    India’s government renewables push to power up equipment makers

    Economic Times reported that the government's recent and upcoming auctions of renewable energy projects may provide a boost to the stocks of Ujaas Energy, Suzlon Energy and PTC India, which are engaged in green energy production and financing.

    Suzlon and PTC India are expected to be the beneficiaries of the government's 1000 MW wind power auctions last month. The power generated will be supplied to states that do not have adequate wind resources.

    According to analysts, bid wins will provide more revenue visibility and capacity expansion opportunities in the coming quarters for these companies. In terms of magnitude, 1000 MW of electricity can power 10 lakh homes and represents a business opportunity for more than Rs 5,000 crore.

    Analysts said that on Wednesday, shares of Suzlon ended 1.41% lower while PTC India fell 1.30% and Ujaas Energy ended 1% down. Suzlon, a wind turbine supplier, could bag an order for 250 MW from Sembcorp which was one of the winners in the auction.

    Mr Deepak Agrawala, analyst at Elara Securities, said that “The potential exposure to new, non-windy markets for Suzlon is a positive. It could provide a new source of order inflows in the coming years. The technological developments on wind turbine generators and potential exit from corporate debt restructuring are still to play out, so the stock has suf ficient room for upside.”

    Analysts said that the company's valuation at 16.2 times its 2017 earnings also look attractive.

    Analysts said that the government has set a target of 12-15 GW expansion in solar energy projects by the end of this year and execution of 3 GW of these are set to take place in the next two months. Ujaas Energy will benefit from these auctions as the company is looking to bid for orders above 50 MW. The company's current order book stands at 50 MW.

    Ankit Soni of Karvy Broking, said that “If the company even manages to win a 50 MW project, its execution doubles from the current level and the stock could see a considerable rise. Considering the potential project wins in the coming quarters and those being completed by the company presently, the stock and valuations are still not expensive.“

    The brokerage has a target price of Rs 63 on the stock. The promoters of the company diluted their stake to raise capital last month which had led to a fall in stock price. In the past month, it fell 23%.

    Another beneficiary of the renewable energy push will be PTC India. The company has been assigned to the trading entity for wind power projects auctioned by the government.

    Agrawala of Elara, said that “PTC India has a new revenue line in the form of trade in renewable energy between Q4FY18 and 19 as the execution time given to bidders is 18 months."

    Himachal Pradesh plans to tap potential of wind energy

    Times of India reported that known for its vast hydro power potential, Himachal Pradesh government is now exploring the possibility of promoting non-conventional wind energy in a big way.

    As far as 12 sites have been identified in the state and the first project with a capacity to generate 0.5 MW power is being set up at Rangrik village of Lahaul-Spiti district.

    To a question put up by Kasumpti MLA of Congress Anirudh Singh who had sought to know about the steps being taken to promote wind energy projects, MPP and power minister Sujan Singh Pathania informed the state assembly on Wednesday that the state government has identified 12 sites for monitoring the wind intensity at different locations in Kullu, Chamba, Kinnaur, Lahaul-Spiti, Kangra and Shimla districts.

    In the written reply, the minister said National Institute of Wind Energy (NIWE), Chennai, has been informed about these sites in order to set up wind monitoring stations so that the potential of wind can be assessed and projects could be installed accordingly.

    Of the 12 identified sites, six sites are located in tribal districts. Moorang, Kalpa and Pooh have been identified in Kinnaur district; Kaza, Keylong and Lingti at Lahaul-Spiti district; Chamba has two sites at Bharmaur and Dalhousie; Kullu district has two sites at Dalash and Chunagai (Arsu). Kangra has one site at Dharamshala and Shimla at Chopal.

    The minister said presently one hybrid (2.00 MW solar + 0.5 MW wind energy) project has been proposed to be set up at Rangrik in Kaza sub-division of Lahaul-Spiti district at an estimated cost of Rs 30.72 crore by Himachal Pradesh State Electricity Board Limited (HPSEBL) in joint venture with Solar Energy Corporation of India (SECI).

    India adds record wind power capacity of 5,400 MW in 2016-17

    According to official data, India added a record wind power capacity of 5,400 MW in 2016-17, much more than the target of 4,000 MW it had set itself for the year. The ministry of new and renewable energy said the previous best was 3,423 MW in 2015-16, and before that 3,197 MW in 2011-12. Of the new capacity, around 3,026 MW was added in March 2017 alone. With this, the country’s total wind capacity stands at around 32,177 MW.

    India’s renewable energy programme has accelerated rapidly in the past three years, starting with successful auctions of solar energy projects, which led to a sharp fall in tariffs. In the fiscal year that ended last week, the government has also launched several initiatives for the wind energy sector. These include introduction of bidding, steps to encourage wind-solar hybrid plants and new guidelines for the development of wind energy.

    Only nine states in the country have winds strong enough to generate power. Of these, Andhra Pradesh added the maximum capacity of 2,190 MW, or over 40% of the total capacity added.

    It was followed by Gujarat with 1,275 MW and Karnataka with 882 MW. In addition, Madhya Pradesh added 357 MW, Rajasthan 288 MW, Tamil Nadu 262 MW, Maharashtra 118 MW, Telangana 23 MW and Kerala 8 MW. Last year, Madhya Pradesh had added the maximum capacity of 1,291MW, followed by Rajasthan, Gujarat and Andhra Pradesh.

    The wind energy sector saw a number of fresh initiatives in 2016-17, especially the holding of the first wind auction, which brought the wind tariff down to Rs 3.46 per kwH. Until then, the tariff, set by state power regulators, had varied between Rs 4 and Rs 6 per kwH in different states.

    THDC India commissions 63MW wind power project in Gujarat

    PTI reported that state-run THDC India (THDCIL) has commissioned its second wind power project having capacity of 63 MW in Devbhumi Dwarka district in Gujarat. The second wind power project of 63 MW capacity was commissioned in Devbhumi Dwarka on March 31, 2017.

    THDCIL said that "The 63 MW wind power project awarded to Suzlon Energy Ltd on November 28, 2016 with scheduled commissioning period of 4 months was actually implemented and commissioned in a record period of 3 months after obtaining developer permission and transfer permission from Gujarat government in December 2016."

    According to the statement, in this wind project each Wind Turbine Generator (WTG) is of 2.1 MW capacity hybrid model with WTG height of 120 metres.

    With the commissioning of this project, the THDCIL has become entitled to receive generation based incentive (GBI) of Rs 63 crore from the Centre.

    It added that it is a landmark achievement for THDCIL, whose installed generation capacity has now increased to 1,513 MW.

    NTPC commissions 2MW first wind power project in Gujarat

    India’s largest power company NTPC Ltd has commissioned its first wind turbine of 2 Megwatt at Rojmal wind power project in Gujarat having a total capacity of 50 MW. The power company is already present in power generation from coal, gas, hydro and solar.

    Suzlon Group bags 50.4MW order in Karnataka

    Wind turbine manufacturer Suzlon Group said that it has bagged an order of 50.4 MW to supply 24 units of its S111 turbines of 120 meters from a power producer for its project in Karnataka.

    Suzlon Group wins 100.8 MW project order from ReNew Power in MP

    Economic Times reported that wind energy company Suzlon Group has won a 100.8 Megwatt project order from ReNew Power Ventures for the latter’s Limbwas project in Madhya Pradesh.

    As part of the order, Suzlon will install 48 units of their S111 120m wind turbine generators with a capacity of 2.1 MW. The company provide will also provide a comprehensive range of services including operation and maintenance services and dedicated life-cycle asset management services for an initial period of 10 years.

    This turnkey project for Suzlon is scheduled to be completed by March 2018. The project has the potential to provide power to over 54,000 households and reduce 0.20 million tonnes of CO2 emissions per annum.

    Mr JP Chalasani, Group CEO Suzlon Group said that “The S111 120m wind turbine’s cost effective design and superior performance offers reduced levelised cost of energy (LCoE). The new turbine has garnered an enthusiastic response from customer segments across the board.”

    With this order, Suzlon’s portfolio with ReNew Power would exceed more than 600 MW spanning across the states of Gujarat, Rajasthan, Maharashtra, Madhya Pradesh and Andhra Pradesh.

    Power Auction - Government wind projects of 4,000 MW capacity in current fiscal

    A senior official said that the government plans to auction wind power projects of about 4 gigawatt (GW) capacity in tranches this year. Mr Ashvini Kumar, managing director, Solar Energy Corporation of India, said that "The first batch of such auction is being planned next month."

    The SECI is the nodal agency for holding the auctions this fiscal, part of government's plan to set up wind power capacity of 60 GW by 2022.

    Mr Kumar said that "There should be auction of 5-6 GW wind power capacity every year after this fiscal for meeting the target of 60 GW wind energy by 2022."

    The government has decided to go the bidding route as the first ever auction of wind power projects in February 2017 had seen power tariffs falling to all-time low of 3.46 per unit.

    Vestas to increase Ahmedabad plant's capacity to 600 MW in 2-3 years

    PTI reported that wind power solutions provider Vestas will ramp up its equipment manufacturing capacity at Ahmedabad plant to 600 megawatt (MW) in 2-3 years from existing 200 MW to get a bigger share of over 5,000 MW annual market in India.

    Mr Amar Variawa, Vestas Director, Marketing & Public Affairs, India & South East Asia, said that "We will increase our equipment manufacturing capacity from around 200 MW to 600 MW in next 2-3 years mainly due to encouraging policy initiatives by the government."

    Mr Variawa said he expects a lot of wind power generation capacity addition in the country especially after the recent drop in tariff to new low of Rs 3.46 per unit in an auction conducted by Solar Energy Corporation of India last fiscal.

    India had added around 5,400 MW of wind power generation capacity in the last fiscal. After the recent tariff based bidding of 1,000 MW wind power capacities, the government has planned to auction 4,000 MW capacities in the current fiscal.

    India has set a target of having around 60,000 MW of wind power capacity by 2022. At present, India's wind power generation capacity is around 28,000 MW. India needs to add 5000-6000 MW capacity each year in coming years to achieve the target.

    He said that "Vestas had provide wind power solutions of 100 MW capacities in the last fiscal. Since we have 200 MW of manufacturing capacity here in India, we would be able to sell whatever we produce in a year."

    India's wind power capacity crosses 32 GW mark - IWTMA

    Industry body Indian Wind Turbine Manufacturers Association (IWTMA) said that the wind power generation capacity in the country has crossed 32 GW mark. However, according to the Central Electricity Authority's (CEA) monthly report for March 2017, the installed wind power generation capacity is around 28.7 GW, lower than the ITWMA estimates.

    Mr Sarvesh Kumar, IWTMA Chairman said on the sidelines of Windergy India 2017 conference, that India's installed wind power generation capacity has crossed 32 GW so far and there should be at least 6 GW of capacity addition every year to meet the target of having 60 GW by 2022.

    Elaborating further, he said the latest data indicate that country's wind power generation capacity is over 32 GW after addition of 5.4 GW in last fiscal.

    On the veracity of the data, he replied that the latest estimates indicate that country has the installed wind power generation capacity of 32 GW.

    About the expected capacity addition this fiscal, he said,"We are going to do 6 GW in 2017-18. It is based on certain fundamental as the government alone will auction 4 GW of capacities during this fiscal".

    Mr Kumar said that "Apart from government auctions, there would be addition of wind power capacities by the industry and institutions."

    The government has decided to go through the bidding route as the first ever auction of wind power projects in February 2017, where power tariffs dropped to all-time low of Rs 3.46 per unit. Wind power capacity of 1 GW was auctioned by the Solar Energy Corporation of India in February.

    Globally, India is at the fourth position after China, the US and Germany, in terms of wind capacity installation.

    Rising wind power growth to be led by China over next 5 years - GWE

    The Global Wind Energy Council said that China will lead growth in global wind power capacity of almost 65 percent over the next five years, with other Asian countries also developing more renewable energy.

    The GWEC said that cumulative wind energy capacity was 487 gigawatts (GW) at the end of 2016, a 12.6 percent rise from the year before and should grow by almost 65 percent to 800 GW by the end of 2021.

    While China will continue to lead the global market, other countries such as India, which set a record for new wind installations last year in an effort to meet ambitious government targets, will also play a part.

    GWEC said that globally, wind power capacity installed in 2016 reached 54 GW, which should rise to 60 GW this year.

    Ministry of energy to develop 16 wind power projects in Indonesia

    Antara News reported that the Ministry of Energy and Mineral Resources is planning to develop the potential of wind power in 16 locations in Indonesia. The ministrys director general for new and renewable energy Rida Mulyana stated that the country has in fact high wind power potential due to which Indonesia is exploring cooperation with Denmark to develop it.

    According to Mr Mulyana, the cooperation has been established to set up the projects in Solo in Central Java and Jeneponto and Sidrap in South Sulawesi.

    Mr Mulyana said that "The capacity of those power plants is 75 megawatts and 70 megawatts. We expect that the Solo project will be realized in 2018, as (the cooperation) has been signed with Denmark."

    Indonesian Minister of Energy and Mineral Resources Ignasius Jonan has stated that developing the potential of each region, including harnessing wind power, would be more efficient than spending significant amount of funds to connect islands to supply energy.

    During a meeting with Minister of Development Cooperation of Denmark Ulla Tornes, Jonan also discussed the mapping of Indonesias wind power potential.

    According to Mr Jonan, Indonesia has about 800 inhabited islands that require supply of energy. Each of the islands may not be connected to the network, as it is not cost-effective, and significant amount of time will be needed to create a network.

    Mr Jonan also remarked that every region can generate energy without having to rely on the main network connection between the islands by developing the potential of wind power as a form of renewable energy.

    He said that "That is the challenge. If we can produce good-quality goods at a high cost, it is a common thing. However, if we can generate good-quality products at a low cost, it is a good invention, one of them being the wind power plant."

    Both ministers launched the mapping of wind power potential and energy studies describing the prospects of wind energy in Indonesia.

    Meanwhile, renewable energy is a partnership milestone between Indonesia and Denmark in fulfilling the nations target to achieve 23 percent of renewable energy of the total national energy consumption by 2025.

    Mr Piyush Goyal announces 1,000 MW wind energy auction scheme

    Economic Times reported that in a major step to enhance India's renewable energy capacity, power, coal, renewable energy and mines minister Piyush Goyal announced a scheme for auction of wind power projects of 1,000 MW capacity that will kick off soon. He sia d”A major decision we came up with is to install another 1,000 MW wind bidding by the end of the month.”

    The ministry said in a statement, the scheme is open for all obligated entities purchasing wind power for compliance of their non-solar Renewable Purchase Obligation (RPO). Solar Energy Corporation of India (SECI) will sign Power Purchase Agreements with selected wind developers and back-to-back Power Sale Agreements with buying utilities.

    Another provision of 10 per cent additional capacity for Central Public Sector Entities (CPSEs) has been kept under the scheme without participation in the bidding, however, they have to supply wind power at lowest discovered tariff through bidding process, the statement noted.

    Noida and Greater Noida to get wind power soon

    Times of India reported that Noida and Greater Noida will soon get a share of windmill energy generated in the state following an agreement signed by PVVNL and the central government in the presence of Union power minister Piyush Goyal. Under the agreement, Uttar Pradesh has been allocated 450 MW of windmill energy for 25 years at the rate of Rs 3.46 per unit through an agreement signed by Abhishek Prakash, MD, PVVNL. on behalf of UPPCL, at the energy ministers' meeting in New Delhi.

    While Noida stands to benefit from the agreement and will be given a share of the 450MW windmill energy, an additional 10MW windmill energy will be given to Greater Noida under the pact through Noida Power Company Limited (NPCL), which provides power to Greater Noida.

    Mr Rajiv Goyal, general manager operations, NPCL, said that "A power purchase agreement (PPA) of 1,000MW was signed on Thursday with Power Trading Corporation (PTC) for wind power plants to be commissioned by private developers at the rate of Rs 3.46 per unit fixed for 25 years. The rates were determined in bids called by Solar Energy Corporation of India (SECI), a Union government enterprise. Out of this, 450MW of wind power is allocated to UP."

    According to Mr Goyal, the wind power generated has been allocated to various states by the central government to fulfil targets of renewable energy procurement at rates lower than commercial power.

    Mr Mukul Singhal, superintending engineer, PVVNL Noida, said that "The agreement of 450MW windmill energy for UP for 25 years, which was signed at Piyush Goyal's conference attended by all states' energy ministers and power officials in New Delhi on Thursday is to be implemented with immediate effect."

    According to Mr Singhal, while Noida and Greater Noida residents are vocal about environment protection, "the said agreement of wind power generated in West/South India and transmitted to NCR region at lowest prices, would reduce coal-based generation in NCR states and as a result help provide clean air to the region," adding that the meeting also discussed means to improve supply to states, methods to rationalise tariffs and reduce problems for consumers as well as regulate line losses and thefts.”

    BRPL signs pact with PTC for procuring 100 MW power

    Economic Times reported that Reliance Infrastructure owned-BSES Rajdhani Power Limited has signed a Memorandum of Agreement with PTC India Ltd for procuring 100 Megawatt wind-power the supply of which will start in about 18 months from now. The power will be available for 25 years at Rs 3.46 per unit – the lowest wind power tariff in the country.

    BRPL Chief Executive Officer Amal Sinha said “In line with government’s push for the renewals, BRPL has taken the lead Delhi in championing the cause of wind power. This agreement will help BRPL fulfil its Renewable Purchase Obligations."

    The 1,000 MW wind power project would be set-up in Tamil Nadu and Gujarat by four bidders who have won the bids for the same. Of these, Mytrah, Sembcorp and Inox Wind would be setting-up projects in Tamil Nadu and Ostro Energy in Gujarat.

    This is the first time competitive bidding has been conducted for wind power in India. It was carried-out by SECI (Solar Energy Corporation of India). Till now, wind power has been supplied on a ‘regular fixed cost plus tariff’ basis.

    Suzlon Energy swings back to profit as posts INR 543 crore PAT

    Economic Times reported that wind turbine manufacturer and solar developer Suzlon Energy Ltd consolidated the turnaround it had shown in its December quarter by posting a profit after tax (PAT) of Rs 543 crore in 2016-17 against a loss of Rs 268 crore in 2015-16. In the March quarter, it had a profit of Rs 268 crore against a mere Rs 15 crore in the corresponding quarter a year ago.

    In the December 2016 quarter too, it had achieved a PAT of Rs 274.34 crore against a loss of Rs 121.84 crore in the same quarter the previous year.

    Kirti Vagadia, Group CFO, Suzlon, said that “We started 2016/17 with a clear focus on profitability which we have delivered by ramping up volumes and exercising better control over fixed costs.”

    Suzlon’s gross revenue in 2016-17 was Rs 12,693 crore against Rs 9,430 crore a year ago. Its revenue for the March quarter stood at Rs 4,993 crore compared to Rs 3,219 crore in the same quarter last year.

    Taking wind and solar together, the company recorded a volume growth of 49%, rising from 1,131 MW in 2015/16 to 1,682 MW in 2016/17 of which wind comprised 1,573 MW and solar 109 MW.

    It showed an EBITDA growth of 64% from Rs 1,343 crore last year to Rs 2,203 crore, the EBITDA margin rising from 14.2% to 17.4%. It has reduced its debt by Rs 341 crore (debt stands at Rs 9,920 crore) and net working capital by 8%.

    Vagadia said that “Despite achieving phenomenal growth in volumes and profitability, we have managed to reduce our net working capital, optimised our debt profile and continue to maintain strong liquidity position.”

    As India’s largest wind turbine maker, Suzlon’s market share has risen to 32% from 26% last year. This comes at a time the wind energy segment is going through a flux following the steep fall in tariffs in the wind auction held in February. A number of discoms have since shown reluctance to sign power purchase agreements at formerly agreed tariffs.

    Wind power has seen steady growth in India - Mr Rajeev Kapoor

    IANS reported that a top official said that obscured somewhat by developments in the solar space, wind energy in India has experienced steady development in the last 7-8 years as the government plans a major 'green corridor' project to transport surplus renewable energy to deficient states. Mr Rajeev Kapoor, New and Renewable Energy Secretary told BTVi channel that "In fact, wind has had a faster development.. one may call it steady development over the last 7-8 years. Many global leaders in the field have set up base in India."

    Mr Kapoor said that "Of course, wind generation is concentrated only in a few states like Rajasthan, Tamil Nadu, Karnataka and it is our aim to facilitate inter-state transfer of renewable energy to deficient states."

    However, these developments come at a time when solar tariffs being discovered through the bidding process have hit record low.

    He said that his ministry had last year held a successful tender for 1 gigawatt (GW) of wind power for inter-state sale.

    He added that "The next auction of 1 GW for inter-state sale is going to take place very soon."

    Mr Kapoor said that "One massive green corridor project is being planned to ensure that surplus renewable energy is transported to deficient states."

    In this connection, the official said the three main challenges in wind energy were forecasting, transmission and the competitive bidding framework for trade.

    He said that "The National Institute of Wind Energy (NIWE) has worked with Tamil Nadu government to develop a wind forecasting model to forecast on a day-in-advance and intra-day basis."

    He concluded that "This model has shown good results and the NIWE can forecast in upto 92 per cent of occasion."

    Wind capacity addition to depend upon discoms bidding plans - ICRA

    Economic Times quoted research and ratings agency ICRA as saying that the state power distribution utilities are expected to adopt the competitive bidding mechanism for awarding wind energy projects going forward and their plans will determine the pace of wind energy capacity addition. This comes in the backdrop of the significant decline in wind energy tariffs as observed in the bidding for the 1,000 MW wind scheme by Ministry of New & Renewable Energy in February 2017.

    Mr Girishkumar Kadam, Sector Head & Vice President, ICRA Ratings, said that “While the introduction of competitive bidding remains favourable for the discoms, the fresh capacity addition in the wind power segment in the near term could be affected during the transition period from a feed-in tariff mechanism to a competitive bid based mechanism. The same would also depend upon the bidding plans by discoms and award of projects through bidding route in timely manner.”

    The report said that the introduction of tariff-based competitive bidding in the wind energy sector has significantly improved the cost competitiveness of wind energy tariffs as compared to conventional energy sources, as reflected from the tariff of INR 3.46 per unit, through a reverse auction process by the Solar Energy Corporation of India Ltd for awarding 1,000 MW wind power projects.

    Mr Kadam said that ”Discoms in some of the key states have already stopped signing fresh power purchase agreements (PPAs) under the feed-in tariff mechanism and this would increase the risk profile of the wind independent power producers which are under construction and without PPAs.”

    The viability of such tariffs for the winning developers would be critically dependent upon the capital cost, availability of long tenure debt at cost competitive rates and the Plant Load Factory at the selected project location.

    The report added that as a result, the developers’ ability to identify sites with high wind resource potential, along with procuring equipment at a competitive cost, remains crucial to achieve the desired return metrics.

    Sub-Saharan Africa wind farm ready for launch

    Reuters reported that the biggest wind farm in sub-Saharan Africa is ready for launch but will remain idle until next year as Kenya's government has not yet installed the transmission lines needed to get the clean power to customers. Danish wind turbine maker Vestas Wind Systems installed 365 turbines at Lake Turkana in the hot desert north of the east African country in March, completing construction in less than a year and two months ahead of schedule.

    The project, which the government says will produce around 300 megawatts (MW) of power, is located in one of Africa's windiest places. Costing KES 70 billion, it is the country's largest single private investment and closely watched by investors looking for opportunities in African renewable energy. The wind farm had planned to begin producing power this month, but construction of the transmission line to the power grid, being built by state-run Kenya Transmission Company, has been delayed.

    Head of Vestas' Central European and sub-Saharan business Nils de Baar told Reuters in an interview at the Africa Energy Forum in Copenhagen "The challenge is now to get the wind farms connected to the grid and that is indeed a project which is not with us. The expectation is that it will happen in early 2018," he said, adding that the project is Vestas' largest-ever in terms of the number of wind turbines being installed.

    The 428 km powerline from Loiyangalani in northern Kenya to Suswa in the centre of the country was due to be completed by October last year, but demands for compensation from landowners along the route and other issues have delayed it.

    Karnataka discoms barred from buying more wind power for next 2 years

    Economic Times reported that thermal power plants are facing the heat from wind energy, prompting the regulator in Karnataka to order distribution companies to stop signing any power purchase agreement with wind electricity suppliers until further notice. In an April 25 letter to Rajneesh Goel, additional chief secretary with the energy department of Karnataka, the Karnataka Electricity Regulatory Commission, noted that the state has already signed enough PPAs with renewable energy developers to ensure it fulfils its renewable purchase obligation, not only for 2017-18, but also for the next two years.

    RPO is a minimum percentage of the total power drawn by a state, which must be taken from renewable energy sources. The letter noted that overall too, “Perhaps for the first time, the power availability (in the state) is far in excess of the requirement” and signing more PPAs for renewable energy, especially wind energy, would lead to having to refuse power from thermal sources “with which the distribution companies already have longterm PPAs, resulting in unavoidable payment of fixed charges to thermal stations resulting in consequential increase in tariff for consumers.”

    Karnataka had cumulative installed wind power capacity of 3,798.66 MW at the end of March 2017, of which 882 MW wasadded in 2016-17. Out of this, state discoms have contracted to procure 2,787.10 MW while the rest goes to third parties or captive consumers. The KERC letter said there had been “large-scale unplanned and unsustainable power procurement from renewable sources, especially from wind power projects, by state distribution companies, which would adversely affect their financial health and grid stability apart from increasing the burden on consumers”.

    It said that “There is no need in the future for procurement of power from renewable sources, especially fromwind power projects, whose tariff, unlike solar projects, has seen periodical upward revision. It alleged that discoms had “mechanically entered into PPAs with wind power projects.”

    In a subsequent discussion paper issued on May 17, KERC also suggested that all further PPAs with wind developers (if signed at all) should only be through competitive bidding. The first and only wind power auction for 1,000 MW, conducted by Solar Energy Corporation of India in February, saw winning tariff fall to INR 3.46 per kwH.
