in 2013. It then made only pig iron and billet.

    Mr Krishnamoorthy said “Since then, we have invested a total of INR 2,700 crore in the factory at Tadipatri in Ananthpur in Andra Pradesh, in setting up the state-of-the-art production facility. The plant consisting of iron and steel making facilities, has the installed capacity to produce 300,000 tonne of special steel per annum.”

    Mr Krishnamoorthy said as the market is looking up, we will be able to break even and start making profit in 2016.

    Brazil starts AD probe on imports of Chinese seamless steel tubing

    Brazil’s foreign trade secretariat, Secex, announced Monday it will start anti-dumping investigations on the imports of carbon steel seamless tubing from China, following a request from tubes producer Vallourec.

    According to Secex, which published its decision at the nation’s Diario Oficial da Uniao, Brazil’s official gazette, it found sufficient evidence of dumping practices in the export of carbon steel seamless tubing from China.

    Secex said the average price of the product in the US market, which was presented by Vallourec as a reference in the case, was $2,085.06/mt, while the Chinese export price was $1,013.97/mt.

    The period of investigation is from April 2014 to March 2015.

    Steel rebar futures at SHFE dips on demand worries in China

    Reuters reported that Shanghai steel futures dropped 1 percent on Monday on worries over lean seasonal demand. The most traded rebar for January delivery on the Shanghai Futures Exchange was down 1 percent at CNY 1,937 a tonne by 0254 GMT, after touching a low of CNY 1,928

    Chinese spot steel prices slipped over the weekend, traders said, indicating slack demand at a time when consumption of the building material typically picks up along with construction activity after the summer hiatus. A trader said “I still believe there will be some increase in demand this month and October. I just don't know how strong demand will be and if it will be enough to support prices.”

    Billet sold in China's key Tangshan area dropped 10 yuan to 1,750 yuan per tonne over the weekend
