   Octocaster Mould Improves MIDA QLP Minimills at Egyptian Steel

   The Danieli-patented Octocaster mould has further improved productivity and reduced operational costs of Danieli endless casting rolling process at the two twin MIDA QLP mini mills of Egyptian Steel in Beni Suef IIC and Al Ain Al Sokhna NPSS in Egypt, which have been producing rebar at high-performance levels since their startup in 2016 and 2017, respectively.
   
   After an initial very quick learning and fine tuning, during these years the two sites scored impressive results, including
   
   36 heats per day or 900 heats per month
   
   1813 tonne sper day on a single-strand caster
   
   60 heats in a 47-hour sequence
   
   14.79 km of single endless cast and rolled billet.
   
   The octagonal-section mould applied to a 165-mm square casting section has been recently installed and has been operating at speeds up to 8 m/min. Final target of 9 meters per minute will be achieved in the next month’s thanks to the installation of upgraded mill gearboxes and motors to sustain Octocaster operations 90 tonnes per hour productivity. Consistent savings in rolling mill electrical energy have been immediately achieved, with a major reduction in maintenance costs thanks to the extremely simple and reliable Octocaster configuration. Octocaster allowed Egyptian Steel to improve its record billet length, which now is 16.62 km.

   Liberty Liege to Restart Mills at Flemalle & Tilleur in Belgium

   Liberty Steel's subsidiary Liberty Liege has stated that it has received the funding required to carry out the first step of the transformation plan for its Flemalle and Tilleur plants in Belgium from Liberty Steel Group and the plants are expected to be restarted by mid-February. Reports quoted Liberty Steel GREENSTEEL EMEA CEO Mr Toker Ozcan as saying that “Now we have the initial funding in place, we are able to restructure and ramp up the business as soon as possible. We continue to encourage the regional government to support the delivery of this plan. With the continuing rise in energy prices in Europe, with their impact on cheap imports, we also need the continued commitment of the unions to support the transformation of Liberty Liege, which will make the business more productive and more competitive.”
   
   The transformation plan, which is expected to be well advanced by the spring, includes the Liberty Liege tinning line at Tilleur developing a new business model, which will see it build partnerships with major customers to manufacture specialist packaging for their products, and the G5 galvanization line at Flemalle being used to generate short-term profits.
   
   Liberty Steel requested and obtained to be placed under judicial reorganization procedure in May 2021. This status was granted by the company court of Liège to protect the steelmaker from his creditors. The purpose of this status was to give the management time to allow it to set up a rescue plan for the Liège and Luxembourg sites associated with it. At the end of November 2021, Liberty Steel in Liège avoided bankruptcy by submitting a financial restructuring proposal to the Belgian courts with the support of Sogepa, the investment fund of the Walloon Region, and Liberty Steel Galati, which was to provide fresh investment. This proposal was accepted by the court, to the great relief of the 690 workers, even though 90 jobs would be lost in the operation. But a month later, Liberty Steel abandoned the recovery plan. In December last year, the company announced its intention to restart the facilities, both located in Liège, Belgium, without giving a deadline.

   EC Extends AD Duty on Grain-Oriented Electrical Steel CRGO

   The European Commission extended for 5 years the current anti-dumping duties on imports of grain-oriented flat rolled products of silicon-electrical steel from the China, Russia, USA, Japan and South Korea. The Commission’s investigation confirmed that, if the current anti-dumping measures were to lapse, the result would be a significant increase of imports from the countries concerned at dumped prices that would be harmful to the Union production of GOES. The measures will continue to take the form of a minimum import price, above which imports will take place freely thus without any AD duties. Only if the import prices are below this level will the Commission impose anti-dumping duties, set at the difference between the import price and the minimum import price, up to a maximum ranging between 21.5% and 39% of the import price.
   
   The value of the EU’s market of GOES is around EUR 410 million per year. These measures will thus continue to ensure a level playing field for EU GOES producers while providing stable supply on the import side of high quality GOES, needed in particular for the production of premium quality transformers, generators and motors.
   
   GOES are high-end steel products and key for the production of premium quality transformers, generators and motors needed for the maintenance and expansion of the EU’s electrical grid, including in the production of wind energy.

   Recovery in December Cuts Dip in China Crude Steel Output in 2021

   China's National Bureau of Statistics data showed that Chinese crude steel production recovered in December 2021 to 86.19 million tonne, up 24% MoM from more than 3 year low production of 69.3 million tonnes in November 2021 but still down 6% YoY. As a result, China's crude steel output totaled 1.033 billion tonnes in 2021 down 3.0% YoY. The decrease was the first since 2016 and was mainly due to the government’s attempts to control pollution and its measures affecting major mills since the middle of 2021.
   
   NBS data also showed that China's hot metal & finished steel outputs totaled 868.57 million tonne & 1.337 billion tonnes, down 4.3% & up 0.6% YoY respectively.

   BHP to Convert to Autonomous Haulage at South Flank Mine

   BHP will convert its haul trucks fleet at South Flank iron ore mine for autonomous operations. The transition of the entire fleet will start in June 2022 and is planned to be finished by September 2023. By September 2023, the entire fleet of 41 Komatsu 930e haul trucks at South Flank will have been converted for autonomous operation, along with about 180 other pieces of equipment that support mining operations including excavators, dozers, front-end loaders, water trucks and site vehicles.
   
   The introduction of autonomous haulage is expected to deliver far-reaching safety, production and equipment utilisation and reliability benefits, and new skills and opportunities for the mining and maintenance teams.
   
   South Flank, which has an annual capacity of 80 million tonnes of iron ore, started operations in May 2021.

   Rains Causes Overflow at Vallourec Mine Dike in Brazil

   Heavy rainfall caused a dike to overflow at a Brazil iron ore mine owned by French steel pipe maker Vallourec, cutting off a major federal highway. Nobody was injured and there was no risk of flooding of communities near the Pau Branco mine near Nova Lima, in the mineral-rich state of Minas Gerais in southeastern Brazil. The BR-40 highway, a major transport route that links Rio de Janeiro and Belo Horizonte, was blocked in both directions. The operations of the mine have been suspended and the company's teams are discussing with the authorities about a "rapid restart
   
   The Minas Gerais state legislative assembly, a body of state policymakers, the Federal Police, which carries out investigations, the Civil Police and FEAM, which is part of a state environmental regulator, analyzed whether Vallourec Brazil missed any licenses to perform its activities and imposed EUR 45 million fines.
   
   Heavy rainfall has fallen in the area and in other regions of Brazil in recent days. In the northeastern state of Bahia, at least 20 people died in severe flooding.

   Ferrexpo’s Reports Slight Increase in Iron Ore Output in 2021

   Swiss-headquartered miner Ferrexpo, whose main interests are in Ukrainian iron ore assets, has announced its production results for the fourth quarter and full year of 2021. In the fourth quarter last year, the company's iron ore production decreased by two percent year on year and was up by 17 percent compared to the previous quarter to 3.10 million tonnes. In particular, the company's output of pellets totaled 3.06 million tonnes, increasing by 18 percent quarter on quarter and down by one percent year on year, reflecting the resumption of all four pelletizer lines following upgrade work in previous quarters. Ferrexpo’s output of pellets from iron ore with 65 percent Fe content totaled 2.96 million tonnes, up one percent year on year and up 23 percent compared to the third quarter.
   
   In 2021, the company’s iron ore production increased by 0.5 percent year on year to 11.45 million tonnes, while its pellet production remained stable at 11.22 million tonnes. In the given period, Ferrexpo’s output of pellets from iron ore with 65 percent Fe content totaled 10.79 million tonnes, up 0.1 percent year on year. Ferrexpo stated that the proportion of direct reduction 67 percent Fe pellets increased to four percent of its total pellet production in 2021, compared to three percent in 2020.

   Rechter moet kijken naar Tata Steel: ’Uitstoot drastisch omlaag of sluiten’

   AMSTERDAM - Tata Steel is op drie fronten juridisch zwaar onder vuur komen te liggen. De in milieuzaken succesvol gebleken belangengroep MOB eist sluiting van de staalfabriek, omdat de stikstofuitstoot de vergunningsnormen te boven zou gaan. Tata-directeur Hans van den Berg erkent dat het bedrijf ’te laat’ is begonnen met verbeteringen.
   
   De provincie heeft volgens milieuorganisatie MOB aan het grootste staalbedrijf van Nederland ten onrechte een zogeheten natuurvergunning gegeven. Een verplichte ’passende beoordeling’ van alle effecten op de beschermde natuurgebieden in de wijde omtrek ontbrak daar, stelt zij in een brief aan het college van Gedeputeerde Staten van Noord-Holland neergelegd.
   
   „Als de provincie deze vergunning intrekt, betekent dat eigenlijk sluiting van de fabrieken”, erkent de MOB-zegsman. „Tata stoot enorm veel uit. En zowel voor zijn CO2-uitstoot als voor stikstofverbindingen is Tata Steel met afstand de grootste vervuiler van Nederland.”
   
   BEKIJK OOK:
   Tata Steel is vergunning oven kwijt door onduidelijkheid risico's
   
   MOB kreeg met twee milieuorganisaties in 2019 via de Raad van State en het Europese Hof al het overheidspakket voor stikstofregels PAS van tafel. De uitspraken van rechters legden overal vergunningverlening stil.
   
   Stilgelegd
   Zo blokkeerde de uitspraak van de Raad van State de uitbreiding van wegen en bouwprojecten. Als remedie om de stikstofuitstoot te drukken, voerde de regering verlaging van de maximumsnelheid op autowegen in.
   
   Wijst de provincie het verzoek van MOB af, dan moet zij het bewijs leveren dat er betere manieren zijn om de uitstoot op die natuur te verminderen. Volgens de groep is dat zo goed als onmogelijk. „Tata levert aan stikstofoxiden en ammoniak nu rond 37 keer meer dan de belasting die 3600 boeren uit onze lopende PAS-rechtszaken sámen op dit gebied leggen”, meent MOB.
   
   Tata en de provincie reageren niet op de nieuwste juridische klacht. Noord-Holland zegt de aanvraag te bestuderen.
   
   BEKIJK OOK:
   Staalreus IJmuiden ingeperkt: ’Tata hoeft niet dicht, als het onze gezondheid maar niet schaadt’
   
   Begin december vernietigde de rechter na een beroep van de milieugroep de vergunning van de provincie Noord-Brabant voor de Amercentrale van RWE in Geertruidenberg, ook vanwege de stikstofuitstoot.
   
   Drie fronten
   De stikstofeis bij de provincie Noord-Holland dient MOB in voor het verschijnen van een nieuw RIVM-rapport over de herkomst van de stikstof komende vrijdag. „Dat rapport zal het intrekken van de vergunning mogelijk gaan ondersteunen”, aldus MOB-voorzitter Johan Vollenbroek.
   
   Tata Steel Nederland, in oktober 2021 van de Britse Tata Steel-tak (British Steel) afgesplitst, wordt hiermee nu via drie rechtsdisciplines aangevallen. Via strafrecht, het civiel- en bestuursrecht wordt het bedrijf met 9000 werknemers onder druk gezet zijn uitstoot drastisch te verminderen.

   Snellere overgang van Tata Steel op waterstof, scepsis bij wetenschap
   
   Advocaat Bénédicte Ficq deed voorjaar 2021 namens 1250 mensen en organisaties uit de omgeving aangifte bij het Openbaar Ministerie om Tata Steel als verdachte aan te merken en te vervolgen wegens ’criminele luchtverontreiniging’ waardoor gevaar voor de gezondheid ontstaat.
   
   Ondernemer Jan de Jong wil met zijn stichting Schapenduinen Tata Steel via het civiele recht, met ook aansprakelijkheidsstelling van bestuurders in Nederland en bij het moederbedrijf in India, dwingen de uitstoot drastisch te verminderen.
   
   "Tata doet onvoldoende om dit gezondheidsgevaar te beperken"
   „Tata Steel, en vooral de leiding, weet al lang dat de uitstoot een direct gevaar is voor de gezondheid van mens en dier in de omgeving. En doet onvoldoende om dit gezondheidsgevaar te beperken”, zegt advocaat Ficq. Zij deed in 2016 namens longpatiënten en veel andere partijen, waaronder ziekenhuizen, aangifte van onder andere’ zware mishandeling’ tegen vier grote sigarettenfabrikanten.
   
   BEKIJK OOK:
   ’Bestuurder bij milieudelict privé makkelijker te vervolgen’
   
   „Tata heeft een zorgplicht jegens de omwonenden om hen niet ziek te laten worden van de troep die de fabriek uitstoot”, stelt Ficq.
   
   Het OM kijkt naar de haalbaarheid en wenselijkheid van vervolging via het strafrecht. „Daar zullen onvermijdelijk ook allerlei politiek ingestoken afwegingen in zitten. Het OM zal hierover overleg hebben met de hoogste bazen, en zal wellicht ook het falen van de provincie erbij betrekken” zegt zij.
   
   Leidinggevenden
   „De mensen die ik vertegenwoordig doen aangifte tegen Tata Steel en tegen feitelijk leidinggevenden”, vervolgt Ficq. „Mijn achterban vindt het moeilijk te verteren dat een grote vervuiler telkens carte blanche krijgt van overheden. Zíj zouden dit soort bedrijven begrenzingen moeten opleggen en voorzorgsmaatregelen moeten afdwingen om te voorkomen dat een dergelijke fabriek mensen die in de buurt wonen ziek maakt.”

   Een probleem is onder meer het uitstellen van investeringen, stelt zij. „Als je zo’n extreem vervuilende fabriek runt, zwaar onvoldoende investeert om schoon te produceren, weet dat hierdoor vervuiling en gezondheidsschade toeneemt en dit vervolgens accepteert dan is dat strafbaar.”
   
   Vollenbroek en Ficq trekken niet officieel samen op, maar willen wel hetzelfde. „Ook wij willen bescherming van de natuur. Maar ons gaat het om een oordeel van de strafrechter over ziekmakende criminele vervuiling gepleegd door Tata”, zegt Ficq. „Sluiting hoeft van velen niet, wel het schaden van de gezondheid dient wel direct te stoppen. Mijn cliënten hebben kinderen, omwonenden maken zich echt grote zorgen.”
   
   Gaat het OM over tot vervolging van het bedrijf, dan is die procedure meteen een ’rem’ op andere industrieën, zo blikt zij vooruit. „Vooral voor leidinggevenden.”
   
   Beloftes
   Tata Steel zegt groener te gaan produceren, niet met steenkool maar gebaseerd op energie uit waterstof van windenergie. „Maar dat zegt Tata al jaren. Beloftes die tot nu tot niets substantieels hebben geleid en die steeds als pleister op de door Tata veroorzaakte wonden wordt gepresenteerd.”
   
   BEKIJK OOK:
   ’Bij Tata is maken van ’groene’ staal met waterstof binnen 10 jaar haalbaar’
   
   Die ervaring steekt ook voorzitter Vollenbroek van MOB, oud-milieuadviseur voor Royal Haskoning. „Al in 2007 stelde Tata Steel naar waterstof over te gaan. Wij hadden een zaak voorbereid, maar moesten geduld hebben. Dat leek ons redelijk, zo’n fabriek bouwen is best complex. Maar in IJmuiden gebeurde vervolgens niets”, zo verklaart hij de juridische stap.
   
   „,Na veertien jaar is ons geduld op. We vragen niet het onmogelijke”, aldus de woordvoerder. „Sluiting hoeft niet. Wel reductie van de NOX- of stikstofverbindingen met 80, 90%. Maar dat zal lastig zijn. Wat dan meespeelt is het verouderde productieproces, dat niet of maar heel beperkt voldoet aan de Europese eisen.”
   
   ’Geduimd’
   Tata Steel Nederland, dat volgens het moederbedrijf in India niet langer te koop staat na de niet doorgezette overname door het Zweedse SSAB, heeft aangegeven zijn productie al drastisch groener te maken. Het zegt te investeren in nieuwe productie en ingrepen uit te voeren voor de drastische vermindering van de uitstoot.
   
   BEKIJK OOK:
   Directeur Tata Steel: te laat begonnen met schoner produceren
   
   Directeur Hans van den Berg erkende dit weekend dat het concern ’te laat’ is begonnen. Maar Tata’s stappenplan zou verbeteringen tijdig kunnen helpen doorvoeren, stelde hij tegen RTV Noord-Holland. Vanaf 2030 mag geen bedrijf staal meer maken op basis van steenkool.
   
   Het is vreselijk jammer dat Tata in Nederland niet kon samengaan met de Zweden van SSAB. Die produceren veel groener, het model van de toekomst. Daar hadden we hard voor geduimd, dan had Tata een goede toekomst gehad”, zegt Vollenbroek. „Maar laten we eerlijk zijn, met het voortbestaan met de verouderde productie op dat terrein, gebrek aan investeringen en het wegsluizen van winst naar India, is het onwaarschijnlijk dat het zijn stikstofuitstoot binnen de norm kan gaan brengen.”
   
   Financiële handdruk
   Sluiting is zonder ingrepen economisch het beste, stelt hij. „Dit is hét moment. Doorgaan op de huidige weg, dat gaat fout. Er is overal werk te krijgen. Komt Tata Steel Group in India niet met investeringen, sluit het bedrijf, en geef dan de werknemers een fatsoenlijke financiële handdruk en omscholingskansen. Voortbestaan als modern staalbedrijf is wishful thinking nu het moederbedrijf niet wil investeren.”
   
   Volgens Bénédicte Ficq heeft Tata Steel ’geen enkel contact’ gezocht sinds haar aangifte in het voorjaar 2021 aan het OM om tot een strafrechtelijke vervolging over te gaan. Op 26 januari vergadert de Tweede Kamer over de uitstoot van Tata Steel, de recente Roland Berger-studie naar de waterstofroute als belangrijkste alternatief, en het RIVM-rapport.

    US Steel Production Capacity Utilization Climbs Further in Week 02

    American Iron & Steel Institute reported that in the week ending on January 15, 2022, US domestic raw steel production was 1,833,000 net tons while the capability utilization rate was 83.2%. Production was 1,736,000 net tons in the week ending January 15, 2021 while the capability utilization then was 76.6%. The current week production represents a 5.6% increase from the same period in the previous year. Production for the week ending January 15, 2022 is up 1.1% from the previous week ending January 8, 2022 when production was 1,813,000 net tons and the rate of capability utilization was 82.3%.

    Leading US metals service center Olympic Steel Inc announced the promotion of Mr David J Gea to the role of President Carbon Flat Rolled. Mr Gea will provide strategic leadership for the safe, profitable and sustainable growth of Olympic Steel’s carbon flat rolled business segment, which represents approximately 50% of the Company’s revenue mix.     Polish coking coal miner Jastrzebska Spólka Weglowa has signed an agreement with Czech steel producer Moravia Steel from Trinec for the supply of coking coal to meet the production needs of Trinecké železárny. The contract was concluded on 17 January 2022 for 7 years starting from January 2022 to December 202 and its estimated value is PLN 2.6 billion.

    FIMI Seeks Abolition of 30% Duty on Iron Ore Export from Karnataka

    The Federation of Indian Mineral Industries in a communication to the Ministry of Mines has sought withdrawal of 30% export duty on iron ore with 58% or more iron content iron ore exports from Karnataka. FIMI pointed out that Karnataka is the only iron ore-bearing state in the country from which exports is not permitted. FIMI said “The ban on exports imposed by order of the Supreme Court ten years ago has become redundant in view of changes in ground conditions and the market. The industry could bring iron ore into Karnataka from any other state, even imports, while large amounts of ore mined within the state remain unsold and no overseas sales are permitted either.”
    
    FIMI said “Abolition of export duty on iron ore having more than 58% iron content will help in liquidating to a large extent of the huge stockpile of iron ore at mine-heads which will result in enhanced foreign exchange earnings besides more production of iron ore in the country.”
    
    There is no export duty on iron ore up to 58% iron content. The government abolished duty on such grade in the steel-making raw material in the Budget for 2016-17. Export duty on ore above 58% iron content has been on the continuous rise. From nil duty in FY09, it went up to 5% in FY10 and then to 20% in March 2011 and finally to 30% in December 2011.
    
    Production of iron ore in Karnataka is around 43 million tonnes and demand is about 37 million tonnes per year.

    EVRAZ Orders Quality Control System for Rails at ZSMK to Primetals

    Russian steel maker EVRAZ’s West Siberian Metallurgical Plant EVRAZ ZSMK has awarded a contract to Primetals Technologies for an integrated quality control system for its steel mill and rolling mill in Novokuznetsk in Russia in October 2021. The solution Through-Process Optimization will improve the quality of rail manufacturing. Production data are stored centrally, continuously and in a structured way. Immediately after installation of the solution, experts from Primetals Technologies will perform data-driven correlation analyses. The project will take 16 months to implement and will be monitored by a steering committee comprising the management of EVRAZ ZSMK and Primetals Technologies in Austria. The contract also includes a multi-year service contract.
    
    Among other functions, the implemented TPO system will encompass statistical process control and digital assistance functions for defining improvement measures. Semi finished products will be inspected after each production step according to defined quality criteria and will only be released for the next stage if these criteria are met.
    
    At its steel mill in Novokuznetsk, Russia, EVRAZ ZSMK operates a production line for rails in lengths of up to 100 meters. Because the quality requirements for rail manufacturing are particularly high, multiple inspections of the, semi finished, long steel products have to be performed along the entire production line. For example, the quality is inspected using non-destructive methods such as ultrasonic measurements.

    Brazilian steel association lABr announced that Brazilian crude steel production in December 2021 fell 11.4% YoY to 2.6 million tonnes while domestic steel sales dropped 24.7% YoY to 1.4 million tonnes as apparent steel consumption in was 1.7 million tonnes down 17.3% YoY. Brazilian steel exports in December totaled 1.3 million tonnes u 74.9% YoY, while steel imports reached 309,000 tonnes up 49.9% YoY
    
    For the full 2021, Brazilian crude steel output totaled 36 million tonnes up 14.7% YoY while domestic steel sales grew by 15% YoY to 22.4 million tonnes as apparent steel consumption was 26.4 million tonnes up 23.2% YoY. Brazilian steel imports in the full-year of 2021 totaled 5 million tonnes up 144.1% YoY while steel exports totaled 11 million tonnes up 3.9% YoY.

    Severstal Supplies Large-Diameter Pipes to Canadian Distributor

    Russian steel maker Severstal has shipped 1,500 tonnes of large diameter pipe to Canada for the first time for one of the leading pipe manufacturers and distributors in North America. For the first time large-diameter pipes were produced according to the double standard Canadian CSA Z245.1 and American API 5L. The pipes also meet NACE MR 0103 and NACE MR 0175 specifications and are manufactured to traditional Canadian market requirements.
    
    LDP with a diameter of 508 to 1066.8 mm with a wall thickness of 12.7 to 19.05 mm are made of X42M / GR 290-II + Gr B and X70M / GR 483-II + GR 448-II steel at the Izhora Pipe Plant located at a production site in the Kolpinsky district of St Petersburg. For the production of pipes, Severstal uses its own rolled metal, which is produced by the mill 5000 of the company's sheet-rolling shop, located on the same industrial site with the ITZ. The pipes are covered with a protective epoxy coating, which keeps them from corrosion during transportation.

    Danieli to Build New Heating Furnaces at MMK’s Magnitogorsk Plant

    Russian steel maker Magnitogorsk Iron and Steel Works and DANIELI CENTRO COMBUSTION SPA have signed a contract for the construction of four heating furnaces for MMK's 2000 hot rolling mill. The project will be implemented in stages over five years and the total contract value will exceed 100 million euros. Under the contract, Danieli will supply the main process equipment and supervise the installation of new heating furnaces, which will replace the four heating furnaces currently in operation at Plate Mill No 10. The first of four furnaces will be commissioned in 2023, and the fourth in 2026. The capacity of each unit will be 465 tons per hour. The furnaces will use burners of a new generation, which will significantly reduce emissions of nitrogen oxides into the atmosphere.
    
    Danieli Centro Combustion technical solutions will significantly improve the quality of metal heating, increase the reliability of equipment, and reduce fuel consumption. Energy saving will be up to 15%. In addition, yield will be increased by using the most advanced flameless burners, advanced process control HMI and heat optimization model.
