Voestalpine to Produce Greentec Steel in Linz & Donawitz by 2027

    Strategic Research Institute
    Published on :
    13 Jun, 2022, 6:19 am

Austrian steel maker Voestalpine is committed to the global climate goals and greentec steel is the Group’s ambitious step-by-step plan for green steel production. Voestalpine’s mission is carbon neutral steel production using green hydrogen by 2050, for which the Group is already undertaking intensive research into promising breakthrough technologies.

In an important intermediate step toward carbon neutral steel production, Voestalpine is planning an incremental switch from the coal-based blast furnace route to electric arc furnace technology at the Group’s steel facilities in Linz and Donawitz as early as 2027. This conversion alone would allow carbon emissions from steel production to be significantly reduced by around 30% from 2027.

In March 2022, the Supervisory Board of Voestalpine AG approved the initial implementation steps for the technological transformation. A decision by the Supervisory Board as to final approval of the investments required for the two electric arc furnaces will be taken next year, in turn making it possible to begin construction in 2024.

Mr Biden Promises to Review Tariffs on Brazil Steel Slabs - Report

    Strategic Research Institute
    Published on :
    13 Jun, 2022, 6:28 am

Reuters, citing Brazilian government sources, reported that US President Mr Joe Biden has promised Brazilian President Mr Jair Bolsonaro that the United States will reconsider tariffs levied on Brazilian steel as they met last week. The report quoted a source as saying that “President Biden said he had no details on the issue right now, but would check in and the matter would be taken up with the technical teams of the two countries as soon as possible.”

Another source said “We have had signs that this issue must be addressed. The truth is that the one who is benefiting from this tariff now is Russia. The expectation is that this will be resolved quickly.”

The subject was discussed during the private meeting between the two presidents last week on the sidelines in Summit of the Americas in Los Angeles, where only the Brazilian Chancellor Mr Carlos Franca and US Secretary of State Mr Antony Blinken were also in attendance.

The quotas for Brazilian steel imports were created in 2018 during Donald Trump's administration and establish that Brazil has the right to export part of the product without import taxes, but the Brazilian government wants a return to the previous policy, under which there were no taxes.

At current values, Brazil is entitled to export a quota of 3.5 million tonnes of steel without the tariff and Brazil currently exports quantities close to the current quota to the United States, impeding the expansion of Brazilian business.

    Steel Exports

    Steel Imports

    Section 232

    Jair Bolsonaro

US have established a tax-free quota of 3.5 million tonnes per year of Brazilian steel but during the first four months of 2022, the volume has already reached 2.32 million tonnes. The reasoning behind the Brazilian demand is that Brazilian slab producer’s import coking coal from the US, and while increasing slab imports from Brazil, the importers in the US will be less dependent on Russian slab.

In 2021, Brazil exported 5.57 million tonnes of slabs to the US

As president, Mr Trump adopted several protectionist measures to contain imports, on the grounds that he intended to preserve US jobs. Mr Biden, who has been in office for a year and a half, still has many of those measures in place. However, after the pandemic and the War in Ukraine, the United States started talking about near-shoring, a move to bring industries and production chains spread across the planet closer, in a move that can benefit Latin America. The US government hopes that, in addition to improving the region’s economy, it will also help to discourage the migration of Latin Americans to the US.

POSCO to Halt Pohang Steel Plant as Trucker Strike Continues

    Strategic Research Institute
    Published on :
    13 Jun, 2022, 6:35 am

Reuters reported that South Korean steelmaker POSCO will halt some of its plants in the country due to a lack of space to store finished products, which have not been shipped due to a strike by truckers who are demanding higher pay as fuel prices surge. POSCO spokesperson said “Some production at our Pohang steel plants is set for suspension and we are not yet certain how long this suspension will last. The halt will take effect from Monday.”

The decision came as the government and the Cargo Truckers Solidarity Union were holding the fourth round of meetings to find a compromise and end the strike, which began on 7 June.

South Korean Ministry of Land, Infrastructure & Transport said that about 7,200 members or about 30% of the Cargo Truckers Solidarity union are on strike. A transport ministry official said there had been drops in shipments of some products including steel and cement, but the country was not yet seeing a significant disruption in logistics and the government is meeting with relevant industry officials to prevent such a situation. However, union officials said the number of participating members was much higher and they were joined by non-union truckers.

The truckers, regarded as self-employed contractors, are seeking pay increases and a pledge that an emergency measure guaranteeing freight rates, which was introduced amid the COVID-19 pandemic and is due to expire in December, will be extended. Cargo truckers are calling on the government to increase the number of recipients of the Safe Trucking Freight Rates System, which ensures minimum rates of pay and safer working conditions for truck drivers. They also want it to apply to a wider range of trucks, not just container trucks and cement trucks. The strike has presented new South Korean President Mr Yoon Suk-yeol with one of his first big economic challenges.

POSCO follows automaker Hyundai Motor in cutting production lines as the strike by thousands of truckers disrupted cargo transport at the country’s industrial hubs and major ports.

Handelsblatt reported that in the collective bargaining dispute in the North West German iron and steel industry, German steel workers union IG Metall wants to increase the pressure on employers by expanding warning strikes. After the third round of negotiations on Friday evening remained unsuccessful, the collective bargaining commission decided on warning strikes in 11 cities for Monday, including Bremen, Georgsmarienhütte, Salzgitter and Duisburg. With the warning strikes, the union wants to emphasize its demands before the fourth round of negotiations on Tuesday. IG Metall North-Rhine Westphalia’s Head & Chief Negotiator Mr Knut Giesler told media “The steel industry is making a lot of money right now. Employees want their fair share of that.”

The employers submitted a new offer on Friday. It provides for a wage increase of 4.7% over a period of 21 months. IG Metall has demanded 8.2%for a term of 12 months. German Steel Employers' Association has asked IG Metall to go with reality-based solutions.

According to IG Metall, around 16,000 employees in 50 companies have taken part in warning strikes since 1 June 2022.

German Industriegewerkschaft Metall is the dominant metalworkers' union in Germany, making it the country's largest union as well as Europe's largest industrial union. IG Metall mainly represents employees at major steel makers, such as ThyssenKrupp, Salzgitter AG & ArcelorMittal. Strikes are rare in Germany, where companies and unions strive for consensus whenever possible.

    Published on :
    13 Jun, 2022, 6:40 am

Indian Steel Association has sought the government's immediate intervention to check coking coal price, which has grown three fold to around USD 450 a tonne. ISA Tweeted that coking coal accounts for 40-45% of steel production costs today. The Govt. should look into the coal indexes and their methodology, which is the basis for imported coking coal prices, so that they represent the true market situation. Indian Steel Association’s Executive Director & General Secretary Mr Alok Sahay told PTI “The government through bilateral talks or through a competition watchdog can look into the coal indexes, its methodology, which is the basis for imported coking coal prices so that they represent the true market situation.”

Mr Sahay explained “The price of coking coal used to be in the range of USD 120-130 per tonne around a year back. In March 2022, coking coal prices had peaked at about USD 670 per tonne. At the current price range, the cost of coking coal alone in steel making is around INR 28,000-30,000 per tonne, which works to about 40-45% of the production cost. Besides, there are other input materials like iron ore, ferroalloys, logistics, fuel costs and other fixed costs. When crude oil prices go up, prices of petrol and diesel also go up, impacting the entire supply chain. Similarly, steel prices also rise in line with increasing coking coal rates.”

India meets 85% or more of its coking coal requirement through imports, mainly from Australia. Two established indices are from Platts & Argus/IHS McCloskey. All Australian coking coal producers including global coking coal giant BHP’s BHP BMA is among the main supplier and wants steel mills worldwide to transact with Platts coking coal index by applying average price for month of laycan. Some of the Indian customers have a combination of Platts and Argus/Mccloskey indices

The index based pricing mechanism was first proposed by BHP to its customers and gradually the entire market started following as it was adopted through mutual agreement between producers and buyers. The index is supposed to factor in the market dynamics based on actual transactions.

Indigenous Leader Mr Case Wants Transparency from Algoma Steel

Sault Online reported that the Métis Nation Region 4 council member Mr Mitch Case learned of the oil spill in their traditional waters last week, not from Algoma Steel, but from the media. He said “Our community was made aware of the spill by local media and were provided some information by Algoma Public Health later in the day. We still have no information about what actually occurred. We understand that sometimes accidents happen, but it is, in our view, unacceptable for Algoma Steel, or any industry operating in our community to withhold information about the cause, the scope, the remediation plan, accountability plans etc. It appears Algoma Steel needs a course in Indigenous Relations, Section 35 Constitutional Rights and corporate social responsibility.”

Mr Case told Sault Online “In the absence of any communication from Algoma Steel, as the elected representative of this rights bearing Métis Community, I will be reaching out to Algoma Steel and requesting a meeting in order to ensure that Algoma Steel better understands their responsibilities and their obligations for operating in our traditional territory.

Mr Case added “In the short term, we have citizens who currently cannot drink their water. This is immediate. The longer term effects are yet unknown, but could affect the long term health of the river and lake. It could affect the health of the fish and it will definitely affect the confidence of our citizens to eat fish from that area, this limits our collective ability to exercise the hard fought rights we won at the Supreme Court of Canada 19 years ago in R. v Powley.”

Mr Case also said “This spill highlights for us the need for protecting the river, and the lakes that it connects. The Huron-Superior Regional Métis Community is engaged in multiple initiatives engaged in protecting the water, including our water quality monitoring program throughout the watershed. This spill and industry’s inability or unwillingness to be open and transparent about the situation highlights our concerns around the lack of accountability from industry and a lack of respect for the environment and for Métis rights. Further development in our community will meet significant opposition if major changes aren’t made.”

Latin American Steel Industry Facing Climate Change Challenges

    Strategic Research Institute
    Published on :
    14 Jun, 2022, 7:07 am

Latin American Steel Association Alacero has presented the position paper “How the Latin American Steel Industry is facing Climate Change”. In this document, Alacero analyzes the current profile of the steel sector in the world and Latin America, reveals the position of the region on sustainable development, and presents the steel industry's mid and long-term plans. The paper also includes the main principles and actions required for the proposed global goals to be achieved and thus halt climate change. Alacero’s Executive Director Mr Alejandro Wagner said “Currently, 80% of greenhouse gases come from carbon dioxide emissions in the atmosphere, and between 7% and 9% of this total originates from the global steel industry. Although Latin America does not exceed 2.8% of the emissions of the industry, our region will be one of the most affected in the world by climate change. Therefore, I consider it important to emphasize that the steel produced at Latin America is one of the most sustainable on the planet because its production process is cleaner and emits fewer greenhouse gases into the atmosphere than most other continents. In addition, it is the only material that can be 100% recycled unlimitedly. In tons, steel recycling is greater than the sum of all the paper and plastics recycled worldwide.”

Mr Wagner said “In addition, the steel industry has a material efficiency level near 98%. This means that only approximately 2% of the products that originate from the manufacturing process are not used. Such characteristics put steel in a place of advantage over other materials and represent an opportunity to position our industry as an economic sector that can really face the challenge of climate change and achieve a truly circular economy.”

Mr Wagner concludes “The position paper seeks to raise awareness and speed up discussions about the relevance of using steel in the path of multiple nations towards a sustainable future. We are convinced that we can achieve a low-carbon steel sector by 2050 if we work together with governments, stakeholders, partners, employees, and the supply chain. For this, a common approach of public policies, tools, and programs is fundamental.”

The latest report from the UN Intergovernmental Panel on Climate Change AR6 has warned that environmental sustainability is at an inflection point and that an unprecedented climate change is already being observed.

Outokumpu’s Kemi Mine to Reach Carbon Neutrality by 2025

    14 Jun, 2022, 7:10 am

Global stainless steel giant Outokumpu has established a roadmap to achieve carbon neutrality at its Kemi chrome mine by 2025. The roadmap includes several initiatives that will decrease the mine’s emissions towards zero. Carbon neutrality of the Kemi Mine is an important step in achieving Outokumpu’s ambitious science-based climate targets. The three main factors to reach carbon neutrality at the Kemi Mine are the utilization of carbon free electricity, using biofuels in transportation and machinery as well as replacing natural gas and propane gas with biogas in heating. Mining machinery electrification will also be extended to reduce the need for fuels.

Outokumpu’s Kemi Mine is the only mine in the EU to produce chrome which is an essential raw material in stainless steel production. Chrome from the Kemi Mine is transported to Outokumpu’s nearby ferrochrome plant in Tornio. The environmental impacts of the underground Kemi Mine are very limited due to the concentration process based on gravity separation without chemicals.

Outokumpu announced its updated climate targets in December 2021. The targets have been approved by the Science Based Targets initiative and are aligned with keeping global warming below 1.5 degree Celsius.

British Steel has been given planning approval for a GBP 26 million upgrade to its Special Profiles business. The plans for a new service centre at Skinningrove, which include cut-to-length lines, product milling, machining and warehousing operations, have been approved by Redcar and Cleveland Borough Council. British Steel will now press ahead with the development, enabling it to make and process an extended range of value-added profiles for the forklift industry. It will enable It will enable us to manufacture world-class products to the tightest of tolerances. British Steel hopes to start building works later this year with commissioning expected to start in August 2023

British Steel’s Special Profiles business makes components for a wide range of sectors including the forklift and earthmoving industries. Its plans for the new service centre, which will sit at the heart of the company’s Skinningrove site, were designed by north-East based lead architects Building Design Northern.

The new Skinningrove facility is designed to replace the services currently offered at the company’s site in Darlington, which stores and cuts profiles to customer requirements. The company revealed in August 2021 that it intends to offer all employees currently based at Darlington new roles to retain and support its skilled workforce.

This latest scheme builds on previous investments, including the installation of a GBP 2 million world-leading surface descaling system, a high-tech product processing centre and a unique robotic identification tracking control for each profile manufactured at the Skinningrove mill. Last month, the Special Profiles business announced it has commissioned a GBP 1 million state-of-the art laser measurement system. It provides millions of dimensional readings on every bar rolled, ensuring products are made to world-leading dimensional tolerances.

Ferrosilva Aims to Start Green DRI Output in Sweden by 2030

Sweden’s Royal Institute of Technology at Stockholm KTH’s Independent Adviser Mr Peter Samuelsson has indicated that based Ferrosilva’s new direct-reduced iron project in Sweden is expected to start fossil-free production in 2029-2030. The company will use biomass to generate synthetic reduction gas, which will substitute natural gas used in DRI making. The module will have an annual capacity of 500,000 tonnes of fossil-free steel per annum. The first phase of the Ferrosilva project is now beginning with a feasibility study on the production of high-quality fossil-free iron raw material with biogenic reduction gas.

The Swedish Energy Agency, has granted the project FerroSilva part-financing of a feasibility study within the framework of Industriklivet. The study will clarify the possibilities of solving the Swedish special steel industry's need for high-quality iron raw material through the production of DRI with a reduction gas of biogenic origin. The work runs during the period April 2021 to September 2022.

Furthermore, the Swedish Energy Agency assesses that the project has the potential to solve the possible deficit of high-quality scrap that can be caused by shutdowns of blast furnaces and the transition to scrap-based production. A possible replacement for scrap is sponge iron made from iron ore. By producing fossil-free manufactured sponge iron, the needs of the Swedish steel industry are expected to be covered in the future as well."

Behind the project is a consortium consisting of Ovako, Sandvik Materials Technology, Uddeholm, Sveaskog and Lantmannen. The applicant is MMM Advice, which is managing the project together with Kobolde & Partners.
