    20 Feb, 2023, 6:39 am

Collapsed steel firm Aartee Bright Bar is set to be merged with Liberty Steel has bought Aartee and filed an application to challenge the administration. GFG Alliance’s application to challenge administration is being supported by a majority of business creditors. A legal challenge to the administration has been filed to the court by an unnamed creditor. GFG Alliance’s Chief Transformation Officer Mr Jeffrey Kabel said “Aartee is a significant part of the UK’s steel supply chain and distribution network, and a key customer for GFG’s bar products produced in Rotherham by Liberty. Our rescue plan would save 250 viable steel jobs in the West Midlands and across the UK. Over time, Aartee’s business would be integrated into Liberty’s operations helping to reinforce our UK transformation plan focused on producing specialist steel products.”

The steelworkers union, Community’s National Officer Mr Alun Davies said “The news of GFG Alliance’s purchase of Aartee Bright Bar is very encouraging. Aartee seems a natural fit for GFG and the acquisition can safeguard jobs and important steel assets. While we await further details about GFG’s plans for Aartee, this development will, no doubt, be welcomed by both the Aartee workforce as well as those working across the supply chain.”

The West Midlands-based UK’s largest distributor of engineering steel products and a key customer of Mr Gupta’s Liberty Steel, Aartee called in administrators Alvarez & Marsal earlier this month blaming tough economic conditions and surging metal costs for the downfall.

Alvarez & Marsal’s Joint Administrator Mr Michael Magnay said “The joint administrators continue to market the business and assets of Aartee Bright Bar Limited and Aartee Bright Bar Property Limited for sale, and are in dialogue with a number of interested parties. The recent acquisition of Aartee Group Pte Ltd does not impact the ongoing administration process. As joint administrators, we continue to perform our duties to realise the best outcome for creditors.”

Aartee is owned by Mr Ravi Trehan, a former director of UK steel producer Liberty Steel Newport, other Liberty companies, and a number of entities linked closely with the Gupta Family Group Alliance. Mr Trehan also previously had a minority stake in Liberty Commodities. Mr Gianpiero Repole, former director of Liberty Commodities and business development manager at GFG, left his role as chief executive of Aartee Bright Bar in August 2022.

EC Drops AD Duty on HR Imports from Ukraine

    Strategic Research Institute
    Published on :
    20 Feb, 2023, 6:39 am

The European Commission has terminated an ongoing expiry review investigation concerning anti-dumping measures on imports of hot-rolled flat steel products from Ukraine and thus anti-dumping duties on said imports from Ukraine are no longer in place. The collection of anti-dumping duties on imports of hot-rolled flat steel products from Ukraine had already been temporarily suspended on 4 June 2022 as part of the measures taken by the Commission to support Ukraine’s economy, including temporary full trade liberalization and the suspension of trade defense measures.

The anti-dumping duty on Ukrainian hot-rolled coil was imposed on October 7, 2017 for five years. This follows Eurofer’s withdrawal of their request for an expiry review with respect to imports from Ukraine on the grounds that EU industry is not likely to be injured by these imports given the current state of Ukraine’s steel industry.

The expiry review on the anti-dumping duties on imports of HRFS will continue as regards imports from Brazil, Iran and Russia. The respective duties on imports from these countries remain in force pending the outcome of the investigation.

EURIC Sees No Risk of Shortage of Scrap in Europe

    Strategic Research Institute
    Published on :
    20 Feb, 2023, 6:40 am

European organization representing European recycling industries EURIC in a recent position paper has highlighted that future supply of steel scrap for the needs of European steelmakers is not at risk, unless export trade restrictions impact the activity of European recyclers. EURIC said ‘While local demand has remained proportionately stable, exports have increased as the European recycling sector has boosted activities. The European steel recycling industry, despite two landmark economic crises in 2008-2009 and in 2020-2021, has steadily increased without benefiting from any subsidies. The industrialization of metal recycling combined with the multiplication of recycling facilities across the EU enables metal recyclers to cope with a foreseeable increased demand for steel scrap within the EU or outside the EU. As a result, the association believes there is no risk of shortage of European scrap for European steelmakers. The steel recycling industry recycles more steel than past, present and expected future demand, provided the right policy framework is maintained and further developed to reward CO2 savings and the use of circular materials.”

EURIC added “The only risk could arise if export restrictions impact the European recycling sector as much as to limit scrap collection and processing in the continent. Curtailing access to international markets through regulation will simply distort well-functioning markets and artificially decrease the value of recycled materials. This will result in less collection and less recycling as empirically observed in all regions across the globe where such measures have been put in place,” EURIC explains. “In addition, lower or no profit margin will deprive European recycling companies, the majority of them being SMEs, from having the ability to invest into capacity and innovation needed to meet the needs of steelmakers and end-producers.”

EURIC concluded that “Putting further burden on recyclers in Europe could unlevel the playing field with suppliers of extracted raw materials, such as iron ore, imported from non-EU countries. These are not included in CBAM despite their intrinsically high carbon content. From a strict environmental and human health standpoint, stricter regulations to ensure that extracted raw materials are mined in conditions equivalent to the ones set in the EU shall be a priority, also to incentivize sustainable mining in Europe.”

Europe champions steel recycling, both in terms of quantity and quality delivered to steel mills every year. Since 2007, the quality of recycled steel materials is defined in an EU-27 specifications which are based themselves on earlier specifications (1995 EUROFER – EFR specifications). These specifications standardize the qualities (grades) of recycled steel scrap that are delivered by the recycling industry to steel mills. It ensues from these specifications that steel recycling facilities use as inputs waste and scrap containing ferrous metals which are reprocessed into recycled steel scrap meeting these specifications (e.g. as E1, E2…E40 quality grades).

EURIC calculated that since 2005 the percentage of domestic ferrous scrap used by the European steel industry has remained stable at 56-57%. Crude steel production in 2005 reached its peak in Europe at over 180 million tonnes, with consumption of scrap surpassing 100 million tonnes. In 2021, crude steel production was 152.6 million tonnes and scraps consumption 87.9 million tonnes

The European steel recycling industry currently recycles on average 100 million tonnes of ferrous waste for about EUR 40 billion turnovers and employs several thousand non-outsourceable workers across Europe. On average 80% of that amount is used domestically by European steel mills and 20% are exported.

RHI Magnesita & MCi Carbon Join Hands to Decarbonize Refractories

    Strategic Research Institute
    Published on :
    20 Feb, 2023, 6:40 am

RHI Magnesita has signed a long-term strategic cooperation agreement with the Australian cleantech MCi Carbon. RHI Magnesita CEO Mr Stefan Borgas said “This partnership could become a breakthrough towards decarbonizing the industry. It fits seamlessly with RHI Magnesita’s ambitious sustainability strategy. We still have a long way to go but our early-stage investment and the clear intention of a long-term collaboration make this day so memorable. Together with the like-minded team from MCi we will pave the way for a greener industry.”

To date, both companies have worked together on CO2 mitigation studies, mineral Decarbonisation feedstock assessments and techno-economic analyses at RHI Magnesita’s worldwide sites. The investment now results from the cleantech’s high industrial research maturity as well as its technology’s exceptional suitability for use in the refractories industry and within the group itself. In a next step, the companies’ joint efforts will focus on industrial scale-up, expected to kick-off in 2024 with the setup of a demonstration plant by MCi in Newcastle in Australia, supported by the Australian government and in alignment with the goals of Mission Innovation’s Net Zero Industries initiative, co-led by Austria and Australia.

MCi’s technology presents a safe and profitable means of storing CO2 permanently. The chemical process, called mineral carbonation, creates a range of low-carbon embodied materials, including calcium and magnesium carbonate by carbonating minerals in by-products of industrial processes. For this innovative climate solution, MCi has recently been awarded #1 Global Cleantech Pitch at COP26 in Glasgow.

RHI Magnesita is the world’s leading manufacturer of refractory materials, which are used in all high-temperature industrial processes. As market leader, RHI Magnesita has a responsibility to drive sustainability. Striving to reduce CO2 emissions is therefore one of the company’s top priorities. A significant share of the company’s carbon emissions is released during mineral processing. Decarbonizing the company therefore requires unprecedented innovation and new technologies. RHI Magnesita is convinced of the potential of mineralization to achieve a significant CO2 reduction within its Scope1 emissions.

EC Approves EUR 460M Spanish Measure for ArcelorMittal Spain

    Strategic Research Institute
    Published on :
    20 Feb, 2023, 6:42 am

The European Commission has approved EUR 460 million Spanish measure to support ArcelorMittal España in partially decarbonizing its steel production processes citing that the measure will contribute to the achievement of the EU Hydrogen Strategy and the European Green Deal targets, while helping to reduce dependence on Russian fossil fuels and fast forward the green transition in line with the REPowerEU Plan. The aid, which will take the form of a direct grant, will support the construction of a renewable hydrogen-based direct reduced iron plant. Together with a new electric arc furnace, the plant will substitute the current blast furnace. Natural gas, initially used in the gas mix, will be gradually phased out of the steel production processes. Ultimately, the plant will be operated using renewable hydrogen with syngas produced from waste and metallurgical gases.

The plant is envisioned to start operating by the end of 2025 and it is expected to produce 2.3 million tonnes of low-carbon direct reduced iron per year. Once completed, the project is expected to avoid the release of 70.9 million tonnes of carbon dioxide. ArcelorMittal has committed to share the technical know-how gained through the project with other European steel producers.

Spain had notified to the European Commission EUR 460 million measures to support ArcelorMittal's project aimed to partially decarbonize its steel production in Gijón, where it operates two blast furnaces producing liquid hot metal from a mixture of iron ore, coke and limestone. Spain selected ArcelorMittal's project in the context of an open call in 2021 to form part of an IPCEI on hydrogen technologies and systems. ArcelorMittal's project intends to reduce greenhouse gas emissions in the energy-intensive steel sector. As aid for the reduction of greenhouse gas emissions, including through support of Decarbonisation projects, is one of the main categories of aid allowed by the CEEAG, the measure was best suited for assessment under these guidelines.

Chinese HRC hikes on bullish outlook
    179 Views

Chinese domestic hot rolled coil prices thrived last week because of improving demand and hiking futures. This in turn spurred export prices, even though there was no significant improvement in sales activity, Kallanish notes.

In Shanghai on Friday afternoon, 5.5x1,500mm Q235 HRC was traded at around CNY 4,250-4,270/tonne ($618-621/t), up CNY 100/t from a week earlier. On the Shanghai Futures Exchange, meanwhile, the most-traded May 2023 contract for HRC gained CNY 11/t from Thursday and CNY 99/t on-week to CNY 4,240/t.

Improving demand, reflected by falling inventories, boosted Chinese domestic HRC prices last week. Expectations for this coming week are still very bullish.

In export markets, offers began to hike further late last week due to increases in domestic and overseas prices. But the depreciation of the CNY continued to weigh on export offers.

The most competitive SAE 1006 offers given by small mills or some traders climbed to over $665-670/t fob China levels on Friday, $5-10/t higher than a week earlier. However, these comprise only 30% 2mm products.

As for big mills, quotes are about $30-40/t higher. “Our base price for SS400 HRC already touches $675/t fob China,” a mill in northern China said on Friday.

Bids for Chinese SAE 1006 from Vietnamese buyers were meanwhile equivalent to about $640/t fob China. Exporters were not willing to sell at this level, and are waiting for buyers to accept higher prices as they believe increases are inevitable in the short term.

Kallanish assessed 2mm SAE 1006 HRC at $660-670/t fob China on 17 February, up $5/t on-week.

International HRC prices are still likely to grow further as US interest rate hikes slow and European manufacturing recovers. With the instability of overseas supply, there may be new opportunities for Chinese suppliers in Europe, traders hope.

In Vietnam, Chinese HRC export prices have also increased. A recent booking for Chinese Q195 HRC was heard at $638/t cfr, Chinese trading sources reported on Friday. Offers were $620/t cfr earlier in the week. Chinese SAE 1006 HRC offers were also hiked to $670-690/t cfr Vietnam, depending on the Chinese mill. Kallanish assessed imported SAE grade 2-2.7mm thickness HRC at $665-670/t cfr Vietnam, up $2.5 on week.

World’s leading buyer of old ships for recycling GMS said “Last week, several more sales have registered as sub-continent ship recycling markets come roaring back and a previously subdued Bangladesh starts to seemingly find some form once again, with some workable LCs from privately financed banks. Despite the ongoing discussions about an IMF loan in the amount of about USD 2-3 billion, end buyers have been working to find alternate ways to pay for vessels for some time now and without the troublesome central bank approval, which is denying the disbursements of US Dollars for everything but essential items. Demand has seems hotter in both Pakistan and Bangladesh last week, where they have been unable to import vessels for most of this year and it is good to see several deals being concluded off late, and at firming numbers to match.”

GMS said “India remains on the hunt for tonnage but has failed to keep up with a resurgent Bangladesh this week and will have to raise their respective game up once again, just to keep in contention to secure any available vessels.”

GMS added “Finally, Turkey records a small drop in import steel prices whilst levels for ships hold firm for the past month now and still no news of any market fixtures coming forth.”

GMS Concluded “As the industry heads into March, the supply of tonnage has started to increase as dry, particularly Capesize bulker, rates suffer, and containers likewise show few signs of picking up just yet. As such, after a year of reduced supply and tumbling prices, we can finally see the recycling markets starting to resume fire again, and we should expect further impressive sales and pricing in the weeks ahead.”

Russia’s leading steelmaker Magnitogorsk Iron & Steel Works Turkish unit MMK Metalurji is returning to normal operation after a break caused by an earthquake that hit southeastern Turkey on 6 February after specialists conducted an inspection of the production site and units and found that the plant in Dortyol avoided notable damage. MMK Metalurji Director Mr Denis Kvasov said “It is now important for everyone in Turkey to return to normal life as soon as possible. Making sure that we can secure safe production, we decided to gradually resume our work. This is important both for the people themselves and for the company as a whole. Our products will now be very important for the restoration of the areas that were damaged by the earthquake, and we are ready to contribute to the recovery and reconstruction of the country.”

The company's management has adopted a phased plan to resume production. At the first stage, the work of a continuous picking unit and a reversing mill has been started. Their products should ensure the full capacity utilization of the MMK Group plant in Dilovasi with a continuous hot dip galvanizing unit and a polymer coating unit.

At the same time with the commissioning of the first production lines, specialists carry out additional reinforcement of various structures at the facility and preparations for the launch of other units of the complex. The MMK Dortyol port has been operating in full capacity since last week.

With the resumption of production, MMK Metalurji employees continue to deal with humanitarian issues and help the victims of the earthquake. There are still several dozen people who are staying at the plant because they have lost their homes. The company provides dwelling for these families outside of the production site to ensure their safety. At the same time, MMK Metalurji is preparing to build temporary housing for employees whose homes have been completely destroyed or declared uninhabitable.

Mexican Steel Industry Urges US to Avoid Trade Measure

    21 Feb, 2023, 5:08 am

Mexico’s iron and steel chamber Canacero has urged the partner countries in the US Mexico Canada Free Trade Agreement to avoid protectionist practices and focus on strengthening value chains in the region. Canacero said “The Mexican steel industry rejects the protectionist claims of some American senators who call for the reimposition of measure 232 on Mexican steel. Faced with the complaint of a group of 13 American senators about the alleged sudden increase in Mexican exports of conduction pipes (conduit) and some other products, the chamber specifies that Mexican steel exports to the US represented only 3.3% of domestic consumption, while the market share of the United States in Mexico amounts to 14.6%.”

Canacero also ratified its support for Mexican authorities in helping to carry out an objective analysis of the situation that "blocks the way to protectionist tendencies, which will undoubtedly be accentuated as the elections in that country approach."

The chamber argues that the US has had a trade surplus with Mexico of 1 million tonne on average since 2017 and had a 35% share of Mexican steel imports in 2022, which is double the share of Mexican exports to its northern neighbor.

The move is in response to a letter sent last week by more than a dozen US Republican and Democratic senators to the trade authorities in Washington requesting 25% tariffs be reimposed under Section 232 on some Mexican steel products, alleging an unsustainable surge in imports. In the letter, dated 14 February, the US senators called on the Joe Biden administration to immediately begin consultations under the 2019 USMCA agreement that eliminated tariffs on Mexican and Canadian steel imports, to address the increase and ensure imports return to "historic volumes of trade," with quotas if necessary.

L'Usine Nouvelle has reported that ArcelorMittal will restart 2 million tonne per year Fos-sur-Mer Blast Furnace 2 in France in April.
