    Tokyo Steel Products Get Environmental Product Declaration

    Tokyo Steel has obtained the Environmental Product Declaration for its main product, H-beams and hot coils, from UL, an international certification body in the United States. H-beams were certified in September 2018 and hot coils in October 2019, making it the first Japanese steel manufacturer to obtain any of these types. In January 2021, Tokyo Steel additionally obtained certification for square steel pipes and cut sheets.

    EPD is a report summarizing the environmental impact of the product life cycle based on the ISO-defined Type III environmental label (ISO14025). Disclosure of information on environmental impacts throughout the product life cycle to users will help users make decisions when purchasing environmentally friendly products.

    H2 Green Steel to Build Fossil Free Steel Plant in Northern Sweden

    H2 Green Steel will be a large-scale steel producer based on a fossil-free manufacturing process targeting large European OEMs. H2GS will be located in the Boden-Lulea region in northern Sweden that offers unique conditions for fossil-free steel production. The project includes a giga-scale green hydrogen plant as an integrated part of the steel production facility. H2GS will build a large-scale, Greenfield steel manufacturing facility in the Norrbotten region in northern Sweden to enable production of fossil-free steel at a leading cost position. Production will begin in 2024 and by 2030 H2GS will have annual production capacity of 5 million tonnes of high quality steel. Mr Henrik Henriksson, currently CEO of Scania, will lead the company. This initiative has been developed in close collaboration between Vargas, and several strategic and financial investors that are global leaders in sustainability and digitalisation. H2GS is in the process of closing its series A equity financing of EUR 50 million from a select group of investors, including Vargas, Scania, SMS group, BILSTEIN GROUP, EIT InnoEnergy, Cristina Stenbeck, Daniel Ek, Altor Fund V, and IMAS Foundation. The founder and largest shareholder is Vargas, which is also co-founder and one of the largest shareholders in Northvolt. The total finances for the first phase of the project amounts to approximately EUR 2.5 billion, which will be raised through a combination of equity and green project financing. Morgan Stanley, Societe Generale and KfW IPEX-Bank, are acting as financial advisors to H2GS. Sweco is advising in the engineering and permit process.

    H2GS and Northvolt Chairman Mr Carl-Erik Lagercrantz said “We want to accelerate the transformation of the European steel industry. Electrification was the first step in reducing carbon dioxide emissions from the transportation industry. The next step is to build vehicles from high-quality fossil free steel. A Scania truck weighs about six tons and five of those are steel, which today unfortunately is produced with a substantial carbon footprint.”

    An important source of inspiration for the initiative is the groundbreaking HYBRIT project and its founders SSAB, LKAB, and Vattenfall. H2GS looks forward to a close collaboration with the HYBRIT-founders, sharing the vision to position Sweden at the forefront of fossil-free steel production. H2GS is built on the experience and lessons learned from the establishment of Northvolt. The business model is based on a close partnership with strategic customers, including a deep collaboration on product development, process technology, recycling strategies and logistics.

    H2 Green Steel was founded in 2020. H2GS is forming a strong management team with complementary backgrounds and global experience from the steel industry, key customer segments, R&D, digitalisation, financing, and public affairs.

    The global steel industry is one of the world’s largest emitters of carbon dioxide, representing approximately seven percent of global CO2 emissions. Demand for fossil-free steel is growing substantially with strong interest from global market leaders in sectors such as automotive, commercial vehicles, white goods, furniture, etc. The steel industry is struggling to accelerate the transition to fossil-free steel manufacturing at scale.

    AP Plans to Pass Resolution against RINL VSP Privatization

    Deccan Chronicle reported that the Andhra Pradesh Cabinet has decided to pass a resolution in the state Assembly against privatisation of the Rashtriya Ispat Nigam Limited. The resolution will be introduced in the budget session of the Assembly after the municipal elections. AP’s Minister For Transport & Information Mr Perni Venkataramaiah Nani said “AP Chief Minister Mr YS Jagan Mohan Reddy visited Visakhapatnam and held lengthy discussions with trade union representatives and mass organisations on the privatization move. Keeping these in view, the Cabinet has decided to pass a resolution in the assembly in the budget session. The Assembly resolution would give strength to the ongoing agitation against the privatization.”

    Welcoming the resolution, State CITU President Narsinga Rao said “The resolution should be concrete and resist the bidding of RINL. A mere general resolution will not be effective. It would pep up the agitation and more organisations would join the movement against the privatization.”

    India Starts Sunset Review of AD Duty on Seamless Pipes from China

    India’s Commerce Ministry's Directorate General of Trade Remedies, on request from ISMT Ltd & Jindal Saw Ltd, has initiated a probe for sunset review for the continuing imposition of anti dumping duty imports of seamless tubes from China. The scope of product under consideration in the original investigation are seamless tubes & pipes, hollow profiles of iron, alloy or non alloy steel other than cast iron and stainless steel, whether hot finished or cold drawn or cold rolled of an external diameter not exceeding 355.6 mm or 14 inches. The product is classified under Chapter 73 in heading 7304

    The following were excluded from the scope of product under consideration.

    1. Seamless Pipes & Tubes made of cast iron and stainless steel

    2. Seamless alloy-steel pipes, tubes and hollow profiles of specifications ofASTM A213/ASME SA 213 and ASTM A335/ASME SA 335 or equivalent BIS/DIN/BS/EN or any other equivalent specifications

    3. Non API and Premium Joints, Premium Connections, Premium Threaded Tubes & Pipes

    4. AH 13 Chromium Grade Tubes and Pipes

    5. Drill Collars.

    6. High pressure seamless steel pipe/tube used for manufacturing gas cylinders by producers approved by the Chief Controller of Explosives. Petroleum and Explosives Safety Organisation

    The period of investigation in the present investigation is the period from 1st April 2019 to 30th September, 2020. The period of investigation is taken as 18 months instead of normal period of 12 months so that the period of investigation l is within 6 months from the date of initiation. The injury analysis period will cover the period of investigation and the preceding three years 2016-17, 2017-18 and 2018-19. The authority would also examine the post period of investigation data of 6 months of the petitioner and other interested parties to examine whether the expiry of existing AD duties arc likely to lead to continuation or recurrence of dumping and injury to the Domestic Industry.

    Dumping of these products from China was initiated on 8th July 2015 by the Directorate General of Trade Remedies. Directorate General of Trade Remedies recommended provisional anti-dumping duty vide preliminary findings dated 31st March, 2016 and the Ministry of Finance imposed provisional duty on 17th May 2016. Thereafter, vide final findings dated 9th December 2016, the Directorate General of Trade Remedies recommended imposition of definitive anti dumping on 17th February 2017, set to expire on 16th May 2021.

    Liberty Steel is JV Partner for YSR Steel’s Steel Plant in Kadapa

    PTI reported that Andhra Pradesh has chosen Liberty Steel India Limited as the joint venture partner for construction and development of YSR Steel Corporation Limited’s steel plant in Kadapa district. AP’s Minister For Transport & Information Mr Perni Venkataramaiah Nani said “The AP State Cabinet also approved alienation of 3,148.68 acres of land in Jammalamadugu mandal for the integrated steel plant at the rate of INR 1.65 lakh per acre.”

    The AP government established the YSR Steel Corporation Limited for development and operation of a new steel plant in Kadapa district and invited proposals in November 2020 from renowned companies for inducting as a joint venture partner. The proposed Kadapa Steel plant at a cost of INR 10,082 crore and INR 6,000 crore in phase 1 & 2 respectively with a capacity of three million tonne in each phase. YSR Steel Corporation set March 31, 2024 as the commercial operation date for phase 1 of the project, in which it has been targeted to produce 1 million tonne of crude steel.

    AP government already signed a memorandum of understanding with NMDC for supplying the required 4.5 million tonnes of iron ore every year for the proposed steel plant. Linkages for other raw materials like limestone, dolomite, quartzite, ferroalloys, are under progress.

    Posco & Hyundai Steel Plan to Ramp up Steel Output

    Yonhap reported that South Korean steelmakers are rushing to ramp up capacity utilization in an effort to meet rising demand at home and abroad. According to report, leading steelmaker Posco has decided to postpone repair work on a cold rolled steel plant in Gwangyang on the south coast, originally scheduled for March 8-13, until April to meet growing demand. No 2 steel maer Hyundai Steel Co has also advanced its repair schedule, completing repair work at the end of the year.

    The move comes amid stabilizing international steel prices due to a drop in China's steel exports, and expectations for an increase in domestic demand for steel used in construction.

    Hoa Phat Produces 1 Million Tonne HRC with Danieli QSP

    On February 20, the new Danieli casting and rolling line for hot rolled coils passed 1 million tons produced, 8 months after the startup. The plant at Dung Quat in Vietnam, which is in the advanced commissioning phase, produced 200 KT of HRC, which represented 94% of the nominal capacity. The cold test was completed in May 2020 with the production of the first hot-rolled coil, which was followed by the hot-commissioning in June. The results obtained during this period correspond to 90% of nominal capacity. According to plan, the line will exceed that rate this month. In 2020, Hoa Phat has reached production of nearly 700,000 tons of HRC. These figures confirm that Hoa Phat is on track to achieve its production target of 2.7 million tonnes per year in 2021

    The steel coils produced, of LC HSLA and MC HSLA families, in thickness of 1.2-14mm, with strip widths of 1250 and 1500 mm, serve the needs of privately owned cold rolling mills, as well as domestic steel re-rollers and producers of pipeline products.

    It features Danieli Quality Strip Production Technology that includes two vertical-curved thin-slab caster strands, 210-meter tunnel furnace and a six-stand hot-rolling mill, followed by a strip cooling system, downcoiler and coil-handling process areas. The complete electrical and automation system for all strip process areas, from Level 0 to the large drive system for HSM stands is designed and supplied by Danieli Automation.

    Demerger of Nagarnar Steel Plant from NMDC Likely to be Delayed

    As per recent media reports, India's largest iron ore producer NMDC may have to wait till the end of monsoon this year before commissioning its three million ton steel plant and initiating the process of its demerger and subsequent disinvestment. Reports quoted government sources as saying that though 3 million tonne steel plant is likely to be commissioned in July-August 2021, it could be delayed beyond monsoon and are likely to coincide with the demerger of the steel plant. This would allow for completion of work on a byproduct unit and coke oven batteries. So, the demerger process itself may get extended to late this year or in the first quarter of calendar year 2022

    The Board of Directors of the NMDC in August had already accorded in principle proposal to demerge the Nagarnar Steel Plant with itself. In October, the Cabinet Committee on Economic Affairs approved the demerger of the Nagarnar Steel Plant or NMDC Iron and Steel Plant from NMDC and strategic disinvestment of the demerged entity by offloading the entire government shareholding to a buyer. After the process is completed, the Nagarnar Steel Plant shall be a separate company and the managements of the NMDC and the Nagarnar Steel Plant shall be accountable for their respective operations and financial performance.

    Nagarnar Steel Plant is a 3 million ton per annum Integrated Steel Plant being set up by the NMDC at Nagarnar in Chhattisgarh's Bastar district in an area of 1,980 acres at revised estimated cost of INR 23,140 crore. As of October, the NMDC has invested INR 17,186 crore on the project out of which INR 16,662 crore is from its own funds and INR 524 crore has been raised from bond market.

    OMK Increases Sales in Russia by 10% in 2020

    United Metallurgical Company JSC OMK sold on the regional market of Russia more than 600 thousand tonnes of pipes and rolled products of its own production, rolled metal products and long products from third-party manufacturers for the construction industry, mechanical engineering and housing and communal services in 2020. This is almost 10% more than a year earlier.

    OMK transformed its product sales system in 2020. The company has implemented an industry-specific business model that brings it closer to its end consumers.     Canadian steel maer Algoma Steel celebrated the first arc at its second Ladle Metallurgy Facility on 22 February 2021. The new 2.1 million ton ladle metallurgy furnace augments the existing capacity of No 1 LMF to deliver quality, precision grades, and enhances productivity to meet strong market demand.     Zenith Steel Starts Primetals Billet Caster in Changzhou

    A 10 strand billet caster upgraded by Primetals Technologies was started up in the converter steel making plant 3 in Changzhou of Chinese steel producer Zenith Steel Group Co Ltd in January 2021. The billet caster is the first one worldwide to be equipped with the new Single Roll DynaGap segments. The SRD segment has been specially developed for use in the area of final solidification, and it enables the upper rolls to be pressed down individually onto the solidifying strand. This enables the final solidification point to be followed precisely. Technological packages like DynaPhase, Dynacs 3D and DynaGap SoftReduction 3D further improve the internal billet quality with regard to center porosity and center segregation. The new 10 strand billet caster of Zenith Steel in its Changzhou, Jiangsu Province plant has a rated capacity of 2 million tonnes per year. It produces section with a cross section of 160 x 160 millimeters at a maximum casting speed of 2.4 meters per minute. Steel grades processed include low, medium and high carbon steels as well as tube, spring, cold heading and tyre cord steels.

    Precise knowledge of the final solidification point and the associated soft reduction is needed to reliably produce billets for steel grades that require high internal quality. The new SRD segments from Primetals Technologies can be applied to the final solidification precisely. This enables each individual roll gap to be adjusted dynamically as a function of the steel grade, overheating, cooling or casting speed. Each roll transmits an individual force, which makes even higher thickness reduction rates possible, and reduces the segregation and porosity in the center of the strand. Additionally, thickness reduction of the billet or bloom also after final solidification is possible. This process is defined as Hard Reduction and can furthermore reduce the porosity of the cast billet and bloom. SRD segments are designed for long operating cycles and easy maintenance. For example, each roll has its own overload protection, which prevents damage to the bearings and surfaces of the rolls. The rolls are embedded in a function unit so that they can be quickly replaced in a maintenance workshop. The individual roll units can also be tested and calibrated before installation of the segments in the caster.

    Technological packages supplied by Primetals Technologies include process models for soft and hard reduction, namely DynaPhase, Dynacs 3D and DynaGap SoftReduction 3D. The DynaPhase online thermodynamic phase transformation model calculates material properties like thermal enthalpy, thermal conductivity, density and solid fraction. The Dynacs 3D secondary-cooling model is capable of calculating the full 3D strand-temperature profile at any position along the strand for optimum adjustment of the secondary-cooling setpoints and the determination of the point of final strand solidification. Finally, DynaGap SoftReduction 3D fully automatic roll-gap control system allows for dynamic soft reduction to minimize centerline segregation for improved internal strand quality

    Within the modernization project, Primetals Technologies was also responsible for the basic and detail engineering and supply of mechanical equipment like roller blocks, spray header and WSU units as well as the complete basic (level 1) automation system and process optimization application (level 2).

    Zenith Steel is privately owned and operates an integrated steel mill in Changzhou in the Jiangsu province of China. The company's steel mill has a production capacity of more than ten million tonnes of steel per year. Zenith Steel manufactures a wide range of end products, including steel pipes, bearing and spring steel, and various structural steels.

    IRClass Provides Classification Services for JSW Group

    Indian Register of Shipping has successfully classed three 8000 DWT 122 meter general cargo vessels for JSW Shipping & Logistics Pvt Ltd. Three vessels JSW ARJUNGAD, JSW VISHALGAD, JSW UDAIGAD built at Wuhu Shipyard Ltd have arrived in India and commenced operations.

    Towards handling captive cargo, JSW is acquiring a fleet of shallow draft vessels. As part of fleet expansion, an order for construction of fourteen 8000 DWT vessels is placed. Out of which 10 nos. vessels are to be constructed at Wuhu Shipyard Ltd in China and four vessels at Cochin Shipyard Ltd.

    Four 8000 DWT vessels have been constructed at Bangladesh and delivered earlier under single class of Indian Register of Shipping.

    Mechel Supplies Steel for Belaya River Bridge

    Mechel Group's metal trading company Mechel Service supplied 3.2 thousand tonnes of rolled metal for the construction of a bridge across the Belaya River in Ufa. All work on the construction of the bridge piers was completed in full. Today, the facility is assembling, assembling, welding the superstructures with subsequent sliding towards the city to the right bank. The construction is included in the list of objects of the national project Safe and high quality highways. Construction began in 2019, and is expected to be fully completed at the end of 2021. When the new bridge is completed, the old one will be closed for reconstruction.

    Mechel Ihstal Increased Exports to CIS Member States in 2020

    Mechel Group’s Izhstal sold over 32,000 tonnes of steel products to consumers from the CIS member states in 2020. This is 4% more than in 2019.The largest increase in shipments fell to the Republic of Belarus, Kazakhstan and Uzbekistan. The plant also supplies products to Azerbaijan, Armenia and Moldova. The plant’s exports include sections, calibrated steel and cold-rolled strip.

    Belarus accounts for more than 40% of Izhstal’s exports to the CIS member states. Dozens of leading Belarusian enterprises are consumers of Izhstal’s steel.

    The largest increase in shipments occurred at such enterprises as Minsk Tractor Plant (22%), Gomselmash (1154%), Agrostroy (146%), Tekhrazrabotki (180%), Brestgazoapparat (16%) in 2020 year.

    Mexico Reviewing AD Duties on Seamless Pipes from China

    Mexico's Secretariat of Economy has commenced an anti-dumping sunset review on imports of Chinese seamless pipes. The review follows a request from domestic producer Tubos de Acero de Mexico SA filed on January 18, 2021. Secretariat of Economy said the review period will run from January 1, 2020, to December 31, 2020, while the period of analysis starts on January 1,2016, and ends on December 31, 2020.

    Currently, imports of the product are subject to an AD duty of USD 1,252 per tonne. The AD levies were first imposed in 2013, and were last renewed on November 4, 2016 for a five-year period. The imports of the product fall under HS codes 7304.19.02, 7304.19.91, 7304.19.99, 7304.39.12, 7304.39.13, 7304.39.91 and 7304.39.99.

    ArcelorMittal has informed European customers of a new price increase, mainly for cold rolled coil, hot-dip galvanized coil and organic coated coil, Kallanish learns from sources.

    "Back then we agreed contracts at below €700/t ex-works for HDG,” he continues. “Despite the big jump, we are not renegotiating existing contracts, but the increases are affecting the spot market and will be taken into consideration in new negotiations.”

    TUV SUD Confirms Green Flat Steel from Salzgitter

    Salzgitter AG expands its product range to include low CO2 steel grades as the first European steel manufacturer, Salzgitter AG received two declarations of conformity based on the VERIsteel process from TUV SUD. The procedure enables the verification of the product specific CO2 emissions in steel production and accompanies the process of decarbonisation.     EC Initiates Investigation to Decide Steel Safeguards Extention

    The European Commission has initiated an investigation to assess whether the safeguard measure currently in place on imports of certain steel products should be prolonged beyond 30 June 2021. The initiation of this investigation follows a duly substantiated request received from twelve EU Member States. The Commission will in its investigation determine, in accordance with the requirements of EU and WTO rules, whether the safeguard measure continues to be necessary to prevent or remedy serious injury to the EU steel industry and whether the industry is adjusting. The investigation will also include a Union interest assessment. The investigation will be concluded by the expiry date of the existing safeguard measure on 30 June 2021.

    All interested parties have 15 days to make their views known, and subsequently will be able to cross-comment on other parties' submissions. The Commission has also issued questionnaires to EU producers to assess their economic situation. The Commission will thoroughly assess all information received in the course of the investigation. It will subsequently make a proposal to Member States for a vote. The proceeding will also include consultations with third country governments. A decision will have to be taken before the end of June 2021.

    The Commission introduced a provisional safeguard measure on imports of certain steel products in July 2018. The measure aimed to prevent economic damage for EU steel producers, given the risk of further import increases linked, inter alia, to the introduction of trade restrictions by the US on steel products. The Commission confirmed the measure, which is fully in line with WTO commitments, in early 2019 for a period until end of June 2021. It takes the form of Tariff-Rate-Quotas reflecting traditional trade flows, which is applicable to imports into the Union of each of the 26 product categories comprising the product concerned. Where the relevant tariff-rate quota is exhausted, an additional duty of 25 % is levied on the net free-at-Union-frontier price.
