    JSW Steel Breaks Ground for Kadapa Steel Plant in Andhra Pradesh

    India’s leading steelmaker JSW Group has started construction work on INR 8,800 crore 3 million tonne steel plant at Sunnapurallapalli village in YSR Kadapa district in Andhra Pradesh. JSW group Chairman Mr Sajjan Jindal said “The company will spend INR 3,300 crore in the first phase, which will be completed in 24-30 months. It would spend the remaining INR 5,500 crore in the second phase. We have acquired the land by spending INR 40 crore. We are going to spend about INR 700 crore to develop basic infrastructure. The plant would run on green energy and bring prosperity to the entire district.”

    The first of the project is expected to be ready for commercial production in 24-30 months. Andhra Pradesh government has allotted 3,500 acres for the project.

    Algoma Steel Installs Structural Columns for EAF Shop

    Sault Ste Marie Ontario based Canadian producer of hot and cold rolled steel sheet and plate products Algoma Steel has installed the first structural steel columns this week at its electric arc steelmaking facility in Sault Ste Marie in Ontario in Canada.

    Algoma Steel partnered with Hamilton, ON-based Walters Group Inc. in fabricating and erecting the main EAF building and ancillary structures, which include leading technology to reduce sound and emissions. Walters is using Algoma’s steel plate products in the fabrication of the heavy structural components, and working with local industrial contractor, SIS Manufacturing Inc., for the fabrication of these key elements. Onsite assembly of the building structure is targeted for completion within the year.

    Algoma’s EAF project is the largest industrial-scale carbon reduction project in Canada, supported by the Ontario government through its commitment to critical energy infrastructure, and by the Government of Canada. Completion of the CAD 703 million EAF project is on track for mid-2024.

    Tata Steel Completes Rebar Shipment from Haldia to Tripura via IBP

    Tata Steel has successfully completed the first multi-modal shipment of 960 tonnes of steel rebars from West Bengal's Haldia Port to Tripura's Agartala. On 8 January 2023, MV Bulker I barge was flagged off from the Haldia port.

    The first leg of the journey was through the inland waterways using Indo-Bangladesh Protocol route to the transfer point at Ashuganj port in Bangladesh. The bars were then unloaded and the second leg transportation via road to a Land Port Authority of India warehouse at Agartala at the India-Bangladesh border was carried out. In the third and final leg of the journey, trucks were used to transship goods from this warehouse to the distributor's warehouse in Agartala.

    Tata Martrade International Logistics Limited was in-charge of the entire logistics management for this maiden voyage. The entire transportation from flag-off to the receiving of material at distributor’s warehouse was completed in 17 days.

    Earlier in 2022, the Company had successfully shipped 1,800 tonnes of finished steel products from Haldia Port in West Bengal to Pandu Port in Assam using the Indo-Bangladesh Protocol route via the Brahmaputra River.

    Tata Steel UK’s Shotton Works Upgrades Color Coating Lines

    Tata Steel UK’s Shotton Works in Deeside in North Wales is benefitting from GBP 3 million investments to upgrade its two Colorcoat® paint lines, improving quality and reducing paint use by 650,000 litres each year. Commissioning of the new finish coater heads on Colorcoat® No.1 line has now been completed, with work on Colorcoat® No.2 expected to be completed in June 2023.

    Shotton Works Manager Mr Bill Duckworth said “This is one of the biggest investments on the site in recent years and underlines our commitment to ever-improving product quality and to reducing our impact on the environment through minimizing our use of materials in line with our recent sustainability commitment. The replacement and upgrading of our paint coater heads and control systems with the latest technology will also mean they can be integrated with on-line measurement technologies.”

    F&F HAL, Saarloha & Bharat Forge to Develop Aero Steel Alloys

    F&F HAL, Saarloha & Bharat Forge have signed a Memorandum of Understanding for development and production of aerospace grade steel alloys at Aero India. This MoU also accentuates development, certification & prove out and application of new material for use in production of aircrafts, engines, and accessories.

    F&F HAL’s Executive Director Mr MS Venkatesh said that “The development of Aerospace grade raw materials in the Country will help HAL in maintaining its commitment to Armed forces and will also reduce nation's dependency on foreign OEM's with respect to raw materials.”

    There are very few equivalent approved &qualified domestic suppliers for various types of Aerospace grade steel alloys used in Aircraft applications. Due to this such alloys are getting imported which creates dependency on foreign steel, manufactures. Hence, accelerated efforts are needed to develop and manufacture such steel alloys in India through collaboration.

    The usage of such specialty alloys in Aerospace is going to increase multifold, especially in fighter Aircrafts & Helicopters. This indigenization initiative could also pave the way for the increased utilization of 'Make in India' steels in other related sector such as space & defense.

    SSAB’s Ruukki Modernizes Vimpeli Plant’s Bending Machine

    Swedish steelmaker SSAB’s Ruukki Construction has completed the modernization of the bending machine at the Vimpeli plant in Finland in January 2023. The modernization is part of the Ruukki-wide investment program and the Vimpeli Flow investment project that started in December 2021. The project aims to improve employee safety and efficiency, reduce plant emissions by improving energy efficiency, and to support Ruukki’s strategic target to grow sustainably together with customers by ensuring the high quality of customer deliveries.

    At the turn of the year, Ruukki modernized the press brake that had been operating at the Vimpeli plant for more than 20 years to meet today's needs and requirements. The tandem press brake is used to make high-quality steel purlins and diverse profiles to meet the needs of construction customers. The investment is an important one for customers, as there are only a few similar tandem-type press brakes capable of producing 16-meter profiles in the Nordic countries.

    Ruukki’s Vimpeli plant makes steel roofing products and serves construction customers mostly in Finland. The Vimpeli plant is in South Ostrobothnia and employs around 90 people. In Finland, in addition to Vimpeli, Ruukki also manufactures building products in Alajärvi, Kauhava and Joensuu.

    AIIFA Seeks GST Structure Rationalization for Scrap

    All India Induction Furnace Association has urged the government to rationalize the GST structure on metal scrap, a pressing issue for the iron and steel sector in India. AIFA said in a press statement that while government bodies have made efforts to prevent tax evasion due to bogus input tax credits, the actions taken by these bodies have also thrown up some practical challenges for manufacturers.

    AIIFA has highlighted the challenges faced by producers;

    1. Local scrap dealers or traders are doing scrap billing on fake GST bills, collecting GST from manufacturers along with bill of materials, but not depositing the amount with the department. There is currently no mechanism available on the GST portal to collect GST or verify the authenticity of bills. As a result, frequent raids and notices are sent from tax authorities to manufacturers seeking details of scrap purchased from scrap dealers.

    2. This is followed by disallowance of GST credit to the manufacturers on the presumption that the credit distributed by the scrap dealers is irregular.

    3. Disruption of supply chain by ban on entry of items supplied by scrap dealers into the factory premises of manufacturers. At times, manufacturers are directed not to deal with certain scrap dealers which leads to disruption of the production cycle.

    AIFA member Mr Sudhir Goyal said “The current GST regime causes significant disruption in the supply of key raw materials thus making it a business continuity issue rather than just a tax issue. Much litigation has been filed for GST disputes, which cost the industry a huge amount of both cost and time. On behalf of the industry, I would request the government to consider our recommendations to implement Reverse Charge Mechanism and introduce separate HSN codes for old scrap and new scrap and reverse charge mechanism on sale Notify old scrap under RCM.”

    JSPL Bags Head Hardened Rail Supply Order for Mumbai Metro

    The Mumbai Metropolitan Region Development Authority has recently opened the financial bids for 60E1 (UIC-60), 1080 Grade Head Hardened Rails as per IRS T-12 supply contract package CA-150 for Corridor 4, Bhakti Park-Kasavadavali 32.32 km, & 4A, Kasaravadavli-Gaimukh, 2.88 km, of Mumbai Metro Rail Project and Jindal Steel & Power Ltd has emerged as the preferred bidder for supply 9800 tonnes of head-hardened rails. JSPL has quoted INR 110.3 million to win this contract package.

    Only two bidders JSPL and Mitsui & Co had submitted their bids.

    The 60E1 - 1080 grade head-hardened rails is manufactured through a special heat treatment process to provide additional strength, lower residual stress, and elongate track-life and minimize maintenance.

    Salzgitter Acquires Scrap Recycler Must in Harz in Germany

    By way of its subsidiary Deutsche Erz und Metall Union DEUMU, German steelmaker Salzgitter has now acquired the recycling company Must-Metalle-Container-Recycling with effect 15 February 2023. In future, the Must company will operate as an independent undertaking within the Salzgitter Group and will trade under the new name “Harzer Schrott und Recycling GmbH”. It has been agreed that the purchase price will remain confidential.

    Based in Goslar in the Harz in Lower Saxony region of Germany, the company specializes in trading in scrap materials and metals. As an owner-managed family business, Must was founded in 1909 and operates a container supply and scrapping business, dealing predominantly with companies in the metals processing sector. It also has a downstream sorting and processing operation which enables it to supply quality grades of scrap. The takeover is intended to facilitate the progression of this successful SME to the next stage of growth.

    In making this acquisition, DEUMU is directly implementing the Strategy Salzgitter AG 2030 that is consistently geared to circularity. As part of the SALCOS® - Salzgitter Low CO2 Steelmaking program that is pioneering the transition to virtually CO2-free steel production, the Salzgitter Group intends to significantly expand its scrap recycling activities. This acquisition represents a further development in “circularity" in the immediate vicinity of the steel-making location of Salzgitter, and will facilitate the use of high-quality secondary raw materials in the production of steel.

    SEIFSA Warns of Bleak Year Ahead for Metals & Engineering Sector

    Steel & Engineering Industries Federation of South Africa in annual report has warned that South Africa’s Metals & Engineering sector, which is used as a measure of the overall economy’s performance, is expected to contract 2.2% in 2023 as the sector grapples with a toxic combination of load-shedding, dismal service delivery and a depressed global economic environment. To place this figure in context, production for the sector increased by 1.6% in 2022, although the sectors gross domestic product contracted by 6.5% in the same year.

    SEIFSA Chief Operating Officer Mr Tafadzwa Chibanguza describes the current global environment as extremely challenging. He said “Inflation emanated as one of the most significant global headwinds in 2022, with the conflict in Ukraine and China's slowdown, from the perspective of the country being the world's factory, feeding inflationary pressures. Central banks around the world have had to adopt a much more aggressive stance to fight the stubbornly high inflation, and the implications of the monetary policy are starting to bite and will shape the economic fortunes for the year. A global economic slowdown is expected, tighter financing conditions have exposed fiscally vulnerable emerging markets, all of which represent markets for the M&E Sector which exports 38.2% of output, with half of the exports going into Africa. Local headwinds, primarily the energy crisis, only serve to compound the already inhospitable environment. The sectors to which the M&E Sector supplies domestically, namely construction, automotive, mining and petrochemicals have all indicated a difficult year ahead, with the energy crisis being a chief contributor.”

    The report also highlights the key reform programmes and policies needed to drive the sector's performance, which is closely tied to economic activity and underpinned by prevailing economic fundamentals.

    JACQUET METALS to Acquire Distribution Business of Swiss Steel

    Europe’s leading distribution of special metals JACQUET METALS has signed a definitive agreement for the purchase of several distribution companies from world’s leading producer of special long steel Swiss Steel to strengthen the positioning in Central and Eastern Europe of the IMS group division, specializing in the distribution of engineering steels.

    The transaction encompasses entities in the Czech Republic, Poland, Slovakia, Hungary, Lithuania, Estonia and Latvia that have generated a total revenue of EUR 158 million and an EBITDA of EUR 12 million in 2022 with 267 employees by selling mostly non-SWISS STEEL Group products.

    Following the acquisition of distribution entities in Germany, Austria, Belgium and the Netherlands in 2015, this is the second significant agreement between the longtime business partners JACQUET METALS and Swiss Steel. With this transaction JACQUET METALS and Swiss Steel will expand their business relationship and will continue to cooperate as reliable partners.

    Completion of the transaction is subject to customary closing conditions including approval by the relevant anti-trust authorities. The transaction is expected to close in the second quarter of 2023.

    JACQUET METALS will be financing the total offer consideration from its existing cash. The parties have agreed to maintain confidentiality regarding the purchase price.

    ArcelorMittal, NLMK & thyssenkrupp Supports Earthquake Victims

    Some of the leading steelmakers, including ArcelorMittal, NLMK & thyssenkrupp, have announced aid for the victims of catastrophic earthquake in Turkey & Syria on 6 & 7 February

    ArcelorMittal has donated USD 5 million to support emergency humanitarian relief efforts underway in Turkey and Syria. The donation will be split equally between the Disasters Emergency Committee and Médecins Sans Frontières. The DEC is an umbrella group of 15 leading aid charities that coordinates and launches collective appeals to raise funds to provide emergency aid and rapid relief to people caught up in disasters and humanitarian crises around the world. Médecins Sans Frontières, which translates to Doctors Without Borders, provides medical assistance to people affected by conflict, epidemics, disasters, or exclusion from healthcare. MSF’s teams are made up of tens of thousands of health professionals, logistic and administrative staff.

    The Executive Board and employees of Dortmund Germany based thyssenkrupp nucera is making a short-term donation of EUR 10,000 to Aktion Deutschland hilft to support the earthquake victims and rescue work in Turkey and Syria. The German aid alliance is an association of German aid organizations with the aim of providing the victims with the help they need quickly and un bureaucratically. In addition, thyssenkrupp nucera employees at the Dortmund site can take up to five days of special leave to volunteer for a recognized national or international aid organization. The donation forms another aid cornerstone of the thyssenkrupp fundraising campaign. Together the group is thus supporting the aid alliance Aktion Deutschland hilft with an immediate donation of EUR 55,000 Euro.

    Russian steelmaker NLMK has also announced that it will provide humanitarian aid to survivors of the devastating earthquakes in Turkey, where the company operates a trading division, NLMK Turkey. The Group will procure essential supplies and food for the victims. The aid will include tents, space heaters, blankets, lighting devices, batteries, shoes, protective clothing, baby formula, food packages and hygiene kits.

    Indian Steel Industry Seeks Stoppage of Cheap Steel Imports

    PTI has reported that India’s Union Steel Minister Mr Jyotiraditya M Scindia, while answering a question of steel industry flagging the issue of cheap imports, said “If you look at the numbers, the rise is very minimal. Our market is growing tremendously and our domestic producers are supplying well.”

    Indian Steel Association Secretary General Mr Alok Sahay said the industry is undergoing the pressure of supply chain issues coupled with increasing raw material prices. He told “Steel is exported to India under Free Trade Agreement from countries at lower than their domestic prices, which is nothing but dumping. We have been repeatedly raising the issue of cheap imports with the ministry.”

    Saudi exempts Bahrain-based Sulb sections from import duty

    Bahrain steelmaker Sulb’s customers in Saudi Arabia, major trading companies, have each received separate notifications from Saudi tax and customs authority ZATCA informing them sections purchases from Sulb are exempt from Saudi Arabia’s rules-of-origin duty.

    "The buyers have been notified by e-mail that they don't have to issue a payment guarantee or pay duty on imports until June 2023, which will be revalidated based on the resubmission of required reports. Sulb-Bahrain has gone through external auditory certification for localisation, country of origin of raw material, etc., and submitted the documents through the local ministry in Bahrain to Saudi ZATCA. Now that Sulb-Bahrain has been awarded for compliance, the buyers will not have to make import duty payments, claim for refunds or issue bank guarantees," Sulb chief executive Ravi Singh tells Kallanish.

    "We thank the government of Saudi and Bahrain and, specifically, the ZATCA authorities, Bahrain Chamber of Commerce and customs authorities for their guidance and support in facilitating this exemption,” Singh says.

    Every six months, the exemption is to be extended or terminated subject to the criteria of the Saudi rules-of-origin decree. This will enable buyers to refrain from paying any import duty and waiting for a refund after making claims.

    In December, billet imports from Bahrain’s Sulb to its Saudi-based re-roller subsidiary, Saudi Sulb, were exempted from the duty (see Kallanish passim).

    Sulb is the largest steel producer in Bahrain, with a captive direct reduced iron plant fed with pellet manufactured by adjacent sister company Bahrain Steel. It produces up to 1.2 million tonnes/year of crude steel and more than 1 mt/y of sections, beams, angles, and channels, together with its subsidiary in Al Jubail, Saudi Arabia.

    A 51% stake in Sulb is owned by Foulath Holding, established by the six Gulf Cooperation Council countries through their investment holding company Gulf Investment Corporation (GIC). Yamato Kogyo, a Japanese structural steel producer, has the remaining 49%.

    Gonvarri Solar Steel to Supply Solar Trackers to Erco Energy

    Spain’s leading manufacturer of trackers and fixed structures Gonvarri Solar Steel has signed a new agreement with Erco Energy to supply 28 MW of TracSmarT+ 1V trackers for two projects in Colombia, where Solar Steel also has its own factory. The supply of these projects, both of 14.2 MW, with a total of 574 TracSmarT+ 1V trackers (single and dual-row), will avoid the emission of 9,000 tonnes of CO2 into the atmosphere.

    With this agreement, which will generate energy equivalent to that consumed annually by more than 13,000 homes, Gonvarri Solar Steel demonstrates its firm commitment to a sustainable and emission-free world in 2023, when it aims to reach 17 GW supplied.

    Indonesia Starts AD Duty Review on Chinese H & I Sections

    Indonesian Anti-Dumping Committee KADI has started third anti dumping sunset review on H & I Section originating in or imported from China last week, following a request filed by the Indonesian company Gunung Raja Paksi. Stakeholders should register to respond to the review within 14 days.

    After imposing AD duties on 23 November 2010, Indonesia made affirmative rulings twice for reviews in 2015 and 2019. Now the duty rate is 11.93%.

    The products involved are classified under HS codes 7216.32.10, 7216.32.90, 7216.33.11, and 7216.33.19.

    BaoSteel Develops Ultra-High Strength Steel for Yellow Goods

    BaoSteel has recently delivered 60 tonnes of ultra high strength steel for manufacturing of truck mounted crane booms to substitute imported steel. As the first steel mill in China to achieve import substitution of BS800E and BS960E hot-rolled ultra-high strength steel, Baosteel has been at the forefront of independent R&D and production of ultra-high strength steel.

    Three years ago, major domestic construction machinery users have repeatedly put forward that they hope that BaoSteel will play the leading role of domestic steel mills, achieve product breakthroughs, help users no longer be subject to foreign steel mills in such products, and promote the update and iteration of heavy equipment in major countries.

    Vale Indonesia & Tisco may Build Stainless Steel Plant Indonesia

    Vale Indonesia plans to expand its cooperation with Taiyuan Iron & Steel Co by building a stainless steel plant after completing the nickel smelter project with Rotary Kiln Electric Furnace technology in Bahodopi in Morowali in Central Sulawesi. Vale Indonesia CEO Mr Febriany Eddy said “We agree to consider building a stainless steel plant after the RKEF nickel smelter is completed. Hopefully, we can go further in the downstream industry.”

    The Bahodopi smelter would produce 73,000 tonnes of nickel per year and support the stainless steel industry in cooperation with Tisco.

    Dunaferr Starts BF with Liberty Steel Support

    Hungarian Telex has reported that lot of positive things have happened in the past week in Dunaújváros with visit of Liberty Steel’s President Mr Sanjeev Gupta and Liberty Primary Steel’s CEO Mr Sandip Biswas to ailing Hungarian steelmaker Dunaferr. Sandip Biswas told Telex “"During the courtesy introduction, it was said that everything is very good, the managers looked at the blast furnace and the cold rolling mill. We started work again on Sunday afternoon, blast furnace 2 started up on Monday, we already tapped good material on Wednesday and a directional train carrying ore with 25 wagons arrived. We don't know exactly from where, but it was organized by Liberty, and we trust that there will be a continuous supply of materials from Ostrava and the Ukrainian border.”

    Liberty Stel has been holding talks with members of the Hungarian government and they also visited the Dunaújváros plant. They have also registered a Hungarian subsidiary Liberty Steel Central Europe in Budapest. Liberty Steel also sent coal in December to Dunaferr to keep the plant's coke ovens running.

    The Hungarian smelter, built in the 1950s, operates on the basis of ore imported from Russia and Ukraine. This is one of the reasons for the plant's problems as supplies from Russia are blocked and Ukraine has also lost a significant part of its iron ore production.

    ArcelorMittal Brasil Orders Bar Finishing Line from Danieli

    ArcelorMittal Brasil has ordered from Danieli a new black bar straightening and inspection line for Barra Mansa Works in Rio de Janeiro state. The new line will process bars from 25 to 120-mm diameter, with straightening speed up to 70 meters per minute, allowing ArcelorMittal Brasil to enhance the steel quality for the market, whilst performing at most the competitive OpEx.

    The order comprises engineering, technological supply, on-site training and advisory services.

    The line will operate through a technologically advanced, user-friendly interface will be based on Danieli Centro Maskin two-roll, heavy-duty straightening machines, followed by a deburring area, in-line non-destructive testing services and bundle forming. The supply will be completed by hydraulic and lubrication systems.

    The new line is expected to be put in operation within mid-2024.
